INFORlV1ATION MEMO To: Mayor Mullet From: Public Works Director~ June 8, 2005 Date: Subject: Connectivity Update ISSUE Provide Council with an update on the City's connectivity initiative. BACKGROUND The City had contracted with Asset Analytics (AAI) to achieve City's goal of constructing a metropolitan area fiber network that would provide gigabit Ethernet connectivity to Tukwila citizens and businesses. Through a series of contract amendments and renewals, AAI accomplished tasks critical to the deployment of a fiber network system throughout the City. These tasks include the audit and proofmg of the City's conduit system, network design, and the development of a business model. As briefed to the Council, the cost to construct a fiber network that would provide gigabit connectivity to Tukwila businesses and residents is approximately $10-$12 million. DISCUSSSION Due to budget considerations and competing priorities, the Council directed staff to develop a business model that assumes fiber deployment only to the Commercial Business District (CBD) with an option to connect from the CBD to the Sabey Data Center. Through a contract with AAI, this task was completed in January 2005. Mr. David Luman briefed the Council on the CBD fiber deployment business model during the January 2005 Council Retreat. Mr. Luman estimated that the CBD deployment along with a connection from the CBD to the Sabey Data Center would cost approximately $2.2 million. We expect the City's Signal Interconnect Project to offset some of the CBD fiber deployment cost. As part of the scope of work, construction of the signal proj ect will include repair of the broken conduits. Additionally, the conduit gaps that exist in the CBD (see attached map) will be bridged. The project is currently in preliminary design; construction will begin late this year. Mayor Mullet Page 2 _ June 9, 2005 To move forward with the connectivity project, Council must decide on the following critical issues: ~ Accept or reject information/data provided by AAI and move forward with the connectivity plan. ~ Given budget constraints, goals, and other competing priorities, decide whether the fiber deployment should be City-wide or CBD-only deployment. ~ Approval of a staffmg plan to ensure effective project management and oversight. The staffing plan must include hiring of technical personnel to handle design, construction, and operations and maintenance requirements. Note that the hiring process takes months to complete. Additionally, City must decide on the lead department to manage the entire project rrom design to completion. RECOMMENDATION Present to the Committee of the Whole for discussion. attachment: CBD Conduit System Excerpt from Minutes of City Council Retreat (January 2005) Connectivity David Lumen and Ross Schultz Ross talked about his experience in Sherwood, Oregon, which also wanted to build a high-speed internet network. They tried to get grants, but were unable to do so. They built one lme to a large Sherwood server similar to Sabey's server buildings here. Developers are putting in condUIt now. David Lumen said Verizon and Quest both said they would be interested in using our conduit, but If they were the vendors they would have a monopoly and could just serve the low hangmg fruit of the largest businesses. Dennis thought it would be good to get their offers, as that would offer no risk to Tukwila. David said if putting in gigabyte service increased city business by 9% (as Hebert Research estimated), the city coffers would benefit. Pam L said thIs could be somethIng the City could be proud of having once it was in. Dennis argued business that wants it in the CBD already has fast mternet service. Pam L said the Council always thought we'd turn the operations and maintenance of the system over to an outside vendor. The danger of the biggest operators IS that they would only sell to a few businesses, ignoring areas they thought weren't so profitable. Dave F said there is no gigabyte service in the CBD. He wants the City to run the system, and thought the big vendors would just go for profit. Dennis wanted an estimate from the bIg vendors. Pam C asked what the city's vision was for connectivlty. Whether it's an enterprise fund or a util1ty needs to be decided. Jim thought it could be a competitive advantage for Tukwila. It could be tied to economic development. Steve asked what we need to do next. There would be some cost to finishing the network of conduit in the CBD. The larger issue may be gettmg from the street to the buildings. Dennis argued for value engineering, and David L said the technical parts of his report had gotten that review. An estimate IS needed for what it would take to get to an RFP for service. The issue was referred to a COW. City Councll Retreat 2 SEATTLE POST -INTELLlGENCER http://seattlepi.nwsource.comlbusine~s/225514 _ broadband24.html Seattle is told it must rewire Advanced broadband network needed to stay ahead, task force says Tuesday, May 24, 2005 By JOHN COOK SEATTLE POST-INTElllGENCER REPORTER For Seattle to remain competitive, it must develop an advanced broadband Internet network that is capable of delivering voice, video and data to businesses and homes. And it must do so quickly, rolling out the high-speed system within the next 10 years. That's one of the findings of the Broadband and Telecommunications Task Force, which plans to release a report today that encourages city leaders to act now or face the prospect of falling behind other regions. "Seattle cannot afford to dawdle," Steven Clifford, chairman of the task force and the former chief executive of King Broadcasting Co., wrote in a draft report. "Broadband networks will soon become what roads, electric systems and telephone networks are today: core infrastructure of society." The report, which will be presented to the City Council's Utilities and Technology Committee this afternoon, contains a number of bold recommendations. The most controversial is the suggestion that the city support construction of a fiber-optic network, the fastest and most reliable technology but also the most expensive to deploy. The recommendation of fiber comes as a number of cities, including Spokane and Philadelphia, have approved construction of less expensive wireless networks. But wireless, including an emerging technology known as WIMax that can cover many square miles, does not provide the bandwidth or security necessary for applications such as telemedicine, remote learning or interactive government. It also has issues with network interference and spectrum licensing, Clifford said. "The long-term problems and challenges that Seattle faces are not likely to be solved by wireless," he said. "What Seattle and all cities will need is a big, big pipe capable of 25 to 1 00 megabits (per second) each way." The 13-member task force did not study the economics of fiber to homes, so they did not provide a recommendation on how the city might support this effort. But although the capital costs are high, Clifford said, the total cost per megabit makes fiber the cheapest and most compelling system they studied. "We did not recommend to go ahead and fiber Seattle tomorrow," he said. "There may be some new technologies emerging that will allow you to get fiber to the neighborhood and have some other hop to the home, other than fiber, that can still give you the fat pipe." Task force member Ron Johnson, vice president for computing and communications at the University of Washington, said the city is well positioned with an existing fiber optic network According to the report, more than 450 miles of fiber optic cable runs through Seattle. "We have fiber in places that most people don't," Johnson said. "Most of the people involved in tIlis process saw that as ~ extraordinary asset." (continued...) If Seattle does not move forward with the network, it could lose its edge to cities such as Amsterdam, Netherlands, and Seoul, South Korea, which have placed big bets on broadband, Johnson said. "There are areas of the globe that are light years ahead, and Seattle should want to be among the global leaders," he said. The idea of a municipally supported network that provides high-defInition television, voice over Internet, on-demand movies and other services could put the city in competition with telephone and cable companies. Though there are potential ways for the city to work with those incumbents, the report indicated that it would be a mistake for Seattle to wait for "private markets" to drive the construction of new networks. "Without the city playing any role and without taking the initial steps we outlined, other cities are going to fare much better because there will be more robust competition," Clifford said. Johnson believes it's unlikely that Comcast or Qwest would cooperate with the city on a new fiber-optic network, but he said a third-party provider or non-profit entity could be attracted to the opportunity. The city could operate its own network, although Johnson said he would prefer a partnership with a telecommunications provider. In letters to the task force earlier this year, representatives for Qwest and Comcast said they would be willing to work with the city. However, they expressed reservations about a municipally operated network. "Our view is that incentives for us, as an existing broadband provider with the network and resources already in place to operate in Seattle, would be far less expensive and far faster to market than attempting to create a new telecommunications system," Comcast Senior Vice President Len Rozek wrote. Qwest \\'Tote that it would prefer that the city let the market for broadband develop in an "open and unfettered environment." Seattle City Council member Jim Compton, chairman of the Utilities and Technology Committee and a sponsor of the task force, said he was surprised by the findings. "We sent them out to find out if we should do citywide Wi-Fi, and I thought that's what the business model would point to," Compton said. "Instead, they came back and said that is one of the things we should do, but more important for our broadband future is a citywide fiber-optic network. " Compton plans to introduce legislation to create an Office of Broadband to study the issues further. "I think it is important enough that everybody will agree that we should seize this opportunity," he said. BACKGROUND The Transportation Improvement Program (TIP) is updated annually as required by RCW. The TIP is adopted by resolution after a public hearing at the local agency level and incorporated into the Regional and State TIP's. The TIP is primarily a fmancial planning document for projects competing for grants. Any project submitted for federal grant funding must be included in the local, regional and state adopted TIP's. The TIP is a rolling plan showing various funding sources: grants, developer, local funds. Projects "roll" as funds or stages (design report, fInal design, construction) occur. Tukwila's TIP and CIP list many of the same transportation related projects. The TIP lists only the next six years, while the CIP lists the next six years and projects scheduled beyond six years. The CIP also includes water, sewer, drainage, and capital facilities. The TIP is required to be adopted by July 1, while the CIP is prepared during summer and fall in conjunction with budget preparation. Differences between the two may be due to priority changes, funding availability changes, or other factors that normally occur in the time between adoption of the two documents. ACTION TAKEN The "Draft" 2006 - 2011 TIP was created by modifying the 2005 - 2010 TIP to add projects, remove projects, adjust project costs, and reprioritize the list of projects. The attached spreadsheet shows the project additions, deletions and revisions. Two projects were deleted and two new projects were added. RECOMMENDATION Hold a public hearing and adopt the annual update. Southcenter Parkway S 180th - South CIty LImIts was revised to be S. 180th-S. 200~h. Southcenter Parkway S. 180th - South CIty Limits was revised to be S. 180th-S. 200th. The new projects are S 178th realignment, the S 180th/Andover intersection, and East Marginal \Vay(EMW)/Boeing Access Road (BAR) intersectIOn. The EM\VIBAR project has receIved 5100,000 in federal funds and $16,000 in TukwIla matching funds. The Marketmg and Communications Coordinator posItIon is authonzed in the 2005 budget at 0.6 tIme. Currently, the Marketing and CommunicatIOns Coordmator position is vacant. The Admmistrative Support Assistant posItion IS also vacant, however, the work is being covered by a temporary employee. DISCUSSION Because the positions are vacant, now is a good time to re-evaluate the duties and make changes. I recommend the following two changes: (1) Increase the Marketmg and Commumcations Coordmator position to full-time and (2) elIminate the AdmmistratIVe Suppport AssIstant position and replace it with an Administrative Support Specialist positIOn. Two primary duties of the Marketing and Communications Coordmator position are developmg and managing the advertising program and working with the medIa outlets to get Seattle Southside highlighted in articles in travel magazines and other press. By mcreasing the position from 0.6 time to full-time, this person can invest more time in getting "free press" resultmg in less money spent on advertising. It will also be easier to hire for this position if It IS full-time. The Administrative Suppport AssIstant position is Teamsters' DeCISIOn Based Methodology (DBM) ratmg of All (an entry level position). At Seattle SouthsIde, m addItIOn to havmg pnmary responsibility for assisting ViSItorS wIth theIr travel plans and questions, this posItIOn has a number of other significant duties such as overseeing volunteers, Increasing volunteers, and initiating the "sale" for group reservations when we receIve customer inquines. Given the scope of work, I believe the Administrative Support SpecialIst (Teamsters' DBM ratIng of A13) position is a more appropriate fit. Budget impacts: The annual salary midpoInt of the Administrative Support Assistant position is $35,064. The midpoint of the proposed Administrative Support Specialist position is $40,146. Assuming benefits and payroll taxes are 30% of salary, the estimated annual increase would be approximately $6,600. The annual salary midpoint of the Marketing and CommunicatIOns Coordinator position is $45,960. Since it was 0.6 time, the amount budgeted for 2005 was approximately $28,000. Increasing the posItion to full-time would increase the estimated expenditures to the mid-point of $45,960, or an increase of Just under $18,000. Including taxes and benefits at 30%, the estImated annual increase would be approximately $23,500. The above amounts are estimates that may dIffer from actual expenditures depending on the timing of when the positions are filled and the salaries the successful candidates' received. I believe both of these changes can occur without increasing the total 2005 budget for Seattle Southside for two reasons. First, the changes are occuring mid-year and the budget impact would be only for a p~rtial year, plus we have had salary savings resulting from the vacancies. Second, the increased time for the Marketing and Communications Coordinator position will result in less need to spend money on advertising. Although we are not requesting a change to the total Seattle Southside budget, the changes may result In some movement within the budget from Other Services and Charges (e.g. advertising) to Salaries & Wages. RECOMMENDATION Approve increasing the Marketing and Communications Coordinator position from 0.6 time to full-time. Though Don has tried to contact the right people in Renton he has not gotten written permissIOn from them yet, but he promised he would get It before the permit was issued. Seattle Southside Staff Kathryn talked about how much the foot traffic m the office has increased since their move to the Interurban offices VISItS and revenues have increased, as they can often direct visitors to motels just down the street. Their hotel bookings are up, especially in Tukwila, though also in Sea Tac and Kent, our partners. Dave complimented Kathryn and the group on their excellent work. Derek explained the tourism group now has four positions, with one position at .6 time and one position vacant. They would like to increase the .6 part tIme position to full time and change the description of the Administrative Support Assistant to Administrative Support Specialist. Staff believes these changes can be made without increasing the Seattle Southside budget this year by reallocating existing budget dollars from advertising and hiring public relations consultants, and putting that money into salaries instead. Staff does not anticipate the change will cause an increase to the 2006 budget. The committee members said they appreciated the increasing revenues from tourism projects, and would gladly approve the changes as the work seems to warrant it. The office IS havmg an open house thIS weekend, with kids' events, and a classIc car show from noon to 4 p.m. Recommend staff changes to COW. 3. Station 51 Traffic Safety Nick said the issues raised by a citizen who works across the street from Station 51 are issues that have been around for many years. Though there have not been accidents, it is common for apparatus that pull out of the station to have to wait a minute or two to be able to turn into traffic. \Vhen responding to a call, that wait can add to response times. Traffic on Andover Park East is often traveling 40-50 mph. After discussion, there was agreement between Nick and Jim Morrow that first would be a definition of what the problem is (if there is a problem), and second, defining the magmtude and solution to the problem. Jim M said he had pulled accident history for the past 5 12 years, and found 7 accidents, though none at the fire station wIth apparatus. A traffic count in 2002 showed there was a reduction in traffic volume from a prevIOus report. Jim said he would do a further study. Issue recommended to Public'Vorks. Dennis also raised the issue of neighborhoods being very wary of changes in density, types of housing, and rental housing. Joan initIally thought allowing up to 36 cottage homes in a development was too many, but after hearing that developers sometimes require 36 homes to make a development profitable enough to build, she changed her mind and thought 36 homes could be allowed. The size and location of a development would be important. Dennis worried about a large development going into a neighborhood when it would be surrounded by traditIOnal housing. The current sIte for a very draft proposal for non-traditional housing is below the hospital and adjacent to the cemetery on one side and the large back yard of the veterinary office on Military. Matt said the design review process would help ensure the buildings in a demonstration sIte were attractive. Dennis' comments concerning changmg the character of a neighborhood could be calmed by a demonstration that showed different methods of housing in an area like the proposed demonstration site. To do a project like this would take a large amount ofland, and those large parcels are generally not in the middle of densely populated areas. Joan said she supported cottage housing that was not cookie cutter in appearance, but had modulation and pitched roofs instead. Steve mentioned that often this new type of housing is not cheap, and may not be as easily rented as something less expensive. The Committee members had some comments about the draft demonstration housing outline. Joe said he would like pictures of how some of these areas could look. Refer issue to COW. -> 3. Proposed Code Amendments The set of zoning code amendments that addressed changes required by state law regarding manufactured housing as well as some other changes was sent from the Committee to the Planning Commission. The CommIssion held a hearing and endorsed the Committee's recommendation on all the Items except the manufactured housing section. The Commission did not want to require all new single- family houses to have an attached garage, have a front door that faced the street, or have a minimum roof pitch of 5:12. The Committee agreed to reinstate their original design standards for a 5:12 pitched roof, a front door that faces the front yard, and they wanted to allow detached garages for alley-accessed lots. The issue of requiring attached garages on manufactured homes can still be kept if detached garages can be dealt with separately. Dennis asked that the Planning Commission minutes be included in the Council packet. Recommend code amendments to COW. 4. Comp Plan Amendment Update Two proposed changes to the comprehensive plan were submitted for 2005. The first III the Tukwila Public \-Vorks Transportation Element of the comp plan. The other was a request from a resident on Onlha Road who wanted a zoning designation though he is outside the Potential Annexation Area. Steve has asked that person to wait until annexation for his request, which the applicant has agreed to. The Transportation Plan is scheduled for the end of this year. Information. Commumty AffaIrs and Parks Committee March 15, 2005 A second decision is whether the city should require a business license for multi-family and accessory dwelling units. Dennis thought there was not a council consensus on this issue, though he and Joe supported it and Joan would like more information on it. Kathy reported being allowed in one apartment unit with obvious health and safety violations. Mandatory inspections of apartment units is also an option that could come with licensing, though the legality of that is unclear. Refer issue to COW. -1 4. Proposed code amendments Th~ committee consIdered ten draft code amendments. Staff had listed options, and included recommendations on each amendment. Because cities are required by State law to accept manufactured homes beginning July 1 st this year, City standards need to be established.. Nora said manufactured homes come in a range of quality, ftom very basic trailer types to homes hard to distinguish from stick-built homes. Staff had written changes to the single family dwelling code that manufactured homes would need to follow, and the recommendations would lead to a higher quality manufactured home: The committee largely followed the staff recommendations. Committee members had some questions about appropriate requirements for condo conversions and which requirements might be appropriate, and on whether a dog kennel was appropriate in the urban center. Refer issues to Planning Commission. 5. Single Family Neighborhood Housing Options Moira said most developments for single family homes put in a standard home with a garage in ftont. The Comprehensive Plan encourages a range of housing types. Some options include cottage housing, where small homes are clustered around a common green, with parking in the back or on the sides, and porches facing one another. There is an opportunity for this type of housing in a demonstration project in the city, though an ordinance would need to be passed to allow that. The committee supported cottage housing on a demonstration project basis. Return to Committee with specific recommendations for allowing demonstration proiects. 6. Aerial survey DCD has budgeted an aenal survey ofthF entire city and is eager to proceed with that survey before the trees leaf out any more than they already have.
