SUBJECT: City of Tukwila Pool - High Performance Coating Bid Award
BACKGROUND
The City of Tukwila Pool is budgeted and scheduled to be "painted" or more accurately
described "High Performance Coated" in the 2005 Capital Improvement Project Budget. This
is a special application process that will withstand the interior and exterior environmental
conditions allowing for a longer "paint" life and better moisture control performance for the
Concrete Masonry Unit (CMU) walls.
The pool will be closed, (with all classes and open swim times cancelled), from August 29 to
September 9, 2005, for the interior coating portion of this project. Due to this published pool
closure time line, the Community Affairs and Parks Committee has authorized the Bid Award
to be placed on the July 25 Committee of the Whole Meeting for review. It is anticipated the
final Bid Award may then occur at the August 1 Regular Meeting. This schedule allows
enough time to give the contractor a Notice of Award, allows for contract documents to be
executed, and allows the contractor to order the High Performance Coating. The contractor
will have 45 days to complete the project from the date of the Notice to Proceed, with the
interior applications being done during pool closure times mentioned above.
Bid packets were delivered to five qualified High Performance Coating contractors from the
City's Small Works Roster. Four contractors attended a pre-bid meeting on July 8. Three
sealed bids were received and opened on July 15. A summary of the bid results is as
follows:

RECOMMENDATION
Staff recommends the Tukwila City Council award a bid for High Performance Coating of the

encumbrance of $55,056.77.

SUBJECT: Lease Agreement for Neighborhood Resource Center
Attached for your review is a draft lease agreement for the Neighborhood Resource
Center located at 14661 Tukwila International Boulevard.
The original lease agreement, effective September 1, 1995, was for three years at a rate of
$900 per month. Through the years that agreement has been extended through various
amendments, the most recent of which expired on June 30,2005. The monthly payment
amount was increased on September 1,2000 to $1200 per month.
The lessor has requested a monthly rent increase of $200, bringing the annual lease cost
up from 14,400 to 16,800. Though the dollar expenditure is well within the Mayor's
signature authority, Council must authorize entering into the agreement. The Finance and
Safety Committee considered the draft lease at its meeting of July 18, and the
committee's suggestions have been incorporated into the draft.

LEASE AGREEMENT
This Lease is made and entered into by and between the City of Tukwila ("City"), lessee,
and Timothy O'Brien (O'Brien), lessor.
1. Premises. O'Brien hereby leases to the City the upper main floor, outside yard, and
parking spaces along the west driveway at 14661 Tukwila International Boulevard, City of
Tubvila, King County, State ofvVashington.
2. Tenn. The tenn of this Lease shall be for eighteen (18) months starting on the fIrst
day of the month after both parties have signed this Lease. At the option of the City, this Lease
may be extended for an additional eighteen (18) months.
3. Rent. The City shall pay O'Brien One Thousand Four Hundred Dollars and No/lOO
($1,400.00) a month for the lease of the premises.
4. Utilities. O'Brien shall timely pay for all costs, expenses, fees, services, and charges
of all kinds for heat, light, air conditioning, electricity, water, sewer and garbage. The City shall
pay for telephone and any other utility.
5. Repairs and Maintenance. The City accepts the premises herein leased in its present
condition, and agrees to repair and maintain said premises in its present condition, ordinary wear
and tear and damage by fIre or the elements excepted.
6. Access. O'Brien shall have the right to enter the premises at all reasonable times for
the purposes of inspection or for making repairs, additions or alterations after providing the City
advanced written notice of at least twenty four (24) hours.
7. Damage and Destruction. In the event the premises are rendered untenantable in
whole or in part by fire, the elements, or other casualty, the City at its option, may vacate the
premises and terminate this Lease.
8. IndemnifIcation. Each party agrees to protect, defend, appear, save hannless and
indemnify the other party from and against all claims, suits and actions arising from the
intentional or negligent acts or omission of such party, its agents or employees in the
perfonnance of this Lease.
9. Insurance. The City agrees to maintain public liability insurance on the premises in
the minimum limit of $25,000 for property damage and the minimum of $100,000/$300,000 for
bodily injuries and death. The City shall furnish O'Brien a certifIcate indicating that the
insurance policy is in full force and effect and that the policy may not be cancelled unless ten
(10) days prior written notice of the proposed cancellation has been given to O'Brien.

11. Binding on Heirs, Successors and Assigns. This Lease shall be binding upon the
heirs, executors, administrators, successors and assigns of both parties hereto.
12. Termination. The City may terminate this lease by giving O'Brien sixty (60) days
written notice of the City's intent to terminate.
13. Entire Lease. This Lease contains all of the terms and conditions agreed upon by the
parties. The parties agree that there are no other understandings, oral or otherwise regarding the
subject matter of the Lease. No changes or modifications of this Lease shall be valid or binding
upon either party to this Lease unless such changes or modifications are in writing and executed
by both parties.
14. Venue. This Lease has been and shall be construed as having been made and
delivered within the State of Washington, and it is mutually understood and agreed by the parties
hereto that this Lease shall be governed by the laws of the State of Washington, both as to
interpretation and performance. Any action for the enforcement of this Lease, or any provision
contained herein, shall by instituted and maintained only in King County, vVashington.

1. Police Organizational Review Viki explained the need to reclassify the positions of captain
and commander in the Police Department. There were fonnerly assistant chiefs in the
department, but this was changed under Keith Haines. There has been compression between the
management and the officers, and a change would rectify this. Dave H also said external
comparisons would be more equal ifthe position grades were upgraded. Finally, the people in
the positions that would be affected have been doing work equal to assistant chiefs or
commanders, and should be given the grades that reflect that. The changes will cost
approximately $14,000 this year. The Committee asked that the cost for 2006 also be included.
The organizational chart will include current and new positions to clarify the changes.

2. Seizure Account Expenditure Dave H said Lieutenant Don Lincoln has coordinated the
Investigations move into the old school district offices in the 6300 building. Traffic, the T AC.
Team, instructors, and volunteers will use the current spaces once they are remodeled and
upgraded. It will also allow for storage of T AC team materials. The cost of approximately
$32,000 will come from drug seizure funds. Dave F initially had some questions about the need
for these improvements, but was satisfied his questions were addressed. The three Committee
members signed 7 purchase orders for work to be done on the just-vacated space. This is the
second phase of a three-phase move. The first phase involved moving Major Crimes and the
other units into the old school district offices. Recommend improvements to COW.
~. Neighborhood Resource Center contract The lease for the Neighborhood Resource Center
-1\ ~n TIB has expired, and a new lease is in order, The fonner lease, which was extended several
times between 1998 and 2005, had provisions that have been clarified in the new lease. Rent is
increasing from $1,200 to $1,400/month, and the lease agreement will run for 18 months, after
which time it can be extended for an additional eighteen months. The Committee recommended
a tennination clause, and clarifying who is responsible for heating/cooling and restroom
improvements or replacements, Dave H said the window air conditioner there is failing.
Recommend lease agreement to CO'V for approval.
4. Update to Budget Presentation Kevin updated the budget presentation he had made at a
COW meeting. The change was made to Attachment A, which includes a summary of both
operating and capital funds. Kevin added the carryover in funds from 2004 into the 2005 budget
calculations, Dennis said he was interested in what had changed up to this point in the year.

& Maintenance of Traffic Signals and Related Equipment Along the
Trans-Valley Corri4or
ISSUE
Authorize the Mayor to execute an Interlocal Agreement with King County and the City of
Renton regarding the Trans-Valley ITS Project.
BACKGROUND
King County is sponsoring a grant-funded project that will provide an Intelligent
Transportation System (ITS) along the S 180th St / SW 43rd St I SE 176th St corridor that
traverses through the Cities of Tukwila and Renton and through unincorporated King County.
The project has installed new traffic signal control equipment, cameras, and other associated
equipment within Tukwila city limits that will be owned by Tukwila. The objective is to be
able to improve traffic flow through the corridor by using state-of-the-art ITS technology.
Tukwila's role does not include any fmancial contribution to the project, but does require
agreement to the long-term operation, maintenance and responsibility of the ITS equipment
throughout the corridor.
ANALYSIS
King County has prepared an Interlocal Agreement that transfers ownership of certain
equipment and defmes the responsibilities for operation and maintenance of equipment installed
by the project. The agreement is being routed for review and execution, if there are no
changes requested or mandated by Tukwila.
RECOMMENDATION
Authorize the Mayor to execute an Interlocal Agreement with King County and Renton.

INTERLOCAL AGREEMENT FOR THE TRANSFER OF O\VNERSHIP AND
THE OPER-\TION AND MAINTENANCE OF TR'-\FFIC SIGNALS AND RELATED
EQUIPMENT ALONG THE TR<\NS-V ALLEY CORRIDOR
THIS AGREEMENT is made and entered into by and between King County, a political
subdivision of the State of\Vashington ("the County"), the City of Renton ("Renton"), and the
City of Tukwila ("Tukwila"). The County and the Cities are referred to collectively as "the
Parties," and Renton and Tukwila are referred to collectively as "the Cities" and individually as
"City."
RECITALS
A. The County has a Capital Improvement Project (CIP #400400) to interconnect the traffic
signal system along the Trans-Valley Corridor ("the Corridor"). The Parties have entered
into a separate agreement regarding the design and construction of CIP #400400.
B. The Corridor is defined as starting from SE 151st Street on Petrovitsky Road and follows
along on SE 176th Street, Carr Road, SW 43rd Street, and onto S 180th Street where it ends
at Southcenter Parkway. Portions of the Corridor are located in Renton, Tubvila and
unincorporated King County.
C. Renton and Tubvila own certain traffic signals along the Corridor listed on Exhibit A.
D. CIP #400400 includes 1) installing closed circuit television (CCTV) cameras; 2)
installing an Intelligent Transportation System (ITS) comprised of fiber optic
communications equipment and fiber optic communication cable; 3) replacing City signal
equipment including signal controllers and some cabinets; and 4) installing transit priority
request (TPR) equipment, as itemized in Exhibit B, to support the operation of transit
signal priority (TSP).
E. The Parties find that it would be mutually beneficial for the Cities to maintain their
respective CCTV cameras, ITS equipment and cable, City signals; and TPR equipment
located within their jurisdictions and for the County to operate the City signals at County
expense for two years, in coordination with related County, City and State equipment.
F. The Parties are authorized, pursuant to RCW Chapter 39.34, to enter into an interIocal
governmental cooperative agreement of this nature.
AGREEMENT
NOW, THEREFORE, in consideration of the mutual covenants contained herein, the sufficiency
of which is hereby acknowledged, the Parties agree as follows:
1. Applicability. This-Agreement applies to the transfer of O\vnership and operation and
maintenance of CCTV cameras, ITS equipment and cable, City signal equipment and TPR
equipment that the County installs as part of CIP #400400 within the Cities' corporate
limits.
2. Transfer of Ownership
2.1 Following final inspection and acceptance of CIP #400400 by the County,
ownership of the CCTV cameras, ITS equipment and cable, City signal
equipment, TPR equipment and fiber optic cable, all as listed in Exhibits A, B,
and C, shall automatically transfer to the City within whose corporate limits they
are located.
2.2 For the purpose of documenting this transfer, the County shall send each City a
letter indicating the date of acceptance of CIP #400400 which is also the official
date of the transfer of ownership as described in Section 2.1.
3. County Responsibilities
3.1 The County shall pay for the initial purchase, instaUation, integration, testing and
acceptance of CCTV cameras, ITS equipment and cable, City signal equipment,
and TPR equipment related to this Agreement as part of the construction of CIP
#400400.
3.1.1 Prior to acceptance of CIP #400400, the County, at its expense, shall
provide training to the Cities for maintenance of the City signal
equipment and central system software.
3.2 The County shall own and maintain, at its sole cost, the modem connection to the
TPR management server, the TPR management server, the TPR application
software, and each City's access to the County's wide area network where the
TPR application is housed.
3.3 The County shall operate the CCTV cameras, ITS equipment and cable, City
signals, and TPR equipment and shall be responsible for aU costs associated with
their operation. This shall include signal timing generation and implementation,
TSP settings, citizen requests for timing information, and annual signal timing
review. The County shall provide this service, at the County's expense, to the
Cities fot a period oftwo years following final acceptance of CIP #400400 and as
described in Section 9.1.
3.4 The County shall prepare signal timing plans for the operation and coordination of
City signals and shall provide the signal timing plans inclusive ofTSP settings to
the Cities for their review, modification, and acceptance. The County shall not
implement signal timing plans without first obtaining written authority from the
Cities to proceed.

3.5 The County, in the event of an emergency, such as caused by acts of nature or
vandalism or traffic accidents, shall have the ability to modify the operation of the
signal timing plans to reduce resultant traffic hazards without written authority
from the Cities. 'When practicable, the County shall notify the Cities of this signal
timing operation modification.
3.6 The Cities grant the County right of entry into the respective corporate limits of
each City for the purpose of carrying out the terms of this Agreement. The County
agrees to perform any work within the Cities consistent with all current City
practices. The County will notify the City prior to performing any work within the
City.
3.7 The County shall own and maintain the fiber optic cable that is within the
unincorporated King County right-of-way. The fiber usage shall be available to
the Cities, County and the 'Washington State Department of Transportation
CWSDOT), as described in Exhibit C, Trans-Valley ITS construction plans, sheet
CH-l, Sheet 82 of 99 including the thirty-six strands of fiber installed as part of
the Green River Valley Signal Interconnect project.
4. Cities Responsibilities
4.1 The Cities shall perform all routine and ordinary maintenance and repair on their
respective City signals, as well as the CCTV cameras, ITS equipment and cable,
and the TPR equipment inst~lled by the County pursuant to this Agreement and
shall be responsible for all associated costs. Each City shall provide records of the
foregoing maintenance and repair to the County upon request by the Coun!'j.
4.2 Following County acceptance of CIP #400400, each City shall own and maintain,
at its sole cost, County-installed CCTV, ITS, City signal and TPR equipment
within each City's corporate limits. Each City shall be responsible for pole
attachment agreements and utility costs, if applicable.
4.3 The Cities shall receive full access rights to the Cities' signal systems via the
County's Advanced Transportation Management System (ATMS), to remotely
monitor the traffic signal timing and traffic flow information for City signals. The
Cities shall receive read only access to the County's ATMS to monitor the traffic
signals owned by the County.
4.4 The Cities shall be provided with the County's operational signal timing plans and
shall review the plans, suggest modifications if necessary, and approve the plans
in writing before implementation. The Cities shall have the ability to make
further recommendations after initial approval and shall work with the County
before the County implements any additional modifications.
4.5 Each City shall pay for replacement of CCTV cameras and City signals when
cameras, City signals, or signal components deteriorate to the point of imminent
failure or can no longer be cost effectively maintained as determined by the

County and the City. The City may fund additional improvements to the
intersection and traffic system within its corporate limits at its discretion as
technology and traffic patterns change.
4.5.1 The County shall provide each City with necessary documentation of the
City signals' deficiencies as they become apparent during operation of
City signals. The County shall provide this information to each City as
soon as practicable.
4.6 Each City shall notify the County of modifications the City intends to make to
City signals that, in the opinion of the City, could impact the operation of the
signal at that intersect,ion or impact the operation of the corridor prior to
implementation of those changes. In the event a condition exists resulting from
acts of nature, third party damage, unknown third party damage, or other reasons,
the City may remove any obvious and immediate traffic hazards before
notification to the County. Each City shall have access to City signals in the event
of an emergency.
4.7 Each City shall own and maintain the fiber optic cable that is within its corporate
limits. The fiber usage shall be available to the Cities, the County and WSDOT,
as described in Exhibit C, Trans-Valley ITS construction plans, sheet CH-1, Sheet
82 of 99 including the thirty-six strands of fiber installed as part of the Green
River Valley Signal Interconnect project.
5. Coordination
5.1 The County and the Cities shall cooperate with each other in good faith and take
into consideration the comments of the State as to the operation of the ITS, City
signals and TPR.
5.2 The County and the Cities shall cooperate with each other in good faith to monitor
and evaluate the operation of the signal timing plans to address any problems as
they develop. The Parties shall meet quarterly or at any other time upon request
by any Party to review traffic pattern changes, det'our routes, coordination issues,
system changes, and maintenance and operation issues, regarding the City signals,
ITS, and TPR equipment.
5.3 The County and the Cities shall support the implementation of priority treatment
for transit where it is determined to be effective. The Cities shall have the final
say on where transit priority treatment is implemented within their respective
jurisdictions.
5.4 The County and the Cities will jointly agree upon hardware requirements for the
TPR equipment that is required to implement TSP and on the operational
parameters for the implementation of transit priority treatments.
5.5 Within 120 days following the execution ofthis Agreement, the Metro Transit

Division of the County and the City of Tukwila shall jointly develop and adopt
TSP maintenance guidelines consistent with this Agreement, that outline the
specific work processes the parties will employ to operate and maintain the TPR
equipment.
5.6 Within 120 days following the execution of this Agreement, the Road Services
Division of the County and the Cities shall jointly develop equipment
maintenance guidelines and timelines. These guidelines and timelines will assist
each Party in routine maintenance as well as emergency repair procedures and
timelines for the ITS equipment, and City and County signals.
6. Data and Information Exchange \
6.1 The County and the Cities shall make available to each other such information
and data, if available, that may be useful in coordinating the operation and
maintenance of the Corridor. This information and/or data includes, but is not
limited to, traffic counts, signal status, detector occupancy, timing plans, and
video signals. The Parties recognize that certain information and/or data may be
time sensitive and should be provided as quickly as practicable to the other party.
6.2 The County and the Cities shall agree upon how to configure the data exchange
network server to control what information is available to each party. The County
and the Cities agree that all (.lata should be made available to each party, unless
there is a legal, operational or proprietary reason for withholding the data or
information.
7. Signal Addition or Deletion
Exhibits A and B may be modified by adding or deleting CCTV cameras, ITS, signal, or
TPR equipment upon written modification, signed by the City Public Works
Administrator for Renton, by the City Engineer for Tubvila and by the Director of the
County's Department of Transportation . Such modification shall be appended to this
Agreement.
8. Fiber Usage Modification
Exhibit C may be modified with regard to fiber use authority along the corridor upon
written modification, signed by the City Public Works Administrator for Renton, by the
City Engineer for Tubvila and by the Director of the County's Department of
TransportatiQn. Such modification shall be appended to this Agreement.
9. Term of Agreement and Tel111ination
9.1 The term of this Agreement shall begin on the date this Agreement is executed
and expire on the date that is two years ITom the acceptance date of CIF #400400,
subject to the early termination provisions below in this Section. The term may be
extended beyond the expiration date if the Parties execute an amendment to this

Agreement that provides that the Cities shall pay the County for the cost of .
operation services, as described in Section 3.3.
9.2 Funding for this Agreement beyond the County's current appropriation year is
conditional upon appropriation by the Metropolitan King County Council of
sufficient funds to support the County's obligations described herein. Should such
appropriation not be approved, this Agreement shall terminate at the close of the
current appropriation year. The appropriation year ends on December 31 st of each
year.
9.3 The County or either of the Cities may terminate this Agreement for any reason by
providing sixty (60) days written notice to the other Parties. If one City terminates
this Agreement, this Agreement shall be terminated as to that City, and the County
and the other City shall continue to maintain and operate the CCTV cameras, ITS
equipment and cables, City signals and TPR equipment under the terms of this
Agreement.
9.4 Expiration or termination of this Agreement shall constitute termination of all
signal assignment documents as well. Upon expiration or termination the
following shall apply:
9.4.1 The County shall provide the City with sufficient documentation and
training on the control equipment as deemed necessary by the City for the
continued operation of the signal plan should the City decide to operate the
signal plan.
9.4.2 The County shall release operating access to the City-owned CCTV
cameras to the City. The County may maintain read only access to the
City-owned cameras.
9.4.3 The City and the Metro Transit Division of the County shall enter into a
separate agreement if the City elects to continue the transit signal priority
function. If the City elects to discontinue the transit signal priority
function, the City shall relinquish its ownership of all TPR equipment as
described in Exhibit B. The City shall collect this equipment from the field
and deliver it to a location designated by the Metro Transit Division of the
County.
9.4.4 The Road Services Division ofthe County and the Cities shall enter into a
separate agreement for maintenance and usage of the fiber optic cable that
. ' runs throughout the limits of CIP #400400 to maintain communication
between signals and between the corridor and the Traffic Management
Centers of each jurisdiction.
9.5 The County or either of the Cities may partially terminate this Agreement by
terminating the TSP element of this Agreement by providing sixty (60) days
written notice to the other party. Should a City exercise its right of partial

termination, it shall be responsible for the cost of collecting all ofthe TPR
equipment from the field and delivering it to the County at the location requested
by the Metro Transit Division of the County.
10. Liability
'Washington State law shall govern the respective liabilities ofthe parties to this Agreement
for any loss due to property damage or injury to persons arising out of activities conducted
pursuant to it.
11. Audits and Inspections
The records and documents ,"vith respect to all matters covered by this Agreement shall be
subject to inspection, review or audit by the County or the Cities during the tenn of this
Agreement and three years after expiration or tennination.

13. Other Provisions
13.1 The County shall be deemed an independent contractor for all purposes, and the
employees of the County, or any of its contractors, subcontractors and their
employees shall not in any manner be deemed to be employees of either Cities.
13.2 Nothing contained herein is intended to, nor shall be construed to, create any rights
in any party not a signatory to this Agreement, or to fonn the basis for any liability
on the part of each City, the County, or their officials, employees, agents or
representatives, to any party not a signatory to this Agreement.
13.3 Waiver of breach of any provision ofthis Agreement shaIl not be deemed to be a
waiver of any prior or subsequent breach and shall not be construed to be a
modification of the tenns of this Agreement.
13.4 If any provision ofthis Agreement is held invalid, the remainder of the Agreement
shall not be affected thereby if such remainder would then continue to serve the
purposes and objectives of the Parties.
13.5 The captions in this Agreement are for convenience only and do not in any way
limit or amplify the provisions ofthis Agreement.
13.6 This Agreement contains the entire agreement of the Parties and any representations
or understandings, whether oral or written, not incorporated herein are excluded.

13.7 This Agreement may be amended only by an instrument in writing, duly executed
by the Parties, provided that Exhibits A, B, and C may be modified as set forth in
Section 7, Signal Addition or Deletion and Section 8, Fiber Usage Modification.

1. Trans-VaHev ITS Project Interlocal King County has a CIP project to interconnect traffic
signals behveen Petrovitsky Road, SE 176th Street, Carr Road, SW 43rd Street and S. 180th from SE
l5l5t to Southcenter Parkway. This corridor includes Tukwila, Renton, Kent and unincorporated
to County. The County will use cameras and fiber optic technology to time signals for traffic to run
, ( smoothly through the corridor. Pam C asked why the County was doing the timing instead of the
"L cities where the traffic signals are. Jim said because Metro runs across borders and King County got
r~ the camera systems and will run them with the help ofthe cities they are in. Cities will be responsible
\ for maintaining the systems, and will dwn them once the County inspects and accepts the system. In
Tub-vila the City Engineer will be the designated liaison. Jim H asked if the County budgets decline
and the County is unable to run the system whether the interloca1 would be modified. Jim M said it
would be. This agreement is only for two years. Recommend interlocal for approval to CO\V and
Regular lYleetings. :
2. Interurban Bridge 'Widening and Trail Bridge Acceptance The project to widen the
Interurban Bridge and build a pedestrian trail bridge nearby was started in 2003 and finished in June,
2004. The project went well, though working with State Department of Transportation (DOT) was
complicated because the project used limited access land, Change orders on the work included bridge
deck work, utility resolution, and traffic control labor. The budget was sufficient to cover the work.
Recommend project acceptance to consent agenda of a Regular lVleeting.
3. Asphalt Concrete Pavement Issues Jim M infonned the Committee about three pavement
issues. The tirst is the experiment tried with Quiet Pavement. Though it is quieter than regular
pavement it had a much shorter life span, as was evident when the State put it on 1-5 near Fife..It
rutted in five years, compared to a 10-15 year life cycle for regular pavement. The second is Super
Pavement that will be made mandatory in 2006. Superpave will require custom mix designs for every
project with special testing during construction. Superpave will provide longer last pavement.
The third issue raised was that asphalt prices may increase due to the cost of oil, and we can look for
higher costs here in the near tenn. Information.
4. Other Jim M told the Committee the 42nd Ave bridge wo,uld get a more permanent repair than
the emergency repair done in May. The work will be done in late July through August, leaving one
lane on the bridge open while sheet piling is installed on the bank. This work will occur concurrently
with the 2005 Overlay Program work on 42nd (S. 124th to the bridge).
Starfire hosted the Sou]1ders in a large event this past Saturday, and traffic went well.
Pam C noted the Port wants to become a voting member of SKCTBd. Jim M said that would only be
allowed if the Port removes itself as a voting member of the RPEC (Regional Proj ect Evaluation
Committee) ofPSRC. Pam also said SKTBD is evaluating whether cities should pay dues.

Police Administration Organizational Review
During the Finance and Safety meeting on July 18, the committee members reviewed the
recommendation from Mayor Mullet to reclassify the Police Lieutenant and Captain
positions to Police Commander and Assistant Chief. As explained in the memo from the
Mayor, this recommendation is based on a number of factors:
. Internal equity - Compression between the Sergeant, Lieutenant, and
Captain positions. Primarily between that of Lieutenant and Captain.
This created a situation where it is difficult to compensate current
employees in relation to those employees who are promoted, in relation to
each other as peers, and created the need for "special compensation" to
correctly compensate the Lieutenants and/or Captains during wage studies.
In addition, the Assistant Chief positions in Police and Fire are in
alignment.
. External comparison - Better alignment with what duties are being
performed by the current employees in relation to comparable jurisdictions
in terms of job description, title, and compensation.
. Administrative need - The demonstrated need for mid-management level
positions that require the decision capability and responsibility to meet the
demands of an increasingly demanding and diverse work environment.
A Police Department organization chmi from the 2005 budget is included with this
report, providing a visual representation of the changes being requested. There are three
employees moving from Lieutenant to Commander and two moving from Captain to
Assistant Chief.

In addition to the information provided to the Finance and Safety Committee, salary
schedule relationship pages are attached to clarify the requested changes. The schedule
identifies the current position of Lieutenant as it relates to the recommended
classification of Commander, and the current position of Captain as it relates to the
recommended classification of Assistant Chief. The City retained the Assistant Chief
classification from when former Chief Keith Haines was in that position and a new
classification for Commander has been developed (see attached classification for
Commander).
The question also arose as to what the estimated increased cost would be for the change
in 2006, In relation to current base wage (without consideration ofthe new non-
represented wage study being conducted this year), the increase is anticipated to be
approximately $11,500 in 2006. At that time all of the employees in these positions will
have reached the top step for their classification and increases will be based on wage
studies and COLA's.
The employees who are currently in these positions are in favor of the classification
changes as they feel they are more reflective of the work they are doing and reduce the
confusion that the titles bring when working with others in the police community. Those
employees who are interested in career growth also look upon these changes favorably as
an opportunity to progress through the ranks into positions that are correctly placed
internally and externally.
It is recommended that the changes in classifications be accepted through approval of the
budget for 2005. Thank you for your consideration.

The Police Department is currently conducting a review of their organizational structure. Over
the years, salary compression between the Sergeant, Lieutenant and Captain positions have
created on going wage difficulties within the department.
In 1998, the Assistant Police Chief position was removed from the budget with the promotion of
Keith Haines, our fonner Police Chief. At the time, as a means to cut cost and to create more of a
mid level management position, the classification for Police Captain was created.
During this review process, it has become apparent that there is a need for a higher level position
to assist with the overall management of the department. In addition, with the creation of a new
classification for Police Commander, it will bring the City more in alignment with other
comparable jurisdictions. This change will also serve to alleviate the salary compression issues
within the department.
Therefore, I support and recommend approval of the following organizational restructure within
the Police Department.
1. The incumbent Police Captains be reclassified into the existing Assistant Police Chief
classification.
2. The incumbent Police Lieutenants be reclassified to the new classification of Police
Commander.
The total estimated increase, including benefits to make this change would be approximately
$14,153. Funding win come from the 2005 Police Department Administration line item. Upon
your approval, we will move this forward to the Committee of the Whole.

MINIMUM QUALIFICATIONS
Three years of college or university credit in a degree program in the field of Police Science, Law
Enforcement, Criminal Just Administration, Public Administration, or a closely related field; and three
years experience with the Tukwila Police Department at or above the rank of Sergeant; or an equivalent
combination of education and experience to provide sufficient evidence of the successful performance of
the essential elements of the job such as those listed above. Up to one year (45 quarter credit hours)
may be submitted with any combination of the following college credit equivalents:
. Each full year as a full-time law enforcement officer below the rank of Sergeant equals three
quarter college credit hours.
. Each full year at the rank of Sergeant or above equals five-quarter college credit hours.
. Earned hours in management or supervisory courses approved by the Washington State Criminal
Justice Training Commission and/or Tukwila Police Department may be substituted for college
credit at the rate often hours class time per college quarter credit.
A valid State of Washington driver's license is also required. A current Washington BLET certificate and
Washington First Level Supervision certificate, or their equivalent, are also required. A Washington Mid-
management certificate must be obtained prior to the completion of twelve months in the position of
Commander.

V 1. Police Oreanizational Review Viki explained the need to reclassify the positions of captain
./ \ " and commander in the Police Department. There were fonnerly assistant chiefs in the
department, but this was changed under Keith Haines. There has been compression between the
management and the officers, and achange would rectify this. Dave H also said external
comparisons would be more equal if the position grades were upgraded. Finally, the people in
the positions that would be affected have been doing work equal to assistant chiefs or
commanders, and should be given the grades that reflect that. The changes will cost
approximately $14,000 this year. The Committee asked that the cost for 2006 also be included.
The organizational chart will include current and new positions to clarify the changes.

2. Seizure Account Expenditure Dave H said Lieutenant Don Lincoln has coordinated the
Investigations move into the old school district offices in the 6300 building. Traffic, the T AC.
Team, instructors, and volunteers will use the current spaces once they are remodeled and
upgraded. It will also allow for storage ofTAC team materials. The cost of approximately
$32,000 will come from drug seizure funds. Dave F initially had some questions about the need
for these impr~vements, but was satisfied his questions were addressed. The three Committee
members signed 7 purchase orders for work to be done on the just-vacated space. This is the
second phase of a three-phase move. The first phase involved moving Major Crimes and the
other units into the old school district offices. Recommend improvements to COW.
3. Nehrhborhood Resource Center contract The lease for the Neighborhood Resource Center
on Till has expired, and a new lease is in order. The fonner lease, which was extended several
times between 1998 and 2005, had provisions that have been clarified in the new lease. Rent is
increasing from $1,200 to $1,400/month, and the lease agreement will run for 18 months, after
which time it can be extended for an additional eighteen months. The Committee recommended
a tennination clause, and clarifying who is responsible for heating/cooling and restroom
improvements or replacements. Dave H said the window air conditioner there is failing.
Recommend lease aereement to CO\V for approval.
4. Update to Budeet Presentation Kevin updated the budget presentation he had made at a
COW meeting. The change was made to Attachment A, which includes a summary of both
operating and capital funds. Kevin added the carryover in funds from 2004 into the 2005 budget
calculations. Dennis said he was interested in what had changed up to this point in the year.
