MINUTES
EXECUTIVE SESSION 5:30 P.M.
5:37 p.m. Council President Pamela Linder called the Committee of Whole meeting to order
and immediately recessed into executive session.
6:45 p.m. Council President Pamela Linder adjourned the executive session to convene the
Committee of Whole meeting.
COMMITTEE OF WHOLE MEETING
CALL TO ORDER /PLEDGE OF ALLEGIANCE:
Calling the meeting to order and leading the Pledge of Allegiance at 7:02 p.m. was Pamela Linder,
Council President.
OFFICIALS:
Present were Pamela Linder, Council President; and Councilmembers Joe Duffie, Joan Hernandez, Pam
Carter, Jim Haggerton, Dennis Robertson and David Fenton.
ATTENDANCE:
Steve Mullet, Mayor; Rhonda Berry, City Administrator; Viki Jessop, Administrative Services Director;
David Haynes, Chief of Police; Bruce Fletcher, Director of Parks and Recreation; Jim Morrow, Director of
Public Works; Kevin Fuhrer, Director of Finance; Derek Speck, Economic Development Administrator;
Lori Sutter, Police Captain; and Bob Baker, Deputy City Clerk.
SPECIAL PRESENTATION:
Volunteer update Tukwila Teens Duwamish Riverbend Hill
Bruce Fletcher, Parks and Recreation Director, reported a group of Tukwila teens has been working at
the Duwamish Riverbend Hill site to remove trash, blackberries, scotch broom, noxious weeds and other
unwanted debris. Bob Roland, a member of the Tukwila Community Schools Collaboration effort, wrote
(and the City received) a grant last year that enables the teens to be compensated for their efforts.
A Bonney Lake resident, Mr. Roland introduced the students, who are also known as the "Riverbend
Cleaning Crew (RCC)." Present were Marta Leavin, Hibach Cleave, Dorelle Christopher and two others
(unnamed). These students are incoming seniors, a sophomore and a junior at Foster High School. Two
additional students, unable to be present, also participate in the RCC.
King County pays the students through the TCSC- obtained grants. One representative from the
Landscape Conservancy was also present who has been teaching the students about eco- systems,
former inhabitants of the land and vegetation native to the Riverbend Hill.
Tukwila Parks and Recreation provides transportation to /from the Hill, trash bags, tools and other items
necessary for the students to achieve their goals.
Councilmembers asked questions and received answers from Mr. Roland and the students called
"shining stars in the realm of volunteerism" in Tukwila.
Mayor Mullet offered words of praise to Mr. Roland for his work at the Tukwila Schools, the Site Council
and students in the Tukwila School District.

CITIZEN COMMENT: None.
SPECIAL ISSUES:
a. Update Tukwila Pool Building High- Performance Coating Proiect
Councilmember Duffie, Chair of the Community Affairs and Parks Committee, reported review and
approval of this item at their July 12 meeting.
Rick Still, Deputy Director of Parks and Recreation noted the project fits within the small works roster
category. Four contractors participated in the bid walk and three of those submitted bids. The lowest bid,
submitted by Long Painting Company, is in the amount of $50,051.61, including Washington State Sales
Tax, and a 10% contingency in the amount of $5,005.16.
For clarity, Mr. Still noted it is the walls inside /outside the Tukwila Pool building that are slated for
painting. Painting of the pool liner is not included within this bid. That is a far more expensive
proposition.

b. Contract Renewal Timothy O'Brien Neighborhood Resource Center
Councilmember Robertson, Chair of the Finance and Safety Committee, reported review and support of
this proposed contract amendment at the July 18 meeting.
Rhonda Berry, City Administrator, reported Bob Abbott, Police Officer, is on an extended leave of
absence, and Robbie Burns has been moved to the Neighborhood Resource Center. Space at the mall
was decreased due to a planning /construction crew taking over an increased amount of space that had
been occupied by Tukwila Police staff.
FOR ACTION, CONSENSUS EXISTED TO FORWARD THE PROPOSED CONTRACT AMENDMENT
TO THE AUGUST 1, 2005 CITY COUNCIL REGULAR MEETING.
c. Interlocal Agreement King County re: Trans Valley Intelligent Transportation System
Councilmember Haggerton, Chair of the Transportation Committee, reported review and approval of this
item at their July 11 meeting. He informed those present that King g County sponsored the grant- funded
Intelligent Transportation System (ITS) related to the South 180 Street/43 Avenue South /SE 176
Street corridor. This Interlocal agreement with King County and the City of Renton transfers ownership of
the traffic control equipment to each respective city, yet King County will operate and maintain the signals
at County expense for the two year duration of the Interlocal agreement. While there is no cost to the City
of Tukwila, the Interlocal must also be approved by the governing bodies of the City of Renton and King
County.
Jim Morrow, Public Works Director, noted this will "dove tail perfectly" into our signal interconnect
program. All parties extensively and amicably negotiated the contract.

TO THE AUGUST 1, 2005 CITY COUNCIL REGULAR MEETING.
d. Police Department organizational issue
Police Captain Lori Sutter and Administrative Services Director Viki Jessop, were present to address this
issue and answer related inquiries.
Ms. Jessop reported that throughout the recent reorganization of the Tukwila Police Department, two
issues remain unresolved. Those are the need to eliminate salary compression between position

Classifications and to provide for higher -level management capabilities to bring them into alignment with
comparable jurisdictions. At issue are the salaries and positions of (current) Captains and Lieutenants.
As proposed, incumbent Lieutenants would be re- titled Police Commanders, and incumbent Captains
would be re- titled Assistant Chiefs.
Captain Sutter noted this plan places the structure in alignment with other agencies in the Puget Sound
region. Confusion of rank can exist when members of our police department go to visiting jurisdictions,
functions or meetings. As it relates to salary, promotional employees will have the ability to come in at a
mid -point if they have seniority in their former position and are topped out in their current salary
step /structure.
The total estimated increase in salaries and benefits (for 2005) is $14,153. Said salaries and benefits are
slated to be retroactive to January 1, 2005. Funds will come from the 2005 Police Department
Administration line item.
Discussion was held and staff answered the inquiries of Council.

REPORTS:
a. Mayor
Mayor Mullet reported a July 27 ribbon cutting ceremony, at 5:30 p.m., at the new Tukwila International
Farmer's Market. Dennis Robertson and Jim Haggerton will not be present.
The Mayor spoke of communications with Ralph Donner, community member, on purported speeding in
his neighborhood (160 Street). While some tickets have been issued in that area, there were not as
many speeders as originally believed.
The next item Mayor Mullet addressed was Southwest Airlines. He spoke of their desire to move to the
King County Airport from the SeaTac International Airport. He reported City staff is working on "sound
bites" which may serve the City well in the news media in coming months regarding our position on the
matter. All were cautioned with regard to comments that could very well be printed.
The Mayor and Council agreed it is imperative to remain close with members of the King County Council
so that we may be kept abreast of events and issues on this matter.
For the record, Ms. Carter noted her opposition to paying any monies for road enhancements and /or
improvements should Southwest Airlines ultimately relocate.
b. City Council
Councilmember Duffle reported a July 27 meeting at Thorndyke Elementary to discuss problematic
issues of late -night basketball playing at that venue.
Councilmember Hernandez enjoyed visiting Wenatchee last week. She spoke highly of the hanging
baskets on their streets, diagonal parking and choirs and musicians playing on their street corners.
Council President Linder had no report.
Councilmember Carter distributed a written report on SCATBd. She attended a July 20 Regional Transit
meeting and participated in a July 21 Streamlined Sales Tax conference call. She also attended a Puget
Sound Regional Council meeting last week. She cannot attend the ribbon cutting ceremony of the
Farmer's Market as she'll be attending an AWC Board retreat in La Conner, WA.

Councilmember Haggerton attended this evening's Transportation Committee meeting. He also
announced being appointed to the ITC Steering Committee Task Force Lobbying Committee.
Councilmember Robertson had no report.
Councilmember Fenton had no report.

Rhonda Berry had no report.
d. City Attorney
Neither the City Attorney nor her representative were present.
e. Legislative Analyst
Lucy Lauterbach had no report.
MISCELLANEOUS:
Councilmember Duffie reported the City is being plagued with an abundance of bunny rabbits. Uncertain
what to do at this point, he wanted to bring the matter to the attention of the Mayor, Council and City
administration.
