In the planned absence of Mayor Mullet, Council President Pamela Linder served as Mayor Pro Tem.
She called the Regular meeting to order at 7:00 p.m. and led the audience in the Pledge of Allegiance.
ROLL CALL:
Jane Cantu, City Clerk, called the roll of Council. Present were Mayor Pro Tem Pamela Linder; and
Councilmembers Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton, Dennis Robertson and David
Fenton.
OFFICIALS:
In the planned absence of Rhonda Berry, Finance Director Kevin Fuhrer served as Acting City
Administrator. Also present were Shelley Kerslake, City Attorney; Lucy Lauterbach, Legislative Analyst;
Kimberly Walden, Municipal Court Judge; David Haynes, Chief of Police; Frank lriarte, Deputy Director of
Public Works; Steve Lancaster, Director of Community Development; Nora Gierloff, Planning Supervisor;
Robert Eaton, Pool Facilities Technician; Jane Cantu, City Clerk; and Bob Baker, Deputy City Clerk.

REGULAR MEETING MINUTES
Report City Hall Security System Kimberly Walden, Municipal Court Judge
Kimberly Walden. Judae. Municipal Court. announced a security system is in place for entrance into
the municipal court clerks' office and courtroom. In addition to being a safety issue for City staff, it is also
intended to be a service for people such as crime victims, witnesses, and others entering the court area.
Judge Walden thanked responsible City staff for ensuring the machinery was installed and working
properly. She thanked the Council and Mayor for their support in these efforts as well.
Court Security Officer Rich Eastwood (not present), is a former Army infantryman, a college student and
Tukwila resident. An employee of Securitas Security, Mr. Eastwood works 8:30 to 4:30 p.m., daily. Not
having law enforcement powers, Mr. Eastwood does not carry a weapon and does not have power to
arrest individuals. Conversely, however, he is armed with use of a telephone (land line), closed circuit
television, and a security wand.
For access to the court clerks' area, municipal courtroom, probation area, or downstairs lunchroom, and
to avoid going through the metal detector, City staff must carry City- issued identification until such time as
Mr. Eastwood becomes familiar with them.
In place for just a short time, it has been reported to Judge Walden that some individuals realize a
security /search system is now in place, leave the building and return a short time later. This may suggest
firearms or other illegal contraband is being returned to a vehicle before a person is allowed entry into the
area. As a matter of routine, Mr. Eastwood checks the mens' restroom for contraband.
With no complaints at all, Judge Walden is pleased with the new system. Councilmembers expressed
pleasure with the work of the Judge and acknowledged installation of the system was a long time coming.
They appreciated its installation and noted it allows the Judge and staff to focus on their work and not
worry as much about potentially dangerous persons entering the work place.

Clerical note: Ms. Hernandez and Ms. Griffin were the only two candidates present for this meeting. All
others previously agreed to serving if appointed or re- appointed to the Commission.
Joan Hernandez
A councilmember for the City of Tukwila and no stranger to the tasks facing the Equity Diversity
Commission, Ms. Hernandez agreed to serve if reappointed. She also detailed some of the work
currently under the care of the Commission.

Robert Eaton, Facilities Maintenance, Tukwila Pool, noted the contract includes painting of interior and
exterior walls of the Tukwila Pool building. The high performance coating paint to be used is "better than
standard paint" and will last many years longer in helping maintain the integrity of the building.

1. An ordinance amendina the Tukwila Municipal Code. clarifying and updating
Zoning Code provisions defining manufactured housing, lot, site and use. and
disallowing residential plats in commercial zones.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
AMENDING ORDINANCE NOS. 1758, 1819 AND 1976 AND CHAPTERS 18.06, 18.50
AND 18.70 OF THE TUKWILA MUNICIPAL CODE, TO ALLOW MANUFACTURED
HOUSING ANYWHERE SINGLE FAMILY DWELLINGS ARE PERMITTED AND TO
IMPOSE DESIGN STANDARDS ON ALL SINGLE FAMILY DWELLINGS; PROVIDING
FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE

Nora Gierloff was present to answer questions and report on nine proposed zoning code changes. A
review of the materials was desired to ensure the final ordinances reflect the desires of Council.
It was stated and /or clarified that the requirement for front doors facing front yards applies to newly
constructed homes where lots are 40' or wider. Council agreed an exception process should be put into
place related to the front door requirement similar to the exception process for the roof pitch (already in
the ordinance presented). Ms. Gierloff reported Type 2 criteria must be written for such a process and
included in the draft ordinance.
As it relates to garages on newly constructed homes, much debate took place. The issue of attached
garages came about as the result of legislation requiring manufactured homes to be allowed where
single family dwellings are permitted within the City. In response to Council inquiry, Ms. Gierloff noted a
resident must meet current code requirements if more than 50% of the structure (house) is destroyed by
an means.
Mr. Fenton reported a conversation with Sharon Nakata regarding her plan to subdivide 5 lots. She never
planned to include attached garages to the structures. Steve Lancaster, Director of Community
Development also reported speaking with Ms. Nakata. Now that the Legislature has determined
manufactured housing must be allowed, the City Council must decide whether they require attached or
detached garages.
Past consideration by Planning Commission members indicate they did not recommend attached garages
being required for newly constructed homes.
Councilmembers acknowledged homes exist within the community with no garages whatsoever, requiring
parking on City streets and property owners' yards. Others noted owning carports, or having knowledge
of others who also own carports. Most spoke in favor of requiring a garage to eliminate such conditions
and improve the aesthetics of neighborhoods. Higher standards and an improved image are just two
goals Council envisions.
Joanne McManus. 5610 South 133 Street. has no garage as it was converted into a recreation room.
She noted a garage is not required for those who do not own an automobile or for those who use public
transit. She told the Council they "stand to lose citizens if" they become overly restrictive in such rules.
Anna Bernhardt. 14241 59 Avenue South., has a carport, yet would rather have a garage. Like
garage owners she noted, people usually "just store junk" inside, thus prohibiting the parking of vehicles
inside. Even with that in mind, she spoke in favor of newly constructed homes being required to have a
garage attached or unattached.
Ms. Linder asked Council to determine whether Section 4 of the proposed ordinance should be
retained or deleted. "4. have a one -car or larger garage

Councilmember Joe Duffie invited everyone to his neighborhood to participate in activities (including a
barbecue) in association with the National Night Out Against Crime on August 2.
Councilmember Joan Hernandez attended the ribbon cutting ceremony at the Farmer's Market on July
27 and congratulated Derek Speck on a job well done."
Council President Pamela Linder attended the Lodging Tax Advisory Committee meeting on July 28
and the ribbon cutting ceremony at the Farmer's Market on July 27. She will pick up Yu Sakamoto
tomorrow at the SeaTac Airport. Mr. Sakamoto will visit Tukwila City Hall for three months to learn City
practices. An employee of the City of lkawa, Japan, the sister city to Tukwila, Mr. Sakamoto's trip will be
sponsored by his employer.
Councilmember Pam Carter noted Des Moines may be interested in the Lodging Tax Advisory
Committee at some point in the near future. She spoke with Dow Constantine yesterday regarding the

proposed move of Southwest Airlines. At this point, the King County Council may vote in opposition to the
proposed move. The issue must be kept moving forward. She was unable to participate in a conference
call last week regarding the Streamlined Sales Tax issue yet may be able to participate in a face -to -face
meeting on the subject August 5.
Councilmember Jim Haggerton attended the July 27 Cascade Water Alliance Board meeting. He was
unable to attend the Farmer's Market ribbon cutting ceremony as it conflicted with the CWA meeting. He
then reported receipt of e-mail from a Councilmember in Dupont impressed with and interested in
Tukwila's sub committee structure and process. Mr. Haggerton will be sending relative information
(resolutions, ordinances, booklets, etc.) to the Dupont representative along with an invitation to sit in on
one of the subcommittee meetings.
Councilmember Dennis Robertson attended this evening's Finance and Safety Committee.
Councilmember David Fenton attended the July 30 Highway 99 Cleanup event.
c. City Administrator
Sitting in for Rhonda Berry was Kevin Fuhrer, Acting City Administrator.
Mr. Fuhrer reported receipt of grants in the amount of $3 million for the Southcenter Parkway extension
project, as well as another $2 million (plus) for the Klickitat project.
d. City Attorney
Shelley Kerslake had no report.
e. Legislative Analyst
Lucy Lauterbach reported on the Tukwila Farmer's Market which opened July 27, 2005. This report was
made in response to Council inquiry. She reported on comments made by vendors in the area of
receipted sales, and the length of (daily) hours for the Market. The only negative issue reported was that
of sufficient (close -by) parking stalls for senior citizens.
Mr. Fuhrer reported some vendors were impressed with level of activity on the first day of the Market.
Others, he noted will be returning (next week) with products different from those offered (last week).
Finally, he reported ongoing efforts by Mr. Speck and Ms. Pacini in the area of continued and increased
participation by vendors.
