MINUTES
Calling the meeting to order and leading the Pledge of Allegiance at 7:00 p.m. was Steven M. Mullet,
Mayor.
ROLL CALL:
Calling the roll of Council was Bob Baker, Deputy City Clerk. Present were Pamela Linder, Council
President; and Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton and David Fenton.

COUNCILMEMBER DENNIS ROBERTSON. The motion carried 6
Those present included Steven M. Mullet, Mayor; Rhonda Berry, City Administrator; Shelley Kerslake,
City Attorney; Lucy Lauterbach, Legislative Analyst; Kim Walden, Municipal Court Judge; Kevin Fuhrer,
Finance Director; Bruce Fletcher, Parks and Recreation Director; and Steve Lancaster, Community
Development Director; Moira Bradshaw, Senior Planner, Community Development; and Bob Baker,
Deputy City Clerk.
APPOINTMENT:
King County International Airport Roundtable Kathleen Crabtree resident member
Unable to be present, Ms. Crabtree previously agreed to serve if appointed to the Roundtable.
King County requires a formal appointment to the Board in order to allow a place at the roundtable.
Council President Linder and Councilmember Carter noted Ms. Crabtree has common sense, is
intelligent, knowledgeable and ready to serve.
LINDER MOVED; DUFFIE SECONDED; TO APPOINT KATHLEEN CRABTREE TO THE KING
COUNTY INTERNATIONAL AIRPORT ROUNDTABLE.
CITIZEN COMMENT: None.
CONSENT AGENDA:
a. Approval of Minutes Auaust 15, 2005 September 19, 2005 Reaular meetings
b. Approval of Vouchers #318647- 318931, in the amount of $1,496,630.14
DUFFIE MOVED; HERNANDEZ SECONDED; TO APPROVE THE CONSENT AGENDA AS
PRESENTED. The motion carried 6 0.
UNFINISHED BUSINESS:
a. Authorize Mayor to sign an interlocal agreement with the City of Renton reaardina
temporary housina of inmates awaiting transfer to Yakima County Jail
It was reported Tukwila temporarily houses inmates (at the Renton City Jail) awaiting transfer to Yakima
County. Although the proposed daily rate is higher than in previous contracts, use of the Renton City Jail
is far more economical than housing inmates in King County's jail facilities.

FENTON MOVED; DUFFIE SECONDED; TO AUTHORIZE THE MAYOR TO SIGN AN INTERLOCAL
AGREEMENT WITH THE CITY OF RENTON REGARDING TEMPORARY HOUSING OF INMATES
AWAITING TRANSFER TO YAKIMA COUNTY JAIL. The motion carried 6 -0.
b. A resolution reiectina all bids for the Macadam Winter Garden proiect
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
REJECTING ALL BIDS SUBMITTED FOR THE MACADAM WINTER GARDEN PROJECT.
It was reported the sole bid for this project was approximately $100,000.00 over budget.

TITLE ONLY. The motion carried 6 -0.

READ.

APPROVED RESOLUTION #1587.
c. An ordinance creating a three -vear demonstration Housing Options Program for small
scale housing
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
ESTABLISHING A THREE -YEAR DEMONSTRATION PROGRAM FOR SMALL -SCALE
HOUSING ENTITLED THE HOUSING OPTIONS PROGRAM; PROVIDING FOR
SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
DUFFIE MOVED; HERNANDEZ SECONDED; TO HAVE THE PROPOSED ORDINANCE READ BY
TITLE ONLY. The motion carried 6 -0.
Shelley Kerslake, City Attorney, read the title of the proposed ordinance.
DUFFIE MOVED; HERNANDEZ SECONDED; TO ADOPT THE PROPOSED ORDINANCE AS READ.
Darryl Doak. Burien resident. spoke in opposition to proposed zoning and lot size changes. Providing
financial figures associated with sewer improvements and related hook -up fees (specifically in the
Allentown area), Mr. Doak noted that "if only so many homes" are allowed to be built, required fees would
never be recouped by the City.
Mayor Mullet informed Mr. Doak and the audience that the proposed ordinance encompasses a
"demonstration project" to create cottages, compact homes and duplexes in residential neighborhoods.
Further, only three such projects are allowed within a three -year time period with a maximum of one
project in any residential neighborhood.
Steve Lancaster, Director of Community Development, reported prior Council discussion /action relative to
zoning code amendments will result in definition changes to lots and developable lots. It's the impact of
those definitions which could ultimately affect projects Mr. Doak may consider in the future. City staff
speaks with Mr. Doak regularly and is working to resolve issues with the area (home) builder.
Understanding the proposed ordinance more fully, Mr. Doak encouraged the Council to carefully consider
this and other proposed ordinances relative to zoning, building, and developable lots.
Moira Bradshaw, Senior Planner, Department of Community Development, reviewed edits to the
proposed ordinance as made at the Committee of Whole meeting on September 26, 2005.

Councilmember Carter noted the need for a greater variety of housing types and availability (within the
City) for such people as first -time homebuyers, senior citizens, and those who would like to downsize their
current residence.
Councilmember Hernandez reminded everyone this is a demonstration, pilot project. As proposed, just
three such projects will be allowed in the City within the next three years. Subsequent review of the
project and its outcome may be conducted. After the three -year period, Council may wish to discuss
whether or not the projects are acceptable to the community. She also noted that all proposed housing
must meet specific criteria and will be subject to design review by the Director of Community
Development.
Vote:
The motion carried 6 0.
ADOPTED ORDINANCE #2103
REPORTS:
A. Mayor
Mayor Mullet reported King County has provided a surplus van to the Tukwila Food Pantry. Additionally,
King County has given the City of Tukwila a $10,000.00 grant for use in connection with the 2006 Tukwila
International Farmer's Market.
B. City Council
Councilmember Duffie attended the September 27 Community Affairs and Parks Committee meeting.
He advised Council that the Highline Botanical Garden Committee is looking for volunteer board
members. Those interested in volunteering must be willing to pay a $100 fee. [not a typo]
Councilmember Hernandez attended the September 28 National Emergency Management Services
Training session taught by Martin Grisham, Tukwila Fire Commander. She spoke highly of his knowledge
and expertise in this area.
Council President Linder had no report.
Councilmember Carter attended an AWC regional meeting in Tacoma last week. Officials received a
legislative update and information on Statewide Initiatives 900 and 912. She encouraged all to attend a
similar session coming soon to Tukwila.
Councilmember Haggerton spoke about a presentation on the creation of a National Cities Network.
Headed by the current Mayor of Washington D.C., network members are encouraged to get all cities,
across America, more involved with one another and to bridge communication gaps.
Mayor Mullet and Mr. Haggerton announced receipt of a plaque from the National League of Cities which
"Honors the City of Tukwila, Washington, for Twenty Years of Membership and Dedicated Service in
Shaping and Advocating National Municipal Policy and Helping to Strengthen and Promote Communities
of all sizes." (exactly as it appears on the plaque)
Finally, Mr. Haggerton reported attendance to the September 28 Cascade Water Alliance Board of
Directors meeting.
Councilmember Fenton reported the Samara Apartments have set aside six apartments for use by
families relocating to Tukwila, in the aftermath of events from Hurricane Katrina. Relative to their arrival
and stay, Mr. Fenton spoke in favor of organizing an event to recognize the new Tukwila residents and to
assist however possible in establishing themselves in the community.

Mr. Fenton reported Gary Locke, former Washington State Governor, has been hired by Southwest
Airlines to serve as spokesman for the airline carrier company, which proposes a move from Sea -Tac
Airport to Boeing Field.

E. Legislative Analyst
Lucy Lauterbach had no report.
MISCELLANEOUS:
Kevin Fuhrer, Finance Director, distributed the City's Proposed Budget/Capital Improvement Plan
notebook for 2006. A brief presentation will be scheduled for the October 10 COW meeting. With a
different format than that of the past, Mr. Fuhrer distributed the proposed budget and CIP in a three
ringed binder.
Mayor Mullet invited all Councilmembers to register for and participate in the AWC- sponsored event
Walk Across Washington. The event is scheduled for October 12.
