ISSUE
Accept turnover of storm drainage system (constructed within a public easement) and street
infrastructure (constructed within public right-of-way) as part of the development known as the
DHS - Seattle District Office Development.

BACKGROUND
The DHS - Seattle District Office Development is now completed. As a condition of the
development, the DHS - Seattle District Office Development included the construction of 132
LF of 12-inch storm pipe, two (2) Type I catch basins, 350 LF of curb and gutter, two (2) wheel
chair ramps, 1,750 SF of 5-foot wide concrete sidewalks, and 2,722 SY of asphalt pavement.
The value of the transferred assets, from the Developer to the City of Tukwila, is $72.105.72.
Conditions were placed on the development to provide the following turnover documents'*
1. Letter from owner requesting turnover
2. List of Materials/Costs (City format)
3 Deed of Conveyance of Public Improvements
4. Easement for Storm Drainage (Public)
5. Two-year maintenance bond
6 As-built plans and CD for proposed public facilities
The proposed public facilities have been constructed to City standards and inspected by Public
Works staff and are now ready for turnover as public infrastructure.
RECOMMENDATION
Request Transportation Committee to move to consent agenda to authorize Mayor to sign
acceptance forms.

2. Turnover of Traffic Signal, Street and Storm Drains at DHS These facilities were built in
the public right of way/easement along Tukwila International Blvd. They include a long list of
items related to the traffic light, crosswalk, and pedestrian walks, as well as storm drain catch
basins and pipes. The value of these turnover facilities is $345,132.59. Authorize mayor's
signature on accepting turnover facilities to consent agenda of a Regular Meeting.
3. Tukwila International Boulevard Phase I Undergrounding Property owners on TIB need
to underground their ~ower. Those south of S. 144th need to have it done by November 1S\ and
those north of S. 144t1 need to have it done by December 8th. Each property is different. Some
can get power from an alley in back of them, some have finished their undergrounding, and
others have not even begun. If the undergrounding is not completed by the 90-day deadline,
current law authorizes the work to be done by the City and the property to have a lien placed on
it. Staff will continue working with the owners to encourage their hook ups. Information.
4. Budget Review The Committee finished its review of the transportation- related CIP and
budget book items. They were able to complete their thorough review of both ClP items as well
as budget pages. Budget review complete.

BACKGROUND
The DHS - Seattle District Office Development is now completed As a condition of the development, the
DHS - Seattle District Office Development included the construction of 914 LF of 12-inch storm pipe, 99
LF of 24-inch storm pipe, six (6) Type I catch basins, two (2) Type II 54-inch catch basins, 1,350 LF of
curb and gutter, ten (10) wheel chair ramps, 11,600 SF of 8-foot to 1 O-foot wide concrete sidewalks, and
2,900 SY of asphalt pavement. Four (4) Type III Signal Poles with Mast Arm, and Luminaire, ten (10)
Traffic Signals, one (1) Type PS Pedestrian Pole, one (1) Type PPB Pedestrian Pole, eight (8) Pedestrian
Signals and pushbuttons, one (1) Controller Cabinet, one (1) Service Cabinet, five (5) Streetlight poles
with Luminaire Light, one (1) Video Traffic Detection System with four (4) cameras, 850 LF of Street Light
Conduit with five (5) junction boxes, 1,700 LF of conduit for CCTV and future signal connections, 3,665 LF
of striping, 320 LF of painted wide line, 87 LF of Plastic Stop Bar, 335 LF of Plastic Crosswalk Line, Eight
(8) Plastic Traffic Arrows, 108 Type I RPM, and 119 Type II RPM.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, OPPOSING A NATIONAL
FRANCHISING P~OCESS, AND OPPOSING LEGISLATION
THAT REMOVES tHE ABILITY OF INDIVIDUAL CITIES TO
REGULATE THEIR RIGHTS-OF-WAY.
WHEREAS, national legislation has been introduced in HR-3146/SR-1349 to create
a national cable/video franchise, thereby bypassing the local franchising process, and
WHEREAS, SR-1504, the Broadband Investment and Consumer Choice Act, has
been introduced in an attempt to abrogate cities' ability to regulate their rights-of-way;
and
WHEREAS, Tukwila has consistently processed franchise agreements within 120
days, and usually in less time, which refutes the assertion that national regulation is
necessary due to lengthy franchise processing time by individual cities; and
WHEREAS, Tukwila encourages open competition for services provided by fiber
optic lines in our rights-of-way, and believes that competition and coordination among
several providers is beneficial to our citizens; and
WHEREAS, these bills would eliminate any build-out requirements, which could
result in bypassing poor neighborhoods when installing future cable services, and
WHEREAS, these and similar bills would not only eliminate all current cable
franchising authority, but would also threaten cities' current use of cable lines for traffic
signals and municipal public safety; and
WHEREAS, the City of Tukwila has a responsibility to manage its rights-of-way for
the protection, safety and benefit of all the public; and
WHEREAS, Tukwila's current cable franchise agreement requires public access
channels, and some federal proposals may reduce or eliminate channel capacity
dedicated to community programming; and
WHEREAS, the Tukwila City Council believes that cities should have the ability to
provide commtmications services, including internet, cable and telephone services, for
the benefit of local citizenry and economic development purposes without undue
interference from the Federal government;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. All federal legislation that limits and abrogates cities' use of its rights-of-
way would be detrimental to the City of Tukwila, and should be opposed.

SPONSOR'S Over the years, an increased amount of inter action has taken place between elected

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, SUPPORTING THE FORMATION OF A
V ALLEY CITIES ASSOCIATION.
WHEREAS, for a number of years, there has been greater interaction between the
Cities of Algona, Auburn, Fife, Kent, Pacific, Puyallup, Renton, Sumner and Tukwila
relative to a variety of issues with which they have common or very similar positions;
and
WHEREAS, in order to be more effective in dealing with the issues that these cities
have in common, it would be advantageous for them to coordinate their efforts,
combine resources, and unite in collective responses; and
WHEREAS, in addition to the joint efforts of the cities to address common
problems, the gathering of these jurisdictions into a common unit would present a more
powerful presence in terms of achieving desired outcomes for their benefit regionally
and across the State;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. The Mayor is hereby authorized to work with the mayors, managers,
administrators, and other executive staff of the Cities of Algona, Auburn, Fife, Kent,
Pacific, Puyallup, Renton and Sumner to form a "Valley Cities Association," to identify
rules of procedure, meeting schedules, and other matters consistent with their desire to
work together for their common good.
Section 2. Any act consistent with the authority and prior to the passage of this
resolution is hereby ratified and affirmed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, THANKING TUKWILA CITIZENS FOR THEIR
SUCCESSFUL EFFORTS IN PREVENTING THE RELOCATION OF
COMMERCIAL FLIGHTS FROM SEATILE-TACOMA INTERNATIONAL
AIRPORT TO BOEING FIELD AIRPORT.
WHEREAS, in June 2005 Southwest Airlines first approached King County
regarding moving their commercial airline service to Boeing Field, and later both
Horizon Air and Alaska Airlines also asked to move their service from Sea-Tac Airport
to Boeing Field, and
WHEREAS, negative impacts to Tukwila residents and businesses -- such as
increased noise from commercial air traffic at Boeing Field -- could result in the
devaluation of real estate for businesses and homes alike; and
WHEREAS, when Southwest's plan was announced, Tukwila citizens immediately
began working to stop the airline's relocation from Sea-Tac Airport to Boeing Field, and
WHEREAS, the number of involved citizens eventually grew from just a handful to
hundreds, from Tukwila to North Seattle; and
WHEREAS, those citizens did not rely solely on government or other agencies to
stop the move, but took steps on their own to get the job done, in a very democratic,
grass-roots manner that was ultimately successful,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
The City of Tukwila expresses its gratitude and offers a heartfelt "Thank you" to all
the citizens involved in the effort to stop Southwest Airlines' move to Boeing Field.
