Update on Duwamish Tribe TUKWILA CITY COUNCIL November 7, 2005 7:00 p.m. Council Chambers City Hall REGULAR MEETING MINUTES CALL TO ORDER/PLEDGE OF ALLEGIANCE: Calling the meeting to order and leading the Pledge of Allegiance was Steven M. Mullet, Mayor. OFFICIALS: Present were Pamela Linder, Council President; and Councilmembers Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton, Dennis Robertson and David Fenton. Steven M. Mullet, Mayor; Rhonda Berry, City Administrator; Peter Beckwith, Assistant City Attorney; Lucy Lauterbach, Legislative Analyst; Jim Morrow; Director of Public Works; Kevin Fuhrer, Director of Finance; Bruce Fletcher, Director of Parks and Recreation; Jane Cantu, City Clerk; Gail Labanara, Public Works Analyst; Jack Pace, Deputy Director of Community Development; and Bob Baker, Deputy City Clerk. Cecile Hansen. Chair President. Duwamish Tribal Services, reported serving as Chair of the Tribe for over 30 years. Among other facts, Ms. Hansen reported 572 members belong to the Tribe. The Tribe is governed by their constitution and bylaws (established in 1925); Ms. Hansen spoke of the struggles endured as members continually push to earn much desired recognition. The Duwamish Tribe has "been around 1,000 years" and were the original people to welcome the Denny party at Alki, in 1881. Members of the tribe have lived along the shores of Lake Washington, the Cedar River, the Black River and were the first signers (Chief Sealth) of the Point Elliott Treaty in 1855. The Tribal Chair shared an aerial map /view, circa 1854, which shows Duwamish Bay (now known as Elliott Bay) and Duwamish Lake (now known as Lake Washington). Currently, tribal members are raising money to build a longhouse and cultural center on West Marginal Way. Already raising $1.5 million, members need an additional $1.4 million. Currently, there are no tribal headquarters. The longhouse and cultural center would serve as such. Tribal council chambers would also be included in the design. Grant funds from private parties have been awarded to the tribe and they will display an exhibition of the Duwamish Tribe history at a November 13 fundraising dinner theater. That dinner theater is anticipated to sustain the longhouse once built. Finally, Ms. Hansen reported "all descendants" of the Denny party are gathering on November 8, 2005 to achieve recognition and to raise money needed to build the longhouse. Sister Communities. reported the All Nations' Cup was founded three years ago to foster relationships of participants through cultural sharing. The All Nations' Cup is a festival organized around a soccer tournament. Local teams represent many countries. The event began with just 12 countries being represented. In 2004, there were 35 countries represented. This learning opportunity allows participants (from many different countries) to share what it means to be in America. She shared a video as it relates to the event that has grown into a premier soccer tournament of the Pacific Northwest. The video reported soccer is the largest spectator sport in the world. Held at the StarFire sports complex in Tukwila, the event hosts over 1,000 players and over 15,000 spectators. This event allows players an opportunity to experience playing on an international playing field. In addition to soccer, there are musical events, staged shows and dance. The next All Nations' Cup will be held in July, 2006. With "the world" coming to play "in our own back yard," Ms. Bresnau asked the Council to consider approving a financial sponsorship of the event. Councilmembers were invited to ask questions of Ms. Bresnau. Councilmembers Duffie, Carter, Haggerton and Hernandez spoke highly of the event and /or sponsoring the event. Councilmember Robertson spoke in favor of a $15,000.00 sponsorship with emphasis on looking at the Hotel /Motel Tax Fund (Lodging Tax Advisory Board). He asked administration to consider adding this into the budget for 2006. The Mayor noted this easily falls into the type of things undertaken during Tukwila Days and he, too, is in favor of a sponsorship. After discussions, Mr. Robertson spoke in favor of adding another $5,000.00 for marketing outside the Tukwila area perhaps in eastern Washington and Portland. As the event has grown interest in participating may also increase. There was no consensus for this proposal, yet Mayor Mullet noted City staff would review /consider the request for $15,000.00. In closing, Ms. Bresnau announced she has accepted an invitation to serve as liaison to the Seattle Sounders soccer team as they travel to Tanzania to play in a soccer tournament aimed at youth soccer development and promotion. Accept turnover of storm drainage system and street infrastructure as part of the development at the Department of Homeland Security, Seattle District Office facility, within and adjacent to South 126th Street and 34 Avenue South, site address: 12400 Tukwila International Boulevard; authorize release of retainage, subject to the standard claim and lien release procedure (value of transferred assets: $72,105.72) d. Discussion: Mr. Robertson spoke in favor of adding this item under the heading of Special Issues /New Business on the November 14, 2005 Committee of Whole agenda. *The motion to pull the minutes (item a) carried 7 -0. *The motion to approve the consent agenda, as amended, carried 7 -0. CARTER MOVED; LINDER SECONDED; TO CONSIDER REVIEW OF THE PROPOSED BUDGET (Item 5 c) AFTER NEW BUSINESS (items 6). The motion carried 7 -0. UNFINISHED BUSINESS: a. A resolution opposing national telecommunications legislation. HAGGERTON MOVED; FENTON SECONDED; TO HAVE THE PROPOSED RESOLUTION READ BY TITLE ONLY. The motion carried 7 -0. Peter Beckwith, Assistant City Attorney, read the title of the proposed resolution. HAGGERTON MOVED; DUFFIE SECONDED; TO APPROVE THE PROPOSED RESOLUTION AS READ.* Discussion: Councilmember Haggerton reported the House Committee is looking at related Bills as they come forward. They met last Thursday and came out with an amended Bill that is worse for cities than originally presented. Presenting the resolution will assist in making Tukwila's feelings /opinions known. Mr. Haggerton asked that the resolution be forwarded to the Association of Washington Cities, the State's congressional delegation, State senators and district representatives. *The motion carried 7 -0. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, OPPOSING A NATIONAL FRANCHISING PROCESS, AND OPPOSING LEGISLATION THAT REMOVES THE ABILITY OF INDIVIDUAL CITIES TO REGULATE THEIR RIGHTS OF -WAY APPROVED RESOLUTION #1592 b. A resolution supporting the formation of a Valley Cities Association with the Cities of Auburn. Algona. Fife, Kent, Pacific, Puyallup, Renton, and Sumner. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, SUPPORTING THE FORMATION OF A VALLEY CITIES ASSOCIATION DUFFIE MOVED; HERNANDEZ SECONDED; TO HAVE THE PROPOSED RESOLUTION READ BY TITLE ONLY. The motion carried 7 -0. Peter Beckwith, Assistant City Attorney, read the title of the proposed resolution. HAGGERTON MOVED; DUFFIE SECONDED; TO APPROVE THE PROPOSED RESOLUTION AS READ. APPROVED RESOLUTION #1593 City of Tukwila Page 4 of 6 City Council Reaular Meetina Minutes November 7. 2005 NEW BUSINESS: A resolution thanking citizens for their successful efforts in preventing the relocation of commercial flights from SeaTac to Boeing Field A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, THANKING TUKWILA CITIZENS FOR THEIR SUCCESSFUL EFFORTS IN PREVENTING THE RELOCATION OF COMMERCIAL FLIGHTS FROM SEATTLE- TACOMA INTERNATIONAL AIRPORT TO BOEING FIELD AIRPORT DUFFIE MOVED; HERNANDEZ SECONDED; TO HAVE THE PROPOSED RESOLUTION READ IN ITS ENTIRETY. The motion carried 7 -0. Mayor Mullet read the proposed resolution. Councilmembers Haggerton, Linder and Hernandez spoke in favor of the proposed resolution. It was noted that this effort shows what a "grass -roots community group" can achieve when they work together toward a common goal. A "hot issue" during this year's National Night Out, people spoke of their desire to become involved to fight the airline's move. HERNANDEZ MOVED; LINDER SECONDED; TO APPROVE THE PROPOSED RESOLUTION AS READ. The motion carried 7 -0. APPROVED RESOLUTION #1594 CARTER MOVED; DUFFIE SECONDED; TO CONSIDER REPORTS BEFORE REVIEW OF THE PROPOSED 2006 BUDGET (item 5 c). The motion carried 4 -3, with Councilmembers Robertson, Haggerton and Linder voting NO. REPORTS: a. Mayor Mayor Mullet noted the developer's agreement for the Westfield Mall expansion project is nearing completion. b. Citv Council Councilmember Duffie attended the recent farewell reception in honor of John Richardson, Tukwila School District employee. Councilmember Hernandez attended the October 27 South King County Council of Human Services meeting. Later that same day, she attended the Volunteer Banquet held for police volunteers. On November 1, Ms. Hernandez attended the Tukwila /Chamber Government Affairs lunch. And, finally, the councilmember reported attendance to the November 3 Equity and Diversity Commission meeting. Council President Linder attended the November 3 Lodging Tax Advisory Board meeting. Councilmember Carter attended the October 25 grand opening of a building to be shared by Central Washington University and Highline Community College. Later that same day, she attended the League of Women Voters initiative forum. She also attended an October 28 meeting of the Municipal Research Council Board, and a November 3 conference call on Streamlined Sales Tax. Finally, Ms. Carter reported attendance to the November 4 Chamber Awards luncheon. Councilmember Haggerton attended the November 1 Tukwila /Chamber Government Affairs lunch. He also participated in a meeting at the Neighborhood Resource Center on November 3, wherein he spoke with Joanne McManus (Tukwila resident and volunteer) and a member of the Des Moines community who City of Tukwila Page 5 of 6 City Council Reaular Meetina Minutes November 7. 2005 is interested in starting their own resource center. Next, Mr. Haggerton reported attendance to a November 4 Chamber Awards luncheon. And, finally, he reported the opportunity to represent the American Legion Post #235 at Auburn's Veterans' Day Parade. Councilmember Robertson attended this evening's Finance and Safety Committee meeting. He reported that Committee will meet on November 21 at the amended start time of 4 p.m. to ensure their complete review of the Proposed 2006 Budget. Councilmember Fenton encouraged everyone to vote on November 8. c. City Administrator Rhonda Berry reported on upcoming Veterans' Day events d. City Attorney Peter Beckwith had no report. e. Legislative Analyst Lucy Lauterbach had no report. MISCELLANEOUS: Councilmember Joe Duffie reported City employees will prepare and serve a meal for residents of Tent City Four on November 15, 2005. He encouraged all to attend and assist in the effort. Council President Pamela Linder reported a November 8 Highway 99 Action Committee meeting. Mayor Mullet reported attendance to a November 5 D.A.W.N. Auction where he stood in for Police Detective Karen Sotace. He praised Officer Sotace for the work she has done in connection with the Domestic Abuse Women's Network. Councilmember Dave Fenton reported a forthcoming vacation from November 12 20, 2005. c. Continued review of the Proposed 2006 Budget/CIP Kevin Fuhrer, Finance Director, led Council on a continued review of the Proposed Capital Improvement Program and the Proposed 2006 Budget. Making notes and suggested edits as the review progressed, Mr. Fuhrer and Council considered the following: CIP General Improvements, Facilities, Sewer, and Surface Water. BUDGET DCD Organizational Chart/Summary, Administration, Planning, Code Enforcement, Permits /Building, Self Insured Medical, Public Works Administration, Public Works Maintenance, Engineering, Development, Facilities Maintenance and Equipment Rental. Items scheduled for review, yet not covered during this meeting were: Foster Golf, General Government, Water, Sewer, Water /Sewer Bonds and Surface Water. 9:55 p.m. DUFFIE MOVED; ROBERTSON SECONDED; TO RECESS THE REGULAR MEETING TO CONVENE EXECUTIVE SESSION.
