A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, ADOPTING A LIST OF LEGISLATIVE PRIORITIES FOR
USE IN THE 2006 LEGISLATIVE SESSION.
WHEREAS, the Mayor and City Council have agreed to pursue legislative
strategies for 2006; and
WHEREAS, the list of priorities clearly defines issues, that staff and elected officials
may discuss when speaking to members of the Legislature and U.S. Congress; and
WHEREAS, the City Council agreed to their priorities at a meeting on January 9,
2006;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. The list of priorities on Attachment A, 2006 Legislative Priorities, is
hereby adopted as City policy.

2006 Legislative Priorities
Transportation
The City of Tukwila wishes to thank the legislature for the leadership shown last session by the
passage of the Transportation Partnership Act. We look forward to the completion of the many
projects funded by this bill and the previous nickel package.
Providing Local Transportation Options for Transportation Tukwila supports
providing cities the ability to increase transportation funding through local revenue
options in order to meet local transportation needs.
Changes to Regional Transportation Funding Legislation Tukwila supports
changes to the RTID authorizing legislation to address technical issues, such as bonding
and ballot title, and to provide the region the most flexibility to craft a package that will
be approved by voters.
Streamlined Sales Tax
The City supports State legislation that meets the objectives of the mitigation principles agreed to
by AWC. This includes full mitigation for cities such as Tukwila who would be negatively
impacted by the change by sourcing.
Gambline/Zoning Issues
Tukwila supports legislation that would grant cities the authority to allow current gambling
establishments to continue "grandfathering while banning all new such businesses. Tukwila
supports confirmation of city authority to exercise its planning and zoning powers over gambling
establishments.
Multi Familv Property Tax Exemption
Tukwila supports legislation that would expand to more cities the property tax exemptions for
multi family housing in urban downtown areas
Pension Funding
LEOFF 1 Medical Liability Tukwila requests help from the State Actuary to identify
its estimated liability for medical and long -term care costs for LEOFF 1 retirees. Tukwila would
also support some financial assistance for this liability, including the possible use of the LEOFF
1 pension surplus.
PERS Plan I Pensions Tukwila supports spreading over several years appropriate
payments towards the unfunded liability of PERS Plan 1. Tukwila does not support any new
benefits until the current benefits are fully funded.
Telecommunications
Tukwila opposes any pre- emption of local authority for managing local public rights -of -way,
taxing authority, and the ability to provide telecommunication services.
Municipal Courts
Tukwila opposes any legislation that adversely affects or threatens the existence of municipal
courts.
Authoritv to Trap Moles
The City supports an exemption to the anti trapping initiative that would allow cities to trap
moles and gophers.
.Tailed Offender Medical Costs
Tukwila will support an AWC move to pursue funding options for helping cities pay for their
costs of providing medical care for offenders arrested in a city and sent to fail.
Extend the Length of Collective Bargaining Agreements
Tukwila supports a bill that would lengthen the time of a union contract from three years up to
six years
Affordable Housing for Those in Need
The City supports affordable housing that helps those in need and supports funding for housing
that leverages other funds.
Public Works Trust Fund Proiects
Tukwila strongly supports any funding increases for the Public Works Trust Fund.
Opposition to Accessory Dwelling Unit Regulation
Tukwila supports accessory dwelling units but we oppose regulation at the state level because we
believe cities should retain the ability to impose development regulations and zoning codes
appropriate for their communities.
Opposition to State Requirements for Densitv Bonuses for Affordable Housing
Tukwila supports incentives for increasing affordable housing, but opposes state regulation
requiring bonuses because we believe that zoning for density bonuses should be a matter of local
control.
