REGULAR MEETING MINUTES
CALL TO ORDER /PLEDGE OF ALLEGIANCE
Mayor Steven M. Mullet called the Tukwila City Council meeting to order at 7:00 pm. and led the audience
in the Pledge of Allegiance.
ROLL CALL
Jane Cantu, City Clerk, called the roll of the Council. Present were Dennis Robertson, Council President;
Councilmembers Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton, Pam Linder, and Verna
Griffin.

SPECIAL PRESENTATIONS
a. Community Pride Award; presented to citizens, Ainsley and Joyce Dixon
Bruce Fletcher, Parks and Recreation Director, provided an overview of the new Community Pride Award.
Members of the Arts Commission, Parks Commission, and City Council selected a home in Tukwila that
exemplifies pride of ownership based on the exterior surroundings and landscaping.
The residence of Ainsley and Joyce Dixon, 15856 43 Avenue South was selected as this year's winner.
Mayor Mullet presented the Dixon's with a certificate of recognition as the first recipient of the Tukwila
Community Pride Award. A plaque will be placed at City Hall with the names of current and former
winners of this award. The Dixon's also received gift certificates from Gordy's, Star Nursery, Lowes and
Home Depot.
Members of the Council thanked the Dixon's for their positive contributions to the community.
b. Recognition of Vern Meryhew's service as Planning Commissioner; presented by Steve
Lancaster, DCD Director
Steve Lancaster, Department of Community Development Director, introduced Vern Meryhew, Tukwila
Planning Commissioner. Mr. Meryhew has served Tukwila as a volunteer for approximately 16 years as a
Civil Service and Planning Commissioner. Mayor Mullet presented Mr. Meryhew with a plaque
recognizing his contributions to the Tukwila Planning Commission and Board of Architectural Review.
The Mayor and Councilmembers expressed gratitude to Mr. Meryhew for his leadership and dedication to
the City.

Oriented Policing Citizen's Advisory Board. Ms. Lindsey is the Human Resources Manager for Carlyle,
Inc. in Tukwila. She looks forward to making Tukwila a thriving and safe community.

BID AWARD
Award a contract to R. L. Alia Company in the amount of $6,982,432.00 for Allentown /Foster Point Water,
Sewer and Surface Water Improvement Project, Phase II.

Council President Robertson indicated he authorized this item to come directly to the Regular Meeting to
avoid possible delays in the project start date. This topic, as well as the entire sewer plan, has been
discussed for the past two years.
Councilmember Haggerton stated this project was advertised on January 27 and February 3, 2006 and
five bids were received and opened on March 1, 2006. The low bid for the base bid, Schedule A, was
$6,982,432 from R. L. Alia. Additive Alternate, Schedule C, came in at $304,640 and is over budget and
will not be awarded. References indicate that R. L. Alia Company has performed well on similar projects
and successfully completed Allentown Phase I.
Discussion ensued regarding the installation of sidewalks at Foster Point and which side of the street is
preferable to the community. The Councilmembers spoke in favor of having a sidewalk on one side of the
street. Residents in the area of Foster Point will be given an opportunity to convey their intent with regard
to the sidewalk issue. The Council will be notified as to the decision of the community members and be
provided a cost estimate.

PUBLIC HEARING
Amendments to the Zoning Code in the following areas:
Rezone procedures
Code interpretation procedures and fees
Design review approval standard
City Council involvement in quasi judicial matters
Mayor Mullet opened the public hearing at 7:37 pm.
Nora Gierloff, Planning Supervisor, gave a brief summary of each of the amendment topics.
No citizen comments were received.

Jim Morrow, Public Works Director, stated that in September, 2005, Council approved the street vacation
of South 124 Street. The compensation from the Sabey Corporation was shown at that time as
$430,000. After the passage of the ordinance, it was discovered a portion of the square footage had
been donated by the Sabey Corporation and should not be included as part of the compensation amount.
The revised amount of compensation owed by the Sabey Corporation is $360,206.50.

REPORTS
a. Mayor
Mayor Mullet reported on a recent outbreak of criminal activity in the City.
b. City Council
Councilmember Duffie stated his recent trip to Washington DC for the NLC Conference was very
successful. He also reported a citizen complaint regarding coyotes on residential property. Council
President Robertson indicated he would look into the situation.
Councilmember Hernandez attended the DARE Graduation on March 7, 2006, and the South King
County Cultural Coalition meeting on March 8, 2006. Ms. Hernandez also attended the March 10
Southwest King County Chamber of Commerce meeting and an Equity and Diversity workshop on March
11, 2006. On March 14, 2006 she attended the Highway 99 Action Committee meeting. The next
Highway 99 Cleanup event will be held on April 1, 2006. She was also present at the March 16 Tukwila
Children's Foundation meeting and election of officers.
Council President Robertson reminded Council and the Mayor that F1 forms (required by the Public
Disclosure Commission) are due by April 17, 2006. Mr. Robertson attended the Crime Hot Spots meeting
last week and reported that burglaries, car prowling, and stealing incidents are slightly lower than this
same period last year. He is continuing to monitor email correspondence from citizens and will forward
them on to each Councilmember.
Councilmember Carter reported that she attended a March 8, 2006 Suburban Cities Public Issues
meeting. She attended a Transportation Policy Board meeting on March 9, followed by a Destination
2030 Adhoc meeting. She was in Washington DC last week for the NLC Conference, and she distributed
a written report based on her attendance at the event.
Councilmember Haggerton reported on highlights from his attendance at the NLC Conference in
Washington DC. He distributed a written report outlining his experiences at the event. He indicated that
Tukwila will be hosting the September 14 -16, 2006 Information Technology and Communication Steering
Committee event. Mr. Haggerton stated the workshops at the conference were valuable and well
attended, and there was a great deal of focus on telecommunications, cable, video and broadband
deployment.
Councilmember Linder attended the DARE Graduation on March 7, 2006 and the South County Human
Services meeting on March 8, 2006. She expressed support for the DARE program as a means to deter
drug and alcohol use among young people. Ms. Linder reported she is currently assisting with
preparations for the Backyard Wildlife Festival.

Councilmember Griffin attended the NLC Conference this past week where she was involved in
workshops regarding youth, education, and families. She reported that free citizenship classes are
available and being advertised on the Tukwila School District website. Saturday, March 25, Tukwila
Rotary will be sponsoring the "Let's Strike Out" bowl -a -thon to support the Tukwila Food Pantry. The
Tukwila Children's Foundation will match any funds raised by the high school and middle school team.
Ms. Griffin presented Mayor Mullet with a mug, featuring photos from a youth leadership event, for his
service on the Tukwila Children's Foundation Executive Committee.
c. Staff
Rhonda Berry, City Administrator, reported on a press event occurring on March 21, 2006 at 9:45 am in
downtown Seattle. Senator Patty Murray will be present at the YWCA Opportunity Place. This event is
intended to put a face on the importance of CDBG (Community Development Block Grant) and will focus
on families who have benefited from these funds. On Saturday, March 25, 2006 at 9:00 am, there will be
a volunteer event at Duwamish Riverbend Hill. A group of volunteers will be removing invasive plant
species from the area.
Ms. Berry also gave an overview of a meeting with twelve representatives from the Placer County Sports
and Events Council. They are looking at a 100 acre development that will be a sports facility combined
with a community development area. Tukwila's Starfire facility was the first stop on their tour of potential
sites. She will report back to the Council as more information becomes available.
d. City Attorney
The City Attorney had no report.
MISCELLANEOUS
Councilmember Hernandez indicated there will be an unveiling of a mural at the Tukwila Pool on April 20,
2006. That is the same day as the Joint City Council /School Board Meeting. Rhonda Berry said she
would look into the situation and report back to the Council.
Mayor Mullet reported on the DAWN (Domestic Abuse Women's Network) Celebration of the 100 night
for the Safe Night's Program, focusing on domestic abuse prevention. He also indicated that Ron Sims
will be in attendance at the next Suburban Cities evening meeting. Senator Patty Murray may also attend
as well.
