Labor Issue RCW 42.30.110 (1)(a) Potential Liaitation RCW 42.30.110 (1) (1) 30 minutes 6:15 p.m. Executive session began. 6:45 p.m. Executive session ended. Mayor Steven M. Mullet called the Tukwila City Council meeting to order at 7:05 pm. and led the audience in the Pledge of Allegiance. Christy O'Flaherty, Deputy City Clerk, called the roll of the Council. Present were Dennis Robertson, Council President; Councilmembers Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton, Pam Linder, and Verna Griffin. Steven M. Mullet, Mayor; Steve Lancaster, Acting City Administrator; Shelley Kerslake, City Attorney; Jim Morrow, Public Works Director; David Haynes, Police Chief; Lori Sutter, Assistant Police Chief; Christy O'Flaherty, Deputy City Clerk. AMEND AGENDA MOVED BY ROBERTSON, SECONDED BY HERNANDEZ TO AMEND THE AGENDA TO ADD AN ITEM UNDER #7 (NEW BUSINESS) CONCERNING POTENTIAL LEGAL ACTION FOR THE CASCADE VIEW PROJECT. MOTION CARRIED 7 -0. SPECIAL PRESENTATIONS a. Recognition of Officer Gerry Myklebust for 30 years of service to the City of Tukwila Police Department Lori Sutter, Assistant Police Chief, introduced Officer Gerry Myklebust. Officer Myklebust has served the Tukwila Police Department for 30 years in the areas of patrol, canine, and crime prevention. He has professional credentials from the International Society of Crime Prevention Practitioners as a Crime Prevention Specialist, Supervisory Certificate from the Washington State Criminal Justice Training Commission, and he is active in the Washington State Crime Prevention Association. Officer Myklebust thanked the Mayor and Council for the opportunity to serve the Tukwila community. b. Presentation of Medal of Valor to Officer Alan Baalaer David Haynes, Police Chief, introduced Officer Alan Baalaer and his family. On February 2, 2006 Officer Baalaer responded to a call wherein a handcuffed suspect jumped into the river. Officer Baalaer immediately followed into the river, which was over the heads of the suspect and himself. While weighted down with police gear, he was able to pull the suspect up and out of the water and on to the bank. Officer Baalaer went above and beyond to save a life and demonstrated unselfishness and courage in the line of duty. Chief Haynes presented Officer Alan Baalaer with the Medal of Valor. Officer Baalaer indicated there is no price on human life and thanked the Chief, Mayor and Council for this honor. He also expressed appreciation to the Tukwila Police Guild for bringing his wife and children from Detroit for the ceremony. A proclamation designating April, 2006, Records and Information Management month MOVED BY DUFFIE, SECONDED BY HERNANDEZ TO HAVE THE PROCLAMATION READ IN ITS ENTIRETY. MOTION CARRIED 7 -0. Mayor Mullet read a proclamation designating April, 2006, as Records and Information Management Month. b. Appointment to Sister Cities Committee; Sharon Baker Myklebust, Position #1; term expires 12/31/06 (fills unexpired term) Steve Lancaster, Acting City Administrator, introduced Sharon Baker Myklebust. MOVED BY HERNANDEZ, SECONDED BY HAGGERTON TO APPOINT SHARON BAKER MYKLEBUST TO POSITION #1 ON THE SISTER CITIES COMMITTEE; TERM EXPIRES 12/31/06. MOTION CARRIED 7 -0. c. Appointment to Planning Commission; Chuck Parrish, Position #1; term expires 3/31/10 Steve Lancaster, Acting City Administrator, introduced Chuck Parrish. MOVED BY HAGGERTON, SECONDED BY LINDER TO APPOINT CHUCK PARRISH TO POSITION #1 ON THE PLANNING COMMISSION; TERM EXPIRES 3/31/10. MOTION CARRIED 7 -0. CITIZENS COMMENTS Bob Hasegawa, State Representative, District 11, 1511 South Ferdinand, Seattle, gave an overview of recent activity in the legislature to include civil rights, education, and transportation issues. a. Approval of Minutes: 3/20/06 (Regular) b. Approval of Vouchers. #322506 322804 in the amount of $951,643.15 MOVED BY DUFFIE, SECONDED BY HERNANDEZ TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED 7 -0. UNFINISHED BUSINESS Authorize the Mayor to sign two 2 -year blanket consultant contracts (one for City- funded projects and one for federally- funded projects) with KBA, Anchor Environmental, Jacobs, DMJM Harris and CH2M Hill for 2006 -2007 Construction Management Services. MOVED BY HAGGERTON, SECONDED BY LINDER TO AUTHORIZE THE MAYOR TO SIGN THE TWO 2 -YEAR BLANKET CONSULTANT CONTRACTS (ONE FOR CITY FUNDED PROJECTS AND ONE FOR FEDERALLY FUNDED PROJECTS) WITH KBA, ANCHOR ENVIRONMENTAL, JACOBS, DMJM HARRIS AND CH2M HILL FOR 2006 -2007 CONSTRUCTION MANAGEMENT SERVICES. MOTION CARRIED 7 -0. NEW BUSINESS (Added per motion on Page 1) MOVED BY ROBERTSON, SECONDED BY DUFFIE TO AUTHORIZE THE CITY ATTORNEY TO INITIATE LEGAL ACTION, IF NECESSARY, TO ENFORCE EASEMENT RIGHTS RELATED TO THE CASCADE VIEW PROJECT, PHASE III. MOTION CARRIED 7 -0. REPORTS a. Mayor City of Tukwila City Council Reaular Meetina Minutes Page 3 of 3 April 3. 2006 Mayor Mullet reported the city has officially started issuing Plumbing Permits. b. City Council Councilmember Hernandez distributed copies of new citizenship class flyers. She also provided an updated version of the Equity and Diversity Committee brochure. Council President Robertson thanked Councilmembers Hernandez and Griffin for their work on the Equity and Diversity Committee. Councilmember Carter reported she was part of a group that met with the Governor regarding an annexation bill. The governor signed the bill on March 30, 2006. She also attended a PSRC General Assembly Meeting and Vision 2020 awards. Kent station received an award at this event. On March 31 she attended the AWC Benefit Trust mini retreat. She reported the Governor did not sign the bill giving special purpose districts the right to seek services from MRSC. Councilmember Haggerton will be attending the upcoming City of Newcastle Council Meeting to introduce technicians from the Cascade Water Alliance to discuss the effects of pipeline routing. In the near future, Hugh Spitzer will be making a presentation to the Tukwila City Council regarding the Cascade Water Alliance bond issue. Councilmember Griffin attended the AWC Economic Development Workshop on March 31, 2006. She has received notification from the NLC (National League of Cities) that she has been appointed to the NLC Council on Youth, Education and Families for 2006. She also thanked Councilmember Hernandez for her work on the Equity and Diversity Committee. c. Staff The staff had no report. d. City Attorney The City Attorney had no report. MISCELLANEOUS Mayor Mullet referenced the recent settlement the Muckleshoot Tribe made with the City of Seattle regarding the Cedar River. An increase in water rates is expected since Tukwila does purchase water from Seattle through the Cascade Water Alliance. This may mean a 3 -4% rate increase for each of the next three years. There are some unfunded mandates required by the state that will require additional funding as well. Staff members from the Public Works Department will compile a detailed report on this issue. Councilmember Carter referenced the upcoming joint meeting with the Tukwila School Board. She would like to see the topic of cooperation and communication on the agenda. Councilmember Duffie indicated that Tukwila Elementary School is having a science fair and is in need of judges. ADJOURNMENT 8:00 pm.
