CALL TO ORDER /PLEDGE OF ALLEGIANCE
Mayor Steven M. Mullet called the Tukwila City Council meeting to order at 7:02 pm. and led the audience
in the Pledge of Allegiance.
ROLL CALL
Jane Cantu, City Clerk, called the roll of the Council. Present were Dennis Robertson, Council President;
Councilmembers Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton, Pam Linder, and Verna
Griffin.

Arts Commission Update, Alida Tustison, Arts Commissioner
Alida Tustison, Arts Commissioner, provided an overview of the activities of the Arts Commission for
2005 -2006. The commission has recently acquired three watercolor pictures that will be on display at the
Community Center. Kimberly Matej, Parks and Recreation Administrative Secretary, displayed the
pictures for the Mayor and Council.
Ms. Tustison referenced the upcoming April 20, 2006 unveiling of the new mural at the Tukwila Pool. She
stated the Arts Commission also instituted the first Community Pride award in the City. Some of the other
accomplishments of the Commission include the procurement of animal benches for area parks, Mayfair
youth activities, rotation of public art in city facilities, support of the Rainier Symphony, and "Meet the
Artist" opportunities.
Ms. Tustison indicated the commission is reviewing sketch proposals for display on Tukwila International
Boulevard. The artwork being considered is a brick -type design, involving carved stones similar to the
gateways in the City. Currently a crane, eagle, and a depiction of Mt. Rainier are being reviewed.
Councilmember Carter mentioned that if the artwork put on Tukwila International Boulevard is not bold
enough, it will not be visible to those traveling by car.
Mayor Mullet suggested the Council have an opportunity to view the artwork prior to placement on the
Boulevard. Kimberly Matej stated that no decisions have been made at this time and appreciates the
feedback from the Council.
The Councilmembers thanked Ms. Tustison and Ms. Matej for the superb work of the Arts Commission.
PROCLAMATIONS /APPOINTMENTS
Proclamation designating May 14 -20, 2006 as Arts Education Week
Mayor Mullet read, in its entirety, a proclamation declaring the period May 14 -20, 2006 as Arts Education
Week in the City of Tukwila. He presented the proclamation to Kimberly Matej, Parks and Recreation
Administrative Secretary.

Resolution regarding Cascade Water Alliance bond issue

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
AUTHORIZING AND DIRECTING THE MAYOR OR HIS DESIGNEE TO EXECUTE
CERTIFICATIONS, ENTER INTO A CONTINUING DISCLOSURE UNDERTAKING, AND
DO ALL THINGS NECESSARY TO ENABLE CASCADE WATER ALLIANCE TO ISSUE
AND SELL ITS INITIAL BONDS.
Kevin Fuhrer, Finance Director, provided background information regarding this issue. The City of
Tukwila is one entity of an eight- member consortium known as the Cascade Water Alliance, providing
wholesale water to its current and future members. The members of the consortium, in addition to
Tukwila, are Kirkland, Redmond, Bellevue, Issaquah, Sammamish Plateau, Skyway, and the Covington
Water District.
The Cascade Water Alliance is now ready to take the next step through a bond sale to provide necessary
infrastructure bringing future supply to its member agencies. The amount of the bond sale is $58 million
dollars which will be closing in early May, 2006, and it has received an AA3 rating from Moody's. A formal
resolution is needed from each of the members that will be merged into a single certificate to be signed
before the Cascade bonds are sold on April 26, 2006.
Mr. Fuhrer introduced Hugh Spitzer, Bond Counsel, from the firm of Foster Pepper. Councilmember
Hernandez referenced the 5 th WHEREAS in the proposed resolution. This clause defines a "step up"
provision, which provides that if any member fails to pay its share of member charges, the other members
shall pay to Cascade the defaulting member's charges in proportion to each remaining member's share.
Mr. Spitzer stated that if other members of the consortium were required to "step up" and pay due to
default, they would be able to seek the money back, including interest. If a member of the group
withdrew from the organization, they would continue to be liable for their share of the bonds and other
obligations of the Cascade Water Alliance.
Councilmember Haggerton stated the biggest impact to the City of Tukwila will be in future rates.
Representation on the Finance Committee for the Cascade Water Alliance and resource planning has
been geared toward keeping the rates within rate projections. Current projections indicate there will be
modest rate increases temporarily; they will spike in a few years; and then come down dramatically
several years into the future.
Councilmember Carter inquired as to the bond rating and interest rate. Mr. Spitzer conveyed that the
Cascade Water Alliance has two AA category ratings: AA3 from Moody's; AA- from S P. He indicated
these ratings are quite good, and the bond insurers were impressed with the strength of the membership.
Mr. Spitzer stated the interest rate will be approximately in the 4.5% to 5% range.

Councilmember Haggerton expressed appreciation for this item being forwarded directly from this
evening's Finance and Safety Committee meeting to the Regular Meeting for approval. Mr. Haggerton
also conveyed that the Cascade Water Alliance will be providing updated information about current
activities to the City Council.

Mayor Mullet reported on a successful meeting regarding the Tukwila South project. While there are
technical issues to work through, the process is moving forward.
Councilmember Duffie reported that he attended the Southwest King County Chamber of Commerce
event on April 14, 2006 where Representative Adam Smith gave a presentation. Mr. Duffie also indicated
that May 4, 2006 is the National Day of Prayer. Mayor Mullet stated he notified the local churches that
the flagpole at City Hall may be utilized for the prayer service.
Councilmember Hernandez attended the Southwest King County Chamber of Commerce meeting on
April 14, 2006.
Council President Robertson reported on the status of the hiring process for the Council Assistant
position. Six people were interviewed for the job, and 2 -3 finalists will meet with the councilmembers in a
social setting on April 25, 2006 beginning at 6:00 pm. The councilmembers will meet each finalist, one at
a time, (a separate time slot for each candidate) in the lobby of City Hall for approximately 30 minutes
apiece. Viki Jessop, Director of Administrative Services, will be providing an informational memo to the
Council regarding questions to be asked during the meetings. Each councilmember will be allotted five
minutes to speak with each finalist. After the social event, Council President Robertson will seek input
from each councilmember regarding the applicants, and a decision will either be made that evening (if
approved by the City Attorney) or at an Executive Session the following week. An offer of employment
will then be made by the Personnel Division.
Council President Robertson indicated he will be unavailable for the April 20, 2006 Joint School Board
Meeting at Gordy's, and Councilmember Griffin has agreed to be the Chairperson.
Councilmember Carter indicated she attended the Highway 99 Action Committee meeting and found the
presentation given by Bob Abbott (former Tukwila Police Officer) to be very informative. On April 12,
2006 Ms. Carter attended the Suburban Cities Public Issues Committee meeting. On April 13, 2006 she
attended the Transportation Policy Board meeting and the Destination 2030 working group meeting. She
attended a ceremony on April 14, 2006 at Des Moines Beach Park where the Governor presented a
certificate declaring it a National Historic Site. She reported that on April 18, 2006, Ron Sims and Julia
Patterson will make a public announcement regarding the possibility of a Metro ballot issue to occur in the
fall regarding additional bus service hours.
Councilmember Haggerton indicated a special meeting of the Cascade Water Alliance (CWA) Board will
be held on April 19, 2006 regarding bonding information. On April 22, 2006, there will be an all -day CWA
retreat at the Mercer Island Community Center. The regular meeting of the CWA Board will occur on April
26, 2006. A great deal of activity is occurring at Cascade Water Alliance due to the impending bond sale.
Councilmember Linder attended the Southwest King County Economic Development Initiative Executive
Committee meeting on April 12, 2006. The Small Business Development Center is doing very well, but
there is a projected $12,000 shortfall for the year. The Southwest King County Development Initiative is
considering requesting the Highline Forum to work on branding efforts for southwest King County. Ms.
Linder also attended the Suburban Cities Public Issues Committee meeting on April 12, 2006. She
reported that PSRC (Puget Sound Regional Council) gave a presentation regarding growth management
issues, and they should be contacting cities to provide additional information. She asked Rhonda Berry,
City Administrator, to work with staff to coordinate the update from PSRC. Ms. Linder also attended the
South King County Human Services Forum on April 13, 2006 at the Community Center.

Councilmember Griffin will be participating in an NLC (National League of Cities) conference call on April
20, 2006 regarding utilization of Parks Recreation Departments to offset childhood obesity. She also
reported there will be an Earth Day Celebration on April 22, 2006 at 10:00 am at the Duwamish Riverbank
Hill. Participants will be asked to assist with invasive plant removal efforts, and tools and refreshments
will be provided. Later that evening at South Park there will be a Duwamish Alive celebration beginning
at 3:00 pm that will include a barbeque, kayak parade, and live music.
c. Staff
Rhonda Berry, City Administrator, reported the City has received $1.5 million from Sound Transit for
purchase of the aerial ladder truck and equipment for use by the Fire Department. She indicated the
garbage haulers have reached a tentative agreement that should prevent an adverse impact to Tukwila
citizens. Ms. Berry relayed that April 22, 2006 is April Pool's Day at the Tukwila Pool, and families will be
allowed to use the pool for free and receive instruction on water safety.
d. City Attorney
Peter Beckwith, Assistant City Attorney, referenced his recent attendance, at the Easter Egg Hunt at the
Tukwila Community Center. He and his daughter thoroughly enjoyed this event.

Council President Robertson stated he has been utilizing the City's Groupwise email interface through a
web browser. He will be providing a report to the Council on some of the limitations and will be speaking
with the IT Manager about upgrades to the program. Councilmember Carter indicated this issue was also
discussed at the Finance and Safety Committee meeting and has been sent forward to the full Council for
consideration. It was agreed that Councilmember Robertson's report would be presented at that time.
Councilmember Carter referenced the Risk and Crisis Management event she and Rhonda Berry
attended recently. She spoke to the high level of responsibility required by Ms. Berry in disseminating
information in the event of a crisis situation.
Councilmember Linder conveyed that the Backyard Wildlife Festival will be featured on Northwest
Afternoon on May 10, 2006. There are 15 tickets available for those who would like to attend the show.
Those who may be interested should contact Tracy Gallaway at the Tukwila Community Center. Ms.
Linder thanked Council President Robertson for opening his backyard to the festival this year.
