REGULAR MEETING MINUTES
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Steven M. Mullet called the Tukwila City Council meeting to order at 7:06 pm and led the audience
in the Pledge of Allegiance.
ROLL CALL
Jane Cantu, City Clerk, called the roll of the Council. Present were Dennis Robertson, Council President;
Councilmembers Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton, Pam Linder, and Verna
Griffin.
Steven M. Mullet, Mayor; Rhonda Berry, City Administrator; Shelley Kerslake, City Attorney; Steve
Lancaster, Community Development Director; Jim Morrow, Public Works Director; Bruce Fletcher, Parks
and Recreation Director; Derek Speck, Economic Development Administrator; Lori Sutter, Assistant

SPECIAL PRESENTATIONS
Sound Transit 2 Update; Jim Morrow, Public Works Director
Jim Morrow, Public Works Director, provided an update regarding Sound Transit 2 (ST2). Sound Transit
has presented multiple funding scenarios for consideration, as follows:
Construction of a permanent Sounder train station near West Valley Highway, to be completed in a
timeframe of 2008 -2014, exists in the medium, medium high and high funding scenarios. All other
scenarios would push the construction of a permanent station off until 2015 -2021. Sound Transit is
considering plans that would allow sub areas to pay for projects that benefit that sub area, even if they
are located outside the sub area. Voters will be faced with decisions regarding funding of the Sound
Transit 2 project as well as Regional Transportation Investment District (RTID) projects.
Issues for Council consideration regarding Sound Transit 2 (ST2) include the following:
1. Can an average annual tax rate increase of $320 per household for ST2 and RTID be supported?
Note: this includes a 0.5% sales tax increase ($125.00 per household per year) for ST2; a 0.1% sales
tax increase ($25 per household per year) and a 0.8% MVET ($170 per household per year) for
RTID.
2. What is the appropriate tax rate for the joint ST2 /RTID package?
3. There are other King County initiatives that are being proposed that would compete for taxpayers'
support Transit Now is proposed as a 0.1 sales tax increase ($25 per household per year); and
King County Flood Management Initiative for levee construction, maintenance is proposed as a
property tax increase ($15 to $20 per household per year).

4. What is South County Area Transportation Board's (SCATBd) preferred terminus for light rail? Note:
The highest ST2 tax rate proposes to extend Tight rail as far south as the Port of Tacoma by also
using Pierce County sub area contributions.
5. What other projects need to be in a funding package? Note: Tukwila's permanent commuter rail
station is included in the Low, Medium, Medium High, and High scenarios, but is proposed to be
pushed off until 2015 to 2021 in the Low and Medium scenario and moved forward to 2008 -2014 in
the Medium High and High scenarios.
Issues for Council consideration regarding the Regional Transportation Investment District (RTID) include
the following:
1. How should the "Blueprint for Progress" be adjusted to shift more money to SR -520, in order to
complete the project as directed by the State Legislature?
2. Should additional taxes be recommended to fully fund the SR -520 project?
3. Should other projects be added to the list? If so, what projects and how should they be funded?
Sound Transit is striving to make a policy decision in the near future, so the voters can then be presented
with a combined roads (RTID) and transit package (Sound Transit 2) in 2007. After that time, roads and
transit packages could be broken apart. It is then possible that voters could pick and choose individual
projects rather than a total package concept.
Councilmember Carter will be attending an upcoming SCATBd meeting where specific issues for area
cities will be discussed. Direction is being requested from Council to determine those items of highest
priority for the City of Tukwila.
Discussion ensued regarding regional transportation issues and needs. The Mayor and City
Councilmembers emphasized the necessity of a permanent Sounder Train Station being constructed near
the West Valley Highway and the old Longacres site. Tukwila agreed to a temporary station in good faith
with the understanding a permanent station would be forthcoming in the near future. It was determined
that the top priority, with regard to Sound Transit 2 for the City of Tukwila, is the construction of a
permanent train station in 2008.
PROCLAMATION/APPOINTMENT
Parks Recreation promotion announcement; Dave Johnson, Recreation Superintendent
Bruce Fletcher, Parks Recreation Director, introduced Dave Johnson, newly promoted Recreation
Superintendent. Dave is a graduate of Western Washington University with a degree in Parks and
Recreation. He has worked at the Tukwila Community Center for the past 14 years as a Recreation
Coordinator in charge of facilities and adult programs.
Dave thanked the Mayor and Council for this new challenge in his career.

Georgina Kerr, 3434 South 116 Street, spoke regarding recent citizen communications with Sue Comis
from Sound Transit. These conversations have been beneficial for local residents who are dealing with
the noise and disruption of the construction associated with the Sound Transit development.
Councilmember Linder indicated that Diane Jenkins, Council Assistant, is available as a contact for Ms.
Kerr and other area residents regarding Sound Transit issues.
Councilmember Haggerton thanked Ms. Kerr for her attendance at the recent event involving King County
Councilmembers and encouraged the continued sharing of viewpoints and opinions on local issues.
Joanna McManus, 5610 South 133 Street, relayed that the sewer construction in the Allentown area is
going very well. The construction workers have been very accommodating to local residents, and they do
not begin work activities before 7:00 am each day.

Anna Bernhard, 14241 59 Avenue South, referenced a recent Seattle Times newspaper article regarding
real estate in local area communities. Information for each area city was broken down, but Tukwila was
not shown in the list. The Riverton area and Boulevard Park were noted, yet Tukwila was absent.
Rhonda Berry, City Administrator stated she will be meeting with a new reporter for the Seattle Times,
and this issue will be addressed.

REPORTS
a. Mayor
Mayor Mullet reported that he and Council President Robertson testified in front of the King County
Council on July 17, 2006 regarding the countywide flood control measure. This would involve the
creation of a new flood control zone district.

Councilmember Carter suggested an article be placed in the next Hazelnut newsletter regarding this
issue. Jim Morrow, Public Works Director, indicated a briefing regarding flood management would be
forthcoming in the next couple of weeks.
Mayor Mullet stated a letter has been sent regarding the Tukwila Valley South project outlining a 2007
construction schedule. The City will need to hear back from the owner in order to proceed any further on
the project.
Councilmember Duffie attended the July 11, 2006 event at the Tukwila School District offices that
included King County Councilmembers Julia Patterson and Dow Constantine. Mr. Duffie also attended
the All Nations Cup event at Starfire Sports Complex on July 14, 2006.
Councilmember Hernandez reported that an intern in the Department of Community Development with a
degree in landscape architecture will be conducting a study of the Tukwila Pond.
Council President Robertson attended the All Nations Cup event on July 14, 2006. Mr. Robertson
reported he has met with staff members from the Police Department regarding a process for use by the
Council regarding police related issues. Additional information will be forthcoming to the Council.
Councilmember Carter attended the Puget Sound Regional Council Transportation Policy Board meeting
on July 13, 2006. The members signed off on projects that receive federal funding. Ms. Carter objected
to the use of federal funds being used to retrofit WSDOT vehicles with equipment that reduces the
emission of particulates. Ms. Carter conveyed this use did not fit the criteria established for utilization of
these funds.
Ms. Carter also attended the Chamber of Commerce luncheon, the All Nations Cup event, and the CAST
Performance. She reported that the changes to the ethics code will be forthcoming to the next Committee
of the Whole meeting.
Council President Robertson conveyed it was his understanding the ethics code issue was to come
forward to a Regular Meeting. Discussion took place among the Councilmembers, and consensus
existed to forward changes to the ethics code to a Regular Meeting.
Councilmember Haggerton attended the July 11, 2006 event with King County Councilmembers Julia
Patterson and Dow Constantine. He complimented Councilmember Duffie for his expertise in conducting
that meeting. Mr. Haggerton reported the Utilities Committee meeting scheduled for July 18, 2006 has
been cancelled.
Councilmember Linder also attended the July 11, 2006 event involving members of the King County
Council. This event has prompted a meeting with various individuals regarding the resolution of animal
control issues. On July 12, 2006 Ms. Linder attended the South King County Economic Development
Initiative meeting where the topic of "branding" for area cities was discussed. Ms. Linder reported that
some suburban cities have provided their response to the DEIS for Vision 2020 and inquired as to
Tukwila's response. Steve Lancaster, Community Development Director, indicated a letter is being
drafted at this time.
Councilmember Linder referenced information from the City of Renton regarding an annual curbside
garbage pickup. This would be particularly beneficial for those citizens who do not own trucks to take
items to a transfer station.
Councilmember Griffin indicated there will be a work party on Saturday, July 22, 2006 on Grandmother's
Hill for invasive plant removal. The event runs from 10:00 -1:00 and snacks will be provided.
c. Staff
Rhonda Berry, City Administrator, stated the Council has been provided information on Initiative 933, the
Property Fairness Act. It was determined this issue would be discussed at a future City Council Meeting.

The City Attorney had no report.
e. Intergovernmental
There was no report.
MISCELLANEOUS
Councilmember Duffie indicated a citizen asked him if items were not sold at the Community Garage
Sale, would the City pick them up. Steve Lancaster, Community Development Director, indicated that is
not a practice of the City, but would look into the situation.
Councilmember Carter relayed that it was beneficial to convey to King County Councilmembers Patterson
and Constantine the contribution the City makes toward the Tukwila Community Schools Collaboration.
Mayor Mullet reminded everyone it is still possible to utilize the City's pea patch for cultivating vegetables.
