Mayor Haggerton announced the purpose of the Executive Session is to discuss Potential Property Acquisition — Pursuant to RCW 42.30.110(1)(b) It will last no more than 90 minutes, and no decisions will be made during the Executive Session. Attendees: Jim Haggerton, Mayor; Shelley Kerslake, City Attorney; Joyce Trantina, Project Analyst; Derek Speck, Economic Development Administrator; Peggy McCarthy, Finance Director; Vicky Carlsen, Deputy Finance Director; Laurel Humphrey, Council Analyst; Mike Villa, Police Chief; Tukwila City Councilmembers Joe Duffie, Allan Ekberg, Kathy Hougardy, Verna Seal, De'Sean Quinn, Kate Kruller. 5:36 p.m. David Cline, City Administrator, entered Conference Room #3. End: 6:38 p.m. CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:04 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Melissa Hart, Deputy City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Allan Ekberg, Verna Seal, Kathy Hougardy, De'Sean Quinn, and Kate Kruller. MOVED BY DUFFIE, SECONDED BY KRULLER TO EXCUSE COUNCILMEMBER ROBERTSON FROM THE MEETING. MOTION CARRIED 6 -0. CITIZEN COMMENTS There were no citizen comments. CONSENT AGENDA a. Approval of Minutes: 7/1/13 (Regular Mtg.) b. Approval of Vouchers: #363786- 363795 & 363796- 363876 in the amount of $1,011,962.45 c. Authorize the Mayor to enter into the second amendment to settlement agreement #08 -056 with Darryl Doak, Sr., Estrella Doak, Darryl Doak, Jr. and Doak Homes. [Reviewed and forwarded to Consent by Finance and Safety Committee on 7/2/13] d. Authorize the Mayor to sign the grant award agreement from King Conservation District No. 9 for the Duwamish Gardens Project in the amount of $300,000. Authorize the Mayor to sign the Interlocal Agreement- Master Contract Usage Agreement with the State of Washington Department of Enterprise Services as a City purchasing resource. [Reviewed and forwarded to Consent by Transportation Committee on 7/9/13.] f. A resolution declaring a 1993 Ford Grumman video inspection truck as surplus and authorizing its sale to the City of Normandy Park. [Reviewed and forwarded to Consent by Transportation Committee on 7/9/13.] RESOLUTION NUMBER 1798. g. A resolution declaring certain fleet vehicles as surplus and authorizing their sale. [Reviewed and forwarded to Consent by Transportation Committee on 7/9/13.] RESOLUTION NUMBER 1799. h. Authorize the Mayor to sign Supplement No. 1 with Fehr & Peers related to the Supplemental Environmental Impact Statement (SEIS) for the Tukwila Urban Center Plan in the amount of $5,500. (The additional $5,500 brings the contract over $40,000, requiring Council approval.) [Reviewed and forwarded to Consent by Transportation Committee on 7/9/13.] MOVED BY QUINN, SECONDED BY DUFFIE THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 6 -0. REPORTS a. Mayor Mayor Haggerton attended the Family 4th at the Fort event on July 4, 2013. On July 10, 2013 he participated in the Sound Cities Public Issues Committee (PIC) meeting. He explained the Council will be receiving written information on a few of the issues currently before PIC that require Council attention. On July 11, 2013 he attended the Southwest King County Chamber of Commerce membership luncheon. b. City Council Council President Hougardy attended the July 10, 2013 South King Council Economic Development Initiative (SKEDI) meeting. She explained the membership is in the process of changing the name to Sound Side Alliance for Economic Development. She attended the July 11, 2013 Rotary meeting. She stated the Council's Rotary membership is rotating and she reminded Councilmember Kruller of the next Rotary meeting. On July 13, 2013 she participated in the Tukwila Garden Tour. She reminded the Council and audience of the Community Actors' Summer Theater in Tukwila (CASTT) performances on July 19 and 20, 2013 to be held at the Foster Performing Arts Center. She announced that at the August 19, 2013 Regular meeting, she will update the Council on the progress of some of the Council outcomes identified at the February 2013 Council Retreat. Councilmember Ekberg attended the July 13, 2013 Sustain Tukwila Pool (STP) meeting and later that day he hosted the Council Coffee Chat. Councilmember Quinn attended the Family 4th at the Fort event on July 4, 2013. He commented that he visited the Puyallup Farmers Market on July 12, 2013 and he feels the organization of their farmers market would be a great model for Tukwila. Councilmember Kruller attended the Family 4th at the Fort event on July 4, 2013. On July 9, 2013 she attended the Tukwila International Boulevard Action Committee (TIBAC) meeting. c. Staff David Cline, City Administrator, referenced the City Administrator report in the packet and offered to answer any questions. d. City Attorney There was no report. e. Intergovernmental There was no report. Tukwila City Council Regular Meeting Minutes July 15, 2013 Page 3 of 3 MISCELLANEOUS Mayor Haggerton stated a visitor stopped him during the Family 4`h at the Fort event and complimented him and the City Council on all the work that has been done on behalf of the City. ADJOURNMENT 7:15 p.m. MOVED BY DUFFIE, SECONDED BY HOUGARDY THAT THE TUKWILA CITY COUNCIL MEETING BE ADJOURNED. MOTION CARRIED 6 -0.
