2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
4: The special inspections and verifications for concrete construction shall be required.
5: When special inspection is required, either the owner or the registered design professional in responsible charge,
shall employ a special inspection agency and notify the Building Official of the appointment prior to the first
building inspection. The special inspector shall furnish inspection reports to the Building Official in a timely manner.
6: A final report documenting required special inspections and correction of any discrepancies noted in the inspections
shall be submitted to the Building Official. The final inspection report shall be prepared by the approved special
inspection agency and shall be submitted to the Building Official prior to and as a condition of final inspection
approval.
7: .All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
8: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any
requirements for special inspection.
9: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tulcwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.

Please review the following comments listed below and submit your revisions accordingly. If
you have any questions on the requested revision, Jaimie Reavis is the planner assigned to the
file and can be reached at 206 -431 -3659.
1. It is unclear what the finish of the concrete is for Walls 2, 3, and 4 (curb wall and
cast in place walls). In reviewing the specifications, it appears to be concrete wall
with no finish. Please provide samples of an appropriate finish that will be used to
lessen the aesthetic /visual impact of large blank walls.
2. To provide screening for the blank wall area of Wall 3, either (1) add Boston Ivy to
wall, spaced 1 plant for every 2 lineal feet; or (2) replace vine maples with evergreen
trees.
3. Add Boston Ivy to Walls 2 and 4, spaced 1 plant for every 2 lineal feet.

Pursuant to IBC 2006, § 105.5, Sound Transit respectfully requests 180 day extensions
for the following DCD wall building permit applications for Sound Transit's North
Parking Lot, Contract C759:

3. Wall # 3: D07 -039
4. Wall # 4: D07 -040
Permit application expiration dates for all four walls are scheduled for March 3, 2008.
City and Sound Transit staffs are currently in the process of satisfactorily addressing the
City's comments but may not be completed before the March 3, 2008 expiration date.
Permit application extensions to each of these Link permits will allow the comment and
response cycle process to continue thereby allowing the permits to be issued shortly
thereafter.

1. It is not clear why a chain link fence is proposed on top of the retaining walls. Please
revise the proposal to not include the chain Zink fence.
2. D07 -037 permit was applied for the retaining wall and the paving /landscaping of the
north parking lot. Since the original application a separate PW permit has been applied
for that includes the Southcenter Blvd. street improvements and paving /landscaping of
the north parking lot. Revise the scope of the D07 -037 permit to delete the north parking
lot paving /landscaping. Comments related to paving /landscaping of the north parking lot
shall be included with the PW permit comments.

issued by the City of Tukwila Permit Center. Per the International Building Code and/or the International Mechanical Code, every
permit application not issued within 180 days from the date of application shall expire by limitation and become null and void. Your

If you choose to pursue your project, a written request for extension of your •application addressed to the Building Official,
demonstrating justifiable cause, will need to be received at the Permit Center prior to your expiration date of 03/03/2008. If it is
determined that an extension is granted, your application will be extended for an additional 90 days from the expiration date.
In the event we do not receive your written request for extension, your permit application will become null and void and your project
will require a new permit application, plans and specifications, and associated fees.

Permit Extension Request for DCD Permits D07 -037, D07 -038, D07 -039 & D07 -040
Pursuant to IBC 2003, § 105.5, Sound Transit respectfully requests 180 day extensions
for the following DCD wall building permits for Sound Transit's North Parking Lot,
Contract C759:
Permit expiration dates for all four walls are scheduled for August 5, 2007. After several
months of negotiating with key stakeholders, contract C759 is now ready to be packaged
and advertised. Issue for bid is now scheduled for September 24, 2007 with a Notice to
Proceed to the selected contractor on December 23, 2007. Permit extensions to each of
these Link permits will be essential to the forward progress of building the Central Link
light rail project in the City of Tukwila.

Summary of Revision:
The retaining walls vary in height from about 2 feet to 4 feet. Walls over 30 inches in
height require a railing or other measure to prevent falls. The black PVC coated chain
Zink fence was chosen to be consistent with the perimeter fencing being installed on
the rest of the Sound Transit property.
The Scope of Work for this application is also being revised to remove all Public Works - related
activities. A separate stand -alone Public Works permit (PW08 -028) will be issued to address these
issues for both the North Parking Lot construction and the Southcenter Boulevard Improvements
Project.
