Mullet called the Tukwila City Council meeting to order at 7:04 pm and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, Deputy City Clerk, called the roll of the Council. Present were Dennis Robertson, Council President; Councilmembers Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton, Pam Linder, and Verna Griffin. CITY OFFICIALS Steven M. SPECIAL PRESENTATIONS TUKWILA CITY COUNCIL October 2, 2006 7:00 p.m. Council Chambers City Hall a. Transit Now Campaign: Regional Transportation Improvement District (RTID) Sound Transit campaigns and high priorities for 2007 legislative session; Rob Johnson, Regional Policy Director, Transportation Choices Coalition Rob Johnson, Regional Policy Director for Transportation Choices Coalition provided background information regarding his organization. The Transportation Choices Coalition was founded in 1993 with a mission to bring Washingtonians more and better transportation choices, such as real opportunities to take a bus or a train, ride a bike or walk, as well as drive alone. Mr. Johnson provided information on the Transit Now initiative that will appear on the ballot on November 7, 2006. The bill has the following major components: 1. Five new bus rapid transit routes in King County 2. Improved service on 40 most congested bus lines 3. New service for growing areas 4. Service partnerships 5. Vanpool and Trip Reduction This initiative would be beneficial due to projected residential and employment growth in the Puget Sound area. In the next 25 years, there is an expectation of 1.5 million additional people and 1 million new jobs, and transportation solutions are essential. If approved this initiative would cost the average household in King County approximately $25 more a year in sales tax. The amount earmarked for service partnerships is 90,000 annual hours, and a competitive grant process, through the King County Council, would be utilized to approve requests. Mr. Johnson also provided an overview of some of the other transportation related initiatives to be considered in 2006 -2008. The Councilmembers thanked Mr. Johnson for the informative presentation, and it was determined a resolution supporting the Transit Now initiative would be brought back to the Council for consideration. Citrus Longhorned Beetle Project Washington State Department of Agriculture; Dr. Brad White, Project Manager and John Lundberg, Public Information Officer Frank Iriarte, Deputy Public Works Director, introduced Dr. Brad White, Project Manager, and John Lundberg, Public Information Officer, from the Washington State Department of Agriculture. Mr. Iriarte explained that in 2001, five Citrus Longhorned beetles escaped from a Tukwila nursery and three were captured in Tukwila. This resulted in a quarantine imposed by the Washington State Department of Agriculture that affected 1000 properties in the City. Dr. White conveyed there is tentative success regarding the Citrus Longhorned beetle eradication process that began in Tukwila in 2001. In the summer of 2002, 1000 trees were cut down and destroyed to prevent the beetle from becoming established in the City. From 2003 -2006, a 3 /4 square mile area near South 144 Street and Macadam Road has been extensively surveyed; 40,000 trees have been inspected with no evidence of beetle activity. It is the intent of the Department of Agriculture to repeal the quarantine in the near future, and the process will take three or four months to complete. Dr. White also provided information on the tree replacement program. There were 37 private properties that involved tree removal, and a re- vegetation effort was also implemented. The 37 private property owners who lost trees were provided 268 vouchers for tree replacement for a total value of $41,450. At this time approximately half of the vouchers have been redeemed for tree replacement. The vouchers will expire in August of 2007. On a National level, the speed and efficiency of this beetle eradication effort, by the City of Tukwila and the State of Washington, is often referred to as the "Tukwila Model." Councilmember Linder relayed that approximately $20,000 is currently remaining from unclaimed vouchers for tree replacement. The City has a proposal for a winter garden very near the area affected by the beetle eradication effort. She suggested possible use of remaining unclaimed funds to assist with the completion of this garden park as mitigation for those residents most affected by the tree removal. Sheila Malbrain, 14255 53` Avenue South, inquired as to why the quarantine cannot be lifted immediately since there has been no evidence of beetles in the past five years. She also asked about the qualifications of those individuals who inspect the trees. Dr. White conveyed that the recommendation from the science advisory panel is that investigations be undertaken for a period of five years. The people who perform the investigative work are trained to differentiate between conifers and broad leaf trees, and they look at anything that could be a potential host. Ms. Malbrain asked about an ornamental asparagus plant that had been promised to them, and Dr. White indicated it would be forthcoming. The Councilmembers thanked Dr. White and Mr. Lundberg for their work on this difficult issue and for the update on the situation. It was suggested an article be placed in the next Hazelnut newsletter. CITIZEN COMMENTS There were no citizen comments. CONSENT AGENDA a. Approval of Minutes: 9/18/06 (Regular) b. MOVED BY DUFFIE, SECONDED BY CARTER TO AWARD A CONTRACT TO VALLEY ELECTRIC COMPANY OF MT. VERNON, INC., IN THE AMOUNT OF $693,081.00 FOR THE TUKWILA URBAN CENTER SIGNAL INTERCONNECT AND INTELLIGENT TRANSPORTATION SYSTEM (ITS) PROJECT. MOTION CARRIED 7 -0. UNFINISHED BUSINESS a. Authorize Mayor to sign Supplement No. 2 to Contract #06 -075 with Jacobs Civil, Inc., in the amount of $170,863.00 for the Tukwila Urban Center Signal Interconnect and ITS Project. MOVED BY DUFFIE, SECONDED BY HERNANDEZ TO AUTHORIZE THE MAYOR TO SIGN SUPPLEMENT NO. 2 TO CONTRACT #06 -075 WITH JACOBS CIVIL, INC., IN THE AMOUNT OF $170,863.00 FOR THE TUKWILA URBAN CENTER SIGNAL INTERCONNECT AND ITS PROJECT. Authorize Mayor to sign Supplement No. 1 to Contract #05 -085 with Siemens ITC, in the amount of a fixed fee not to exceed $93,325.00 for part -time on -call construction support services on the Tukwila Urban Center Signal Interconnect and ITS Project. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, OPPOSING INITIATIVE 933, ENTITLED AN ACT RELATING TO PROVIDING FAIRNESS IN GOVERNMENT REGULATION OF PROPERTY." MOVED BY HERNANDEZ, SECONDED BY DUFFIE THAT THE PROPOSED RESOLUTION BE READ IN ITS ENTIRETY.* Councilmember Hernandez indicated it would provide enhanced clarity on this issue for the resolution to be read in its entirety. MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ.* The Councilmembers discussed Initiative 933 and information acquired through individual research regarding the negative impacts of the proposed legislation. It was also conveyed there is a wide ranging list of local leaders and organizations that oppose this ballot measure. *MOTION CARRIED 7 -0 TO ADOPT RESOLUTION NUMBER 1613. REPORTS a. Mayor Mayor Mullet reported that the area formerly called the Wig property or JC Penney's is officially known as Southcenter Square. The housing project in the area of the Sounder train station is known as Tukwila Station. The Mayor displayed a plaque given to the City by the Senior Softball Association in recognition for the World Championship event held in September. The Seattle Southside Visitor's Information Center orchestrated this event which provided significant economic benefits to Tukwila and the surrounding area. There were 220 teams and 6,600 people in the area for this sporting event. There was a total of $21.4 million brought into the local economy by way of hotels, restaurants, car rentals, entertainment, shopping, and concessions. b. City Council Councilmember Duffie reported on his participation in the September 30, 2006 Domestic Violence Walkathon as well as an event at the re- opening of McDonalds. Councilmember Hernandez attended the Domestic Violence Walkathon on September 30, 2006 and toured the Helen Nelsen historical residence in Tukwila on October 2, 2006. Ms. Hernandez offered to arrange a group tour of the residence, and the Councilmembers responded affirmatively. The available dates are October 25 26 27 and Diane Jenkins, Council Assistant, will poll the Council for the most convenient date for the tour. Council President Robertson also participated in the Domestic Violence Walkathon. He also attended a recent press briefing in Seattle regarding global warming. Mayor Greg Nickels spoke regarding the Seattle Climate Action Plan, which contains specific goals to achieve measurable results. Council President Robertson indicated it would be a good template to use as a starting point for Tukwila on this issue. Councilmember Carter indicated it would be helpful if we had a location at City Hall where plaques could be displayed and viewable by the public. Ms. Carter participated in the Highway 99 Action Committee cleanup event on September 30, 2006. She reported that she would be traveling to San Francisco October 5 -7, 2006 to familiarize herself with their passenger only ferry system. The State of Washington is getting out of the passenger only ferry service, and decisions have to be made on the best way to facilitate the program. Councilmember Haggerton thanked Council President Robertson for chairing the upcoming Utilities Committee Meeting. Mr. Haggerton will also be out of town for the October 9, 2006 Committee of the Whole Meeting and asked to be excused. On September 27, 2006 he attended the Cascade Water Alliance Board of Directors meeting in Bellevue and the Domestic Violence Walkathon on September 30, 2006. Councilmember Griffin attended the Domestic Violence Walkathon on September 30, 2006 and reported that Tukwila will be receiving a plaque for raising the most money for this event. Staff Rhonda Berry, City Administrator, indicated the next Tukwila Historical Society meeting will be held on October 19, 2006 at 7:00 pm at the Foster Library. The group is hoping to attract new members. Kevin Fuhrer, Finance Director, distributed the 2007 Preliminary Budgets and indicated a schedule for review will be forthcoming from the Council Assistant. d. City Attorney There was no report. e. Intergovernmental There was no report. MISCELLANEOUS Councilmember Haggerton indicated that Washington State Representative Dave Upthegrove may be in attendance at the Tukwila Government Affairs Committee on October 3, 2006.
