REGULAR MEETING MINUTES
CALL TO ORDER /PLEDGE OF ALLEGIANCE
Mayor Steven M. Mullet called the Tukwila City Council meeting to order at 7:07 pm and led the audience
in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, Deputy City Clerk, called the roll of the Council. Present were Dennis Robertson,
Council President; Councilmembers Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton, Pam
Linder, and Verna Griffin.

SPECIAL PRESENTATIONS
a. Special awards presented by Chief Nick Olivas to: Battalion Chief David Ewing and Firefighter
Rich Rees.
Nick Olivas, Fire Chief, introduced Battalion Chief David Ewing and Firefighter Rich Rees, who are being
presented with medals of merit. Chief Olivas provided information regarding the incident for which Chief
Ewing and Firefighter Rees were nominated.
On April 9, 1998, at 4:36 am, a small Cessna Aircraft was blown off course during a routine landing at
Boeing Field. The Cessna had inadvertently fallen into the turbulence caused by a wide bodied jet which
had just taken off. The turbulence forced the Cessna into high tension wires on the west side of Boeing
field. Miraculously, the plane spun around the wires and ended up hanging 75 feet above the ground in
the wires by one wheel. The pilot was trapped in the aircraft and hanging upside down. The Seattle Fire
Department units and the Tukwila Fire Department units were called to the scene. Seattle Fire
Department and Tukwila Fire personnel conferred and decided to use cranes with straps to stabilize the
aircraft. This task was accomplished by Lieutenant Dave Ewing, now Battalion Chief Dave Ewing, and
Firefighter Rich Rees. The next decision was to give the pilot an escape harness, help him put it on and
then get him onto the platform of Ladder Truck 54. This task was again accomplished by Battalion Chief
Dave Ewing and Rich Rees in front of a national audience. The rescue of this pilot was done at great
personal risk to both Battalion Chief Ewing and Firefighter Rees. As stated before, the aircraft was
hanging by one wheel and rocked significantly when a breeze kicked up.
For their courage, innovation, determination, and disregard of their own safety to help another, Battalion
Chief Dave Ewing and Firefighter Rich Rees, are being awarded a medal of merit. Chief Olivas pinned
the medals on Battalion Chief Ewing and Firefighter Rees.
The Councilmembers, Mayor, and audience applauded Battalion Chief Ewing and Firefighter Rees for
their meritorious conduct.

CITIZEN COMMENTS
Linda Smith, Seattle Jaycee Bingo, 11030 East Marginal Way South, spoke regarding the need for
gambling tax relief for their organization, which has been in business for 30 years. She is asking that the
City provide 4 quarter relief to keep the bingo business in operation. The Jaycees provide revenue to
Tukwila through gambling taxes as well as through charitable contributions in the community.
Tara Winkler and Kendra DeMuth, 5575 South 152 Street, #96, members of the Seattle Jaycees,
indicated their organization is involved in leadership training, various human services projects, and
provides scholarship opportunities for students in Tukwila and the surrounding area. Without assistance,
Seattle Jaycee's gambling license will be suspended in February, 2007.
Mayor Mullet indicated the Finance Director and City Administrator would confer with Ms. Smith regarding
this issue.

UTILITY OF THE CITY, INCLUDING THE SYSTEM OF SEWERAGE AS A PART THEREOF;
SPECIFYING, ADOPTING AND ORDERING TO BE CARRIED OUT A SYSTEM OR PLAN OF
ADDITIONS TO AND BETTERMENTS AND EXTENSION OF THE WATERWORKS UTILITY;
PROVIDING FOR THE ISSUANCE OF $3,180,000 PRINCIPAL AMOUNT OF WATER AND SEWER
REVENUE BONDS, 2006, OF THE CITY FOR THE PURPOSE OF PROVIDING A PART OF THE
COST OF THAT SYSTEM OR PLAN, AND TO PAY COSTS OF ISSUING THE BONDS; FIXING THE

Kevin Fuhrer, Finance Director, relayed that the bond issue amount of $3,180,000 is lower than the
$3,300,000 anticipated issue amount. The difference is a result of the savings that will be recognized
from a lower bond reserve requirement.
Councilmember Hernandez requested confirmation that other than the final figures, this ordinance is the
same format and content that has been discussed at prior Council meetings. Mr. Fuhrer answered in the
affirmative.
Council President Robertson referenced the additional text regarding bond insurance and inquired as to
the cost for the insurance. Bill Tonkin from Foster Pepper explained the procedural provisions associated
with bond insurance, and the costs were approximated to be $16,000.
Council President Robertson inquired as to whether all proper procedures and due diligence had been
followed in preparing the ordinance and bond certificate. Mr. Tonkin responded in the affirmative.
Councilmember Carter asked the length of the bond, and Mr. Tonkin indicated it is a 20 -year bond with
the last maturity date being December 1, 2026.

b. An ordinance establishing 2007 water rates and rates for water supplied for fire protection
purposes.

Kevin Fuhrer, Finance Director, introduced each of the following sections of the budget for review by the
City Council. The Councilmembers discussed the items and asked for clarification from staff as needed.
Council amendments or additions to the preliminary budget were noted by the Finance Director and
departmental staff members.

REPORTS
a. Mayor
Mayor Mullet reported that 32 trees will be removed from the levee in Tukwila, and new trees will be
replanted at a 3 to 1 ratio in the spring. The levee which starts at 1 -405 and goes down to 195 Street can
now be re- certified. Tukwila is currently the only southend City with a certified levee.
b. City Council
Councilmember Duffie indicated that Tukwila Elementary School will be having a Veterans' Day event on
November 7, 2006 with lunch at 11:30 am and an assembly at 2:00 pm.
Councilmember Hernandez indicated she attended the Affordable Housing Advisory Board meeting on
October 18, 2006 and the Historical Society meeting on October 19, 2006. Ms. Hernandez also
participated in the AWC Sustainability workshop on October 21, 2006 and toured the Helen Nelsen
Historical Residence on October 25, 2006. She also attended a tour of the Refugee Women's Alliance
(REWA), Somali Community Services Coalition Office on November 1, 2006 followed by attendance at
the Equity and Diversity Commission meeting. Ms. Hernandez attended the grand opening of the Pets
Hotel at the Pet Smart location on Southcenter Parkway on November 4, 2006. She also thanked
Council President Robertson for sending flowers from the City Council to a Tukwila employee who has
taken ill.
Council President Robertson stated the Tukwila International Boulevard Snapshot meetings will be held
on November 9 and November 16, 2006 at 6:00 pm at Showalter Middle School.
Councilmember Carter indicated that on October 18, 2006 she attended the Regional Transit Committee
meeting and the Washington Traffic Safety Commission meeting on October 19, 2006. Ms. Carter also
attended two AWC regional meetings as well as the Prosperity Partnership luncheon on November 1,
2006. Ms. Carter referenced an upcoming meeting on the possibility of consolidating regional fire
protection and would like to discuss potential changes to the Suburban Cities' bylaws prior to next week's
annual meeting.

Councilmember Haggerton attended the Cascade Water Alliance Lake Tapps Task Force meeting on
November 1, 2006 in Bonney Lake.
Councilmember Griffin inquired if January 19, 2007 would be an acceptable date for the Council Retreat
and the Councilmembers answered in the affirmative.
c. Staff
Jim Morrow, Public Works Director, provided a status report on issues culminating from heavy rains and
recent flooding in the area. There have been staff call -outs on the weekend to deal with issues, and 17
hot spots were identified in the City with four being very serious. He relayed that the incident command
system works well. There have been 40 contacts from residents involving flooding problems, and a
response was provided to every call. The situation is currently under control due to the long hours and
hard work of the City crews.

MISCELLANEOUS
Jane Cantu, City Clerk, indicated this is a short week due to the Veterans' Day holiday, and agenda
packets will be available on Thursday, November 9, 2006.
