These documents shall be maintained and made available until final inspection approval is granted. 5: Truss shop drawings shall be provided with the shipment of trusses delivered to the job site. Truss shop drawings shall bear the seal and signature of a Washington State Professional Engineer. Shop drawings shall be maintained on the site and available to the building inspector for inspection purposes. 6: All construction shall be done in conformance with the approved plans and the requirements of the International Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code. 7: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any requirements for special inspection. 8: All wood to remain in placed concrete shall be treated wood. 9: There shall be no occupancy of a building until final inspection has been completed and approved by Tukwila building inspector. The issuance of a permit based on construction documents and other data shall not prevent the Building Official from requiring the correction of errors in the construction documents and other data. 18: ** *FIRE DEPARTMENT COND1TiONS * ** 19: The attached set of building plans have been reviewed by the Fire Prevention Bureau and are acceptable with the following concerns: 20: New and existing buildings shall have approved address numbers, building numbers or approved building identification placed in a position that is plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numbers or alphabet letters. Numbers shall be a minimum of 4 inches (102mm) high with a minimum stroke width of 0.5 inch (12.7mm). (IFC 505.1) 21: For short plat development (four single family homes or less), hydrants shall be placed so that a hydrant is within 250 feet of a building. Distance from a hydrant to a building is measured along the path of vehicular travel. (City Ordinance #2052) 22: Fire hydrants shall conform to American Water Works Association specifications C- 502 -54; it shall be compression type, equipped with two 2 -1/2" N.S.T. hose ports and one 5" Storz pumper discharge port, and shall have a 1 -1/4" Pentagon open -lift operating nut. (City Ordinance #2052) 23: An approved water supply capable of supplying the required fire flow for fire protection shall be provided to all premises upon which facilities, buildings or portions of buildings are hereafter constructed or moved into or within the jurisdiction. When any portion of the facility or building protected is in excess of 150 feet (45,720 mm) from a water supply on a public street, as measured by an approved route around the exterior of the facility or building, on -site fire hydrants and mains capable of supplying the required fire flow shall be provided when required by the chief. (IFC Appendix B, Table B 105.1) (IFC 508.1 thru 508.5.6) 24: Water supply is allowed to consist of reservoirs, pressure tanks, elevated tanks, water mains or other fixed systems capable of providing the required fire flow. In setting the requirements for fire flow, the chief may be guided by Appendix B, Table B 105.1. (IFC 508.2.2) (NFPA 22) 25: The minimum fire flow and flow duration requirements for one - and two-family dwellings having a fire area which does not exceed 3,600 square feet (344.5 m2) shall be 1,000 gallons per minute (3785.4 L/znin.). Fire flow and flow duration for dwellings having a fire area in excess of 3,600 square feet (344.5 m2) shall not be less than that specified in Table A- III -A -1. Exception: A reduction in required fire flow of 50 percent, as approved by the chief, is allowed when the building is provided with an approved automatic sprinkler system. (IFC Appendix B105.1) 26: Fire Department access and existing hydrants shall be constantly maintained during demolition and construction. 27: Adequate ground ladder access to rescue windows shall be provided. 28: Fire hydrant installation requires a Public Works permit. 29: All electrical work and equipment shall conform strictly to the standards of the National Electrical Code. During this time period, cover or mulch other disturbed areas, if they will be unworked more than 2 days. Covered material must be stockpiled on site at the beginning of this period. Inspect and maintain this stabilization weekly and immediately before, during and following storms. 39: From May 1 through September 30, inspect and maintain temporary erosion prevention and sediment at least monthly. All disturbed areas of the site shall be permanently stabilized prior to final construction approval. 40: The site shall have permanent erosion control measures in place as soon as possible after final grading has been completed and prior to the Final Inspection. 41: Driveways shall be paved for a minimum distance of 20' from the edge of the existing road pavement. 42: Prior to final permit sign -off developer shall pay Ring County Residential Sewer Capacity Charges and submit payment receipt to Public Works. 43: Applicant shall submit a revision to Public Works if driveway material (pervious concrete) on private property is to be substituted w /other pavement material. Expiration of Plan Review — Applications for which no permit is issued within 180 days following the date of application shall expire by limitation. I AMEC Earth & Environmental, Inc. (AMEC) is pleased to submit this letter describing our geotechnical evaluation of the above - referenced project site. As outlined in our proposal dated July 17, 2007, our scope of work consisted of a site visit, research, and report preparation. We received your written authorization on July 18, 2007. This report has been prepared for the exclusive use of Habitat for Humanity and their consultants, for specific application to this project, in accordance with generally accepted geotechnical engineering practice. The project site is located at 12230 43rd Avenue South in Tukwila, Washington. The site consists of a rectangular parcel that measures about 100 feet by 30 feet. Site boundaries are generally delineated by similar single - family residences to the north, south and east, and a paved residential road to the west. Based on our review of the permitted design plans (A1.0 Site Plan by Koppe — Wagoner Architects, 8 June 2007) the project calls for building a new two -story house with a crawl space as shown on Figure 1, Site Plan. Footing drains and roof drains would discharge to two dry wells located in the front yard. However, during excavation for the foundations and crawl- space, we understand the City of Tukwila building inspector, Dave Larsen, expressed concerns regarding the assumed foundation bearing pressure and the potential of flooding the crawl space. For these reasons, Mr. Larsen requested a geotechnical report be completed for the project. After a discussion with the project architect, we understand that the house is being redesigned to utilize a slab -on -grade floor, instead of a crawl- space, with standard shallow spread footings. Structural fill will be placed within the excavation to raise grades to the proposed slab subgrade elevation. ame0 -oho PERMIT CEm^ ts116000s116106 Habitat for Humanity116106 Tukwila Habitat House 072507.doc Habitat for Humanity July 26, 2007 EXPLORATION AND TESTING METHODS We explored the subsurface soils at the project site on 20 July 2007 by hand probing the excavated building subgrade and by advancing two hand boring explorations (designated HB -1 and HB -2) at strategic locations, using a hand auger. Hand boring HB -1 was located near the southwestern corner of the building pad, within the existing excavation, which was approximately 2% feet below the surrounding surface. For clarity, we included soils exposed in the sidewall of the excavation as the top 2% feet of HB -1, so that the level ground surface would be the depth reference for both borings. Hand boring HB -2 was located in the front yard, west of the building, between the two proposed dry wells. We estimate the relative ground surface elevation to be 113.5 feet, based on the relative elevations shown on the site plan provided to us. Hand boring HB -1 was advanced to a depth of 6 feet, and hand boring HB -2 extended to a depth of 4 feet. Figure 1 displays the locations of our explorations. SITE AND SOIL CONDITIONS ame 7- 917- 16106 -0 Page 2 At the time of our site visit (20 July 2007) the previous structure had been demolished and removed from the site. Excavation for the proposed house had been completed down to the footing subgrade elevation (approximately 111 feet) over the entire building footprint. The rest of the site was covered in grass and level, at an approximate elevation of 113.5 feet. Total grade change drops about one foot from west to the east (114 to 113 feet). Based on our review of published geologic maps, soil conditions in the site vicinity are characterized by Holocene Alluvium consisting of river deposited silts and sands. The soil description found in the USDA Soil Survey of King County, Washington is Oridia silt loam. This deposit is described as poorly drained river alluvium. Our excavation observations and explorations revealed fairly uniform near - surface soil conditions and confirmed the mapped stratigraphy. The excavated subgrade appeared to consist of native, intact, medium stiff, damp, tan silt. In general, our explorations encountered approximately four feet of medium stiff, damp, tan silt, underlain by loose, damp dark gray sand to the full depth of our explorations. The enclosed exploration logs provide a detailed description of the soil strata encountered in our subsurface explorations. Groundwater was not encountered in any of our explorations, however mottling, a possible indication of intermittent groundwater during wet seasons, was observed at a depth of 2 foot, in both explorations. Since our explorations were done during an extended period of dry weather, groundwater is probably near its seasonal low elevation, and higher groundwater is anticipated during the wet winter and spring seasons. Based on the observed mottling of the soils, groundwater probably rises within 2 feet of the ground surface (elevation 111.5 feet). W1 Projects \16000x\16106 Habitat for Humanity \16106 Tukwila Habitat House 072507.doc Habitat for Humanity July 26, 2007 CONCLUSIONS AND RECOMMENDATIONS Based on information provided by the City Inspector and our recent subsurface explorations, we are providing the following geotechnical engineering recommendations. Foundations In our opinion, the foundation subgrade will provide adequate support for conventional spread footings that are lightly loaded. Subarade Verification: All footing subgrades should consist of undisturbed, native soils, or suitable structural fill materials placed over native soils. Footings should never be cast atop slough, debris, or surfaces covered by standing water. Exterior footings should be embedded at least 18 inches below the surrounding ground surface, while interior footings should be embedded at least 12 inches below the floor. Soil Bearing Capacities: In our opinion, the soils beneath the foundations will provide the following allowable soil bearing capacities, which incorporate static and seismic safety factors of at least 2.0 and 1.5, respectively. Differential settlements could approach one -half of the actual total settlement between adjacent foundation elements. These settlements would be reduced if the actual design bearing pressures are lower than our recommended maximum pressures. Lateral Resistance: Footings and stemwalls that have been properly backfilled will resist lateral movements by means of passive earth pressure and base friction. We recommend using the following design values, which incorporate static and seismic safety factors of at least 1.5 and 1.1, respectively. Base friction can be combined with the respective passive pressure to resist static and seismic loads. Subqrade Conditions and Verification: All soil- supported slab -on -grade floors should bear on on suitable structural fill soils. Recommendations for structural fill are provided in a later section of this report. Capillary Break: To retard the upward wicking of groundwater beneath the floor slab, we recommend that a capillary break be placed over the subgrade. Ideally, this capillary break would consist of a 4- inch -thick layer of pea gravel or other clean, uniform, well- rounded gravel, such as Gravel Backfill for Drains per WSDOT Standard Specification 9- 03.12(4). Alternatively, angular gravel or crushed rock can be used if it is sufficiently clean and uniform to prevent capillary wicking. Vapor Barrier: We recommend that a layer of durable plastic sheeting at least 10 mils thick be placed directly between the capillary break and the floor slab to prevent ground moisture vapors from migrating upward through the slab. During subsequent casting of the concrete slab, the contractor should exercise care to avoid puncturing this vapor barrier. Drainage Systems In our opinion, the house should be provided with permanent drainage systems to minimize the risk of future moisture problems. Based on conversations with the City Inspector and our exploration observations, it appears that a shallow groundwater table will limit infiltration of stormwater during the wet season. For this reason, we recommend that the proposed dry wells also include an overflow pipe that discharges to the stormwater sewer. We offer the following recommendations and comments for drainage design and construction purposes. Perimeter Foundation Drains: We recommend that the house be encircled with a perimeter drain system to collect any seepage water. This drain should consist of a 4- inch - diameter perforated pipe within an envelope of pea gravel or washed rock, extending at least 6 inches on all sides of the pipe, and the gravel envelope should be wrapped with filter fabric to reduce the migration of fines from the surrounding soils. Ideally, the drain invert would be installed no more than 8 inches above or below the base of the perimeter footings; however the drain should be set to drain by gravity to the stormwater sewer system. Runoff Water: Roof -runoff and surface -runoff water should not be allowed to flow into the foundation drainage systems. Instead, these sources should flow into separate tightline pipes and be routed away from the building to the dry wells and stormwater sewer system. Also, final site grades should slope downward away from the house so that runoff water will flow by gravity to suitable collection points, rather than ponding near the foundations. Ideally, the overflow would have a valve preventing backflow towards the house. During other times of the year, such as the time of our exploration, the proposed dry wells are feasible. We anticipate the dry well subgrade soils (approximately 6 feet deep) to be native, medium grained sand. Based on the State Department of Ecology Stormwater Design Manual, we recommend a long -term design infiltration rate of 2 inches per hour. Alternatively, using the King County Stormwater Design Manual for residential downspouts, the infiltration area can be calculated based on sand as the site soils. The term "structural fill" refers to any materials placed under foundations, slab -on -grade floors, sidewalks, pavements, and other such features. We expect that structural fill will need to be imported to the site in order to backfill the building foundation excavation to achieve the floor slab subgrade elevation. For imported structural fill, we recommend a well - graded sand and gravel with a limited amount of fines(silt and clay), less than 5 percent would be ideal. This type of material is easier to compact properly over a wide range of moisture contents. Materials: Typical structural fill materials include clean sand, gravel, pea gravel, washed rock, crushed rock, quarry spalls, well - graded mixtures of sand and gravel (commonly called "gravel borrow" or "pit- run "), and miscellaneous mixtures of silt, sand, and gravel. Recycled concrete is also potentially useful as structural fill. Soils used for structural fill should not contain any organic matter or debris, or any individual particles greater than about 6 inches in diameter. Fill Placement: Generally, quarry spalls do not require special placement and compaction procedures. In contrast, clean sand, gravel, crushed rock, soil mixtures, and recycled materials should be placed in horizontal lifts not exceeding 8 inches in loose thickness, and each lift should be thoroughly compacted with a mechanical compactor. Also, structural fill compaction should be verified by means of in -place density tests performed during fill placement so that adequacy of soil compaction efforts may be evaluated as earthwork progresses. Soil Moisture Considerations: The suitability of soils used for structural fill depends primarily on their grain -size distribution and moisture content when they are placed. As the "fines" content (that soil fraction passing the U.S. No. 200 Sieve) increases, soils become more sensitive to small changes in moisture content. Soils containing more than about 5 percent fines (by weight) cannot be consistently compacted to a firm, unyielding condition when the moisture content is more than 2 percentage points above or below optimum. For fill placement during wet - weather site work, we recommend using "clean" fill, which refers to soils that have a fines content of 5 percent or less (by weight) based on the soil fraction passing the U.S. No. 4 Sieve. CLOSURE The conclusions and recommendations presented in this report are based, in part, on our interpretations and assumptions regarding subsurface conditions; therefore, if variations in the subgrade conditions are observed at a later time, we may need to modify this report to reflect those changes. ROOF VENTILATION Roof ventilation shall be provided by eave vents, and gable end vents (see elevations on A3.0). All vents shall conform with roof ventilation notes below. SMOKE DETECTORS 1) Smoke detectors shall be installed in all new and existing bedrooms, and at central locations in hallways leading to bedrooms. 2) On the upper floor, a smoke detector shall be installed on the ceiling in close proximity to the stairway. 3) At least one smoke detector shall be installed in the basement. 4) Smoke detectors shall receive their primary power from the building wiring and be equipped with a battery backup. 5) Smoke detectors shall be interconnected. Dimensions: The drawings may not be drawn to scale in some instances; follow dimensions but do not scale drawings. Conflicts: Conflicts in the drawings or conflicts between any drawing and specification shall be brought immediately to the attention of the Architect who will render a final decision as to the result intended. Where conflicts occur, it shall be assumed that the Contractor has figured the most expensive installation, If the Contractor does work that conflicts with another part of the drawings or specifications before receiving a decision from the Architect, he shall remove all such work deemed necessary by the Architect at his own expense. After the Contract is signed, no increase in price will be allowed for any conflict or for any omission when the intent, as interpreted by the Architect, is established by the character of the project, similar conditions which exist elsewhere in the project, or by surrounding conditions. Codes and Ordinances: The whole of the work is to be executed in strict accordance with applicable codes and ordinances. The Contractor shall secure and pay for all permits except general Building Permit which the Owner will secure. My work required by code but not specifically called out in drawings or specifications is part of this contract. If there is a conflict in drawings or specifications with a code, the code shall govern. Any conflicts shall be brought to the attention of the architect per "Conflicts" paragraph above. At completion of the work, supply the Owner with "final signed off" electrical, plumbing, and building permits (even though some may be Owner secured). Contractor Responsibilities: The Contractor shall be responsible for safety in the area of work in accordance with all applicable safety codes; for the verification and coordination of the work of all trades to assure compliance with the drawings, specifications, and all applicable codes; and for protecting all existing elements during construction that are to remain. The Contractor shall review with the architect the condition of the existing structure after demolition work.
