This procedure is in addition to any requirements for special inspection. 8: All wood to remain in placed concrete shall be treated wood. 9: There shall be no occupancy of a building until final inspection has been completed and approved by Tukwila building inspector. No exception. 10: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of this requirement. 11: All construction noise to be in compliance with Chapter 8.22 of the City of Tukwila Municipal Code. A copy can be obtained at City Hall in the office of the City Clerk. 12: Ventilation is required for all new rooms and spaces of new or existing buildings and shall be in conformance with the International Building Code and the Washington State Ventilation and Indoor Air Quality Code. 13: Water heaters shall be anchored or strapped to resist horizontal displacement due to earthquake motion. Strapping shall be at points within the upper one -third and lower one -third of the water heater's vertical dimension. Permits presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila shall not be valid. During this time period, cover or mulch other disturbed areas, if they will be unworked more than 2 days. Covered material must be stockpiled on site at the beginning of this period. Inspect and maintain this stabilization weekly and immediately before, during and following storms. 20: From May 1 through September 30, inspect and maintain temporary erosion prevention and sediment at least monthly. In addition, new footings and stem walls will be added for structural support of the existing house that currently only has posts atop concrete pads. Existing rockeries will be partially rebuilt as needed. These rockeries are less than 4 feet tall and are typically less than 3 feet tall. New storm water, wall and footing drains are being added. Only minor grading is required to complete the project. To the best of our knowledge there were no other reports completed for the subject site or for adjacent sites. This report was completed bused on plans sheets 1 -7, dated March 18, 2007, by Conor L.ayng. PuW2se and Scope The purpose of our review was to evaluate the shallow subsurface soil and ground water conditions on the site, determine if there is any potential for adverse impact.-, to the slope arcs of the site due to the planned construction and provide recommendations for the development and construction. Due to the small size of the project a full geotechnical report with subsurface investigation was not warranted. Investigations Summary As stated above, due to the small size of the project a full geotechnical report with subsurface investigation was not warranted. Our review was limited to observation of existing conditions on the site, including small excavations that were made prior to our arrival, probing the site soils with a T- handle soils probe and researching available literature and published maps. Our site reconnaissance was performed on March 28, 2007. Existing Site Conditions The subject parcel is approximate) 6,000 sf in size and is located at the northeast corner of the intersection of 56'h Avenue South and 7h Street in Tukwila. The site address is 5320 South 137' Street. The parcel is bounded on all sides by existing single family residences and the street intersection. An existing single family residence is located on the northern portion of the site. A concrete patio, sidewalk and stairway are all located to the south of the residence. The existing house is a single story, wood framed structure over a partial daylight basement. The house is very old and other than the basement area consists entirely of a post and pad foundation system. Many of the posts have rotted and require replacement. The property is located on a gentle east/northeast facing slope. Based on the site plan provided to us by the client, total relief across the site is on the order of 18 feet over a horizontal distance of 100 feet with a slope gradient on the order of 18 percent. Several small rockeries provide grade separation throughout the property. The rockeries are typically 2.5 to 3 feet tall. The site is relatively wet and flowing water was observed emanating from the slope above (west of) the existing residence where a small excavation was made prior to our arrival. The water is shallow and appears to be interflow water flowing atop the underlying hardpan layer or may reportedly be related to a buried storm pipe in this area. Gcolo is c Setting Landforms in this region, including most of the local bays and inlets, comprise a system of erosion modified, glacially sculpted features. The land in this area is formed by Pleistocene age glacial deposits. Deposits of glacial till and outwash sediments from the last glaciation of the area overlie materials from earlier glaciations. Older glacial and interglacial deposits are exposed in steep slopes and drainage tributaries along the shoreline of Lake Washington. Eocene age bedrock of the Renton Formation underlies the glacial sediments in this area The latest occurrence of glacial ice within the vicinity is thought to have taken place during the later stages of the Pleistocene Epoch (some 11,000 to 12,000 years ago), and is referred to as the Vashon Stade of the Fraser Glaciation. Some 3500 to 4500 feet of ice is thought to have overlain the region during this period. As stated above the site is located on a relatively gentle cast/northeast facing slope. Total relief on the project site is 18 feet. Total relief of the overall slope system is 70 to 80 feet. The site is located near the middle of the overall slope that eventually terminates at Interurban Avenue South. According to the Geologic Map of King County, WaMingron by Booth, Harrgerud and .Sackel, 2002, the site is mapped as near the contact of Vashon age recessional outwash deposits (Qvr) and Vashon age glacial till (Qvt). Subsurface Soil Conditions Existing excavations on the site confirm the presence of glacially consolidated sediments presumed to be till (Qvt) at shallow depth. Probing around the subject parcel (away from the basement walls) with a T- handle sails probe indicates probe refusal at shallow depth on dense underlying soil anticipated to be glacial till. Ground Water Conditions Shallow ground water was observed flowing atop the glacially consolidated soils. This water is either interflow or may be related to an upslope drain line. lnterflow is shallow ground water that is perched atop the underlying, relatively impermeable, native soils (till). Interflow follows the underlying topography which for this site is downward to the east. In either case, the ground water flow is expected to be seasonal and will also vary quickly in response to local weather conditions. Gary A. DISCUSSION AND CONCLUSIONS Based on our evaluation the subject site is suitable for the planned addition/remodel. The existing residence is very old with an insufficient foundation system. The planned remodel changes, including new footings and stem walls to replace the existing post and pad system, will dramatically improve the foundation support for the existing residence. The planned additions may be supported on typical, shallow spread footing foundations. Necessary grading on the relatively gentle slope will be minor and will in no way impact the overall stability of the slope. Shallow ground water observed on the site should be intercepted above the house and discharged into an approved storm water conveyance system. Slone Stability The core of the slope is comprised of glacially consolidated sediments with excellent strength characteristics. At the low declivity of the site (18% slope) these sediments are inherently stable with a gross stability factor of safety in excess of 1.5 under static conditions and 1.1 under seismic conditions. The planned minor development will not have an adverse impact on this slope stability. Fill soils and unconsolidated glacial sediments that my overlie the consolidated glacial sediments at shallow depth may be subject to movement as a shallow, colluvial type movement or a debris flow if allowed to become saturated. '11wse types of movement are typically less than a couple of feet in thickness and will not occur in the absence of adverse ground or storm water related conditions. Keeping soil stockpiles covered and proper management of both storm water and ground water will sufficiently mitigate the potential for this shallow earth movement. Seismic Considerations The nearest fault zone to the site is the Seattle Fault Zone located about 3.5 miles to the north. As such, the potential for sur&cial rupturing of the site is low. The potential for seismically induced landsliding is low for a large scale, rotational type slide due to the inherent strength characteristics of the underlying glacially consolidated sediments. The potential for a shallow colluvial or skin slide is moderate when the ground is saturated. However, the colluvial layer at the subject site was only l to 2 feet thick and any seismically induced landslide event would be minor in nature. Control of storm water and ground water will eliminate or reduce the water load to the sur6cial soils and reduce the potential for shallow, seismically induced, earth movement. Due to the density of the underlying glacially consolidated sediments the potential for liquefaction on this site is nil. Based on the encountered stratigcaphy, it is our opinion that any earthquake damage to the proposed structure, when founded on suitable foundation bearing strata in accordance with the recommendations provided in this report, would be caused by the intensity and acceleration associated with the event and not any of the above - discussed impacts. Site Work Required site grading for the planned project will be very minimal. Encountered sediments will be moisture sensitive when disturbed. The soils may require moisture conditioning prior to use as structural fill. All soil stockpiles should be covered during inclement weather. In order to mitigate the hazard of erosion during construction, silt fencing should be installed along the lower portion of the site in accordance with City of Tukwila written guidelines. The silt fence should be periodically checked and maintained, as needed, during construction. Disturbed areas should be revcgetated as soon as practical. Stability of open excavation cuts daring construction will depend on the nature and consistency of both modified and naturally occurring soils, as well as the presence of ground water and surface runoff. For planning purposes, temporary unsupported cuts of I H to IV (horizontal to vertical) are considered appropriate for granular fill soils and weathered zone soils, above the level of ground water activity. Temporary unsupported cuts of .5H to IV or less, up to a maximum height of 6 feet, are considered appropriate for dense to very dense glacially consolidated sediments where ground water seepage is not present. Where ground water seepage is present shallower slopes may be required. Sloping and maintenance of all excavation cuts in soils during construction should be made the responsibility of the owner /contractor, as he/she is continuously present at the job site to observe the nature and condition of the excavation soils. The owner /contractor should make themselves aware of, and become familiar with, applicable local, state, and federal safety regulations, including current OSHA excavation and trench safety standards. Construction site safety and code compliance is the sole responsibility of the owner /contractor. Retaining Structures No retaining structures are planned except for the basement walls. All walls over 3 feet in height should have a wall drain comprised of at least 12 inches of washed rock, or an approved drainage mat, that extends from about 2 feet below ground surface to the footing drain system. The basement walls should either be designed to City of Tukwila or IRC common standards or be designed by a licensed Mural engineer. RECOMMENDATIONS Site Cradinnand Earthwork All foundation and rockery excavations should penetrate through any loose, organic or disturbed soils to expose undisturbed, glacially consolidated sediments. In both the existing excavations and based on probing, the glacially consolidated sediments are shallow on the site. Both foundations and rockeries should be imbedded a minimum of 6 inches into the suitable bearing sediments. If any soil is to be reused as structural fill it should be within f4 percent of optimum moisture content, be placed in maximum 8 inch thick lefts with each lift compacted to a dense and unyielding condition prior to installation of the succeeding lift. Soil that is either too wet or too dry may require moisture conditioning prior to use. As per the reviewed plans, total planned grading on the site is minimal. Temporary Shoring and Retaining Walls Temporary shoring is not required for this project and the only retaining walls are the new basement walls. City of'rukwila or IRC standard details for the basement wall construction are provided on the plans. No further design recommendations are required. Washingron Structure and Foundations It is our understanding that the project has been designed to incorporate either City of Tukwila or IRC or IBC standard footings for a two story residence. These designs should be sufficient given the encountered conditions. if a structural engineer is consulted for further design work the following seismic design parameters are recommended. In accordance with the 2003 IBC, the following values should be used: Site Class C (Table 1615.1.1), Ss = 145% (Figure 15161-1 j) and S = 49% (figure 1516[21). Shallow foundations may be used for support of the planned structure when placed on undisturbed native sediments. Hearing soils were generally encountered at shallow depths throughout the site. An allowable soil bearing value of 2,000 psf may be used in the design of these footings, including both dead and live loads. An increase of one -third may be used for short -term wind or seismic loading. Perimeter footings for the proposed building should be buried a minimum of 18 inches into the surrounding soil for frost protection and should be embedded a minimum of 6 inches into the undisturbed sediments. Lateral loads can be resisted by friction between the foundation and the supporting soils, and/or by passive earth pressure acting on the buried portions of the foundations. We recommend using a passive equivalent fluid pressure of 250 pcf and a coefficient of friction of 0.35. The foundations must be backfilled with structural fill compacted to at a dense and unyielding condition to achieve the recommended passive resistance The structural fill must extend horizontally outward from the embedded portion of the foundation a distance equal to at least three times the embedment depth over which the passive resistance is applied. These values are allowable and include a factor of safety of at least I .S. Floors For any slab -on -grade floors we recommend that the exposed soil beneath the slab be undisturbed or be recompacted to a dense, unyielding condition. These soils were typically very fine grained and extremely moisture sensitive and, depending upon time of year, may require moisture i conditioning in order to attain suitable compaction. Any yielding areas should be overexcavated and filled with approved structural fill. A capillary break layer should be placed under any floor slabs where moisture intrusion through " the slab is a concern. The drainage material should consist of clean sand and gravel (less than 3 percent fines), crushed rock or pea gravel. A heavy duty (minimum 10 mil) plastic vapor barrier should overlie the drainage blanket. Any penetrations through the vapor barrier should be appropriately taped to prevent moisture; intrusion. The level of the perforations in the pipe should be set approximately at the bottom of the footing and the drains should be constructed with sufficient gradient to allow gravity discharge away from the footings. hoof and other impermeable surface runoff should not discharge into the footing drain system, but should be collected and handled by a separate, rigid, tightlinc drain that discharges into an approved storm water conveyance system. In planning, exterior grades adjacent to walls should be sloped downward away from the structure. If possible, the upslope water that is draining towards the house should be collected and bypassed around the residence prior to reaching the footing drain. If this is not practical, a well installed footing drain should be sufficient for the task. Cleanouts should be installed on all drainage systems. The encountered soils, below a depth of 3', arc not suitable for infiltration due to their fine grained nature and dense to very dense condition. Water that does infiltrate into the upper, weathered zone will likely perch atop the underlying, unweathered till sediments and flow as interflow along topographic lines. It is always best to collect and tightlinc both ground and surface water into an approved storm water conveyance system that discharges away from a sloping area. If an approved storm water conveyance system does not exist on or near the property, on -site storm water disposal must be used. Since the underlying near surface soils are relatively fine grained and dense, infiltration is not a good option for the property. As such, a storm water dispersion trench may be used. If a dispersion trench is used it should be generally constructed as per figure 4.2.2.0 of the King County Surface Water Design Manual with modifications as shown, or City of 'Tukwila equivalent. for this site it is not necessary to place the catch basin in the center of the trench. Placement at either end will be suitable. The 4 "x 4" treated posts should be placed on maximum 6 feet centers and be a minimum of 2.5 feet long. The trench depth should be a minimum of 2 feet and we recommend that the trench length be 30 feet. A copy of the figure (modified as above) is attached for your use. In order for the dispersion trench to work property it is critical that it be installed level. The dispersion trench should be located a minimum of 25 feet from the property line.
