May 09, 2006 City of Tukwila Public Works Department 6300 Southcenter Blvd., Suite 100 Tukwila, WA, 98188 Project: Tully's Addition to Red Lion Motel Permit #: D07 -142 Dear Joanna Spenser: I have received the letter containing the 'Public Works Department Comments' dated May 3, 2007 and have addressed those comments as follows: 1) A completed King County Metro Non - Residential Sewer Use Certification is attached to this re-submittal! 2) Although there is an existing storm water system on this property. This T.I. will not disturb or modify the existing storm water facilities. I have included additional information on Sheet 1 showing the existing pavement slopes and the location of the 2 catch basins which are adjacent to the project work area. Also included in the set of drawings as sheet 1a is a Temporary Erosion and Sediment Control Plan for your review. 3) Both myself and Bill Summers, the Owner of the Red Lion, have spoken to Cyndy Knighton and have concluded since the building was a restaurant before and will be a restaurant again and has been vacant for only 3 months is will not be considered a change of use so there is no need for the Transportation Concurrency Test. Even so I have filled out the application for your review. Bill Summers has previously spoken to Cyndy Knighton and was under the impression that the determination was that we are not subject to any traffic mitigation fee but on another occasion I had spoken with Cyndy and was told that she was not certain as to how we would be classified since there was proposed a 47 s.f. addition to.fhe building. I have included a Project Summary Narrative' to outline our plans and for her further consideration of the matter. 5) I have noted on sheet 3b of the plans the requirement for a bio -enzyme grease treatment unit to be installed inside the building. 6) I am including as an attachment the cut sheets for 2 RPPA's to be installed on the 2 existing incoming domestic water supply lines. Also indicated on sheet Cover are the 2 locations for the RPPA's, and their product information. Brian Still has been informed of our proposal to locate the 2 RPPA's at the domestic water service locations in lou of the single RPPA next to the remotely located meter which is on East Marginal Way. I am including a letter and a note on RECEIVED sheet 3b stating that the RPPA's will be installed in an approved location prior CITY OF TUKWILA to the final sign off of the plumbing permit. MAY 1 1 ?00/ CORRECTION PERMITCENTER L T R # POI- um' 1L42, 7) Cost estima anticipated limited site work is p on the 'Type C Permit Fee Estimate' form as attachment. Please list only new fixtures and not the ones that were replaced in kind. Form is attached. 2) Please submit a storm drainage plan per prepared by a licensed civil engineer for any storm drainage modifications associated with parking lot modifications. Show any sewer and storm drainage structures that shall be relocated and /or have their rims adjusted to accommodate the new proposal. Please provide also erosion prevention and sediment control plan per King County Surface Water design Manual 1998 edition. Catch basins shall be protected with sock inserts to avoid any sediment to enter the storm drainage system. 3) Project is subject to transportation concurrency test. Please fill out attached Traffic Concurrency Certificate Application and contact Cyndy Knighton, Public Works Senior Transportation Engineer, at (206) 431 -2450 regarding the traffic concurrency fee. 4) Project is also subject to a traffic mitigation fee due to change of use. Please submit a brief narrative describing area of previous use converted to new use (coffee shop /new sit -down restaurant) and addition to existing structure. Based on this information, Public Works assesses Traffic Impact Fees. Refer to attached City of Tukwila Ordinance No. 2156. 5) The site is within Valley View Sewer District and not within City of Tukwila sewer jurisdiction, therefore installation of an underground grease interceptor is not required at this time. Per Mr. Dana Dick, Valley View Sewer District @ (206) 242 -3236 a bio- enzyme grease treatment unit shall be installed inside the building. Please contact the Sewer District for details. If however in the future a full blown restaurant operation moves in a grease interceptor per City of Tukwila Public Works Detail SS -14 shall be installed. 6) In accordance with Washington State Department of Heath guidelines for Group A Public Water Systems, Public Works has implemented a cross - connection control program to project the•public water system from contamination via cross - connection. The City has determined that hotel building ahs deficiencies on domestic water service line. (a) Domestic Water Service A Reduced Pressure Principle Assembly (RPPA), previously called a Reduced Pressure Backflow Assembly (RPBA), shall be installed immediately downstream of the permanent water meter. Installation at another location requires the Public Works Director's approval. The RPPA shall be installed in a Hot Box/Hot Rock or equal freeze protection enclosure anchored to a minimum 4" thick concrete pad. Public Works strongly recommends a power supply for the freeze protection V enclosure. Please specify RPPA size, manufacturer, and model number on plans and submit a cut sheet for the proposed device. Your domestic water meter is located quite a way from the building. It might be a good opportunity to consider relocating your domestic water meter closer to the building. If you need any assistance located you water meter in the field, please contact Mr. Bryan Still, Public Works Water Superintendent at (206) 433 -1863 Monday through Thursday. I have attached Development Bulletin CS, which spells out design and installation requirements for cross - connection control. Please note that a separate letter was mailed to the building owner addressing item #6. The Public Works Director will withhold issuance of this Tenant Improvement permit until the Permit Center receives plans for item #6 or a bond for 150% of the design and installation costs of subject RPPA, together with a letter stating the installation by a certain date. 7) Please submit a construction cost estimate for site work, since Public Works Construction Type C permit has a progressive fee.
