Present: Pam Carter, Chair, Joe Duffie and Pam Linder, Council members.
Jim Morrow, Director of Public Works; Bob Giberson, Acting City Engineer, Gail Labanara,
Public Works Analyst; Derek Speck, Economic Development Administrator, Robin Tischmak,
Senior Engineer, Jon Harrison, Police Traffic Sergeant and Chuck Parrish, community member.

A. 2007 Transportation Engineering Issues
Mr. Morrow conveyed that Public Works has numerous items that will be presented to the
Transportation Committee in 2007. Pam L requested that he briefly review the list and itemize
those that are annual events and those that are project specific. The LID could become an annual
event and the Klickitat project will be a challenge this year with public hearings. The Pavement
Mgmt System (PMS) and the Residential Street Ratings will be recurring and updated this year.
Pam C requested that the Transportation Committee get an annual list of the residential streets and
the PMS after being updated. Pam L asked if the Annual Traffic Counts are done on the same roads
or different ones each year. Jim responded that we do the main roads every year to gauge the
difference and also may add some roads that have traffic safety issues (such as S 160` St). Robin
reported that he was just informed that the next grant submittal for the Boeing Access Rd Bridge
grant would be in the Spring of 2008. Interurban Ave S should have the design completed by Aug.
2007, so that we can submit for a Transportation Improvement Board grant. Jim stated that the
Southcenter Pkwy and Tukwila South Development would be going straight to COW within two
weeks. Tukwila International Blvd and S 144 St undergrounding has been delayed again due to
the windstorm. Pam C requested the entire SCL timeline for the two projects, especially the dates
that SCL kept promising completion. Pam L asked if there was anything that Council could do and
Jim suggested that they may want to contact their counterparts on the Seattle Council and Seattle's
Utilities Committee. Pam L suggested that we might want to issue a letter to Seattle. Pam C also
would like an update in the next Hazelnut on those two projects. For the Rising Cost of
Construction Materials, Pam L requested that this item be presented to Council again in the near
future. For Sound Transit, Joe requested a current tour of the project. Jim also added an item for
Tukwila International Blvd Phase II and III to include the undergrounding status and Mr. Sabey's
timeline. Mr. Sabey came to Council on Nov 16 to request more time to find additional funding for
undergrounding. Public Works needs a deadline so that the design can be finalized and the project
put out for bid. It was suggested that the Mayor contact Sabey. Jim asked if there were any Council
input for 2007 issues and Pam C requested that the state issues be presented such as the Blue
Ribbon transportation issues along with RTID and Sound Transit. Information.
New Business
Joe asked about the status of S 144' St and Tuk Int'1 Blvd and if something could be done about the
potholes at the intersection. Bob G responded that we are caught between the contractor's
responsibility and the City's since the S 144 St improvements have been delayed by SCL. City crews
will repair as much as they can until the final asphalt lift is placed (after SCL finishes undergrounding).
Pam L noted that Congress has a one -year moratorium on federal "earmarks" and asked Jim if we have
any projects that may be affected. Gail L responded that Klickitat does have earmark funding over the
next three years. Jim will check if the moratorium only applies to new projects and not existing funded
projects.
