CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Steven M. Mullet called the Tukwila City Council meeting to order at 6:59 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, Deputy City Clerk, called the roll of the Council. Present were Verna Griffin, Council
President; Councilmembers Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton, Pam Linder, and
Dennis Robertson.

Update on King County International Airport Roundtable Kathleen Crabtree
Kathleen Crabtree provided an overview of recent events regarding the King County International Airport
roundtable meetings. Ms. Crabtree furnished notebooks for the Council containing articles, flyers, charts,
and pertinent information regarding both the King County Airport and the SeaTac International Airport.
One major issue of significance at this time involves the possible purchase of King County Airport by the
Port of Seattle. The roundtable members submitted a letter to the King County Council expressing
concern about issues that could arise with a change in ownership. A response from the County has not
yet been received by the roundtable members.
Other matters of importance include continued work on the sound insulation program and noise
abatement issues. Ms. Crabtree indicated there is a push in the industry to develop quieter planes in an
effort to improve conditions in neighborhoods around airports. Testing for the sound insulation program is
currently in progress in this area. Homes in the Tukwila area will not be affected by the program for
approximately 5 to 10 years, as houses in closer proximity to the airport will be given greater priority.
The Aviation High School program (associated with Highline School District) has very active participation
from the students. There is a possibility the program may become part of the new Boeing Museum of
Flight.
Councilmember Hernandez requested, if and when a response to the roundtable letter to King County is
received, it be provided to the City Council. Ms. Crabtree responded in the affirmative.
Councilmember Carter asked if airport personnel are open to the concerns presented by the roundtable
members. Ms. Crabtree conveyed that, in her view, the opinions and ideas expressed by the
membership are very well received and "listened to" by airport management. The relationship is a very
valuable one for the Tukwila community and surrounding area.
The Councilmembers thanked Ms. Crabtree for volunteering to provide such an important contribution to
Tukwila and for the informative update on roundtable activities.

a. A proclamation designating April, 2007, as Records and Information Management Month.
Mayor Mullet read a proclamation designating April, 2007 as Records and Information Management
month in the City of Tukwila. He thanked the staff of the City Clerk's Office for their work on records
related issues.
b. Appointments to the Planning Commission.
Jack Pace, Community Development Deputy Director, introduced the four members of the Planning
Commission under consideration for reappointment. Each individual brings a unique perspective and
insight to the business of the Planning Commission.

The Councilmembers and Mayor thanked each of the Planning Commissioners for the meaningful work
and service they provide to the citizens of the City.
c. Appointments to Community Oriented Policing Citizens' Advisory Board (COPCAB).
Lori Sutter, Assistant Police Chief, offered information about the two members of the Community Policing
Citizens' Advisory Board under consideration for reappointment. Both members are proactive and
enthusiastic about their work on the Board.

Bill Schmidt, 12924 East Marginal Way, inquired as to the purpose of the yellow fringe on the American
Flag on display in the Council Chambers.
At a point later in the meeting, Councilmember Duffie contacted a retired Sergeant Major in the National
Guard who explained the yellow fringe on the flag is strictly decorative.
CONSENT AGENDA
a. Approval of Minutes: 3/19/07 (Regular).
b. Approval of Vouchers. #330369- #330674 in the amount of $1,774,804.11
MOVED BY DUFFIE, SECONDED BY HERNANDEZ TO APPROVE THE CONSENT AGENDA AS
SUBMITTED. MOTION CARRIED 7 -0.
UNFINISHED BUSINESS
a. Accept as complete the Cascade View Drainage Improvements Project with SCI Infrastructure,
LLC; authorize release of retainage subject to the standard claim and lien release procedures
(final cost of project, including retainage: $4,036,654.25).

VIEW DRAINAGE IMPROVEMENTS PROJECT WITH SCI INFRASTRUCTURE, LLC; AUTHORIZE
RELEASE OF RETAINAGE SUBJECT TO THE STANDARD CLAIM AND LIEN PROCEDURES (FINAL
COST OF PROJECT, INCLUDING RETAINAGE: $4,036,654.25).*
Jim Morrow, Public Works Director, explained the Cascade View Drainage project was an extremely large
endeavor that has provided tremendous benefits to the affected neighborhood. With the completion of
the project, he would like to take an opportunity to recognize those city staff members and contractors
whose planning and hard work produced such a favorable end result. The following individuals were
instrumental in the success of this project:
Ryan Larson, Public Works Senior Engineer for design of the project
Nelson Davis, KPG Engineering, design consultant
Pat and Mark Scoccolo and Rick Horn, SCI Infrastructure
Mike Ronda, Public Works Project Manager
Recognition was also provided to Mayor Mullet and the owners and residents in the Cascade View
neighborhood.
Mike Ronda, Project Manager, utilized a Powerpoint presentation to illustrate before and after pictures of
the Cascade View area. Mr. Ronda indicated that while the engineer's estimate was $4.56 million, the
final cost was $3.95 million. The photographs depicted areas of poor drainage that have been rectified by
the project; home improvements made by citizens to coincide with the drainage improvements; and
signature corners and retaining walls providing an enhanced overall appearance in the area.
The Councilmembers and Mayor complimented and thanked the City staff members and the contractors
who were attendance in the audience. This project is both impressive, value- enhancing to the
community, and a source of pride for the citizens of Tukwila.

b. Authorize the Mayor to sign an agreement with Perteet Engineering for professional services to
conduct the Area 4 GIS -Based Public Works Infrastructure Inventory in the amount of $250,000.00.
MOVED BY HERNANDEZ, SECONDED BY HAGGERTON TO AUTHORIZE THE MAYOR TO SIGN AN
AGREEMENT WITH PERTEET ENGINEERING FOR PROFESSIONAL SERVICES TO CONDUCT THE
AREA 4 GIS -BASED PUBLIC WORKS INFRASTRUCTURE INVENTORY IN THE AMOUNT OF
$250,000.00.*
Councilmember Hernandez offered clarification that the Exhibit A, Scope of Services attachment, has
been amended to describe the area boundaries as between Southcenter Parkway and the Green River
and South 180th Street north to Minkler Boulevard.
*MOTION CARRIED 7 -0.
c. A resolution naming two new streets, which border the Southcenter Square development, as
Wig Boulevard and Bauch Drive.

NAMING TWO NEW STREETS, WHICH BORDER THE SOUTHCENTER SQUARE
DEVELOPMENT, AS WIG BOULEVARD AND BAUCH DRIVE.
MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE PROPOSED RESOLUTION BE READ
IN ITS ENTIRETY. MOTION CARRIED 7 -0.
Mayor Mullet read the proposed resolution in its entirety.

Mayor Mullet indicated that, in the audience this evening, are members of the Wig family for whom one of
the streets is being named. Also in attendance are Ethel Bauch, wife of the late Mayor Ed Bauch, and
members of the Bauch family. One of the new streets in the Southcenter Square development will be
named for Mayor Bauch.
Mayor Mullet expressed appreciation to the Wig family for the superior commercial developments and
admirable contributions made to Tukwila. The City is proud to name a street in this area of the
commercial district as "Wig Boulevard."
Mayor Mullet also conveyed that Ed Bauch served as Mayor of Tukwila between 1976 -1979 and then as
a Councilmember from 1982 -1989. He began his term as Mayor in the building that now houses the
Tukwila Library on 59th Avenue South, commonly referred to as Old City Hall. In 1978, he and the City
staff relocated to a grand new building, and Ed Bauch was the first Mayor to serve in the new City Hall
facility. He, together, with state representatives, laid the cornerstone of the building we honor him in this
evening. In 1979, Mayor Bauch founded the Sister City Program with Japan which took on a life of its
own under his leadership and vision. He also served the City on the Board of Adjustment and Human
Services Advisory Board. Ed Bauch and his wife, Ethel, were long -time, dedicated, selfless members of
the Tukwila community.
*MOTION CARRIED 7 -0 TO ADOPT RESOLUTION NUMBER 1629.
Mayor Mullet presented Mrs. Bauch with a framed resolution designating a street in Tukwila as "Bauch
Drive."
The Councilmembers relayed their recollections of former Mayor Bauch as a committed leader, mentor,
and friend.

Barbara Heavey, daughter of former Mayor Bauch, thanked the Mayor and Council for this special
recognition. She expressed that her father was very fond of the Tukwila Pond and would be proud to
have his road" running in its vicinity.
REPORTS
a. Mayor
Mayor Mullet reported the Department of Community Development is working on the issue of allowing
6000 square foot lots in the Allentown area. They are seeking direction from the Council as to the desired
methodology: (1) A variance procedure which can be quick and simple and could result in 12 new homes
in the area; or (2) A Comprehensive Plan Amendment which can involve a lengthy process and could
result in 35 -50 new homes.
The Councilmembers exchanged comments on the issue and consensus existed that additional
information be provided by way of a presentation that outlines the costs for each process; timeframes;
possible costs that could be faced by homeowners; and any additional information.
Mayor Mullet indicated the variance procedure could be used for the short-term until further information is
provided to the Council for a long -term decision.
b. Council
Councilmember Duffie attended the Joint School Board /Tukwila City Council meeting on March 29, 2007.
He emphasized the need to ensure those wishing to speak at meetings are recognized by the individual
running the meeting.
Councilmember Hernandez attended the Council Analyst interviews on March 27, 2007 and the Joint
School Board/Tukwila City Council meeting on March 29, 2007.
Council President Griffin reported the Tukwila Rotary Club bowl -a -thon on March 31, 2007 was a great
success with proceeds going to the Tukwila Food Pantry. She also relayed that Kimberly Matej,
Administrative Secretary at the Tukwila Community Center, has been hired as the new Council Analyst.
She will be starting her new position on April 16, 2007.
Councilmember Carter attended the Joint School Board /Tukwila City Council meeting on March 29, 2007.
She also participated in the cleanup effort on Highway 99 on March 31, 2007.
Councilmember Haggerton also attended the Joint School Board /Tukwila City Council meeting on March
29, 2007, and he was very impressed with the presentation by Dave Nichols from the Red Cross. The
Finance and Safety Committee will be discussing disaster preparedness at future meetings.
Councilmember Linder attended the Council Analyst interviews on March 27, 2007 and a subsequent
Community Affairs and Parks Committee meeting the same evening. Several of the items on that agenda
will be forthcoming to the full Council.

Rhonda Berry, City Administrator, reported that Tukwila citizen, Joanne McManus, has been nominated
for a Jefferson Award. This award recognizes those volunteers who have provided significant
contributions in their communities.
