2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
4: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
5: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any
requirements for special inspection.
6: There shall be no occupancy of a building until final inspection has been completed and approved by Tukwila building
inspector. No exception.
T: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary
sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other
excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of
this requirement.
8: All construction noise to be in compliance with Chapter 8.22 of the City of Tukwila Municipal Code. A copy can be
obtained at City Hall in the office of the City Clerk.
9: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila Building
Department (206 - 431 - 3670).
10: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.

For Tests #1 and #2, the 200# point load met a portion of the building code requirement A point load of 250# is
equivalent to the other code requirement of 504/ft for the 10' spans used in the tests. Test #3 reached four times the
504 code requirement before testing was terminated.

The project is located at the Terrace Apartments (Bldgs A,B,C, &D) 13705, 13725, 13745, 13765 56th Ave S. in Tukwila, WA
98188. Other framing components will need to be repaired, such as: pieces of plywood, rim board, fascia, and handrails. The
handrails are designed by others, and the manufacturer will provide the specs and calculations for them.

The dry rot damage to the existing balcony framing on all (4) buildings has been assessed by CG Engineering. The required
repairs have been itemized in the Field Observation Reports #1 and #2. The moisture damage was mainly caused by improper
venting of bathroom vents into the joist space, as well as some cracking of the concrete topping. The vents will be re- routed out
the end of the joist space through 4" diameter vent holes through the rim and fascia. The concrete cracks will be sealed. The
damaged joists are 2x10's at 16" o.c., the tops of which are sloped from the wall support down to 2x8 size at the rim. We found
that the extent of the dry rot in the joists was limited to no more than 2' -6" from the rim. By killing the existing mold, the
remaining 2' -6" of existing joist can be saved and continue to carry the moment force from the cantilever. New 2x10 joists will
be sistered on the full length of the cantilever, and extend l' -6" into the floor space. The sistered joist will carry the remaining 2'-
6" of load on the end of the cantilever that can not be carried by the rotted portion of existing joist. The damaged protions of rim,

In reviewing our current records the above noted permit has not received a final inspection by the City of Tukwila Building Division.
Per the International Building Code and/or the International Mechanical Code, every permit issued by the Building Division under the
provisions of this code shall expire by limitation and become null and void if the building or work authorized by such permit is not
commenced within 180 days from the date of such permit, or if the building or work authorized by such permit is suspended or
abandoned at any time after the work is commenced for a period of 180 days.
Based on the above, you are hereby advised to:
Call the City of Tukwila Inspection Request Line at 206 - 431 -2451 to schedule for the next or final inspection.
This inspection is intended to determine if substantial work has been accomplished since issuance of the permit or last inspection; or if

The purpose of this memo is to affirm that the dry rot repair methods being implemented at the Terrace
Apartments are sufficient to ensure structural integrity of the cantilevered decks at each the four
buildings.
The Terrace Apartments are located at 13705, 13725, 13745, & 13765 56”' Ave S. in Tukwila,
Washington, and were constructed in 1969. The exterior exit decks were showing signs of water -
damaged wood framing members. Specifically, joists, rim, fascia, and small portions of plywood were
damaged. The general contractor removed the existing ceiling soffit board to determine the extent of
the dry rot. We met on site with the contractor to evaluate the condition of every wood framing member
of the cantilevered decks on each of the four buildings. A screwdriver was used to prod the discolored
joists to determine the severity of the dry rot. We found that the worst -case joists were only rotten on
the outer half of the cantilevered portion of the joists. Thus, the un- rotten portion of the joist was still
providing structural support at the point of maximum flexural stress (Le. at the exterior bearing wall).
The solution was to first treat all of the existing dry rot with a treatment that would kill the mold. The
general contractor, Steinvall - Weber Construction Services, Inc. (SWCSI), consulted a mold remediation
company, Environix, for proper treatment of the mold. After alt wood framing members comprising the
deck were treated for mold, the structural repairs would begin. New pressure - treated joists were to be
sistered on at the locations itemized in Observation Reports 1 & 2. The new joists were to be nailed to
the existing joists at the structurally sound portion of the joist, as welt as at a distance of 18- inches from
the bearing wall into the floor space (Refer to structural detail sheet SS as well as structural
calculations package for further information). The rotten portions of rim and fascia boards could easily
be replaced in like kind, since they do not support any gravity loads. The plywood patches were small
enough that they did not require replacing entire sheets of plywood under the existing concrete topping.
CG Engineering was contracted to provide structural design and details for the repair of water damaged
deck framing members to ensure safety of the occupants in accordance with the 2006 International
Building Code. Treating the mold is the responsibility of the general contractor. It is our opinion that the
general contractor has taken the appropriate steps to treat the mold by consulting a reputable mold
remediation company.
Terrace Apartments Dry Rot Repairs October 3, 2007
We will continue to monitor progress of the structural repairs during construction through site
observations. We recommend that SWCSI continue to consult Envlronix for remediation of any mold
that is discovered during the repairs.
