HomeMy WebLinkAbout2007-05-29 Transportation Minutes City of Tukwila Transportation Committee TRANSPORTATION COMMITTEE Meeting Minutes lvfay 29, 2007- 5:00 p.m. - Tuesday jVleeting due to lVlemorial Day Holiday PRESENT Councilmembers: Pam Carter, Chair; Pam Linder and Joe Duffie Staff: Frank Iriarte, Gail Labanara, Robin Tischmak, Cyndy Knighton, Derek Speck, Jack Pace and Kimberly Matej CALL TO ORDER: Committee Chair Carter called the meeting to order at 5 :00 p.m. I. PRESENTATIONS No presentations. II. BUSINESS AGENDA A. Six- Year Transportation Improvement Program (2008-2013) Staff briefly discussed the annual update to the Six-Year Transportation Improvement Program (TIP). This annual rolling program is generally modified to reflect the City's CIP as the two are updated at different times of the year. Robin explained that one new item has been added to the TIP as this item was a new addition in the 2007-2012 CIP. That item is the addition ofa left turn pocket off of Macadam Road at South 144th Street. The Committee inquired to the funding for this particular addition. Staff remarked that the project is not scheduled for design until 2010 which is far enough into the future that impact fees are expected to contribute to project funding. Additionally, staff explained that the need for this project has been established based on the impact of other forthcoming developments. Establishing this need, as well as listing it as a project in the TIP, will assist in securing funding for the project. Based on Committee recommendation, staffwill modify the information memo regarding the TIP prior to being submitted to full Council for language specifications and to reflect the respective CIP page referring to the Macadam turn pocket addition. Prior to passing a resolution for the TIP a public hearing must be held. The Committee recommends forwarding the update to COW for discussion and to set a public hearing regarding the matter. UNANIMOUS APPROVAL. FORWARD TO JUNE 11 COW FOR DISCUSSION. B. 2006 Overlay and Repair Program Proiect Completion and Acceptance In March, the 2006 Overlay and Repair Project was completed. Staff is seeking for Council to accept completion of the project and authorize the release of the appropriate retainage. This completion and acceptance is a standard process which is followed for all project completions in the City. Four change orders were associated with the project, and overruns were attributed to increased traffic control labor. Overall, the project went well and the contractor did a satisfactory job. Staff is requesting that this item move to the consent agenda with approval for acceptance and retainage release. UNANIMOUS APPROVAL. FORWARD TO JUNE 4 REGULAR COUNCIL CONSENT AGENDA. Transportation Committee Minutes Mav 29. 2007 - Paae 2 C. Tukwila International Boulevard Phase 1 Final Clean-Up Bid Reiection Staff is seeking Council approval to reject all bids received for the Clean-Up of Tukwila International Boulevard Phase I. One bid was received for the project and exceeded the engineer's estimate by more than $68,000. Staff intends to repackage the project specifications and send out for rebid to the City's Small Works Roster. Staff expects to have the project ready for rebid in June. The Committee has requested that the information memo submitted by staff be revised to explain the Phase I clean-up requirements which will include asphalt and concrete patching and sidewalk repair as well as identify time constraints involved with the main project contract close-out. UNANIMOUS APPROVAL. FORWARD TO JUNE 11 COW FOR DISCUSSION. D. Concurrency Modeling This agreement will update the City's Transportation Model and ensure that the City is meeting the needs of the Concurrency Management Program. The Sabey Corporation is proposing redevelopment of the Associated Grocers site. In response to this redevelopment, Sabey Corporation has requested that the City assist them in performing site-specific analysis of the site. In order to conduct this analysis and update the current model, City staff is seeking authorization to enter into an agreement for transportation modeling services with Mirai Transportation Planning and Engineering in the amount of $50,928. If this agreement is approved, Sabey Corporation will be assessed a standard concurrency test fee and additional study costs for the specific site. Staff also reported that they are meeting with Sabey and the City of Seattle regarding the potential of a jurisdictional boundary change as the subject site is shared between the two cities. Tukwila Transit Center Grant Application Cyndy shared with the Committee that regardless of a lack of specific site identification for the Tukwila Transit Center, staff is continuing to seek grant funding opportunities for the project. Cyndy explained that the most recent grant application was submitted to the Federal Transit Authority (FTA). Due to recent grant requirement changes by the FTA, King County Metro (Metro) was the only authorized agent able to submit a grant request for the Tukwila Transit Center. Metro agreed to submit this project as a part of their overall grant application. Unfortunately, this change only allowed the City to request a portion (approximately $1 million) of the full project funding. If this grant is successful and funding is awarded, the monies will allow the City to begin construction of the Transit Center in a phased approach on the west side, and postpone other elements of the project until additional funding becomes available. BACKGROUND In January 2006, IBI Group, was selected to design the Tukwila Transit Center project on Andover Park West near Baker Boulevard. Since then, the consultant team and City staff have been working with King County Metro (Metro), the Tukwila Police Department (and specifically the Crime Prevention section), Metro Transit Police, and the adjacent property owners and businesses. A conceptual plan has been developed and a report prepared with a site recommendation. However, with the pending litigation with Open Frame LLC and the Comprehensive Plan Update schedule, no site decision on the east side of Andover Park West has been presented to Council. Staff has been submitting grant applications for construction funding since April 2006. Sources include the Federal Transit Authority (FTA, 2006), Surface Transportation Program (2006), WSDOT Transit Mobility Grant (2006), FY2008 Appropriations (2007), and most recently a new submittal for FTA funds in conjunction with Metro. At this point, we have not been successful in obtaining grant funds. It is unknown if any FY2008 Appropriations will be made for this project and the recent application to FT A was just submitted on May 22, 2007. ANALYSIS Tukwila was excluded from applying for FT A funds for this current grant cycle so staff negotiated with Metro to gain their support and agreement to submit the Tukwila Transit Center. Metro made it clear that they would not support putting forward an application for the full project amount, currently estimated at over $4 million. A construction cost of less than $1 million was the target Metro staff requested. Working with illI Group to reduce the scope to just the west side of the Transit Center (the side where the current bus zone is located next to Southcenter Mall), a new estimated cost of $1,009,400 million was determined. This stripped down version allows for key elements to be constructed yet still provides a quality project to set the tone for the Urban Center. The remaining elements will be easy to include in future phases as funding becomes available. The total request made of the FTA Was $Z81,900,_.>.wlYch includes monies for construction, construction engineering, and the admini'strative'.fees:.clllfrged by Metro. Matching funds for this grant are already in-hand and include the $200,000 of City funds, $500,000 cash and $343,000 land value from Westfield, and $200,000 grant funds obtained by Metro.
