CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Steven M. Mullet called the Tukwila City Council meeting to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.

Robert Neuffer, 13813 37th Avenue South, thanked the City for the increased police presence in his
neighborhood. In his view, it is important for government to provide services to taxpayers. He also
commented that it is very difficult for citizens who work long hours to find the time to volunteer.

Mayor Mullet explained the Revised Code of Washington (RCW) provides a mechanism for bypassing the
standard bidding process in emergency situations. The City has utilized this measure approximately 6
times in the past 8 years.
Jim Morrow, Public Works Director, indicated the City's standard bidding procedure involves stringent
requirements for contracting and purchasing approvals. In extreme situations, the typical process is
bypassed, and the emergency declaration procedure permitted by State law is utilized. This method not
only saves time, but also affords a higher degree of safety and health to the public. In lieu of the
emergency declaration process, a Special Meeting of the Tukwila City Council could be called as crisis
situations occur. In the case of the above sewer repair issue, another option would have been to close
the businesses in the vicinity of the leak for approximately 8 weeks until the standard bidding process
could be implemented. The Revised Code of Washington provides the emergency declaration procedure
as a means for immediate action in the event of crisis related conditions.

Councilmember Carter explained the City Council approved 7 street vacations on May 16, 2005 relative
to the Sound Transit Link Light Rail project. Conditions for satisfying the street vacations, to include the
provision of monetary compensation as well as easements, were not met by April 30, 2007 in accordance
with the approving ordinances. Sound Transit has requested that April 30, 2008 be the date established
for satisfying conditions for the 7 street vacations. All other content and conditions remain the same for
each ordinance.

Councilmember Robertson inquired if a public hearing would be held on this issue sometime in July. Jack
Pace, Acting Community Development Director, indicated the proposed date of the public hearing at this
time is July 2, 2007.

UNFINISHED BUSINESS (Continued)
i. Tukwila Village Update; Ron Sher, Metrovation
In October 2006 the City hired the development firm, Metrovation, to provide a recommendation on
development of Tukwila Village as a mixed -use, community gathering place as a catalyst to neighborhood
revitalization.
Mayor Mullet provided historical information related to this matter. Revitalization of the Highway 99/
Tukwila International Boulevard area has been discussed for approximately the past 10 years. This effort
at urban renewal was undertaken with the awareness the City would put more into the property than
would be received as a sales price. The intent was to replace $3 million of assessed value with over $40
million of assessed value bringing in tax revenues and enhanced economic development. The concept
being discussed this evening is the 7th proposal in the past decade regarding possible development in
this area of the City. It involves approximately 4 acres (of the 12 -acre site) on the north side of South
144th Street.
Derek Speck, Economic Development Administrator, explained various aspects of this topic would
continue to be discussed at future Council meetings. Mr. Speck relayed the City entered into a contract
with Metrovation in October 2006 in the amount of $10,000.00. Metrovation was asked to provide
consultant services with regard to developing a vibrant public space on the property owned by the City on
the north side of South 144th Street.
Ron Sher is the Managing Partner for Metrovation and was a former partner in Terranomics, which at the
time was the largest retail leasing brokerage on the west coast. Mr. Sher purchased the Crossroads Mall

in 1988 and holds the master lease in the Third Place Commons at Lake Forest Park. He also has
ownership in the Third Place Bookstore, Elliot Bay Books, and Honeybear Bakery.
Area residents have lower than average median incomes;
There is a perception of poor public safety and high crime;
The presence of Southcenter precludes any major /regional retail development in the area; and
High office vacancy rates will deter investment in new office buildings along TIB

Mr. Sher utilized a Powerpoint presentation to recommend the core concept for Tukwila Village as well as
a conceptual site plan. The concept features a mixed -use development with a public commons, retail,
office, and residential, anchored by a 10,000 square foot King County Library. Located at the intersection
of Tukwila International Boulevard (TIB) and South 144th Street, the site is appropriate for serving the
entire community. The design of the center is calculated to focus all the activity on the site around a large
multi purpose public commons. The second floor office creates a prominent facade along TIB and
complements the retail and restaurant uses on the ground floor. By combining elevators, utilizing surface
parking and sharing common facilities, the costs of the project are minimized. The residential portion of
the site is designed to be built in phases if the market will not absorb all the units at once. Mr. Sher
suggested that oftentimes rentals rather than ownership is preferred, with the goal of maintaining control
of the tenant base. He indicated civility and safety is integral to the central gathering place, and in order
to jumpstart a community, the assurance of "good neighbors" is essential.
The plan relies on the concept of a third place which is neither home nor work. The third place is where
people choose to associate in a casual environment. Creating a vibrant center in this environment
requires cooperation from private, public and non profit sectors. A non profit or public organization brings
the community into the center by actively managing the commons. Mr. Sher also suggested that a police
presence be available on the site to both send a message regarding expectations and provide a feeling of
safety for visitors.
Japhet Koteen, Metrovation, provided a summary of the context/location of the project. A market study of
the area concludes there are four major impediments to attracting private development to the corridor:
This combination of factors leaves a gap between the market value of properties along TIB and what it
would cost to build them. Until there is a reasonable rate of expected return, a private real estate investor
will not develop the site. However, Tukwila has taken steps to improve the economic outlook by
increasing law enforcement activity and investing in public infrastructure. The Sound Transit Link Light
Rail station can also be expected to stimulate growth, both in the region and adjacent to the station.
Karen True, Metrovation, provided an overview of the third place concept. The third place is where
people choose to spend their leisure time in association with friends and colleagues; it helps unify and
revitalize the neighborhood and provides multiple benefits to residents and users. To transform a retail
center into a third place, there needs to be a combination of community participation by a non profit
organization, the civic support of the local government, and the emphasis on financial viability from the
private sector. In Lake Forest Park, Friends of the Third Place Commons was established as an
independent community stewardship group that actively manages the public space for the benefit of the
people and businesses that use it. There were 802 events scheduled by Friends of the Third Place
Commons in 2006. Ms. True emphasized the importance that events be free of charge to those who wish
to participate.
Councilmember Duffie relayed concern about spending additional dollars on this area of the City without
greater interest from commercial developers.
Mr. Sher indicated that with the current situation in this area of the City and Tukwila's ownership of the
land, this could be an exceptional national model of a local government, a library, and a developer
working together.
Councilmember Hernandez asked if pre leasing would occur prior to construction. Mr. Sher indicated that
after a proposal was made, firm leases would need to be in place before the property was signed over.
Ms. Hernandez also inquired about the need for structured parking. Mr. Sher conveyed that structured

parking proved to be too expensive and is not necessary. Councilmember Hernandez asked for
clarification regarding a recommendation for rental housing rather than owner occupied housing. Mr.
Sher indicated the decision on housing is one that can be made by the City over the course of the overall
project.
Council President Griffin inquired as to the size of the non profit organization that runs Friends of the
Third Place Commons. Karen True from Metrovation indicated there are 13 board members, and 3 staff
members who work a combined total of 40 hours per week. Ms. Griffin also expressed appreciation at
the explanation regarding rental housing being a means to maintain control of the tenant base.
Councilmember Carter asked if some of the parking could be given up for special events, and Mr. Sher
responded in the affirmative. Ms. Carter inquired about the drive through restaurant shown in the plan,
and Mr. Sher relayed that is something optional for the City and not essential to the success of the
project. Ms. Carter also asked for clarification regarding the building on the corner that blocks sight lines.
Mr. Sher explained the building on the corner is 1 -story, and the buildings behind it are 2 -story. It creates
cohesiveness to the circle or main area, and from the north there is no impediment to the view. He
suggested Tukwila maintain design controls over the project to assure the City's goals are established.
Councilmember Haggerton indicated he has recently visited an urban center renewal project near Atlanta,
Georgia that was very well done with 2 levels of residential over retail. The housing component involved
3 stories with parking on the ground level that was very visually pleasing. Mr. Haggerton also conveyed
that he leans toward owner occupied housing.
Councilmember Linder commented that the City does not have a gathering place for people to call their
own and conveyed this concept would fill that niche. It would also establish much needed development
and design standards in this area of the City. Ms. Linder also expressed the desire to have restaurants
included that are not "chains."
Councilmember Robertson requested clarification as to the difference between a community gathering
place and a community center. Mr. Sher indicated that community centers do not always have enough
going on all of the time such that people will come and stay for a while. Community centers also lack the
retail and restaurant element that tends to draw people to a location. Mr. Robertson inquired about the
ProForma figures provided in the agenda packet. Mr. Sher indicated the numbers were based on fair
market value and on the best estimate of what the real numbers would be without pushing them too
much.
Bill Ptacek, King County Library System, conveyed willingness on the part of the library system to partner
with the City in the proposed Tukwila Village development. He conveyed the importance of libraries in
communities and sees tremendous promise in this proposal and looks forward to a decision by the City.
Councilmember Carter inquired as to whether the library system would be able to participate in the project
if the City chose to hold on to the property for a few more years. Mr. Ptacek indicated the library system
has bond issue money at this time, and it would buy far more today than it would in a few years. Value
would be lost over time.
Robert Neuffer, 13813 37th Avenue South, expressed support for the concept and wondered if it is big
enough. In his view, the Tukwila Community Center is not easily accessible to everyone, and the City
should move forward with this project. The park that was developed in this area is very well utilized.
Michael J. West, 14864 Tukwila International Boulevard, has owned a collision repair shop on TIB for the
past 35 years (together with his wife, Donna). Mr. West has observed 4 presentations on this issue and
would like the City to move on its current investment and make a firm commitment to Tukwila Village.
There has been unfinished construction work left on the Boulevard for some time as well as red traffic
cones on the sidewalks. From his standpoint, there has been a lack of commitment and action toward
this area of the City, and he would like to see Tukwila Village brought to fruition.
Rune Harkestad, 520 Kirkland Way, Kirkland, is one of the owners of the Riverton Heights Shopping
Center across the street from the proposed Tukwila Village development. Mr. Harkestad relayed support

for the concept presented this evening and would like the City to proceed with the proposal. Once a
decision is made, there will still be a great deal of work to be done and years before anything is actually
built. In his view, office space is critical in order for retailers to be successful, and this could kick off other
projects.
Gary Vanderhoff, Pastor, Neighborhood Life Center, indicated this is a great plan to start building on.
Tukwila lacks a community gathering place, and this would be a wonderful addition. He is also very
impressed with the concept's commitment to partnerships. He inquired if the changes made at the
Crossroads Mall have improved conditions for businesses in that area. Mr. Sher indicated that
businesses in the vicinity of the mall are referencing their proximity to Crossroads in advertisements,
indicating there has been a positive impact.

Jeff Rosen previously had an office in Tukwila at 320 Andover Park East. Mr. Rosen spoke in favor of
rental housing as opposed to owner occupied. In his opinion, ownership conveys a sense of entitlement
and exclusion and renting is more democratic and embracing. He also expressed concern about the
development being big enough.
Rick Forschler, 13529 Military Road South, has lived in the City for 32 years. Mr. Forschler conveyed that
since this project will act as a catalyst to economic development in the region, the initial dollar amount is
not something to be overly preoccupied about. He conveyed concern about whether or not the proposed
concept is big enough. From his standpoint, it would be irresponsible to do nothing and let the property
become a drain and encouraged moving forward with the proposal.
Kevin Gaw, 3432 South 141st Street, has lived in the City for approximately 6 months. He expressed
support for ownership housing and has concern that this proposal does not go far enough. In his view,
the entire area will need to be redeveloped as well, and he suggested this development be a showcase
project. He suggested the development have solar exposure and views of Mt. Rainier and that the City
be forward thinking in this endeavor.
Sharon Mann, 4452 South 160th Street, commented that Sound Transit brings people to the area, and it
is important that Tukwila have the facilities to attract people who take pride in the community.
Derek Speck, Economic Development Administrator, indicated that anyone wishing information about
upcoming meetings on this issue should complete the sign -up sheet available in the Council Chambers.

Councilmember Duffie attended the Citizens' Police Academy on May 30, 2007 and was given an
opportunity to drive a police vehicle.
Councilmember Hernandez also attended the May 30, 2007 Citizens' Police Academy where students
were instructed on the safe use of firearms.
Councilmember Carter indicated she will be leaving on June 5, 2007 for the National League of Cities
(NLC) Conference.
Councilmember Haggerton reported that on May 30, 2007 he traveled to Atlanta, Georgia for the NLC
Information Technology and Communications (ITC) steering committee. A major priority of the committee
is to establish a National Broadband Policy. A task force has been assembled, and preliminary findings
will be presented at the December 2007 NLC Conference.
