CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Steven M. Mullet called the Tukwila City Council meeting to order at 7:02 pm and led the audience
in the Pledge of Allegiance.

Council President; and Councilmembers Joe Duffie, Joan Hernandez, Jim Haggerton, and Dennis
Robertson.

SPECIAL PRESENTATIONS
a. Introduction of new employees:
Chief Dave Haynes introduced two new Records Clerks from the Police Department. Christina (Tina)
Cook previously worked as a lead teller with Wells Fargo Bank. She recently received her Associates of
Arts and Sciences degree from Pierce County Community College, and has aspirations to get her
Bachelors degree.
Kevin Mathews has 9 years of experience as a security forces member in the Air Force, receiving
numerous medals for service both before and after 9/11. He wants to finish his Criminal Justice degree in
the future.
Ms. Cook told the Council she is grateful for this opportunity and looking forward to starting her career
with the City. Mr. Mathews said that he is enjoying the city and has had nothing but great experiences
meeting everyone.

PUBLIC HEARING
Transportation Improvement Program for 2008 -2013.
Kevin Fuhrer, Acting City Administrator, stated this Public Hearing is to review the Transportation
Improvement Program (TIP), which is required by State law to be updated annually. After the Public
Hearing the Council will consider adoption of a resolution, after which the City's TIP would be
incorporated into the regional and State TIPs.
7:12 p.m. Mayor Mullet opened the Public Hearing and called for citizen comments.

Councilmember Hernandez noted the property includes a house that was built in 1908. The Tukwila
Historical Society had expressed interest in trying to preserve the property but found that was not
feasible. They have discussed preserving the plaque that has the name and year on it, however, and
possibly some of the latticework around the fireplace mantel. They may also be interested in taking
pictures.

Mayor Mullet noted next year Tukwila will celebrate its centennial. He recently attended the 100th
birthday celebration of a Tukwila citizen, and invited him to be an honored participant in the festivities.
Katherine Kertzman, Tourism and Marketing Manager, co- chairs the centennial event planning committee
with Tracy Gallaway, Volunteer Events Superintendent. Ms. Kertzman recognized the other steering
committee members: Verna Griffin, Council President; Rhonda Berry, City Administrator; Kevin Fuhrer,
Finance Director; Bruce Fletcher, Parks Recreation Direction; Mary Miotke, IT Manager; Pat Brodin,
Operations Manager, Public Works Dept., and liaison to the Tukwila Historical Society and Duwamish
tribe; and Rick Still, Parks Recreation Deputy Director. Ms. Kertzman noted the collective history we
will celebrate and the benefits it can bring to the city over the next few years and into the future will be
significant. She explained the City collects a lodging tax, which is 1 percent on gross revenues generated
by hotels. In 2007 this will amount to approximately $500,000. These are restricted funds, which must be
used for the sole purpose of tourism development and marketing. New legislation will go into effect on
July 22nd that will expand the City's abilities to use those funds, including expenditures for event
operations. About 35 to 40 percent of those funds go to Seattle Southside, and the balance goes to
Tukwila programs for tourism development and marketing. She also noted the fund currently has
approximately $600,000 in reserves.
Ms. Kertzman stated that conditions are perfect for taking advantage of this 1 in 100 opportunity to use
the lodging tax funds. She also noted the City recently sold a plot of land by the Embassy Suites, so the
city no longer has that burden of debt. Ms. Kertzman stated the fund is currently collecting a record
amount of lodging taxes.
Ms. Kertzman explained the Centennial Committee is currently in Phase 1 of a 4 -phase development
plan. This first phase involves development of a strategic brand document. Creation of this document
included data collection meetings, interviews with key stakeholders in our community, and a market
analysis. While the plan is in the conceptual stage, it was determined that input from the City Council is
necessary before further planning is undertaken.
Phase 2 will involve creative aspects, including a logo and visuals, which they hope to have accomplished
by Tukwila Days. Phase 3 will include the marketing plan and budget. Phase 4 will develop strategic
brand guidelines. As an example, Ms. Kertzman distributed a copy of the strategic brand guidelines
document that was created for Seattle Southside "The Pacific Northwest Starts Here
Ms. Kertzman introduced Ken Grant and Mai Li Lee of the Exclaim advertising agency. Mr. Grant
explained they have conducted extensive research to get to this point in the plan. What they discovered
from talking to people was that people felt one of two things: They either had odd or dated facts about
Tukwila or they knew nothing about Tukwila. They stressed that if the City wants to create excitement
about the 100th anniversary, those blanks need to be filled in so people have a reason to become
excited.
Mr. Grant and Ms. Lee then introduced the vision statement and mission statement for the centennial
celebration.

Vision Statement
Commemorate Tukwila's proudest modern moment with a Centennial Celebration unlike any other in
the region— recognizing the immeasurable spirit of our people, the diverse offering of lifestyle
choices, immense pride in our city and forward thinking of our city leaders.
Mission Statement
Create a commemoration that encourages people from the Puget Sound region to celebrate in all
Tukwila has to offer, from our rich heritage to our regional dominance as a backyard paradise.
Mr. Grant stated that while interviewing people they discovered many individuals felt the City had many
accomplishments and much to be proud of, but could do more by way of self promotion. It is important to
bridge that gap in order to convey to the rest of the region what Tukwila has to offer.
Mr. Grant and Ms. Lee then presented the 3 Ps of the centennial campaign strategy:
Positioning statement (foundation to which the centennial strategy will adhere):
Tukwila stands at the confluence of byways, skyways and waterways —and around Puget Sound is
the ultimate unknown getaway. As such, we offer the ideal balance of history paired with modern
conveniences, a melting pot of cultures, an immense community spirit, and a gathering place for
active lifestyles balanced with hideaways to escape a hectic world. With this, we celebrate 100 years
of prosperity and growth and the fact that Tukwila Is Life —where you discover it, enjoy it and live it!
Personality statement (this is how we see ourselves and how we relate to the rest of the world):
Tukwila is a seasoned traveler, an open- minded, community- centric citizen of the world. She prides
herself by bringing diversity to the communal table and is seen as a cultivating spirit. She enjoys
hiking the trails during the day and shopping, dining and having fun at night —her energy for life,
contagious.
Centennial promise (this is our promise to visitors, our businesses, workforce and our residents):
We, the people of Tukwila, promise to open our collective doors to visitors, to be proud of our
successes over the past 100 years and share the zest for life that we have kept for ourselves over the
years.
These three elements are the base from which they will build the strategy and the rest of the campaign.
A strategy needs to allow all stakeholders to support the plan, provide outsiders a new and fresh reason
to believe Tukwila is a viable place to visit, and substitute misconceived or old notions of Tukwila with
accurate, energetic views of the City's offerings. They introduced the phrase: Tukwila life. Celebrating
100 years. Mr. Grant suggested everything that goes on within the City (including school, church, or city
events) be tied to this theme of "Tukwila life" to keep all applications about the centennial consistent.
Once defined, the "Tukwila life" logo should be applied to all marketing elements that support the
centennial celebrations. Some of those applications may include: street banners, signage around town,
window clings on every business, building wraps, website, brochure, press kit, car decals, and all
advertising mediums (print, cable TV, transit, outdoor and direct mail).
Mr. Grant relayed some of the words they found can be used to describe Tukwila: shopping, strolling,
nature, healthy living, history, picnicking, first people /Duwamish, community and diversity, sports, fun
lifestyle, cycling, hiking, eating, gambling, balance, museums, people, commerce /industry, getaway. The
feeling is that many people are not familiar with all of these aspects of Tukwila. New businesses and
families come into town and may not be aware of what is in Tukwila. This message can be a constant
and not just for the centennial.
Mr. Grant also suggested a number of potential events, attractions and partnerships that could be used to
tie in with and /or celebrate the centennial and introduce new people to the City:
Stage a re- enactment of the first people coming down the river (start at Alki and end in Tukwila)
Bring together all the historical societies around the state for a convention in Tukwila
The Museum of History Industry is looking for a new home...why not Tukwila?
International music, food and /or dance festivals, including an event with the Duwamish tribe

Organize a large fun run (to advertise the great riverfront property no one knows about)
Cascade Bicycle Club gatherings
Outdoor concerts
Become the first organized American Heart Association "START" city in the nation
The next steps will be to bring this plan to life through development of a logo, graphics, copy points,
advertising and press. Mr. Grant also stressed the importance of word of mouth advertising.
Ms. Kertzman invited everyone to attend a community brainstorming session on the centennial
celebration on Wednesday, June 27, 2007 from 4:00 to 6:00 p.m. at the Tukwila Community Center.
Councilmember Robertson felt a couple segments were missing from the list of words describing "Tukwila
life He suggested "beginnings" (as many people come and begin their life in the United States here in
Tukwila), "working" (it is a blue collar city in many ways), and "improving and /or learning."
Councilmember Haggerton stated it should be a fun project to develop a plan from this point. He noted
that at many events he has attended in the past, including Tukwila Days and the Backyard Wildlife
Festival, he has heard people comment they "had no idea this is what Tukwila was" as they were used to
just driving through the area on the freeway.
Mr. Grant noted during her interview Councilmember Linder had mentioned the support for backyard
wilderness in the City was unbelievable.
Council President Griffin stated the plan is a great place to start and she is excited to begin moving
forward.

Councilmember Hernandez stated she appreciates the enthusiasm and creativity put into the plan and
looks forward to hearing more details in the future, including opportunities for more public input and
information from the Tukwila Historical Society.
Councilmember Duffie felt the personality statement really expressed the feeling of the City, and hoped it
would spur everybody to get involved.
Mayor Mullet agreed the City does not normally boast a lot about its accomplishments and indicated
everyone who lives here will have their own reasons for making Tukwila their home. He then called for
citizen comments.
Pat Brodin, Chair of the Tukwila Historical Society, noted many of the Historical Society's goals fit into
what the Centennial Committee is doing. They are partnering with the Nelson Historical Trust; the Nelson
Farm is the only farm that has been owned by the original family. He agreed people from everywhere
pass through Tukwila, and we need to take those opportunities to showcase our City.
Jenny McCoy, 14202 56th Avenue South, felt there are some words that tend to get overused a lot, such
as "diversity" and "lifestyles." She urged the committee to get creative in using new words that don't have
a political connotation.

f. Authorize the Mayor to sign a consultant agreement with Mirai Transportation Planning and
Engineering for providing an update to the concurrency model.

A motion extending the current agreement with Timothy O'Brien (contract No. 05 -088) for lease of
the property known as the Neighborhood Resource Center for an additional 18 months, beginning
July 1, 2007.
Councilmember Haggerton stated this item was discussed at the Finance Safety Committee earlier this
evening and received unanimous approval from the committee. This contract will extend the lease
agreement by 18 months for the property where our Neighborhood Resource Center (NRC) is located.
The monthly lease payment amount will remain at $1,400 per month. The current lease expires on June

30, 2007. At this point there are not many alternatives for the NRC, but he noted the potential for locating
it at the Tukwila Village site at some point in the future.
Councilmember Hernandez noted the City began this lease in 1995 at $900 per month, and it then went
to $1,200 month and is now at $1,400 per month. She commented this is a lot of money to pay rent on
and agreed it would be nice to have a permanent home for the NRC.

REPORTS
a. Mayor
Mayor Mullet reported he attended the AWC conference this past week. He passed on information from
the conference about the sales tax sourcing issue. The amount of money put aside for mitigation will
have to be re -voted on every 2 years (biannual budget) by lawmakers. AWC has every assurance from
the current representatives in the Senate and House this will continue to be authorized and they will work
to ensure it remains permanently. The state will begin accumulating data in July 2008 to determine the
base.
Mayor Mullet provided an overview of the process and indicated an advisory committee will advise the
Department of Revenue (DOR) on how to work through some of the glitches that may be encountered.
The City has been assured one of the cities most adversely impacted (Kent or Tukwila) will be a part of
the committee. DOR will hold neighborhood or regional meetings on this issue, as well as educational
workshops.
Mayor Mullet also reported that a delegation from Miyoshi -shi, Japan, will be visiting Tukwila in August.
The Sister Cities Committee will be looking for host homes for the group of approximately 20 students
and adults.
b. City Council
Councilmember Duffie attended the AWC conference in Tacoma this past week and was pleased that
Kimberly Matej, Council Analyst, was able to attend the conference as well. He attended three
workshops, the first of which was "Can a Small City be Cool The second was on integrating youth into
your community, and the third involved a project with the Tacoma Housing Authority that cleaned up an
unsavory neighborhood. Mr. Duffie also noted he is now a proud graduate of the Citizens Academy
Program.
Councilmember Hernandez attended the "Celebrate our Local Chamber" event at Pier 69 on June 12,
2007. On June 13, 2007, she attended the Affordable Housing Advisory Board, and earlier today (June
18, 2007) she attended an open house at the new building in Tukwila being shared by Water District 125
and Val Vue Sewer.
Council President Griffin indicated a spreadsheet created by Kimberly Matej has been distributed to
Council's mailboxes detailing the current status of Council travel expenses. On July 21, 2007, she will be
hosting her first "pedal with the Council President" bike ride to promote a healthy city. The event will start
at Tukwila Community Center at 9:00 a.m. for a ride to Fort Dent and back. Ms. Griffin also reported she
will have a part in this year's C.A.S.T.T. performances scheduled for July 13 -14, 2007. This year's theme
is Western melodramas.
Councilmember Carter was not present.
Councilmember Haggerton reported that while he was out of town he had a successful telephone
interview for the Association of Washington Cities Board of Directors position, representing District 13.

c. Staff
Rhonda Berry was not present. Kevin Fuhrer, Acting City Administrator, reported that Jack Pace had
distributed an announcement regarding a groundbreaking ceremony for Habitat for Humanity at 2:00 p.m.
on June 23, 2007.
He also reported the sidewalks along Minkler Boulevard at the Southcenter Square development should
be completed soon, and the entrance to Westfield Shoppingtown Southcenter at Baker Boulevard and
Andover Park West will be closing for 5 to 6 weeks for work related to the mall's remodel and expansion.

e. Intergovernmental
There was no report.
MISCELLANEOUS
Mayor Mullet and Councilmember Duffie noted that when they attended the AWC conference they parked
in the garage and rode link light rail to the Tacoma Conference Center. They felt it was an effective
system —more like a streetcar, but the same vehicle that will be used on link light rail here. They also
commented that while it had steel wheels, it generated very little noise, and noted there were security
guards on all the trains (provided by Sound Transit).
Councilmember Hernandez noted that she also graduated from the Citizens Police Academy and
commented that the Police Department hoped many of the people who took the class would volunteer to
be CERT volunteers.
