HomeMy WebLinkAbout2007-07-10 Community Affairs and Parks Minutes ILA, City of Tukwila Community Affairs Parks Committee 190 COMMUNITY AFFAIRS AND PARKS COMMITTEE Meeting Minutes July 10, 2007- 5:00p.m. PRESENT Councilmembers: Pam Linder, Chair; Pam Carter and Dennis Robertson Staff Evie Boykan, Lori Sutter, Rhonda Berry and Kimberly Matej Guests: Chuck Parrish and Marie Parrish CALL TO ORDER: Committee Chair Linder called the meeting to order at 4:59 p.m. 1. PRESENTATIONS No presentations. H. BUSINESS AGENDA A. Reinvesting in Youth Staff provided a brief background on the Reinvesting in Youth (RIY) strategy, led by Jim Street, which the City has financially contributed to for the past five years. The program was originally supported outside of the City's Human Services funding cycle in a cooperative effort between the Human Services and Police Departments. Staff believed the City had an obligation to our community to make this commitment. RIY program staff continued to submit the funding request outside of the Human Services funding cycle for five consecutive years. The RIY organization is again requesting a financial contribution from the City of Tukwila for 2008. The strategy has been refocused from the needs of highest risk youth and families and is now going to center on reducing high school drop-out rates. At this time, staff is not recommending a financial contribution for multiple reasons: Accountability. Although our financial commitment has assisted to leverage the RIY group for other funding, further deliverables and tangible results cannot be identified; therapeutic intervention results are not conclusive in regards to making a difference; and it is extremely difficult to receive information from RIY such as reports and steering committee information. Process. RIY continues to submit for City funding outside of the Human Services funding cycle even though they have been informed of and requested several times to follow City processes and the appropriate funding cycle. Focus. The refocus to high school drop-out rates efforts are supported and the state and regional levels. It does not include any local school district involvement. The refocus does not provide any direct service to City residents. Additionally, the City strongly supports our local TCSC efforts which offer strong drop-out prevention strategies from both a human service and police perspective. Although the funding amount being requested does not require Council approval, staff has determined that it is vital to inform the Council of the recommendation not to continue with funding at this time. Several elected officials from surrounding communities are listed as Community Affairs Parks Committee Minutes Julv 10, 2007 Page 2 members of the board for RIY, and it is imperative that each Tukwila City Councilmember is equipped with the knowledge of the RIY strategy and the factual information surrounding the City's decision not to participate in 2008. Staff recognizes that system change for our youth is extremely important, but we need to determine the right time and place for City participation. INFORMATION ONLY. III.
