S. Background: Per City Ordinance 2047 and codified as TMC 16.16.040, the City restricts the installation of above ground fuel tanks to the following zoning classifications, MIC, LI, and CLI. The zoning for this location is TVSMPA, and exceptions have historically been approved by the City Council under TMC 16.16.090 and TMC 16.16.100. Discussion: The proponent's proposal is to install a standard Genset with an intergal fuel tank with a 210 gallon capicity. This Genset is typical for the use intended, and we currently have several installed within the City. Most notably, the ones you would see most are installed by the City at pump station locations (Andover Park West Strander) and for ValVue Sewer District for their pump station locations (Boeing Access Road and East Marginal). The proponent has an operational need to install the Genset to insure system reliability for their ceiluar network, as with other busineses who discovered reliability issues as a result of the December wind storm and the timeliness of public utility power supply restoral. The proposed installation will be located within the King County Solid Waste Transfer Station site, specifically located on the West side boarding the WSDOT ROW for I 5. The site is screened by a berm from I 5, but is visible from the transfer site. I have told the proponant that landscape screening would be required, and they have agreed to installing landscape screening. I recommend that this variance be approved with provisions for the installation of landscape screening that is consistant with requirements from the planning department for type III landscape screening. Nguyen, 16456 53` Place South, requesting a permit for the discharge of firecrackers in conjunction with her wedding on August 18, 2007 at 9:00 AM. Background: The City banned fire works under TMC 8.12.010 and only allows public displays as allowed by TMC 8.12.020. Discussion: It is Ms. Nguyen's intent to discharge the firecrackers at the end of the wedding ceremony; this is a symbol of good luck and a prosperous marriage in their religion. This is allowed pursuant to TMC 8.12.020 (1). Some items of interest: A robust level of construction activity is contributing to generous sales tax collections. Additionally taxes from transportation equipment manufacturing are up significantly from the prior year. Looking over a period of 16 years, the average for the month represents 7.73% of total annual tax collections. Based upon the historical trend percentages, if the amount to date is extrapolated one would anticipate annual sales tax collections to total $19,302,295. ($5,862,107 .3037) Of course we need to be cautious when considering the extrapolated value given the construction discussion above and it's one time /variable revenue nature. For comparative purposes at the same juncture of the year, 2006 and 2005 actual year -to -date collections were 4.08% and 2.75% respectively above estimated collections. Continuing with a comparison, the first (4) months of 2006 bore year -to- date collections of $532 while 2005 registered $5, 086,326.
