CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Steven M. Mullet called the Tukwila City Council meeting to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, Deputy City Clerk, called the roll of the Council. Present were Verna Griffin, Council
President; Councilmembers Joan Hernandez, Pam Carter, Jim Haggerton, Pam Linder, and Dennis
Robertson.

TUKWILA CITY COUNCIL
July 2, 2007 7:00 p.m.

Domestic Violence Walkathon: Evelyn Boykan, Human Services Manager, and Kerry Wade, South
King County Community Network.
Evelyn Boykan, Human Services Manager, stressed the importance of making every effort to raise
consciousness regarding domestic violence related issues in the community. Ms. Boykan introduced
Kerry Wade, representative from the South King County Community Network (and employee of the
Tukwila Tourism Division).
Ms. Wade extended an invitation for all to attend the second annual "Steppin' Out to Stop Domestic
Violence" walkathon in support of children and families who are experiencing domestic violence issues in
their lives. The event will be held at the Starfire Sports complex at Fort Dent Park in Tukwila on October
6, 2007 at 10:00 am. The focus this year is on elevating awareness regarding domestic violence as well
as raising funds for prevention efforts and needed services. Last year's event raised $1,200 as well as
$7,000 from in -kind donations and sponsorships.
Ms. Wade presented Council President Griffin with a plaque honoring Tukwila for the most money earned
by a City team in the event last year. Ms. Wade indicated she will also be offering this presentation to all
South King County area cities.
Ms. Boykan relayed that monthly domestic violence community review meetings are held the first
Tuesday of each month at 10:00 am.
The Councilmembers and Mayor thanked Ms. Boykan and Ms. Wade for the presentation and their
contribution to the Tukwila community.

Councilmember Carter inquired as to the exact date the 6 -month moratorium would end. Shelley
Kerslake, City Attorney, indicated the moratorium will end on December 4, 2007, which is 6 months from
the emergency moratorium date of June 4, 2007. Ms. Kerslake relayed the sign code is currently under
review and should be completed by the time the moratorium expires.

b. An ordinance amending Ordinance Nos. 2121 and 2157, as codified at Tukwila Municipal Code
16.04, "Buildings and Construction," adopting the 2006 State Building Code.

c. Authorize the Mayor to sign an agreement with KPFF for consultant services for the Tukwila
Urban Center Pedestrian /Bicycle Bridge in the amount of $239,756.82.

AGREEMENT WITH KPFF FOR CONSULTANT SERVICES FOR THE TUKWILA URBAN CENTER

Authorize the Mayor to sign a settlement agreement and release of claims with Yakima County
Department of Corrections related to agreement to house inmates.

OF CORRECTIONS RELATED TO AGREEMENT TO HOUSE INMATES.*
Shelley Kerslake, City Attorney, provided background information on this issue. In 2003, Tukwila along
with 33 other municipalities and the City of Seattle entered into an interlocal agreement to house inmates.
As part of the agreement, Yakima agreed to construct and complete a new jail facility. In 2005 a dispute
arose between the cities and the Yakima Department of Corrections (DOC) as the new facility had not
been opened; there were also concerns related to the treatment of inmates. In 2006, Tukwila and various
other municipalities filed a claim for damages related to these issues.
In February 2007 Yakima opened a portion of the new jail facility with the intent that it be fully open and
operational by December 31, 2007. The Yakima DOC has also made multiple commitments to improve
conditions for inmates. The proposed settlement agreement resolves the dispute outlined in the claim for
damages and has been signed by Yakima County and the City of Seattle and is currently before the other
33 cities for signature.
Mayor Mullet indicated use of the Yakima County facility is a good solution at this time. Members of the
Suburban Cities Association are starting to discuss the possibility of a new jail facility in King County.

REPORTS
a. Mayor
Mayor Mullet offered a reminder of the July 4 event at Fort Dent Park, with the commercial fireworks
display beginning at approximately 10:00 pm. He reiterated it is illegal for individuals to possess or use
fireworks within the City of Tukwila.
b. Council
Councilmember Hernandez attended the June 27, 2007 centennial brainstorming event. She and
Councilmember Haggerton participated in a tour of the City with concerned Cascade View citizens, which
provided a better understanding of their concerns. She reported the Utilities Committee meeting has
been cancelled for this week.
Council President Griffin reported she is now on sabbatical from her job until September 4, 2007. She
conveyed there will be western melodrama performances at the Foster High School Performing Arts
center on July 6 -7, 2007 at 7:00 pm.

Councilmember Carter attended the centennial brainstorming event as well as the Suburban Cities dinner
on June 27, 2007. She reported that information about Streamlined Sales Tax is now on the City's
website.
Councilmember Haggerton reported on the status update of the first phase of the Emergency
Management Initiative that was discussed at the Finance and Safety Committee meeting this evening. A
great deal of progress has been made with regard to a radio channel that can be used strictly for Tukwila
related issues and emergency announcements. Public Works staff members have been testing the
reception and transmission capabilities of the station (at different times of the day and night and during
various weather patterns) with positive results on channel 1660. It is also possible for the channel to be
accessed by staff members in real -time for live emergency broadcasts. The cost to purchase the
equipment for the radio channel is $25,000 $32,000, and money is available from prior- approved funding
for emergency management issues. The committee would like the issue of purchasing the radio
equipment to go forward to the next Committee of the Whole and subsequent Regular meeting for
consideration by the full Council.
Councilmember Haggerton also attended the June 26, 2007 South King County Human Services meeting
and the June 27, 2007 Cascade Water Alliance meeting in Bellevue.
Councilmember Linder attended the June 26, 2007 Human Services meeting which concentrated on early
childhood readiness. On June 30, 2007 Ms. Linder met with citizens from the Cascade View area to
discuss their concerns. She provided them information regarding starting a Block Watch program as well
as information on the City's Night Out Against Crime. She complimented the Mayor and staff for fast
action toward working on resolution of the issues presented by the citizens' group. Ms. Linder reported
that use of illegal fireworks resulted in a fire in her neighborhood that required Interurban Avenue to be
closed.
Councilmember Robertson reported that his testing of the emergency radio system rendered positive
results.
c. Staff

d. City Attorney
There was no report.
e. Intergovernmental
Kimberly Matej, Council Analyst, requested input from the Council regarding having a Council Booth at
the Tukwila Days event. The Councilmembers exchanged comments regarding the issue and consensus
existed there should be a Council Booth (with basic information about the functions of the Tukwila City
Council) staffed by members of the Council. Ms. Matej indicated she has acquired blue spruce trees as
giveaways for the Councilmembers to encourage citizens to "take root in their community."
