The cause was a legal settlement with Mr. Lopez. Consequently, it remained vested under the 2003 IRC. In any event, based upon what you have observed on your initial site visit, Mr. Lopez has to install the 1 4 inch x 3" x 3" plate washers at each foundation anchor bolt. (Seismic design category D-2) REF: IRC Section R403.1.6.1 and R602.11.1. Plus: He will need to install two foundation anchor bolts in the sill plates of the alternate brace wall panels at each side of the garage door opening (SW-2, referenced on the approved plans). In addition there must be a PHD 5 at each end stud or the SW-2 panel. The end stud must be doubled to provide for the required anchoring and hold down capacity of the PHD5 (Mfg requirement). Alternatively: Mr. Lopez may employ his architect to submit lateral calculations to qualify the installation of the portal brace walls (SW 2) as Mr. Lopez has interpreted.
