No exception. 10: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of this requirement. 11: Water heaters shall be anchored or strapped to resist horizontal displacement due to earthquake motion. Strapping shall be at points within the upper one -third and lower one -third of the water heater's vertical dimension. The cause was a legal settlement with Mr. Lopez. Consequently, it remained vested under the 2003 IRC. In any event, based upon what you have observed on your initial site visit, Mr. Lopez has to install the 1 4 inch x 3" x 3" plate washers at each foundation anchor bolt. (Seismic design category D-2) REF: IRC Section R403.1.6.1 and R602.11.1. Plus: He will need to install two foundation anchor bolts in the sill plates of the alternate brace wall panels at each side of the garage door opening (SW-2, referenced on the approved plans). In addition there must be a PHD 5 at each end stud or the SW-2 panel. The end stud must be doubled to provide for the required anchoring and hold down capacity of the PHD5 (Mfg requirement). Alternatively: Mr. Lopez may employ his architect to submit lateral calculations to qualify the installation of the portal brace walls (SW 2) as Mr. Lopez has interpreted.
