This noise survey extends from the proposed equipment to the nearest properties. The purpose of this report is to document the existing conditions and the impacts of the acoustical changes due to the proposed equipment. This report contains data on the existing and predicted noise environments, impact criteria and an evaluation of the predicted sound levels as they relate to the criteria. Existing sound levels were measured on site with a Larson -Davis 820 sound level meter on June 05, 2007 to determine ambient noise levels. Measurements were conducted as close to the proposed location as possible and the property lines in accordance with the State of Washington code for Maximum Environmental Noise Levels WAC 173 -60 -020. The average ambient noise level was 75 dBA, primarily from traffic on the freeway, and the noise from electronic bird repellant. The weather during the measurements was overcast with winds and the roads were dry. The site is located within the City of Tukwila Zoning jurisdiction within the TVM zoning district. All of the receiving properties are within the same district. The proposed new equipment consists of an emergency generator. The generator will run once a month during daytime hours for maintenance and testing purposes only. Tukwila Municipal Code Chapter 18.58.070 requires that all WTFs meet the requirements in TMC Chapter 8.22. Under TMC Chapter 8.22.020, TVM zoning is considered "Industrial ". Predicted Equipment Sound Levels The proposed equipment consists of a Verizon Wireless Cabinet Style DC Biodiesel Generator. This generator is to replace and existing Katolight 30 kW Diesel Generator. According to manufacturer data, the Biodiesel generator produces a sound pressure level of 65 dBA at a distance of 23 feet. The generator will run for emergency purposes only when an unexpected power Toss is experienced. According to code exemptions, the generator is exempted from the noise statutes. In addition, the generator will run for a maximum duration of 15 minutes once a month during the daytime only for maintenance testing purposes. To predict equipment noise levels at the receiving properties, this survey used the methods established by ARI Standard 275 -97. Application factors such as location, height, and reflective surfaces are accounted for in predicting the sound level at the nearest receivers. The proposed equipment will be located on an existing concrete pad by removing a portion of the existing equipment frame grating panel on the south -east corner of the concrete pad. The nearest receiving property line is 180 feet southeast of the equipment location. The predicted sound level at this property line is shown in Table 1 below.
