To: Mayor Mullet From: Public Works Director Date: August 21, 2007 Subject: Green River Pedestrian and Utility Bridge (Re -Bid of Repairs Only) Project No. 07 -RWO2 BID AWARD ISSUE Award the bid for repairs on the Green River Pedestrian and Utility Bridge. BACKGROUND This project will provide repairs to the Green River Pedestrian Bridge on the Green River Trail near S 180 St and Andover Park East. The repairs will include replacement of the wooden deck and the deteriorating sections of the bridge truss. The project was originally bid in June to include repairs and painting but all bids were rejected by Council Resolution 1640. The entire bridge is planned to be coated with a stain /sealant to preserve the wood as a separate project in 2008. The project was advertised for bids on August 2 and 9 and bids were opened August 17, 2007. Two bids for the repairs were received with the low bid of $89,868.00 from Epic Construction, LLC of Bellevue, Washington. The engineer's estimate was $113,300. ANALYSIS The bids were reviewed and no errors or irregularities were found in the lowest bid. Epic Construction has successfully worked on similar projects for the City of Federal Way, MetroParks in Tacoma, the City of Bellevue, and Southworth Ferry Terminal in the past. BACKGROUND Project grant applications to be considered for Transportation Improvement Board (TIB) funding are due August 31, 2007. Past grants that remain un- obligated and unspent include: Southcenter Parkway Extension $5,000,000 Tukwila Int'l Blvd. Phase 2 $4,200,000 Tukwila Urban Center Access $5,000.000 Total $14,200,000 ACTION TAKEN The following projects are recommended for future grant applications: S 144 St Phase 2 Tukwila Int'l Blvd. to 42 Ave S Interurban Ave S S 143 St to Fort Dent Way Tukwila Int'l Blvd Phase 4 Boeing Access Road to S 116 Way 53 Ave S S 144 St to S 137 St (From Residential Improvements Sheet 3 of CIP) Discussions with TIB staff suggest that the current amount of TIB funds awarded, but un- obligated and unspent make it very unlikely that new funding will be awarded to new Tukwila projects at this time. The ability to show progress with the currently awarded funds will increase the City's chances of future grants. RECOMMENDATION Postpone submitting any new grant applications for TM funding until 2008. 5
