CALL TO ORDER: Committee Chair Carter called the meeting to order at 5:03 p.m.
Item B was discussedfirst, as not all LID property owners were present.
I. PRESENTATIONS: No Presentations.
II. BUSINESS AGENDA:
A. 54th Ave Sf S 142nd St Local Improvement District (LID) - Request for Formation
Jim gave a brief review of the history of this LID petition. The 2006 estimated costs were $2.4 million
and with 22 parcels that benefit from the improvements, each parcel would have $110,385 assessed or
approximately $11,000 owed each year for 10 years. Jim would like to get an updated cost estimate and
new appraisals for the parcels to show the current costs and that the value will go up and warrant forming
the LID. Some property owners are not in favor of the LID.
Mr. John Hoang owns 2 parcels (No.6 & 7) and can not afford the estimated $22,000 a year LID
assessment for the two parcels. He believes that the City will benefit by increased property taxes from the
new houses and feels that the City should pay for a portion of the improvements. He wants to stay in his
house but would be forced to sell his property in order to pay for the LID assessment.
Mr. Trung Pham (No.4 & 5) also feels that the City should pay a portion ofthe improvements as the City
gets a benefit.
Mr. Robert Schroeder (No. 16) agrees with the first two owners and wanted to know the timeline of the
project. Jim stated that it would be 6-9 months to design, and another year to construct, so approximately
2 years. Robert stated that if construction costs are increasing 12% every year, he is concerned that the
escalating costs would not compensate for the difference in value. Jim stated that if the new cost estimates
show this, then the LID would not be approved.
Mr. Jerry Erskine (No.1) has only a back portion of his property included in the LID. This "buildable lot"
includes part of his house and deck and he has no plans to develop this land. There is also an issue that if
a new road is put in, there will be a significant grade issue and there will have to be a 10-12 foot bulkhead
at his lot. He feels that there would be no advantage to him for this and he cannot afford the LID.
Mr. Gary Singh (No. 11-15, 17, & 18-22) stated that he would like all of us to consider the positives to
the City and that the City should not want to stop development. Mr. Singh stated that there are always
drawbacks to any project but that this would be a beautiful new street. Mr. Singh feels that the property
values will increase dramatically and if we increase construction costs by 12%, then property values
should also be increased 12%. If the LID is not approved, there is a potential that houses will be built
behind existing homes and that would be bad for Tukwila. Mr. Singh stated that the majority of property

owners have signed the 2 separate LID petitions and that the LID should be formed. Mr. Singh also
thought that City staff could do some of the design work and save at least 10-15% of the overall costs.
Mr. Vijay Prasher (Lot #8 & 9) agrees with Mr. Singh in that this would be the City's investment for a
nice street and that the City should pay for some of the costs.
Pam C. asked about low-income assistance and there is a four-year deferral. Pam L. would like the LID
process brought to the Council retreat for a complete education on LIDs. Undergrounding was discussed
and had been waived for this project, as the costs would be excessive. Pam L. wanted to know if the LID
parcels could be reconfigured so that those owners that do not want to be part of the LID do not have to
be included. There was the question that if 60% of the owners sign the petition, is the City required to
form a LID. Jim answered that the LID is not required. The other options for developing these parcels are
for one property owner to pay the entire project cost and the City creates a latecomer's agreement. Jim
summarized that this item will be brought to COW (now on December 10 as Jim will be on vacation).
The issues will be if there is enough interest to proceed for the LID formation and authorize an updated
cost estimate and valuation benefits analysis. UNANIMOUS APPROVAL. FORWARD TO
DECEMBER 10 COW.
B. Federal Flood Map Update
Jim M reported that with the recertification of Levee 205, which protects the Urban Center and runs from
S 196th to 1-405, there are minor revisions to the flood maps in Tukwila. If there is development within
the flood zone, an applicant is required to raise the building I-foot above flood elevation and must
purchase flood insurance. FEMA's new map gives a 90-day comment period and we will have some
minor changes to the maps. The main purpose of tonight's presentation is to inform Council of the
changes and that FEMA will soon be holding public hearings. Since the 205 Levee has been recertified,
Jim M reported that the City has to work with three government agencies; the Dept of Ecology, the Corp
of Engineers and King County Flood Control District, and they don't always agree as to what the best
method is for maintenance of the levee. There was some discussion on the land south of S 180th St and if
the flood maps effect the Southcenter Pkwy Extension Project. Jim stated that the updated maps have no
effect on the road project. Ryan stated that the maps will be available online and we will be able to
overlay them onto our GIS system so permit review will be much easier. INFORMATION ONLY.
C. 2008 Proposed Budget and CIP Review
Committee reviewed the Budget and CIP pages as outlined below. There were no major
recommended changes. UNANIMOUS APPROVAL. FORWARD TO OCTOBER 22 COW
FOR BUDGET DISCUSSION.
