Mullet called the Tukwila City Council meeting to order at 7:05 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, Deputy City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton, Pam Linder, and Dennis Robertson. MOVED BY HERNANDEZ, SECONDED BY HAGGERTON TO EXCUSE COUNCIL PRESIDENT VERNA GRIFFIN FROM THE MEETING. MOTION CARRIED 6 -0. Steven Mullet, Mayor; Rhonda Berry, City Administrator; Shelley Kerslake, City Attorney; Kevin Fuhrer, Finance Director; Derek Speck, Economic Development Administrator; Katherine Kertzman, Tourism Manager; Jim Morrow, Public Works Director; Jack Pace, Acting Community Development Director; Bruce Fletcher, Parks and Recreation Director; Rick Still, Deputy Parks and Recreation Director; Malcolm Neely, Aquatics Coordinator; Mary Miotke, IT Manager; Christy O'Flaherty, Deputy City Clerk. Brian Kennedy, 12802 37 Avenue South, referenced a magazine article regarding the Duwamish Tribe building a long home on West Marginal Way. He inquired if the City could make a donation to the project. Mayor Mullet explained the project is actually in Seattle, and there are issues regarding the City making a donation. He conveyed positive comments regarding the project, and encouraged interested citizens to become involved. Anna Bernhard, 14241 59 Avenue South, inquired about receiving updates to the annual goals established by the Council. Mayor Mullet relayed the budget document does provide the status of each of the yearly goals set by the Council. Mayor Mullet introduced Richard Pierce, Deputy Mayor, from the City of Moses Lake. Mr. Pierce has a second home here and enjoys the Tukwila area. Mayor Mullet also introduced Danijel Katicin, Mayor of the City of Tkon, Croatia. Mr. Katicin is attending the University of Washington for one year to enhance his professional development with the hopes of working for a municipality. CONSENT AGENDA a. Approval of Vouchers #334456- 334814 in the amount of $1,069,331.51 b. Accept as complete the Tukwila Urban Center Signal Interconnect and ITS Project with Valley Electric Company; authorize release of retainage subject to the standard claim and lien release procedures (final cost of project, including retainage: $831,136.02). MOVED BY DUFFIE, SECONDED BY HERNANDEZ TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED 6 -0. UNFINISHED BUSINESS a. An ordinance revising the City's Business License fee schedule. MOVED BY HAGGERTON, SECONDED BY DUFFIE THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 6 -0. Shelley Kerslake, City Attorney, read the proposed ordinance by title only. MOVED BY HAGGERTON, SECONDED BY DUFFIE THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOTION CARRIED 6 -0 TO ADOPT ORDINANCE NUMBER 2179. b. A resolution authorizing the cancellation of outstanding claims /payroll checks, Municipal Court checks, and gift certificates. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AUTHORIZING THE CANCELLATION OF OUTSTANDING CLAIMS /PAYROLL CHECKS, MUNICIPAL COURT CHECKS, AND GIFT CERTIFICATES. MOVED BY HAGGERTON, SECONDED BY HERNANDEZ THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 6 -0. Shelley Kerslake, City Attorney, read the proposed resolution by title only. A resolution dissolving the 6300 Building (DCD) change fund and the Municipal Court petty cash fund. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DISSOLVING THE 6300 BUILDING (DCD) CHANGE FUND AND THE MUNICIPAL COURT PETTY CASH FUND; AND REPEALING RESOLUTION NO. 1582. A resolution determining certain past due accounts receivable and returned checks to be irrecoverable and authorizing their cancellation. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DETERMINING CERTAIN PAST DUE ACCOUNTS RECEIVABLE AND RETURNED CHECKS TO BE IRRECOVERABLE, AND AUTHORIZING THEIR CANCELLATION MOVED BY HAGGERTON, SECONDED BY DUFFIE THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. Kevin Fuhrer, Finance Director, introduced each of the following sections of the budget for review by the City Council. The Councilmembers discussed the items and asked for clarification from staff as needed. Council amendments or additions to the preliminary budget were noted by the Finance Director and departmental staff members. REPORTS a. Mayor b. The highpoints include new bus routes, children's health care, flood plan and levee repair, and mental health as it relates to the jail population. It was relayed that 70% of the general expenses for the County relates to jail costs. He indicated he will be in Canada for the Seattle Chamber Conference this week from Wednesday through Friday. Councilmember Hernandez attended the October 10, 2007 Sound Transit Light Rail event at the South 154th Street Station. She commented on the tiles containing quotes from Tukwila citizens that are part of the artwork at the facility. Ms. Hernandez reported that the Utilities Committee on October 16, 2007 will begin at 4:00 pm (instead of 5:00 pm) to accommodate Councilmember attendance at the AWC event. Councilmember Carter also attended the October 10, 2007 Light Rail event and indicated there is a possibility that a tour can be provided to the City Council. She also attended the October 10, 2007 Transportation Policy Board Meeting and Destination 2030 working group. Ms. Carter also participated in the October 12, 2007 Chamber of Commerce luncheon. Councilmember Haggerton also participated in the October 10, 2007 Light Rail event and was very impressed with the ceremony that was attended by Senator Murray and Governor Gregoire. He also reported on the items discussed at this evening's Finance and Safety Committee meeting. City of Tukwila Page 4 of 4 City Council Reaular Meeting Minutes October 15. 2007 Councilmember Linder thanked Rhonda Berry, City Administrator; Shelley Kerslake, City Attorney; and Lori Sutter, Assistant Police Chief for coordinating a meeting regarding a sexual assault in her neighborhood. She attended the October 10, 2007 South County Economic Development Initiative (SCEDI) meeting as well as the Suburban Cities Public Issues meeting. c. Staff There was no report. d. City Attorney There was no report. e. Intergovernmental The Council Analyst was not in attendance. MISCELLANEOUS Mike Hansen with the Sabey Corporation reminded the Council that the Tukwila Food Pantry will be having a fundraising event on Wednesday, October 17, 2007 at Noon. Mayor Mullet reported that he is sponsoring a table for the event and has spaces available.
