On the heels of that analysis, an amendment to the 2007 Budget is proposed as detailed in the following attachment. The amendment is necessary to give recognition to the principal and interest payments related to the 2006 Revenue Bonds that were issued for the Allentown/Foster Point Water /Sewer /Surface Water Improvement Project. WHEREAS, the Water /Sewer Revenue Bond Fund received revenues in excess of anticipated amounts during 2007; and WHEREAS, the Water /Sewer Revenue Bond Fund requires an increase in appropriations for operating expenditures; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Ordinance No. 2147 is hereby amended by revising the summary of totals of estimated revenues and appropriations and the aggregate total to reflect the foregoing increases in revenues and appropriations as set forth in Section 1 of this ordinance. Section 3. The Finance Director is hereby authorized and instructed to effectuate the necessary changes in the 2007 Budget, and to make all necessary and appropriate line item entries and adjustments in order to reflect the increases to revenues and appropriations as set forth in this ordinance. Section 4. Severability. If any section, subsection, paragraph, sentence, clause or phrase of this ordinance or its application to any person or situation should be held to be invalid or unconstitutional for any reason by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portions of this ordinance or its application to any other person or situation. Olivas, Fire Chief Finance and Safety Committee Chief Olivas Donation of Surpll'i Pumper December 3, 2007 As I'm sure you all recall, earlier in the year, you approved the donation of a surplus pumper to the Puget Sound Occupational Skills Center (formerly know as the SeaTac Occupational Skills Center). Just prior to taking the apparatus out of service, one of the intake valves failed resulting in significant damage to the vehicle. The skills center could not afford to pay for repairs so the apparatus was subsequently donated to the Salmon River Volunteer Fire Department in Idaho. With the second replacement pumper is in service, we are now in a position to donate the surplus apparatus to the skills center. As it turns out, one of their program vehicles has a cracked head that they cannot afford to fix so the donation is perfectly timed! We have hosted the skill center's summer school program the last four years and plan to continue doing so. Each summer we see a diverse group of young men and women practicing the skills they have learned throughout the year in a safe controlled environment. In my opinion, this is a program worth supporting through the donation of our surplus pumper. I will be present at the finance and safety meeting to answer any questions you have regarding this matter. Steven M. WHEREAS, the City of Tukwila recently purchased a new pumper fire truck and accessory equipment to replace its 1986 International Pumper fire truck; and WHEREAS, the 1986 International Pumper fire truck has outlived its usefulness and is no longer needed by the City of Tukwila's Fire Department; and WHEREAS, the City of Tukwila's Fire Department has a partnership with the Puget Sound Skills Center for teaching a Fire Services program; and WHEREAS, the Puget Sound Skills Center is an educational campus serving the Tukwila, Highline, Federal Way, Tahoma and Fife School Districts; and WHEREAS, the Puget Sound Skills Center has requested that the City of Tukwila donate the 1986 International Pumper fire truck to its Fire Services program; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, IASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Fuhrer, Finance Director November 30, 2007 Draft Ordinance Setting Councilmember Compensation For The Period January 1, 2008 through December 31, 2011 City Ordinance 2023 Setting Councilmember Compensation is set to expire on December 31, 2007. A new Ordinance is required to provide city staff the ability to process councilmember pay subsequent to the aforementioned sunset date. A few important points surround the issue of council compensation. Foremost is that Article 11, Section 8 of the Washington State Constitution prohibit elected officials who set their own compensation (versus a Salary Commission) from receiving increases (or decreases) in compensation during their terms of office. Secondly, the cost of a health care policy is no longer considered to be additional compensation for city elected officials thanks to legislative action taken during the 2007 session. Finally, Tukwila Municipal Code (TMC) 2.05.010 (B) states "At any time the Tukwila compensation falls below the mean of the other Valley Communication cities, Tukwila will review the stipends and may increase its stipend to the level of those other cities." I have attached a draft Ordinance for review and discussion at the committee meeting on December 3 No change to the current (2007) level of compensation is proposed in accordance with the constitutional limitation and the results of a survey of Valley Communication cities, a copy of which is also attached. Furthermore, given the 2007 legislative action, reference to health care benefits has been stricken from the draft Ordinance. In closing, I look forward to reviewing this information with you. D. Each committee chair may review and approve his /her committee agenda and will approve committee minutes before distribution. The committee chair can authorize the cancellation of a committee meeting. An affirmative vote of three members of Finance and Safety Committee is required when the committee approves unbudgeted items. 2.04.100 Filling Council Vacancies If a vacancy occurs in the office of Councilmember, the Council will follow the procedures outlined in RCW 35A.12.050. In order to fill the vacancy with the most qualified person available until an election is held, the Council will widely distribute and publish a notice of the vacancy, the procedure and any application form for applying. The Council will draw up an application form, which contains relevant information to answer set questions posed by the Council. The application forms will be used in conjunction with an interview of each candidate to aid the Council selection of the new Councilmember. Reimbursement Program Reimbursement from the City for medical expenses for one year including pharmaceuticals, health care, alternative health care, dental, and vision costs; and health and life insurance premiums shall be authorized up to the following limits (which approximates the cost of insurance for one employee) during the years listed here, according to Councilmember position and date their term of office commences: I POSITIONS 1, 3, 5, 7 1 POSITIONS 2, 4, 6 YEAR I 1/1/02 12/31/05 I 1/1/00- 12/31/03 (current term of office) and (current term of office) and 1/1/06 12/31/09 1/1/04 12/31/07 2003 $3,400 /year I $3,400 /year *New Council term commences on January 1. This benefit will cover only the Coun- cilmember and not a$Iditional family members, unless the Councilmember makes separate payment for those family members. WHEREAS, Ordinance No. 2023 set Council compensation levels for the years 2003 through 2007; and WHEREAS, the City Council recognizes that the current economy warrants a conservative compensation that does not rise beyond the current scale; and WHEREAS, a uniform stipend ensures that all Council members receive the same salary for several years; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1.
