HomeMy WebLinkAbout2007-10-09 Community Affairs and Parks Minutes ILA, City of Tukwila Community Affairs Parks Committee 1908 COMMUNITY AFFAIRS AND PARKS COMMITTEE Meeting Minutes October 9, 2007- S: 00 p.m. PRESENT Councilmembers: Pam Linder, Chair; Pam Carter and Dennis Robertson Staff: Jack Pace, Bob Bendidicto, Joyce Trantina, Bruce Fletcher, Rick Still, Dave Johnson, Derek Speck, Katherine Kertzman, Stacy Hansen, Kevin Fuhrer and Kimberly Matej Guests: Chuck Parrish CALL TO ORDER: Committee Chair Linder called the meeting to order at 5:00 p.m. I. PRESENTATIONS No presentations. H. BUSINESS AGENDA A. Proposed Resolution Increasing Land Use Fees Council has consistently requested that City issued fees, such as land use, permit and processing fees be re- evaluated on a regular basis to ensure theses fees are compatible for cost recovery and reflective of jurisdictional standards. As per this directive, staff is requesting full Council approval of a resolution that will increase land use fees by approximately 4% (individual fees are rounded to the nearest whole number). This 4% increase is reflective of the Mayor's 2008 Budget which shows a 4% increase in general operational expenditures. Staff stated that this fee increase is comparable to surrounding cities fees. UNANIMOUS APPROVAL. FORWARD TO NOVEMBER 26 COW. B. Proposed Ordinance Increasing Building Permit Fees. The City's current permit fee schedule was established four years ago. Staff reported that a recent review of the current schedule showed that the City does not recover the costs of administration and inspections for permits. Staff is recommending a 4% increase in fees per year for the years 2008 and 2009 in order to increase the opportunity for costs recovery. UNANIMOUS APPROVAL. FORWARD TO NOVEMBER 26 COW. C. Code Enforcement Undate Joyce Trantina attended the meeting to provide an update of code enforcement activities. Additionally, this is Joyce's last week with the City and she wanted to take an opportunity to express her appreciation to the City for ongoing teamwork and support of code enforcement Overall, Joyce stated that the Tukwila community is beginning to take code enforcement more seriously. In 2007 Code Enforcement staff completed the pro- active approach of separating the City into nine zones for enforcement related issues. The City's caseload double from 2005 to 2006 and then decreased from 2006 to 2007. Other major milestones include the list of top extreme concerns dropping down from 56 to 17 and now only 2 active cases remain on the list; establishment of an abatement fund when property owners will not work with the City; and relocation assistance. Community Affairs & Parks Committee Minutes October 9. 2007 - Paae 2 Due to the recent court ruling on Pasco, Code Enforcement's future may soon include rental housing licensing opportunities. Staff will return to the Committee with a specific proposal at a later time. The Committee was very complimentary of Code Enforcement staff. INFORMATION ONLY D. 2008 Proposed Budget and CIP Review Committee reviewed the budget pages as outlined below. There were no major recommended changes and only minor syntax corrections.
