Why are you interested in serving as a Tukwila City Councilmember?
. Interested in extending my community involvement into a more active role.
. Desire to apply the knowledge and background I have of zoning, comprehensive plan,
shoreline, budget, and city legislative activities to support the council decision making process.
e Interested in adding my collaboration and consensus building skills to the council team.
. On a personal note, my children have grown up and I find I have additional time to contribute.
The term for this appointed position will be effective for two years through December 31, 2009. What
do you hope to accomplish during this time?
. I will not bring an agenda with me to the council, however I do hope to contribute so that all of
us may come to the right decisions on behalf of Tukwila residents and business and that those
decisions have some fairness for all.
. One thing I would like to discuss is how to accommodate our senior citizens. As our residents'
age and they have to make decisions as to where to live, I am concerned that we will loose
many fine 'old time' residents who need to find a place that may accommodate them and that
those fine folks will not be able to find that place in Tukwila.
. Another item I would like to discuss is residential street improvements due to the fact we have
so many East-West and North-South collector distributor streets that do not have pedestrian
facilities. I am concerned about the dangers present to our kids and residents.

. My immediate concern and intent will be to serve the community as best I can over these next
two years. I will assess at a later time whether or not to run.

declaration of candidacy in order to seek election to any of these three positions? If no, why?
. No, I did not seek election to any of those positions.
. Why, because I was supportive of certain individuals who ran for election and won their
respective positions. Those you won had my vote and support.
Identify the three highest priorities you believe the City of Tukwila needs to address. How do you
propose to address each priority?
1. South-end Annexation - By working through the issues, understanding their impacts, working
with my fellow council members to determine what is best for the city and then voting for
what is best for the city.
2. Residential Street Improvements - Determine what avenues can be pursued to fund residential
street improvements.
3. Redevelopment of our urban center - Assist in bringing a vision of housing into the urban core
in order to bring a live-in life style to 'downtown' Tukwila where new residents can take
advantage of in place mass transit and area shopping to help grow and support our economy.

. I am a cross-city thinker, not localized to one area of the city and have an ability to hear the
concerns of people and help formulate ways to deal with those concerns.
. Eight years of previous City Council Service experience commencing immediately after the
Riverton area annexation, which I co-lead. Served 1990-1997. Decided not to re-run in order
to spend more time with the kids.
. I was council president who facilitated staff, residents, business and council members in
refining and establishing the 20 year comprehensive plan and zoning code, a complicated
process as you know. The existing council president at the time resigned from the council and
the council elected me to reside over this 20 year event due to my facilitation I consensus
building skills. I will bring those strong facilitation / consensus building skills to the council.
. I have chaired each and all city committees, interacting with various department heads, staff
and fellow council members, along with interested residents and business members.
. On a regional basis I co-chaired the then Sound Transit/City of Tukwila governance committee;
I was an advocate for the 'off the highway 99' route at public forums.
. Since I have not been involved in the inner workings of Tukwila for 10 years, I will contribute a
fresh perspective to the council.

Thank you for the opportunity to submit my application and supporting resume that outlines my
skills, knowledge and experience in pursuit of the vacant position on the Tukwila City Council.
ill April of2005 I purchased a home in Tukwila and left behind my Beacon Hill home.
I have always considered Tukwila an extension of my dwellings. I have actively participated with
children and adults in sports competitions, community and political activities, economic
development planning and annexation research and discussion issues with the Tukwila
community.
I am a strong advocate of the "collective we" in solving problems and in decision making. I
know the importance of community involvement in public policy decision making processes that
help to govern people's lives.
Tukwila has a small residential population and must balance the needs of the people with the
needs of a viable commercial, industrial, retail and business community. The needs of those who
work play and live in Tukwila must be examined and responded to according to each group's
specific needs.
I would love to join the Tukwila City Council to utilize my skills and talents to help craft and
implement good public policy that works for everyone. I have a track record that spans more than
20 years in working with diverse groups to increase opportunities so that we all can share in the
American Dream.
I bring with me concrete skills in a variety of areas that would assist my work with the Tukwila
City Council. I have been responsible for working on a number of major public policy issues
from the design phase to implementation. Planning, budgeting, coordination and implementation
of activities in the public arena are activities I am comfortable in doing. Group facilitation, and

Why are you interested in serving as a Tukwila City Councilmember?
As a relatively new member to the Tukwila community I am extremely interested in
how Tukwila will continue to grow and balance the needs of the citizens who reside in
the City with the needs of business, industry and commerical/economic growth and
development. I want to assist in the management of growth and in the balance of
meeting both the needs of the citizens who have selected Tukwila as their home and
the needs of business, industry, retail and commerce. I am certain that both my
professional skills and talents along with my life experience will compliment the
Tukwila City Council.
The term for this appointed position will be effective for two years through December 31, 2009. What
do you hope to accomplish during this time?
I would hope to continue to add to the fabric of Tukwila to strike a balance between
the needs of people, the citizens who reside here and the needs of commerce as we
manage growth together. Tukwila is a diverse community as evidenced by the racial,
ethnic and economic diversity found in the City. I would hope to establish additional
mechanisms to utilize the skills and talents of all of the people who reside, work, play
and do business in Tukwila to make the City a more viable place. Lastly, I would work
with Tukwila staff and elected representatives and other jurisdictions to address the
on going safety, transportation and infrastructure needs of the City.

I would be willing to run, however, as of now, I can not say whether or not I would
intent to run.
Three Coundlmember positions (#2,4 and 6) were up for election in November 2007. Did you file a
declaration of candidacy in order to seek election to any of these three positions? If no, why?
I thought Tukwila was fortunate to have good candidates running. A major project
that I was involved in was still on going thus I was not able to dedicate the time,
resources and energy necessary to run a campaign full time and complete my on
going obligations to my work.
Identify the three highest priorities you believe the City of Tukwila needs to address. How do you
propose to address each priority?
1. To balance !he needs of the citizens ofTul<wiIa with the needs of commarce to expand while managiilg the growIh that will ensue.
I would assess the City's economic development problemS, issueS and opportunities In paMsrship with stakeholders. elacted officials, executives of pubflC agencies
and plivate businesses. community leadars and execulive!senior City management and the people who reside in Tukwila to determine how best this balance needs to
be constructed.

I have a wealth of experience as a public sector manager and small business owner. I have
organized. coordinated and directed highly complex projects from inception through
implementation. I have assessed economic development problems and issues, planned and
directed project recommendations for implementation to assure the completion of projects. I
have done this in the context of working with diverse groups of people who were not always in
agreement and managed to facilitate these groups to a win win situation. I strongly believe that
people need to work together and that the "collective we" is always stronger than individual effort.

Tukwila a viable and thriving place for everyone who work, play and live here!

Under limited supervision performs multifaceted and complex tasks specific to the
development and planning work for major projects, programs, services and/or policies to
create a comprehensive, client-centered service delivery system that benefits low-income
and homeless individuals. Duties and responsibilities include: staff supervision,
development of a county-wide homeless advisory group; responsible for policy analysis of
Council Statements of Legislative Intent (SLI's), RFP development in support of funding
initiatives, coordination of multi-jurisdictional data information and activities, execution

Why are you interested in serving as a Tukwila City Council member?
Tukwila has been my home for about thirty years. I want to help bring in aesthetic
development which increases city revenue without increasing taxes and obligations for
our citizens. The city has several projects on the table. It is good to make sure that the
community is legally and financially protected, but it is important to get them started as
soon as possible. At City Council meetings, I hear citizen concerns, and I want to help
make sure they get satisfactory responses. I want our students to have the best
educations possible. I do not want them to just make it through school; I want them to
excel. I want to help make all of Tukwila a safe and thriving community.
The term for this appointed position will be effective for two years through December 31/ 2009. What
do you hope to accomplish during this time?
I hope to help stimulate revitalization on Tukwila Boulevard. The Tukwila Village
project must be in construction. The Tukwila South project must be worked out in put
into reality. Tukwila financial status must vastly improve. The ability to retain our
students must be worked on. Citizens have told me turnover is because parents need
to feel their students are getting a good education and feel safe. I would like to put out
a city wide survey and see what the community thinks and what solutions they
recommend. I hope to make positive progress on all of these subjects and more.

I intend to run for this position in 2009. I can retire from my current job in March 2008,
so I must think about health care and finances for my wife and I. I will do the best job I
can do and see where I am in 2009.
Three Councilmember positions (#2, 4 and 6) were up for election in November 2007. Did you file a
declaration of candidacy in order to seek election to any of these three positions? If no, why?
I ran for position # 2. This is the third time. I door-belled and knew the issues; I
worked hard.
Identify the three highest priorities you believe the City of Tukwila needs to address. How do you
propose to address each priority?
1. As I mentioned earlier, we need to improve our growth of funds for capital
improvement. To do this, we need to get stalled projects moving.
2. Retain students. More affordable housing, safe environment and work with the
School Board on curriculum and funding.
3. Helping revitalize Tukwila International Boulevard as a safe destination place.

Why are you interested in serving as a Tukwila City Couneilmember?
I am at a place in my life where I want to make more of a positive difference in my community. I am a
long-time resident of Tukwila and I have seen it grow and mature into a wonderful city, representing many
walks of life. During this time, our city leaders have established a great deal of momentum that has led to
cultural, civic, and business success. It is my belief that there continue's to be a great opportunity for
Tukwila to continue this momentum within our region, and establish Tukwila as a leader in cultural
diversity, civic pride, and business success, all the while maintaining the high quality of life current and
new residents have come to know. The presence of Sea-Tac Airport, the addition of the new "Homeland
Security" office and upcoming "Light Rail" project are only going to increase the flow of people traveling
though Tukwila. With such increased visibility, Tukwila has the unique opportunity to define itself as a
great melting pot, one our American forefathers must have envisioned when this country was established.
The term for this appointed position will be effective for two years through December 311 2009. What
do you hope to accomplish during this time?
For starters, a familiarity with other council members and Tukwila's civic process. Teamwork is essential to a many
membered council. Understanding the passions and interests of other council members only increases the opportunity to
successfully selVe the community. I was taught 'a house divided does not stand.' Two areas that I would see as important
would be the continued development of Pacific Highway South and the continued multi-cultural interaction of Tukwila
residents.
First, if the Southcenter area is the heart of the city, Pacific Hwy S. has to be considered the spine of the city. Tukwila is
known throughout the region by the stretch of 'Highway 99' that runs through our city. For better or worse, it is a defining
stretch of real estate. With light rail coming into the area, we are going to be even more visible, so the success and
development of Pacific Highway South seems a wonderful opportunity to express to the region that Tukwila is a great place
to live. Continuing to beautify the highway with greenery, lighting, sidewalks and crosswalks is great way to attract a flow of
people who will feel safe on the Highway.
Secondly. Tukwila has become a culturally diverse city with representation from many different cultures. Adding an
increased multi-cultural interaction between Tukwila residents is paramount to establishing a safe, supportive, and vibrant
community. As a community we are no stronger than our weakest link and in order to strengthen our understanding of the
cultural diversities within Tukwila, we need to get to know one another better. Christian, Jewish, and Muslim communities
have established themselves within Tukwila. Events such as 'Tuk\vila Days' need to have a stronger cultural representation
and allow the multi-cultural residents a chance to further connect with the city.

The position of Councilmember #7 will be up for election in November 2009. Do you intend, and are
you willing to run for this elected position?
At this point, yes I would consider running for this elected position. I'm sure I will have
a more insightful perspective over the next 18 months, but what a way to get to know
your community and service the needs and concerns of the City of Tukwila as a
whole. I see this position as a timely opportunity to unite my strengths with other
council members in making decisions that will further Tukwila.
Three Councilmember positions (#2, 4 and 6) were up for election in November 2007. Did you file a
declaration of candidacy in order to seek election to any of these three positions? If no, why?
No. I was completing a time of transition with a career move. I was not in a position
to canvas the community for votes during 2007. This shortened term for position #7 is
an ideal way to get involved with the community and learn the ropes of the civic
process.
Identify the three highest priorities you believe the City of Tukwila needs to address. How do you
propose to address each priority?
#1 - The continued development of Pacific Highway South. There needs to be sufficient resources committed to such a
visible part of Tukwila. Increased lighting, sidewalks, and the beautification of Pacific Highway is essential.
#2 . The continued development of a multi-cultural community learning to interact with one another. Having different cultural
representation at community events and activities will go a long way to creating comfortable relations and understanding.
#3 - The education system in Tukwila. The school system in Tukwila lags behind other cities within our region. The high
school has no AP classes or electives, such as wood shop. After having two kids recently graduate from Foster, I feel the
Tukwila school's are at a crossroads. My father is one of the school bus drivers for the district. There has been a significant
influx of multi-cultural backgrounds that need to be given the motivational tools to succeed on an academic level. These high
school kids are potentially the future citizens and homeowners of Tukwila.
Discuss your qualifications relevant to the position of Tukwila City Councilmember.
I have been a resident of Tukwila for 23 years. My education includes an M degree from Highline Community College, a BS in
Business Administration from City University of Seattle, and an Enrolled Agent license from the IRS. I work as a Tax Accountant
and understand the complexities in working with Federal and State agencies. I am also a member of Tukwila's Jewish
community. I have attended Beit Ha Shofar most of my life and I've worked within the congregation at various leadership levels,
including leading the synagogue for a 3 year period of time. This involved making many decisions that considered our community
as a whole. Currently I am involved with the Capitol Hill Community Resource Center (CHCRC) as the treasurer. The CHCRC is
a non-profit group seeking to help the homeless and low income individuals on Capitol Hill. I have worked in Tukwila's 'Block
Watch' efforts, Thanksgiving dinners for the homeless, and attended meetings on community development. I am qualified to
serve on the Tukwila City Council because I feel in can make decisions that serve the city as a whole. I bring strong
communication skills, both written and verbal, and am an avid listener to other people's concerns. Through my time as a
synagogue elder and serving the CHCRC, I understand what it is to serve the people as a whole. I consider myself to be a real
team player, enjoying the success that comes from working and accomplishing together.

The position of Councilmember #7 will be up for election in November 2009. Do you intend, and are
you willing to run for this elected position?
Based on Jacking the experience of the demands/nature of being a city council member and my ability to
judge my contribution in the future at this time, unknown composition of the future city council "team" and
my compatibility with that "team" to make forward progress, and unknown career goals and opportunities
with my current or any future employer, J am unable in good conscience to declare that I would intend to
run for this position November 2009 at this time.
As a side note to this question, J assume it is being asked, because it might be felt that consistency and
continuity of council members over lime is a benefit to the community. While this is true to a certain
extent, it's not clear that the founding fathers of our country had intended that political service was to be
a life long career.
Three Councilmember positions (#2, 4 and 6) were up for election in November 2007. Did you file a
declaration of candidacy in order to seek election to any of these three positions? If no, why?
No. To mount a serious campaign for those positions would have required making a firm decision to
enter the race by May of 2007, which at that time J had the following reservations:
a} I had anticipated funding for a project at work that I had desired to work on and was expecting that it
was going to be demanding of my time and focus, thus 1 was unsure I could dedicate the time required to
adequately perform as a city council member. Since that time, that funding has been deferred.
b) At the fife stage I am currently in, it was difficult to commit to a office with the anticipated time
demands that had a three year rommllment to fulfill. This current unique situation of completing the two
remaining years of posffion #7 is a lower threshold of commitment to consider.
Identify the three highest priorities you believe the City of Tukwila needs to address. How do you
propose to address each priority?
1) Reduce turnover of citizen population by encouraging studies to identify causes for transitory
behavior and potential solutions that could be implemented to stabilize the population.
2) Encourage increased utilization of vacated property in the Tukwlla Urban Center and TukwHa
International Boulevard areas, by encouraging land owners to share perceived obstacles to
redevelopment whlle listening to residents and guests for needs they may have.
3) Increase citizen participation in city government, by encouraging use of Channel 21 to transmit
council, committee, & COW meetings, participation in town hall like meetings scheduled throughout
the city, actively solicit citizen input, and find ways to motivate citizens to attend meetings.

The purpose of this letter is to express my interest in the open seat on the Tukwila City Council.
In addition to this letter, I am submitting my resume and a completed application packet.
Currently, I am employed with the Office of King County Executive Ron Sims as the Director of
Council Relations. This position has provided me with a range of experi ences, the opportunity to
be innovative in the development and implementation of public policy initiatives, and the chance
to observe the political nuance of the intersection between politics and government. Prior to my
joining the Intergovernmental Relations team I have years of experience - both within
government and on campaigns - in community organizing and constituency development. My
expertise in both government relations and community organizing, I believe, will be an important
asset to the Tukwila City Council.
Along with excellent analytic skills, which include maintaining strict standards of accuracy and
objectivity, I have the ability to communicate information, results and findings that respond to the
needs and the expectations of those to whom I am accountable, who in this case will be the
citizens ofTukwila. In my several years of experience, I have discovered that this combination of
technical aptitude, highly developed communication skills and a strong interest in working with
people with diverse opinions is somewhat unique but necessary to perform the duties as council
relations.
My professional goal for the past decade has been to prepare myself for a highly responsible
public service position. While my route to that goal has been circuitous to say the least, it has
provided me with an incredible wealth of experience and the acquisition of extensive academic
and professional credentials. I have degree in Political Science. I have worked in community
relations as a stakeholder organizer as well as in management at Evergreen Hospital in Kirkland.
I have had the opportunity to produce work products independently, as well as in team settings.
In those situations where I was called upon to be a consensus builder, I believe I did so with
fairness and with an ability to bring out the very best in people.
I never expected to come across a professional opportunity that seemed so in-line with my
personal and professional aspirations, much less one that would put me in direct line for other
equally re\varding opportunities.
My wife, Nichole, and I chose this city because it provides the fundamentals to raise a family;
beautiful homes and neighborhoods, great businesses, good schools, wonderful parks, green
spaces and trails. The type of amenities that young families like us look for in a community to
call home. Tukwila is very important to me, and to Nichole, and we look forward to being a part
of this community and, hopefully, a leader in it for years to come.

Why are you interested in serving as a Tukwila City Councilmember?
I believe that public service is a privilege and a responsibility for those of us who feel
that we can make a positive difference. Although unsuccessful in my first attempt at
public office, the process of running for City Council only reinforced my commitment to
serve the citizens of Tukwila. I love people and public policy and the opportunity to
serve on the Tukwila City Council would allow me to use my experience and skills to
help the community where my wife and I have chosen to reside. As Council Liaison
for the King County Executive, I daily observe the Executive and Legislative branches
balance very complicated policy issues and provide reasonable solutions to address
complex problems. This experience has been invaluable in informing my knowledge
of balancing the needs of the many with the practice al realities of budgets,
implementation and impacts of public policy. I want to be a voice for the citizens of
Tukwila by encouraging fiscal responsibility and proactively shaping a vision for
development of Tukwila that is sustainable on multiple levels. We can do this by
prioritizing long term residents and businesses, ensuring strong transportation
infrastructure, investing in parks and open space and reducing environmental impacts
to protect our rivers and streams. My priorities will be focusing on a strong city and
strong neighborhoods. These are the attributes that brought my wife and I to Tukwila
and I want to encourage our city to continue to move in this positive direction.

My first goal is to continue the work of the council in their pursuit of fiscal discipline as
it enhances future economic development opportunities for our city while ensuring
Tukwila's citizens benefit today from the city's sound financial standing. Further, I
have specific legislative goals to continue to draw people to our city that include:
. Enhancing neighborhood infrastructure such as sidewalks and curbs
. Light synchronization for public safety and improve traffic
. Investments in parks to ensure our children have safe playgrounds and the
creation of additional walking and biking paths for both residents and visitors to
enjoy.
. The recent state law change regarding the sales tax has an impact on the type
of businesses that are located in our city. We will need to transition out of
warehouses and encourage newly inspired economic development through the
diversity of types of businesses.
I believe that I can be the person to bring people together to make reasonable
decisions to ensure the necessary investments in Tukwila's future.

The position of Councilmember #7 will be up for election in November 2009. Do you intend, and are
you willing to run for this elected position?
Yes. I ran for office last year for Position 2. Although unsuccessful I was inspired by
the residents and the process and believe that I can be effective candidate in the
future. One of the most significant lessons that I've learned is in this community I
must start earlier and work harder so that there are clear examples of my aptitude on
issues affecting our city and my commitment to serving its residents.
Three Councilmember positions (#2/ 4 and 6) were up for election in November 2007. Did you file a
declaration of candidacy in order to seek election to any of these three positions? If no/ why?
Yes. I officially ran for Position 2, again it was a great experience and it was my first
attempt at running for office. Even though I have been involved in many local and
statewide campaigns, there is nothing like being the actual candidate. I learned that
there are quite a few people who want me to succeed and engage on more issues
currently affecting the city. This is the community that I've chosen to raise a family
and I am committed to improving our city by continued involvement. The experience
of running for office last year only redoubled my commitment to work on behalf of the
citizens of Tukwila.
Identify the three highest priorities you believe the City of Tukwila needs to address. How do you
propose to address each priority?
I believe Tukwila's three highest priorities are: Fiscal Vigilance, encouraging
economic opportunities and expanding community development this enhancing
quality of life for our citizens.
Fiscal Vigilance: We must continue to plan ahead to ensure that what this city enjoys
today is secured for the future. There are clear challenges on the horizon such as I
mention below with streamlined sales tax and the financial impact it has on the
immediate economic future of city revenue. I will continue to support and encourage

fiscal management in this critical time. In a time where services need to be
maintained and it will take creative ideas makes sure the economic growth is
sustainable. This is unique opportunity that draws me to apply for this open position,
to build for the future and to secure long term prosperity of our city.
Economic Opportunities: We must continue to invest in Tukwila's key transportation
corridors to encourage the movement of goods and services because of the relative
accessibility to three major traffic corridors 1-405, 1-5 and 509. Additionally, I want to
help raise the regional profile of Tukwila as a business destination, which will require
significant work with other government jurisdictions. The recent state law change
regarding the sales tax has an impact on the type of businesses that are located in
our city. We will need to transition out of warehouses and encourage newly inspired
economic development through the diversity of types of businesses. The destination
sales tax truly affects the manufacturing market in the city I would like to work with
businesses owners to make sure the transition is equitable while encouraging new
forms of business locate in our city
Community Development:
The key is supporting positive development where neighbors, community groups and
businesses support community development, pedestrian and bikeway improvements
and livable community projects that focus on sustainability. This investment has the
potential to improve the tax base by offering additional basic retail needs of the
residents. I would like to increase the opportunities for resident engagement forums
that focus a cooperative effort towards greater public safety, and business and
neighborhood enhancements. I support smart growth that is sensitive to the residents
and the environment and I would like to see how all proposed development projects
address those needs. In my experience I've found that the key to evaluating the
merits of any public policy decision requires an open mind and dedication to factual
research. These are the qualities that I remain committed to on behalf of the citizens
of Tukwila. They deserve nothing less than that kind of commitment to protect there
tax dollars.

I am a young professional who over five years ago chose Tukwila as a place I wanted
to live and raise a family. If chosen I will bring my personal and professional
experience to the City Council. As mentioned above, I have significant experience
with legislative and executive initiatives and have served on the personal staff to King
County Executive Ron Sims for the past four years. Prior to my service at King
County, I worked on numerous campaigns, which provided a wealth of experience

In my current position with King County, it is my responsibility to create effective

policy issues and work collaboratively to find solutions. One of the most important
responsibilities I have throughout the year is participating as one of the budget
negotiators over the $4.5 billion King County budget. It requires me to be detail
