Meeting Minutes
January 23, 2008 5:00p.m.

CALL TO ORDER: Committee Chair Robertson called the meeting to order at 4:58 p.m.
I. PRESENTATIONS
No presentations.
H. BUSINESS AGENDA
A. Interlocal Agreement to Provide Tourism and Marketing Service to the Citv of Kent
Staff is seeking Council authorization to enter into an Interlocal Agreement with the City of Kent
for Seattle Southside Visitors Services to provide the City of Kent with tourism and marketing
services.
The City had a three-year agreement with the City of Kent which expired on December 31, 2007.
This interlocal will replace the expired agreement. The new interlocal agreement was re-written
by the City Attorney's office. The intent of the new document is the same as the previous,
however it is much clearer. Additionally, the agreement will be renewed automatically on an
annual basis.
Staff briefly explained the Lodging Tax dollars associated with Seattle Southside Visitor
Services. The Committee inquired about the amount of the interlocal agreement, how the dollar
amount was determined and if there were any plans to increase the contract amount in the future.
Since representatives from Seattle Southside were not in attendance at the meeting, a detailed
answer could not be provided. Staff will research the inquiry and follow-up with the Committee.

R. An Ordinance Adopting by reference RCW 9.16.260. Cyberstalkin2
In order to prosecute cyberstalking in Tukwila, the City must adopt an ordinance referencing
RCW 9.16.260. The City Prosecutor has seen evidence of this crime in recent police reports and
would like the ability to prosecute this offense. This will require the City to adopt this ordinance.
If the ordinance is not adopted, the offense cannot be prosecuted. UNANIMOUS APPROVAL.

C. An Ordinance Adonting by reference RCW 9A.56.063. Making or Possessing Motor Vehicle
Theft Tools
As with the ordinance above, the City Prosecutor has requested the City adopt this statute by
reference. In 2007, the State Legislature made making or possessing motor vehicle theft tools a
crime. There is a similar statute in place regarding burglary tools; however, motor vehicle theft

tools are not prosecutable under that statute. UNANIMOUS APPROVAL. FORWARD TO

D. An Ordinance Amending TMC 7.04.090. Dangerous Dog Appeal Process
The City contracts with King County for animal control services. For the most part, the City has
adopted the County's regulations with the exception of regulations pertaining to dangerous and
potentially dangerous dogs.
Currently, if someone were to challenge the designation of a dangerous dog, King County
Animal Control Authority Board of Appeals would handle the process. An ordinance amending
the Tukwila Municipal Code will change that process to be handled by the City's Hearing
Examiner. In summary, all this amendment will change is who will handle the appeal processes.

E. Technology Options for Use by City Council
The City Council has previously discussed technology options for Councilmembers, however, a
specific technology option was not identified for use and no decisions were made regarding how
to proceed with this matter. This current Committee discussion of technology options was a
direct result of a recent request for public information.
After a lengthy discussion and comparison of possible technical devices that could be utilized by
the Council, the Committee recommended the full Council consider purchasing laptops for each
Councilmember and the Council Legislative Analyst.
The laptop devices should include, at a minimum: Microsoft Office, WiFi capability, and cell
cards for internet e-mail access. If laptops are chosen as the preferred technical device of the
Council, the Committee suggested creation of a replacement policy.
Committee Chair Robertson requested that this item be placed on the January 26 COW for
discussion by the full Council. Kimberly reminded the Chair that Council process requires
placement of agenda items by either the Council President or support of a minimum of four
Councilmembers. Chair Robertson said that he would discuss the issue with Council President
Duffie. If approved, this item will require submission of a Council Agenda Synopsis and
supporting documentation to the City Clerk's office by 10:00 a.m. tomorrow. DISCUSSION

F. Future Agenda Items and Meeting Protocal
Committee Chair Robertson proposed six possible projects for the 2008 Finance and Safety
Committee. All Committee members were in favor of discussing the items outlined below
throughout the year. Kimberly reminded Committee members that any new projects will need to
be assigned to staff through Administration. Additionally, new projects ideas should briefly be
discussed with full Council to gauge support.
1. Animal Control
The Committee has requested staff provide an update on the status of the contract
between the City and the County for Animal Control.
Additionally, after the contract is implemented with a dedicated animal control officer for
Tukwila, the Committee would like staff to report out on the agreement, process and
service status one month after implementation, then two months after that, and then on a
quarterly basis.

2. Bi-Annual Budgeting
The Committee would like Kevin Fuhrer to make a presentation to a Committee of the
Whole meeting during the first quarter regarding the pros and cons of bi-annual
budgeting verses the City's current process.
3. Safety in Overnight Lodging
Review the City's current ordinance and suggest possible improvements and applicable
updates.
4. Panhandling Ordinance
Consider a panhandling ordinance for Tukwila. Review how Tacoma's ordinance is
working, and if it is defensible. Ask the City Attorney to comment on this type of
ordinance.
5. Council Goals Applicable to Finance and Safety Committee
The Committee was going to review the 2008 Council goals to determine which should
be assigned to the Finance and Safety Committee for completion. Kimberly stated that
the Council goals will be reviewed at the upcoming retreat, and that it may be best to
have the full Council determine the appropriate Committee assignments. The Committee
agreed.
