Stormwater Management Program
ISSUE
Approve the City's 2008 Stormwater Management Program.
BACKGROUND
The National Pollutant Discharge Elimination System (NPDES) requires the City to implement a
comprehensive Stormwater Management Program (SWMP) which complies with the requirements outlined in
the City's NPDES Phase II permit that became effective February 16,2007. The conditions of the permit
require the City to develop a SWMP and submit annual reports to the Department of Ecology outlining our
progress in meeting permit requirements by March 31 Sl of each year.
Once submitted to the Department of Ecology, this plan will be used to determine whether permit obligations
are being met. The SWMP document commits the City to activities which have staffmg, training, procedural,
and documentation requirements which the City must follow. The SWMP will be updated annually to reflect
any required changes in our program and to provide greater detail as various programs are fully developed.
ACTION TAKEN
Working with City staff, Parametrix, the City's consultant, reviewed existing City stormwater utility policies,
procedures and requirements of the NPDES Permit. A draft SWMP was produced which outlines the City's
current and planned activities required bringing us into full compliance with the permit. The plan was written
to take credit for activities currently performed and limit new activities to those easily obtainable or strictly
required by the permit. The SWMP follows the organization of the NPDES Permit and addresses the five
required permit components. The five components are as follows:
1. Public Education and Outreach
2. Public Involvement and Participation
3. Illicit Discharge Detection and Elimination
4. Controlling Runoff from New Development, Redevelopment, and Construction Sites
5. Pollution Prevention and Operation & Maintenance for Municipal Operations Monitoring
