Subject: Six -Year Transportation Improvement Program (2009 2014)
Annual update of the Six -Year Transportation Improvement Program for the years 2009 2014.
The Transportation Improvement Program (TIP) is updated annually as required by RCW. The TIP is
adopted by resolution after a public hearing at the local agency level and incorporated into the regional
and state TIP's. The TIP is primarily a financial planning document for projects competing for grants.
Any project submitted for federal grant funding must be included in the local, regional and state adopted
TIP's.
The TIP is a rolling plan showing various funding sources: grants, developer, and local funds. Projects
"roll" as funds or stages (design report, fmal design, construction) occur.
Tukwila's TIP and Capital Improvement Plan (CIP) list many of the same transportation related projects.
The TIP lists only those transportation- related projects planned within the next six years that are deemed
regionally significant. The City's CIP lists transportation projects planned in the next six years and
beyond, as well as water, sewer, surface water, and capital facilities. The TIP is required to be adopted by
July 1 on an annual basis, while the CIP is prepared during summer /fall in conjunction with the City's
budget preparation. Differences between the two may be due to priority changes, funding availability
changes, or other factors that normally occur during the time between adoption of each document.
ACTION TAKEN
The attached spreadsheet is the "Draft" 2009 2014 '1'1N and was created by modifying the 2008 2013
TIP to add or remove projects, adjust project costs, and reprioritize the list of projects.

RECOMMENDATION
Forward the resolution to the next Committee of the Whole meeting to hold a Public Hearing and adopt the

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, ADOPTING A SIX -YEAR TRANSPORTATION
IMPROVEMENT PROGRAM, AND DIRECTING THE SAME TO BE FILED
WITH THE STATE SECRETARY OF TRANSPORTATION AND THE
TRANSPORTATION IMPROVEMENT BOARD.
WHEREAS, pursuant to the requirements of RCW Chapters 35.77 and 47.26 as amended,
the City Council of the City of Tukwila has previously adopted a Transportation Improvement
Program and thereafter periodically modified said Transportation Improvement Program by
resolution; and
WHEREAS, the City Council has reviewed the work accomplished under said program,
determined current and future City street and arterial needs, and based upon these findings has
prepared a Six -Year Transportation Improvement Program for the ensuing six (6) calendar years
(2009- 2014); and
WHEREAS, a public hearing was held on the said Six -Year Transportation Improvement
Program on June 9, 2008;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Filing of Program. The City Clerk is hereby authorized and directed to file a
copy of this resolution, together with the exhibit attached hereto, with the Secretary of
Transportation and the Transportation Improvement Board of the State of Washington.

ISSUE
Approve ordinance to acquire property for the Tukwila Urban Center Access Project (Klickitat).
DISCUSSION
Final design for Tukwila Urban Center Access Project (Klickitat) is complete. Right -of -Way
(ROW) is needed along the project in order to construct the proposed improvements. Temporary
construction easements and one permanent easement are also necessary. The project is scheduled
for advertisement in the third or fourth quarter of 2008, once the ROW is secured and the Local
Improvement District (LID) funding mechanism is established. There are only two parcels
affected by ROW acquisition, but three parcels will be affected by easements. The details are
shown in the following table with approximate property square footage:

The attached ordinance provides the authority to acquire the needed property. As with previous
projects that have involved acquiring additional property, the City will do everything within its
power to work cooperatively with the property owners. However, should the City not be
successful in these efforts, condemnation of the property would be required. Letters have been
mailed to property owners notifying them of this potential condemnation and the Council's
schedule for ordinance approval.
RECOMMENDATION
Approve ordinance authorizing the acquisition of property for the Tukwila Urban Access Project.

AN ORDINANCE OF THE CITY OF TUKWILA,
WASHINGTON, AUTHORIZING AND PROVIDING
FOR THE ACQUISITION OF LAND FOR THE
PURPOSE OF CONSTRUCTING THE TUKWILA
URBAN CENTER ACCESS PROJECT (KLICKITAT-
SOUTHCENTER PARKWAY ACCESS REVISION), IN
TUKWILA, WASHINGTON; PROVIDING FOR
SEVERABILITY; AND ESTABLISHING AN
EFFECTIVE DATE
WHEREAS, in order to maintain and improve existing public streets and to meet the
current and future requirements and goals of the City of Tukwila Comprehensive Plan
related planning documents, it will be necessary for the City to acquire real property; and
WHEREAS, the City of Tukwila will be reviewing and approving specific project plans,
schedules and budgets for the Tukwila Urban Center Access Project (Klickitat-
Southcenter Parkway Access Revision, Project Number 84 -RW19) (the "Project and
WHEREAS, in order to complete the Project, it has been determined that the City of
Tukwila must acquire the property and property rights described in Exhibit A for the
public uses of public streets; and
WHEREAS, the City of Tukwila has commissioned appraisals to determine the fair
market value of the properties and will continue to negotiate in good faith with the
owners of the properties authorized to be acquired with the intent of reaching agreements
for the voluntary acquisition of the property for fair market value; and
WHEREAS, the funds necessary to acquire the property by voluntary purchase or to pay
just compensation adjudged due after condemnation shall be paid from City of Tukwila
funds; and
WHEREAS, the City of Tukwila is authorized by RCW 35A.64.200 and Chapter 8.12
RCW to initiate eminent domain proceedings for the condemnation of the property; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, DOES HEREBY ORDAIN AS FOLLOWS:

Section 1. Public Use and Necessity Declared: The City of Tukwila City Council
specifically fords construction of the Project to be a public use; specifically the
construction of public streets and public walkways providing for additional vehicular and
pedestrian capacity. The City Council specifically fords construction of the Project to be
necessary, and in the best interests of the citizens and motorists within the City of
Tukwila.
Section 2. Mayor Authorized: The Mayor is hereby authorized to negotiate and prepare
such agreements as are customary and necessary for the acquisition of the real property
interests described in Exhibit A, said property to be used for the public use of
construction of the Project. Execution of such fmal agreements by the Mayor shall occur
only after approval by the City Council at an open public meeting.
Section 3. Settlement: The Mayor is further authorized to settle condemnation litigation
or enter administrative settlements (a settlement in lieu of initiating condemnation
litigation) for the acquisition of the real property interests described in Exhibit A. Such
settlements shall be made only upon the recommendation of legal counsel, for amounts
deemed to be a reasonable estimation of fair market value, and shall be subject to final
approval by the City Council at an open public meeting.
Section 4. Condemnation: In addition to the authority granted to the Mayor in Sections
2 and 3 above, condemnation proceedings are hereby authorized to acquire property and
property rights and/or rights in property described in Exhibit A. The Mayor is
additionally authorized to make minor amendments to the legal descriptions of properties
described in the Attached Exhibit A, as may be necessary to correct scrivener's errors or
to conform any legal description to the precise boundaries of the property actually
acquired for construction of the Project. Condemnation of the property is subject to the
making or paying of just compensation to the owners or possessors thereof, in a manner
provided by law.
Section 5. Compensation and Source of Funds: Compensation shall be made for the
land taken and damaged. The funds necessary to acquire the property by purchase or to
pay just compensation adjudged due after condemnation shall be paid from the City of
Tukwila's Capital Improvement Program funds.
Section 6. Severability: Should any section, paragraph, sentence, clause or phrase of
this ordinance, or its application to any person or circumstance, be declared
unconstitutional or otherwise invalid for any reason, or should any portion of this
ordinance be pre empted by state or federal law or regulation, such decision or pre-
emption shall not affect the validity of the remaining portions of this ordinance or its
application to other persons or circumstances.
Section 7. Effective Date: This ordinance shall be published in the official newspaper
of the City, and shall take effect and be in full force five (5) days after the date of
publication.

Consultant Agreement
ISSUE

Execute an agreement with Fehr and Peers/Mirai to provide transportation modeling services in
conjunction with the City's Concurrency Management.
BACKGROUND
In December 2005, the City updated its Transportation Element as part of the state- required update to
the Comprehensive Plan. In the Transportation Element, level of service standards are established
which Tukwila is required to implement and maintain. One tool to assist the City is the emme /2
traffic model that was used to develop the Transportation Element. Mirai Associates, now called
Fehr and Peers/Mirai, was the consultant retained by Tukwila in 2002 to develop the city -wide
transportation model as well as update the Concurrency Model in 2006 and 2007. At this time, the
model should be updated once each year. As development occurs, the frequency of the update
should be adjusted to reflect the City's needs.
ANALYSIS
Regular and continuing maintenance of the City's traffic model is beneficial in several ways. First,
in 2015 when the City will next update the Comprehensive Plan, a much smaller expense and effort
will be required to model transportation needs. Second, by using the model to support concurrency
management, the City will be assured that adequate transportation facilities will be available to
support growth in a timely manner. It is a powerful tool in scientifically assigning priorities and
planning capacity- related road projects. Thirdly, by the City assuming this responsibility, it should
speed up the development process and shorten approval times for new permit applications.
Much, if not ultimately all, costs of the concurrency model update will be borne by the development
community in the form of the Concurrency Test Fee, which was implemented in March 2007. The
cost to the developer will be a savings of both time and money due to the dramatic change in
Transportation Impact Analysis (TIA) requirements.
RECOMMENDATION
Authorize the Mayor to execute an agreement with Fehr and Peers/Mirai, not to exceed $32,453 to
provide transportation modeling services to maintain the City's model and support the Concurrency
Management Program.

CONSULTANT AGREEMENT FOR
TRANSPORTATION MODELING SERVICES
THIS AGREEMENT is entered into between the City of Tukwila, Washington, herein -after referred
to as "the City and Fehr and Peers/Mirai, hereinafter referred to as "the Consultant in consideration
of the mutual benefits, terms, and conditions hereinafter specified.
1. Project Designation. The Consultant is retained by the City to perform transoortation
modeling services in connection with the project titled Concurrence Mangement
2. Scope of Services. The Consultant agrees to perform the services, identified on Exhibit "A"
attached hereto, including the provision of all labor, materials, equipment and supplies.
3. Time for Performance. Work under this contract shall commence upon the giving of written
notice by the City to the Consultant to proceed. The Consultant shall perform all services and
provide all work product required pursuant to this Agreement by December 31, 2008, unless
an extension of such time is granted in writing by the City.
4. Payment. The Consultant shall be paid by the City for completed work and for services
rendered under this Agreement as follows:
A. Payment for the work provided by the Consultant shall be made as provided on Exhibit
"B" attached hereto, provided that the total amount of payment to the Consultant shall not
exceed $32,453 without express written modification of the Agreement signed by the
City.
B. The Consultant may submit vouchers to the City once per month during the progress of
the work for partial payment for that portion of the project completed to date. Such
vouchers will be checked by the City and, upon approval thereof, payment shall be made
to the Consultant in the amount approved.
C. Final payment of any balance due the Consultant of the total contract price earned will be
made promptly upon its ascertainment and verification by the City after the completion of
the work under this Agreement and its acceptance by the City.
D. Payment is provided in this section shall be full compensation for work performed,
services rendered, and for all materials, supplies, equipment and incidentals necessary to
complete the work.
E. The Consultant's records and accounts pertaining to this Agreement are to be kept
available for inspection by representatives of the City and state for a period of three (3)
years after final payments. Copies shall be made available upon request.
5. Ownership and Use of Documents. All documents, drawings, specifications and other
materials produced by the Consultant in connection with the services rendered under this
Agreement shall be the property of the City whether the project for which they are made is
executed or not. The Consultant shall be permitted to retain copies, including reproducible
copies, of drawings and specifications for information, reference and use in connection with
the Consultant's endeavors. The Consultant shall not be responsible for any use of the said
documents, drawings, specifications or other materials by the City on any project other than
the project specified in this Agreement.
6. Compliance with Laws. The Consultant shall, in performing the services contemplated by
this Agreement, faithfully observe and comply with all federal, state, and local laws,
ordinances and regulations, applicable to the services to be rendered under this Agreement.
7. Indemnification. The Consultant shall indemnify, defend and hold harmless the City, its
officers, agents and employees, from and against any and all claims, losses or liability,
including attorney's fees, arising from injury or death to persons or damage to property
occasioned by any act, omission or failure of the Consultant, its officers, agents and
employees, in performing the work required by this Agreement. With respect to the perform-
ance of this Agreement and as to claims against the City, its officers, agents and employees,
the Consultant expressly waives its immunity under Title 51 of the Revised Code of
Washington, the Industrial Insurance Act, for injuries to its employees, and agrees that the
obligation to indemnify, defend and hold harmless provided for in this paragraph extends to
any claim brought by or on behalf of any employee of the Consultant. This waiver is mutually
negotiated by the parties. This paragraph shall not apply to any damage resulting from the
sole negligence of the City, its agents and employees. To the extent any of the damages
referenced by this paragraph were caused by or resulted from the concurrent negligence of the
City, its agents or employees, this obligation to indemnify, defend and hold harmless is valid
and enforceable only to the extent of the negligence of the Consultant, its officers, agents and
employees.
8. Insurance. The Consultant shall secure and maintain in force throughout the duration of this
contract comprehensive general liability insurance, with a minimum coverage of $500,000 per
occurrence and $1,000,000 aggregate for personal injury; and $500,000 per occurrence/
aggregate for property damage, and professional liability insurance in the amount of
$1,000,000.
Said general liability policy shall name the City of Tukwila as an additional named insured
and shall include a provision prohibiting cancellation of said policy except upon thirty (30)
days prior written notice to the City. Certificates of coverage as required by this section shall
be delivered to the City within fifteen (15) days of execution of this Agreement.
9. Independent Contractor. The Consultant and the City agree that the Consultant is an inde-
pendent contractor with respect to the services provided pursuant to this Agreement. Nothing
in this Agreement shall be considered to create the relationship of employer and employee
between the parties hereto. Neither the Consultant nor any employee of the Consultant shall
be entitled to any benefits accorded City employees by virtue of the services provided under
this Agreement. The City shall not be responsible for withholding or otherwise deducting
federal income tax or social security or for contributing to the state industrial insurance
program, otherwise assuming the duties of an employer with respect to the Consultant, or any
employee of the Consultant.
10. Covenant Against Contingent Fees. The Consultant warrants that he has not employed or
retained any company or person, other than a bonafide employee working solely for the
Consultant, to solicit or secure this contract, and that he has not paid or agreed to pay any
company or person, other than a bonafide employee working solely for the Consultant, any
fee, commission, percentage, brokerage fee, gifts, or any other consideration contingent upon
or resulting from the award or making of this contract. For breach or violation of this warrant,
the City shall have the right to annul this contract without liability, or in its discretion to
deduct from the contract price or consideration, or otherwise recover, the full amount of such
fee, commission, percentage, brokerage fee, gift, or contingent fee.
11. Discrimination Prohibited. The Consultant, with regard to the work performed by it under
this Agreement, will not discriminate on the grounds of race, color, national origin, religion,
creed, age, sex or the presence of any physical or sensory handicap in the selection and
retention of employees or procurement of materials or supplies.
12. Assignment. The Consultant shall not sublet or assign any of the services covered by this
Agreement without the express written consent of the City.
13. Non Waiver. Waiver by the City of any provision of this Agreement or any time limitation
provided for in this Agreement shall not constitute a waiver of any other provision.
14. Termination.
A. The City reserves the right to terminate this Agreement at any time by giving ten (10)
days written notice to the Consultant.
B. In the event of the death of a member, partner or officer of the Consultant, or any of its
supervisory personnel assigned to the project, the surviving members of the Consultant
hereby agree to complete the work under the terms of this Agreement, if requested to do
so by the City. This section shall not be a bar to renegotiations of this Agreement
between surviving members of the Consultant and the City, if the City so chooses.
15. Attorneys Fees and Costs. In the event either party shall bring suit against the other to
enforce any provision of this Agreement, the prevailing party in such suit shall be entitled to
recover its costs, including reasonable attorney's fees, incurred in such suit from the losing
party.

Tukwila Model Update and Annual Concurrency Analysis (2008)
Scope of Work
For the Annual City -wide Concurrency Analysis Report:
1. The City will work with Fehr and Peers /Mirai (the Consultant) to identify traffic count
locations.
2. The City will provide traffic count raw data to the Consultant. The Consultant will review
the raw data and adjust the counts for PM peak hour. The City will provide a list of the
transportation improvements including new roadway construction, signal additions and
changes to signal timings that were implemented since the last modeling. The
Consultant will calculate 2008 levels of service using Synchro. The Consultant will
prepare an existing condition section in the report.
3. The City will update the existing land use database that was provided to the Consultant
for the 2007 modeling. The Consultant will convert the land use data to employment and
households that will be suitable for modeling.
4. The Consultant will update the base year model with the 2008 counts. The Consultant
will use the model created in 2007 based on the new PSRC model. The Consultant will
validate the new base year model with 2008 traffic counts.
5. The Consultant will review the most recent CIP report. The Consultant will include the
relevant transportation improvement projects in the model. The Consultant will identify
the housing and employment growth for next 6 years within the City and the region. With
the changes in the roadway network and the land use growth projections, the Consultant
will develop a 2014 concurrency model. Using the 2014 Tukwila travel demand model,
the Consultant will forecast the 2014 traffic volumes.
6. The Consultant will post process the model volumes and calculate 2014 concurrency
levels of service for all designated intersections in the City.
7. The Consultant will identify potential improvements where the intersections operate level
of service below the concurrency standard. The Consultant will attend a meeting to
discuss the analysis results and the potential improvements.
8. The Consultant will calculate levels of service with the recommended improvements.
9. The Consultant will prepare a draft concurrency status report and submit it for staff
review, and submit the final report after all staff comments are addressed.

ISSUE
Execute an agreement with Traffic Data Gathering to provide traffic counts for the annual update to
the City's Concurrency Management Program.
BACKGROUND
Current traffic count data is necessary to the city's annual update to the Concurrency model.
Traffic Data Gathering provided count data for the 2007 model update and currently holds the
contract for the city's annual traffic count program.
ANALYSIS
Similar locations that were counted last year need to be revisited again. A few locations were
removed due to anticipated extended road closures. Additionally, locations were added that
haven't been counted in a few years. A total of 10 locations for 24 hour counts (tube counts)
and p.m. peak hour turning movements will be counted at 58 intersections. The total contract
amount is $13,480.00.

5. ACCEPTANCE AND FINAL PAYMENT
Final payment shall be due fifteen (15) days after completion of the work, provided the contract is
fully performed and accepted.
6. GENERAL CONDITIONS
The City and the Contractor agree upon the following general conditions which shall govern:
A. Contract Documents
The contract includes this Agreement, Scope of Work and Payment Exhibit.
The intent of these documents is to include all labor, materials, appliances and services of
every kind necessary for the proper execution of work, and the terms and conditions of
payment therefore.
The documents are to be considered as one, and whatever is called for by any one of the
documents shall be as binding as if called for by all.
The Contractor agrees to verify all measurements set forth in the above documents and to
report all differences in measurements before commencing to perform any work hereunder.
B. Materials, Appliances and Employees
Except as otherwise noted, the Contractor shall provide and pay for all materials, labor, tools,
water, power and other items necessary to complete the work.
Unless otherwise specified, all material shall be new, and both workmanship and materials
shall be of good quality.
Contractor warrants that all workmen and subcontractors shall be skilled in their trades.
C. Surveys, Permits and Regulations
The City shall furnish all surveys unless otherwise specified. Permits and licenses necessary for
the prosecution of the work shall be secured and paid for by the Contractor. Easements for
permanent structures or permanent changes in existing facilities shall be secured and paid for by
the City unless otherwise specified. The Contractor shall comply with all laws and regulations
bearing on the conduct of the work and shall notify the City in writing if the drawings and
specifications are at variance therewith.
D. Protection of Work, Property and Persons
The Contractor shall adequately protect the work, adjacent property and the public and shall be
responsible for any damage or injury due to his act or neglect.
E. Access to Work
The Contractor shall permit and facilitate observation of the work by the City and its agents and
public authorities at all times.
F. Changes in the Work
The City may order changes in the work, the contract sum being adjusted accordingly. All such
orders and adjustments shall be in writing. Claims by the Contractor for extra cost must be
made in writing before executing the work involved.
G. Correction of Work
The Contractor shall re- execute any work that fails to conform to the requirements of the
contract and that appears during the progress of the work, and shall remedy any defects due to
faulty materials or workmanship which appear within a period of one year from date of
completion of the contract and final acceptance of the work by the City unless the manufacturer
of the equipment or materials has a warranty for a longer period of time, which warranties shall
be assigned by Contractor to City. The provisions of this article apply to work done by
subcontractors as well as to work done by direct employees of the Contractor.
H. Owner's Right to Terminate Contract
Should the Contractor neglect to prosecute the work properly, or fail to perform any provision
of the contract, the City, after seven days' written notice to the contractor, and his surety, if any,
may without prejudice to any other remedy the City may have, make good the deficiencies and
may deduct the cost thereof from the payment then or thereafter due the Contract or, at the
City's option, may terminate the contract and take possession of all materials, tools, appliances
and finish work by such means as the City sees fit, and if the unpaid balance of the contract
price exceeds the expense of finishing the work, such excess shall be paid to the Contractor, but
if such expense exceeds such unpaid balance, the Contractor shall pay the difference to the City.
I. Payments
Payments shall be made as provided in the Agreements. Payments otherwise due may be
withheld on account of defective work not remedied, liens filed, damage by the Contractor to
others not adjusted, or failure to make payments properly to the subcontractors.
J. Contractor's Liability Insurance
Contractor will carry public liability and property damage insurance with carriers satisfactory to
the City, in the following amounts:
$50,000 property damage
500,000 public liability (each person)
$1,000,000 public liability (each occurrence)
with endorsements naming the City as an additional insured and will provide the City with
certificates of insurance prior to start of construction and with 30 days notice prior to
cancellation.
K. Performance Bond
The Contractor shall furnish to the City prior to start of construction a performance bond in an
amount of 100% of the contract in a form acceptable to the City. In lieu of bond for contracts
less than $25,000, the City may, at the Contractor's option, hold 5% of the contract amount as
retainage for a period of 30 days after final acceptance or until receipt of all necessary releases
from the Department of Revenue and the Depaitment of Labor and Industries and settlement of
any liens, whichever is later.
L. Liens
The final payment shall not be due until the Contractor has delivered to the City a complete
release of all liens arising out of this contract or receipts in full covering all labor and materials
for which a lien could be filed, or a bond satisfactory to the City indemnifying the City against
any lien.
M. Separate Contracts
The City has the right to let other contracts in connection with the work and the Contractor shall
properly cooperate with any such other contracts.
N. Attorneys Fees and Costs
In the event of legal action hereunder, the prevailing party shall be entitled to recover its
reasonable attorney fees and costs.
O. Cleaning Up
The Contractor shall keep the premises free from accumulation of waste material and rubbish
and at the completion of the work he shall remove from the premises all rubbish, implements
and surplus materials and leave the building broom clean.
P. Indemnification
The Contractor shall indemnify, defend and hold harmless the City, its officers, agents and
employees, from and against any and all claims, losses or liability, including attorney's fees,
arising from injury or death to persons or damage to property occasioned by an act, omission or
failure of the Contractor, its officers, agents and employees, in performing the work required by
this Agreement. With respect to the performance of this Agreement and as to claims against the
City, its officers, agents and employees, the Contractor expressly waives its immunity under

The Contractor shall comply with all Equal Employment Opportunity regulations and shall not
discriminate against any employee, applicant for employment, or any person seeking the
services of the Contractor on the basis of race, color, religion, creed, sex, age, national origin,
marital status or the presence of any sensory, mental or physical handicap.

The Notice to Proceed for Contract No. 08 -007 with Lakeridge Paving Company of Maple
Valley, Washington, was issued February 29, 2008, for construction of the Interurban Ave
S Pavement Repair Project. This project repaired and overlaid the outside travelled lanes
of Interurban Avenue South in the vicinity of the Interurban Plaza building (14900 Interurban
Ave South).
This contract was completed on March 25, 2008. Minor unit price overruns were
primarily due to using more asphalt concrete pavement then originally estimated.

BACKGROUND
The Walk Roll Plan is an implementation tool for goals and policies of the Tukwila
Comprehensive Plan. When adopted by Council, the Walk Roll Plan will serve as a guide for
City staff in determining where new bicycle and pedestrian improvements should occur, whether
they are built as part of a street resurfacing project, as part of a grant- funded project, or as part of
the required improvements of a development project.
The City of Tukwila was awarded a grant from the State of Washington Department of
Community, Trade, and Economic Development (CTED) in December 2005 to develop a city-
wide bicycle and pedestrian plan. Development of the Draft Walk Roll Plan included extensive
public involvement, input from which helped inform the Plan's recommendations. Public input
was received during a Walk Roll open house; Tukwila Days; the Backyard Wildlife Fair; and a
bike ride with Planning Commissioners, City Council members, local residents, and other
interested parties. Surveys were distributed to gather information on the types of bicycle and
pedestrian facilities that people would like to see built in Tukwila. A wide variety of groups were
included in the outreach effort, including members of the Cascade Bicycle Club, Feet First, the
Boeing Employees' Bicycle Club, the Tukwila School District, the Tukwila Rotary, Tukwila
employers, and staff from adjacent cities.
In April, a special work session was held with the Planning Commission, and staff joined a Parks
Commission meeting to review the recommendations in the Draft Walk Roll Plan. Discussion
topics and questions included how to implement the recommended actions, education and
enforcement, the relationship between traffic speeds and safety, bicycle detection systems at
traffic signals, how recommendations in the plan might affect level -of- service (LOS) of
Tukwila's streets, and the interface between transit use and bicycle and pedestrian facilities. Over
all, the recommended actions within the Draft Walk Roll Plan were well- received by the
Planning and Parks Commissioners.

DISCUSSION
After a recent review by DCD staff of the draft Parks, Recreation, Open Space Plan
developed by the Tukwila Parks Department and currently under review, maps in the Draft
Walk Roll Plan, including the Neighborhood Links maps (Figures 7 through 14) and
Recommended Bicycle Friendly Routes map (Figure 5) will need to be updated to ensure that
recommended multi -use trail locations are consistent between the two plans.
The Draft Walk Roll Plan contains six Recommended Actions for implementation, which
will provide the tools for building a connected non motorized transportation network in
Tukwila. The plan also contains a wealth of background information on existing conditions,
and performance goals and measurements to gauge progress towards achieving the
recommendations. The six Recommended Actions include the following:
1. Adoption of bicycle and pedestrian infrastructure designs Update the Public
Works' Development Guidelines and Design and Construction Standards to include
new or revised standards for bicycle and pedestrian facilities.
2. Designation and adoption of recommended "Bicycle Friendly Routes" Replace
the map in Tukwila's Comprehensive Plan that currently shows Bicycle Friendly
Streets (titled City of Tukwila Non Motorized Transportation Plan Category 1) with the
"Bicycle Friendly Routes" map in the Draft Walk Roll Plan (see Figure 5 on page
27)
3. Continue construction of neighborhood links Using the Neighborhood Maps on
Figures 7 through 14, as well as the map for the Tukwila Hill neighborhood, prioritize
which unimproved rights -of -way, sidewalks and trail links should be constructed.
Create project sheets to be included in the city's Capital Improvement Program.
4. More than the minimum for pedestrian safety Update the Public Works'
Development Guidelines and Design and Construction Standards with extra details
(i.e., pedestrian countdown signals, in- pavement pedestrian lighting, etc.) to improve
the design of pedestrian facilities and the overall walkability of the City.
5. Railbanking for the future Railroad spurs located within Tukwila, including within
the urban center and in the manufacturing and industrial center, may in the future
become an outdated /economically infeasible way of transporting goods. If railroad
spurs are abandoned, these easements of rights -of -way can be preserved as trails, as
long as property owners who have granted easements to the railroad companies agree
to transfer these easements to the City of Tukwila for trail use.
6. Promotion and participation in biking and walking programs Devote staff time
and continue to fund education and encouragement programs to promote biking and
walking in Tukwila.
RECOMMENDATION
Forward the Draft Walk Roll Plan to the Committee of the Whole for discussion.
