BACKGROUND The City acquired the play equipment as part of the park transfer from King County in 2003. In 1996, King County installed the Landscape Structures play equipment. This playground equipment has met its life expectancy and was replaced in a new location in the park with Park Project 03- PK07- FTDENT -07. The new playground improvement project was completed on April 16, 2008. DISCUSSION: Staff chose to leave the play equipment up during construction to allow a place for the children to play while the new playground was installed. It is now time to remove and dispose of the old playground equipment. RECOMMENDATION It is recommended that the City Council declare the Capital Equipment as surplus and authorize the Mayor initiate the disposal of the old Fort Dent Playground Equipment. DRAFT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKV\1JlA, WASHINGTON, DECLARING SURPLUS THE PLAYGROUND EQUIPMENT LOCATED AT 14800 STARFIRE WAY, FORT DENT PARK, AND AUTHORIZING ITS DISPOSAL. WHEREAS, the City of TukwiIa owns the 1996 Landscape Structures Playground Equipment located at 14800 Starfire Way, Fort Dent Park; and V\1fIEREAS, the 1996 Landscape Structures Playground Equipment at Fort Dent Park is obsolete and no longer needed by the City of Tukwila's Parks and Recreation Department; and V\1fIEREAS, the City of Tukwila Parks and Recreation Department recently purchased replacement playground equipment for Fort Dent Park; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUK\'\1JlA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Declaration of Surplus. The TukV\~a Parks and Recreation Department's 1996 Landscape Structures Playground Equipment, located at 14800 Starfire Way, Fort Dent Part, is hereby declared surplus. Section 2. Mayor Authorized to Dispose of Equipment. The Mayor is hereby authorized to initiate disposal of the playgrOund equipment described in Section 1 above. Policy 01-13 & 01-17 MEMORANDUM TO: Mayor Haggerton Community Affairs and Parks Committee FROM: 0 Rick Still, Deputy Director of Parks and Recreation DATE: May 20, 2008 SUBJECT: Purchase of Codiga Park Picnic Shelter and park amenities Parks and Recreation Department Bruce Fletcher, Director ISSUE Purchase of Codiga Park Picnic Shelter and various other park amenities from Northwest Playground Equipment, Inc. BACKGROUND Prior to the demolition of the barn from the old Codiga Farm site, staff measured and drew the gable barn structure. This information was used to create a unique gabled picnic shelter for the park being constructed at Codiga Park. This is one of the ways that the history of the site is being demonstrated in the design of the park. At this time, we are making purchases for various park amenities for three different parks. The order for all these items will be placed at the same time to save money on freight and to receive a discounted price prior to an unusual mid -year price increase. The items for Codiga Park will be "owner provided and contractor installed" while staff will install the other items at the Spray Park and Macadam Winter Garden. The picnic shelter is a 'long lead' item. The City ordering the shelter now will allow for a shorter construction contract with a completion date this fall, permits pending. DISCUSSION: Staff has obtained a bid from the State Bid list for the unique picnic shelter and various park amenities for three different parks: CODIGA: Picnic Shelter, 3 benches, 3 trash cans, 4 picnic tables; SPRAY PARK: 3 benches 1 trash can; and MACADAM WINTER GARDEN: 1 trash can. RECOMMENDATION It is recommended that the City Council authorize the Mayor to sign a Purchase Order for Northwest Playground Equipment, Inc. (State Bid Contract No. 14803) in the amount of $43,990.35 to purchase the Codiga Park picnic shelter and additional park amenities. Orders placed or requested for delivery after these dates are subject to price increase. It is the responsibility of the buyer to verify quantities and description of items quoted. Acceptance of this proposal indicates your agreement to the stated terms and conditions. EXCLUSIONS: Unless specified above, this quote excludes all site work and landscaping; removal of existing equipment; receiving inventory or equipment and unloading; storage of equipment prior to installation; required permits; equipment assembly installation; safety surfacing; borders ordrainage system; safety fencing PAYMENT TERMS: 50% is due at time of order with the balance due on delivery. Payments due and unpaid shall incur interest from the date payment is due at a rate of 18% annually. FREIGHT AND DELIVERY: Delivery times are currently 5+ weeks after order submittal. Unless otherwise noted, all equipment is delivered unassembled. Unloading, inventory, inspection and storage shall be the responsibility of the buyer. Buyer shall check the delivered ilems against the delivery receipt provided by the driver. Shortages or damages not noted on the delivery receipt shall be the buyer's responsibility. Freight damages and/or shortages must be reported to Northwest Playground Equipment within 10 days & concealed Shortages within 90 days. RESTOCKING: Items canceled, returned or refused will be subject to a minimum 25% restocking fee. All freight charges will be the responsibility of the buyer.
