ISSUE
Federal Highway Bridge Program grant application submittal for 2008.
BACKGROUND
Project grant applications to be considered for the Federal Highway Bridge Program funding are
due June 30, 2008. The City of Tukwila has one bridge that qualifies for funding at this time, the
Boeing Access Road Bridge over BNSF and UP railroads (a list of eligible bridges is attached).
This is the first available funding request for bridge repairs and replacement for several years.
ACTION TAKEN
With authorization by the Transportation Committee, staff will submit an application for grant
funding for the Boeing Access Road over BNRR Bridge Replacement Project.
If a project is funded, a 20% local match is currently anticipated. The actual local match
requirements will be determined at the time a project is funded. The current project cost estimate
may be approximately $20 million for the Boeing Access Bridge and this figure will be updated
before the application is submitted. The expected local match for a $20 million project is $4
million.
RECOMMENDATION
Authorize the submittal of a grant application for Boeing Access Road over BNRR Bridge
Replacement funding.

Draft Walk Roll Plan
INFORMATION MEMO
Transportation Committee y embers
ISSUE
Review of the Draft Walk Roll Plan, including potential Council action items, in preparation
for City Council review and adoption of the Walk Roll Plan.
BACKGROUND
DCD staff attended the Transportation Committee meeting on May 28, 2008 to provide a brief
overview of the Draft Walk Roll Plan, after which Transportation Committee members
asked for additional time to review and consider the recommendations and projects contained
in the Draft Walk Roll Plan. During the May 28 meeting, committee members requested a
list of potential Council action items be compiled for Transportation Committee review. Also
requested was research into Tukwila School District transportation policies related to bus
routes and bus stops.
DISCUSSION
Interspersed throughout the Walk Roll Plan are recommendations for changes to existing
standards. Attachment A compiles these recommendations into a draft list of potential action
items.
Staff contacted the Tukwila School District and Highline School District to learn more about
school district transportation policies. Federal funding provides money to school districts for
transporting students who live outside a 1 -mile radius from a school. The Tukwila School
District pays for bus service for elementary school students who live within the 1/2 mile to 1-
mile radius from their school. Additionally, some bus stops may be closer to schools than the
1 -mile radius because they are on an existing bus route and it is convenient for the bus to stop
in these areas on its way to school.

Within the Highline School District (see Attachment C for Service Area Maps), differing bus
service levels are provided for elementary, middle, and high school children. For elementary
students, bus service is provided for children who live outside a 1 -mile radius from their
school. For middle- school children, the radius is widened to 1 1 miles, and for high school
children the radius is 2 miles There are only two schools within the Highline School District
that City of Tukwila residents who typically would attend: McMicken Heights Elementary and
Tyee Educational Complex. Of note, no buses in the Highline School District are allowed to
use S 176 Street because of its steep grade.
RECOMMENDATION
Forward the Draft Walk Roll Plan to_the July 14 Committee of the Whole meeting for a
public hearing and discussion.

If a section of the bicycle network is
indicated on a street proposed for
capital improvement then plans should
include a bike lane during design and
construction. Identification as a separate
capital project will be needed for streets
that have recently been improved or
those not currently or likely to be listed
as a capital improvement project.
Having an adopted Plan provides
opportunities to ask private development
to help implement the Plan. Currently
the City requires all developments of five
residential units or more and all
commercial development to construct
frontage improvements, which typically
consist of storm drainage, curbs, and a
sidewalk.
City standards should be changed to
improve pedestrian facilities along
arterial roadways. This includes
requiring additional landscaping buffers
on streets with speeds over 30 miles per
hour, and improving the safety of
driveway aprons.
Potential Action
Require that all CIP street projects include sidewalks,
and all CIP street projects streets identified as
Bicycle Friendly Routes include bike lanes (or other
bicycle improvement according to the hierarchy of
recommended bicycle infrastructure designs).
Amend Chapters 11 and 17 of the TMC to require
adequate right -of -way for bike lanes when a
development is proposed along a designated Bicycle
Friendly Route.
Improving the safety of driveway aprons can be
accomplished by adopting the Ancillary Infrastructure
Designs (starting on p. 46 of the Draft Walk Roll
Plan) as part of Action #2 above.

The City of Tukwila currently allows
development of less than 5 lots an
exemption from the requirement to build
sidewalks. Most of the development

receives is infill involving less than 5

Potential Action
Amend Chapters 11 and 17 of the TMC to require the
construction of sidewalks and trails for new
development of one or more lots, including building
permits, short subdivisions, and/or boundary line
adjustments. Explore a fee -in -lieu program for
construction of sidewalks and trails in en
neighborhoods. Each neighborhood could be involved
in coming up with the connectivity map showing their
preference for sidewalks vs. trails; that would result in
a prioritized list of sidewalks /trails to be built.

existing trail system are neighborhood
oriented systems that will not
necessarily be competitive for funding
on a state or national level.
As new development occurs, the
creation of new pedestrian pathways
and /or streets should be considered for
improved pedestrian connectivity.
A budget to allow partnerships with developers during
development could provide the extra boost needed to
complete a missing link.

DRAFT LIST OF COUNCIL ACTION ITEMS
Participation in walking and biking
programs should be increased.
47 On- street bicycle facilities (bike lanes,
paved shoulders, wide curb lanes) need
to include signage that identifies them
for bicycle use if they are designated
bicycle routes.
Potential Action
Provide budget for additional staff time and
departmental programs dedicated to promoting
participation in bicycle programs, such as the bicycle
rodeo, Bike to Work events, Walk to School events,
articles written for the Hazelnut and City of Tukwila
website, funds to print and distribute trail and bicycle
route maps, and other partnerships would highlight
City- sponsored programs and increase participation.
Amend the city's Development Guidelines Design
and Construction Standards to require that designated
Bicycle Friendly Routes be signed for bicycle use.
Where there is no other accommodation Add as a standard and /or a program in the CIP.
for pedestrians and /ori bicycles, paved
shoulders should be added to the
roadway until such time as sidewalks
and bike lanes can be constructed.
34 Bicycle Route Signage -A study is
recommended to determine the type
and placement of bicycle signage along
the Recommended Bicycle- Friendly
Routes in Tukwila.
Explore creating partnerships to build
and maintain our trails.
Airport Way is within the City of Seattle,
but offers the best bicycle connection
from Tukwila to Seattle.
An intern with DCD completed a study of potential bike
route signage locations. Budget exists for this signage
program stall will move it forward after adoption of
the plan.
Form a partnership with the City of Seattle for
improvement of Airport Way for bicycles. The
Duwamish TMA is another potential partner for this
project.
