BACKGROUND Project grant applications to be considered for the Federal Highway Bridge Program funding are due June 30, 2008. The City of Tukwila has one bridge that qualifies for funding at this time, the Boeing Access Road Bridge over BNSF and UP railroads (a list of eligible bridges is attached). This is the first available funding request for bridge repairs and replacement for several years. ACTION TAKEN With authorization by the Transportation Committee, staff will submit an application for grant funding for the Boeing Access Road over BNRR Bridge Replacement Project. If a project is funded, a 20% local match is currently anticipated. The actual local match requirements will be determined at the time a project is funded. The current project cost estimate may be approximately $20 million for the Boeing Access Bridge and this figure will be updated before the application is submitted. The expected local match for a $20 million project is $4 million. RECOMMENDATION Authorize the submittal of a grant application for Boeing Access Road over BNRR Bridge Replacement funding. BACKGROUND DCD staff attended the Transportation Committee meeting on May 28, 2008 to provide a brief overview of the Draft Walk Roll Plan, after which Transportation Committee members asked for additional time to review and consider the recommendations and projects contained in the Draft Walk Roll Plan. During the May 28 meeting, committee members requested a list of potential Council action items be compiled for Transportation Committee review. Also requested was research into Tukwila School District transportation policies related to bus routes and bus stops. DISCUSSION Interspersed throughout the Walk Roll Plan are recommendations for changes to existing standards. Attachment A compiles these recommendations into a draft list of potential action items. Staff contacted the Tukwila School District and Highline School District to learn more about school district transportation policies. Federal funding provides money to school districts for transporting students who live outside a 1 -mile radius from a school. The Tukwila School District pays for bus service for elementary school students who live within the 1/2 mile to 1- mile radius from their school. Additionally, some bus stops may be closer to schools than the 1 -mile radius because they are on an existing bus route and it is convenient for the bus to stop in these areas on its way to school. For elementary students, bus service is provided for children who live outside a 1 -mile radius from their school. For middle- school children, the radius is widened to 1 1 miles, and for high school children the radius is 2 miles There are only two schools within the Highline School District that City of Tukwila residents who typically would attend: McMicken Heights Elementary and Tyee Educational Complex. Of note, no buses in the Highline School District are allowed to use S 176 Street because of its steep grade. Identification as a separate capital project will be needed for streets that have recently been improved or those not currently or likely to be listed as a capital improvement project. Having an adopted Plan provides opportunities to ask private development to help implement the Plan. Currently the City requires all developments of five residential units or more and all commercial development to construct frontage improvements, which typically consist of storm drainage, curbs, and a sidewalk. City standards should be changed to improve pedestrian facilities along arterial roadways. This includes requiring additional landscaping buffers on streets with speeds over 30 miles per hour, and improving the safety of driveway aprons. Potential Action Require that all CIP street projects include sidewalks, and all CIP street projects streets identified as Bicycle Friendly Routes include bike lanes (or other bicycle improvement according to the hierarchy of recommended bicycle infrastructure designs).
