SUBJECT: Rock Roll Marathon Sponsorship
ISSUE
Contract with Elite Racing for the City of Tukwila to be a Major Sponsor for the 2009, 2010 and 2011
Rock "n" Roll Seattle Marathon 1 /2 Marathon and host of the Official Start Line.
BACKGROUND
As a final event for the Tukwila Life centennial campaign and in an effort to promote the campaign beyond
the centennial celebrations, staff is recommending the City of Tukwila become a Major Sponsor of the
Rock "n" Roll Seattle Marathon and 1 /2 Marathon and host the Start Line. It will be a signature National
Event in the Greater Seattle Region with an anticipated 20,000 to 30,000 participants (60 80% are out of
area visitors) with an anticipated $20 $40 million in economic Impact for the region and an estimated
$5M to 10M for Tukwila specifically
The Marathon is planned as a signature kick -off event for the Seafair festival in late June 2009 and includes
partnerships with the City of Seattle, King County, Seattle Sports Commission, Seattle Convention
Visitors Bureau, national corporate sponsors, etc. The marathon is a huge health and fitness initiative
fitting perfectly into the vision and mission of the Tukwila Life campaign. There will be live entertainment
every mile of the route and will be broadcast on Fox Sports Net (FSN).
Finally, the Marathon also provides the city with an excellent opportunity to practice its emergency
response ICS system. As a matter of research and background, a team of five staff members including
Stephanie Gardner, Parks Recreation Administrative Secretary; Chris Flores, Fire Assistant Chief;
Hillman Mitchell, Public Works Emergency Management Coordinator; Karla Lindula, Tourism
Marketing Communications Coordinator; Katherine Kertzman, Tourism Marketing Manager participated
in a familiarization VIP site tour of the San Diego Rock "n" Roll Marathon the weekend of May 30
31 2008 where extensive interviews were conducted and numerous photographs and video was shot. This
research was paid by the Lodging Tax Fund.
DISCUSSION
The Rock "n" Roll running events in San Diego, Arizona and Nashville are the largest marathons created
since 1998, all of them larger than the Boston Marathon (110 years old). Elite Racing invests over $1
million in national advertising and marketing for each race, which means first year events have between
12,000 and 29,000 runners, instead of the usual 1,000 2,000 runners for regional marathons.
Event Components include:
Full Marathon (26.2 miles)
Half Marathon (13.1 miles)
Kids Running Event
Charity Fundraiser
Two -day Health Fitness Expo (free admission)
45 -60 local bands and thousands of high school cheerleaders along the route
Post -Race Concert featuring a national headlining act
As a host city we are asked to provide course expenses including police services, fire and ambulance
services, road closure equipment and staffing, water hydrant usage, city sanitation (street sweepers, clean-
up, trash removal and disposal), and waiver of license and permit fees.
All proposal requirements for bringing a Rock `n' Roll Marathon to the Greater Seattle Area are open to a
creative mix and -match to formulate an agreement that will be mutually agreeable and beneficial.
Budget impacts: There is no additional budget request for this item at this time. There will be a significant
budget expense in future years. Although we are still negotiating the sponsorship amount, we know it will
be over $25,000 and will require Council approval. We will know the proposed contract amount before this
item is brought to the Finance and Safety Committee. If approved, the cost for this sponsorship will be
included in the 2009 budget and completely paid out of lodging tax funds.
This item is tentatively scheduled to be on the June 17, 2008 Finance and Safety Committee agenda with a
recommendation to forward to the whole Council for approval. This item is tentatively scheduled for
Council consideration at the COW meeting on June 23, 2008 and for approval at the special meeting that
immediately follows on the same night. Since we're asking for approval the same night, staff wanted to
provide some advance information to the Community Affairs and Parks Committee because CAP has been
involved in many of the Centennial and community event issues.
RECOMMENDATION
No action is requested from the Community Affairs and Parks Committee. This item is as information
only.

Subject: Amendment #2, Contract for services between the City of Tukwila and
Sound Inspections and Investigative Engineers, LLC.
ISSUE Invoices that have been paid for April and May of this year have reduced the
contract amount by 55 At the current rate of inspection services the remaining contract
amount will not be sufficient to pay for services received by the contract termination date of July
31, 2008.
BACKGROUND The Westfield mall expansion project represented a work load for
inspection services that could not be provided by Building Division's two building inspectors.
Consequently, a contract with Sound Inspections and Investigative Engineers was approved to
provide for the additional work load. The inspections for Westfield have increased from 22 for
January to 373 for the month of May. The contract with Sound Inspections and Investigative
Engineers has allowed Building Division to respond to the needs of the Westfield project and to
maintain our level of service for the City's other residential and commercial developments.
DISCUSSION /ANALYSIS /ALTERNATIVES Building, Mechanical, Plumbing and
Electrical permit revenues pay for the inspection services provided by SI &IE. This amendment
will not impact the general fund and there are no other changes to the terms of the contract.
Recommend approval and forward to June 23 COW.

Between the City of Tukwila and Sound Inspections and Investigative Engineers,
LLC
On November 8, 2007 the City entered into Contract 07 -165 with Sound Inspections
and Investigative Engineers, LLC for inspection services at the Westfield
Southcenter Mall in an amount not to exceed $25,000.
On April 14, 2008, Amendment A to the contract was signed to increase the dollar
amount for services by $65,000, not to exceed $90,000 (original contract- $25,000
+amendment A- $65,000= $90,000) extend the term of the contract to 7/31/08;
and change the scope of work to include plan review services. The amendment
was approved by the City Council on 3/3/08.
That portion of Contract 07 -165 between the City of Tukwila and Sound Inspections
and Investigative Engineers is amended as follows as Amendment B:
Compensation: $100,000 is being added to the original and amended contract amount
(not to exceed $190,000).
Scope of Work: Inspection services related to building, plumbing, mechanical, and fuel
gas piping permits and plan review when required.
All other provisions of the contract shall remain in full force and effect.

ISSUE
This memo will provide background information on the annual Comprehensive Plan
amendments and the status of this year's review process.
BACKGROUND
The City of Tukwila received three applications for annual Comprehensive Plan
amendments for consideration in 2008. One file was closed due to incompleteness, and
the second was withdrawn. One application will be considered for review in 2008.
REVIEW PROCESS
The Comprehensive Plan amendment and rezone process has several steps. Applications
that are received by the December 31 deadline are considered in the following year.
The first step in Council's consideration is to evaluate the proposed amendment at a
public meeting according to the following review criteria:
Is the issue already adequately addressed in the Comprehensive Plan?
If the issue is not addressed in the Comprehensive Plan, is there a public need for the
proposed change?
Is the proposed change the best means for meeting the identified public need?
Will the proposed change result in a new benefit to the community?
The Council will then make a "threshold decision" as follows:
Refer the proposal as is to the Planning Commission for further review;
Modify the proposal and refer the Planning Commission for further review;
Defer consideration until a later time;
Reject the proposal.
The Planning Commission holds a public hearing on applications that are forwarded, and
makes a recommendation back to the City Council.
Finally, the City Council holds a hearing and makes a decision. At that point, the
Council may:

. Adopt a proposed amendment;
· Adopt a modified version of a proposed amendment; or

DISCUSSION/ANAL YSIS/ AL TERNA TIVES
The application is as follows:
· Redesignate property from Low Density Residential (LDR) to Medium Density
Residential (MDR) at 152xx 65th Avenue South-Applicant: Raymond Carlstedt (File
#L07-096 and L07-097)
The applicant seeks to redesignate approximately 1.41 acres acres ofa 5.8 acre site from
single-family residential (LDR) to Medium Density Residential (MDR) for the eastern
portion of the property.
The entire site is wooded and contains two separate wetlands and their associated buffers.
MDR is proposed only for the eastern part of the property nearest to 65th Avenue South.
The rest of the site would remain as LDR, leaving the wetlands and their buffers
unaffected by the rezone. The applicant proposes to donate that portion of the property
that is not part of the proposal (approximately 4.4 acres) to the City of Tukwila. Any
future development would occur on the eastern edge of the property.
A mix of single-family and multi-family dwelling units are in the vicinity. 14 single-
family homes are directly north in the Maple Tree subdivision, while approximately 260
units of apartment and condominium units east across 65th Avenue South on land that is
zoned Medium Density Residential (MDR). There are several single family homes to the
south, as well as the 60+ unit San Juan South apartments. Single-family homes are to
the west of the site. Tukwila Park is approximately one block from the site along 65th
Avenue South.
Medium Density Residential (MDR) allows 14.5 units/acre as duplex, triplex or fourplex
buildings. The site is constrained by slopes, wetland and wetland buffer, and would lend
itselfto a Planned Residential Development in order to allow greater flexibility in zoning
requirements to create additional open space, and retain vegetation.
The property has been the object of several development proposals in the past. In the late
1980s, the entire site, including both wetlands, was considered for a subdivision proposal
that was eventually dropped. The current rezone proposal is different from the earlier
project since it affects only to the eastern area along 65th A venue South. All wetlands
and associated buffer areas are excluded from the rezone, and \vould be retained.

ACTION
Staff requests that the CAP forward this issue to the COW for a briefing at its meeting on
June 23, and to the Regular Meeting on July 7, 2008 for a public meeting. After
receiving comments in the public meeting on July 7, the City Council will decide whether
or not to forward the proposed amendment to the Planning Commission for further
consideration.

Dear Ray:
The above referenced site was evaluated for wetlands. The site contains
what appears to be two wetlands. A western Category 2 wetland that will
be far from any development and the eastern Category 3 wetland. The
eastern wetland determines the extent of development.
The eastern edge of the east wetlands was flagged and surveyed. The
wetland has been previously determined to be a Category 3 wetland with a
standard 50 foot buffer. This letter serves as a preliminary report to assist
the estate in marketing the property. A final report with all the necessary
information will be provided when needed.
The east edge of the eastern Category 3 wetland will have a 50 foot buffer,
The larid between the edge of the buffer and the street is developable with
regards to wetlands. Buffer averaging my be used for a final lot layout.

Zoning Amendment Criteria
#1 Property is adjacent to apartment complexes. The comprehensive plan designates
properties to the North East and South East on 65th Avenue South as higher density.
#2 The property is encumbered with wetlands over 50%. A higher density would fit with the zoning to the

On May 28, staff provided an overview of the recommendations of the Draft Walk Roll Plan to the
Transportation Committee. Transportation Committee expressed a need for additional time to consider
the recommendations of the plan, and asked staff to research the Tukwila School District's policies on
school bus routes and bus stops. They also requested that staff compile a list of potential Council action
items for review at next Transportation Committee meeting.

BACKGROUND
The Walk Roll Plan is an implementation tool for goals and policies of the Tukwila Comprehensive
Plan. When adopted by Council, the Walk Roll Plan will serve as a guide for City staff in determining
where new bicycle and pedestrian improvements should occur, whether they are built as part of a street
resurfacing project, as part of a grant- funded project, or as part of the required improvements of a
development project.
The City of Tukwila was awarded a grant from the State of Washington Department of Community,
Trade, and Economic Development (CTED) in December 2005 to develop a city -wide bicycle and
pedestrian plan. Development of the Draft Walk Roll Plan included extensive public involvement,
input from which helped inform the Plan's recommendations. Public input was received during a Walk
Roll open house; Tukwila Days; the Backyard Wildlife Fair; and a bike ride with Planning
Commissioners, City Council members, local residents, and other interested parties. Surveys were also
distributed to gather information on the types of bicycle and pedestrian facilities that people would like
to see built in Tukwila. A wide variety of groups were part of the outreach effort, including members of
the Cascade Bicycle Club, Feet First, the Boeing Employees' Bicycle Club, the Tukwila School District,
the Tukwila Rotary, Tukwila employers, and staff from adjacent cities.
After issuance of the Draft Plan, a work session was held with the Planning Commission, and staff joined
a Parks Commission meeting to review its recommendations. Discussion topics and questions included
how to implement the recommended actions, education and enforcement, the relationship between traffic
speeds and safety, bicycle detection systems at traffic signals, how recommendations in the plan might
affect level -of- service (LOS) of Tukwila's streets, and the interface between transit use and bicycle and
pedestrian facilities. Over all, the recommended actions within the Draft Walk Roll Plan were well
received by the Planning and Parks Commissioners.

DISCUSSION
A review by DCD staff of the draft Parks, Recreation, & Open Space Plan reveals that maps in the
Draft Walk & Roll Plan, including the Neighborhood Links maps (Figures 7 through 14) and
Recommended Bicycle Friendly Routes map (Figure 5) will need to be rectified with the Parks Plan to
ensure that recommended multi-use trail locations are consistent between the two plans.
The Draft Walk & Roll Plan contains six Recommended Actions, which will provide the tools for
building a connected non-motorized transportation network in Tukwila. It also contains background
information on existing conditions, and performance goals and measurements to gauge progress
towards achieving the recommendations. The six Recommended Actions include the following:
1. Adoption of bicycle and pedestrian infrastructure designs - Update the Public Works'
Development Guidelines and Design and Construction Standards to include new or revised
standards for bicycle and pedestrian facilities.
2. Designation and adoption of reconnnended "Bicycle Friendly Routes" - Replace the map
in Tukwila's Comprehensive Plan that currently shows Bicycle Friendly Streets (titled City of
Tukwila Non-Motorized Transportation Plan Category I) with the "Bicycle Friendly Routes"
map in the Draft Walk & Roll Plan (see Figure 5 on page 27).
3. Continue construction of neighborhood links - Using the Neighborhood Maps on Figures 7
through 14, as well as the map for the Tukwila Hill neighborhood, prioritize which unimproved
rights-of-way, sidewalks and trail links should be constructed. Create project sheets to be
included in the city's Capital Improvement Program.
4. More than the minimum for pedestrian safety - Update the Public Works' Development
Guidelines and Design and Construction Standards with extra details (i.e., pedestrian
countdown signals, in-pavement pedestrian lighting, etc.) to improve the design of pedestrian
facilities and the overall walkability of the City.
5. Railbanking for the future - Railroad spurs located within Tukwila, including within the
urban center and in the manufacturing and industrial center, may in the future become an
outdated/economically infeasible way of transporting goods. If railroad spurs are abandoned,
these easements of rights-of-way can be preserved as trails, as long as property owners who
have granted easements to the railroad companies agree to transfer these easements to the City
of Tukwila for trail use.
6. Promotion and participation in biking and walking programs - Devote staff time and
continue to fund education and encouragement programs to promote biking and walking in
Tukwila.
RECOMMENDATION
Review and provide suggestions for changes and/or additions to the Draft Plan. This item is presented at
CAP for information only. The Transportation Committee will be the Council Committee taking formal
action.
