HomeMy WebLinkAbout2008-06-02 Regular MinutesREGULAR MEETING MINUTES CALL TO ORDER/PLEDGE OF ALLEGIANCE Mayor Jim Haggerton called the Tukwila City Council meeting to order at 7:04 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were: Council President Joe Duffie, Councilmembers Joan Hernandez, Pam Linder, Dennis Robertson, De'Sean Quinn. MOVED BY DUFFIE, SECONDED BY HERNANDEZ TO EXCUSE COUNCILMEMBERS VERNA GRIFFIN AND KATHY HOUGARDY FROM THE MEETING. MOTION CARRIED 5 -0, CITY OFFICIALS Jim Haggerton, Mayor; Rhonda Berry, City Administrator; Shelley Kerslake, City Attorney; Jim Morrow, Public Works Director; Bob Noland, Interim Finance Director; Lori Sutter, Assistant Police Chief; Kimberly Matej, Council Analyst; Christy O'Flaherty, City Clerk. CITIZEN COMMENTS There were no citizen comments. CONSENT AGENDA UNFINISHED BUSINESS TUKWILA CITY COUNCIL June 2, 2008 7:00 p.m. Council Chambers City Hall a. Approval of Minutes: 5/12/08 (Special); 5/19/08 (Regular). b. Approval of Vouchers #3394074339658 in the amount of $662,136.94 c. Accept as complete the Interurban Avenue South Pavement Repair project with Lakeridge Paving Company of Maple Valley; authorize release of retainage, subject to the standard claim and lien release procedures (final cost of project, including retainage: $30,655.94). MOVED BY DUFFIE, SECONDED BY HERNANDEZ TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED 5 -0. An ordinance establishing a biennial budget process. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ESTABLISHING A BIENNIAL BUDGET PROCESS; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY DUFFIE, SECONDED BY ROBERTSON THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 5 -0. Shelley Kerslake, City Attorney, read the proposed ordinance by title only. MOVED BY ROBERTSON, SECONDED BY DUFFIE THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOTION CARRIED 5 -0 TO ADOPT ORDINANCE NUMBER 2205. City of Tukwila City Council Reaular Meetina Minutes REPORTS a. Mayor Page 2 of 3 June 2 200 Mayor Haggerton attended the King County Flood Control meeting on May 28, 2008, and several projects in Tukwila along the Green River will benefit from grant funding. He was also a judge at Tukwila Elementary School for a Tree Speech Program sponsored by the Doubletree on May 28, 2008. That same afternoon, the Mayor attended the Cascade Water Alliance Board Meeting. On May 29, 2008, he attended the Golden Tennis Shoe awards, sponsored by Senator Patty Murray, at the Washington State Convention and Trade Center. The recipients of the awards are those who have endured extreme hardships and gone on to provide advocacy and inspiration to others. Mayor Haggerton reported that the May 30, 2008 deadline for document completion regarding the re- design of the Tukwila levee, based on a request by LaPianta, was met due to the work of Jim Morrow, Public Works Director, and his staff. A letter has been received from King County conveying acceptance of the maintenance responsibility, and the U.S. Army Corps of Engineers will certify the levee. No costs were incurred by the City of Tukwila, and a check in the amount of $650,000 from LaPianta is expected on June 3, 2008. b. City Council Councilmember Hernandez attended the Tukwila Elementary School's International Day on May 30, 2008, where 45 different countries were represented. She thanked Council President Duffie for the invitation to the event. Councilmember Linder reported the Draft Walk and Roll Plan has been on the Transportation Committee agenda. The committee will re -visit the issue at an additional Transportation meeting due to the various policy issues requiring consideration. Council President Duffie attended the Tukwila Elementary School's International Day on May 30, 2008 and indicated the students were very proud to be dressed in the clothing of their native countries. Councilmember Robertson hosted the Council Coffee Chat on May 31, 2008, and it was very well attended. In his view, it is turning out to be a good program. Councilmember Quinn encouraged the Council to take advantage of the policy decision opportunities that are available in the Draft Parks and Open Space Plan. He looks forward to the discussion on June 9, 2008. c. Staff Rhonda Berry, City Administrator, indicated the Tukwila Churches' Days of Caring event will be June 7 -8, 2008. The church members will assist with Code Enforcement issues, as well as volunteer in area parks. Next year, it is intended to coordinate this event with the City's dump pass program. d. City Attorney There was no report. e. Intergovernmental Kimberly Matej, Council Analyst, indicated that Councilmember Hougardy will be unable to host the Council Coffee Chat on June 7, 2008. Councilmember Quinn conveyed that he would be willing to host that event. Sandy's Corner was scheduled to host the chats on June 21, June 28, and July 12, 2008, and they have contacted the City and canceled. The Tukwila Trading Company has agreed to host the chats on those three Saturdays.
