The property encompasses an area of approximately 2.7 acres and already has a storm drain system. The proposed project is to construct a tenant remodel which will include the addition of an oil water separator to the storm drain system. The City of Tukwilla requires stormwater management to be based on the standards and specifications outlined in the King County Surface Water Design Manual. The site was analyzed using the hydrologic /hydraulic computer program WaterWorks developed by Engenious Systems, Inc. and Flow Master ITM by Haestad Methods. The WaterWorks M model is designed to simulate rainfall and runoff processes of a storm water system. The model will use the Santa Barbara Urban Hydrograph (SBUH) Method with a Type 1A rainfall distribution. OFFSITE DRAINAGE CONSIDERATIONS No offsite drainage was taken into consideration. ONSITE DRAINAGE The onsite drainage system consists of a catch basin and pipe collection system to pick up the parking and roof runoff and to convey it to the culvert under Andover Park W. An oil water separator will be added to the storm system upstream of the culvert under Andover Park W. The oil water separator will be designed for the P storm event. Larger storm events will flow through the raised outlet to the existing storm system. Storm Events and Precipitation Two design storms will be analyzed for the project in conformance with the King County Standards. The precipitation for each of the design storms was determined from the King County Surface Water Design Manual. The storms to be analyzed and their precipitation will be: 2 year - 24 hour event 2 inches 100 year -24 hour event 4.0 inches Curve Number Calculations The curve number assumed that the entire area was impervious. Impervious Area = 98 The drainage area' time'of concentration (Tc) is defined as, the time for runoff to reac 'the basin outlet from the most hydraulically distant point in the basin. The Tc calculated was 3.53 min: Oil Water Separator The; oil water separator flow rate was determined to be 0.30cfs. from the analysis ; TI h ead required to push this °flow through the oil water separator was calculated to be 0.43 feet of head. Coalescing plate oil /water separators consist of a bundle of plates made of fiberglass or polypropylene installed in a concrete vault. The plates are closely spaced (not less than 3/4 -inch apart) and are inclined at an angle of from 45° to 60° from horizontal. These plates improve the hydraulic conditions that promote removal of oil and fine suspended sediments and assist in concentrating the pollutants for removal. Because of this enhanced removal efficiency, they require frequent inspection and maintenance to operate as designed. The coalescing plate oil /water separator shall be designed based on the following criteria: The design flow rate for determining the quantity of runoff to be treated, and the required plate area, shall be the peak rate of runoff (Q„ from the tributary drainage sub -basin proposed developed conditions. Q„, is determined using a water quality design storm event (computed using the methods described in Chapter 3: Hydrologic Analysis) having a total precipitation (P,.„, where is one -third of the 2 -year, 24 -hour total precipitation (P2 /3, P2 is obtained from Figure 3.5.1 C). This process began in October, 1996, and there have been numerous kl delays and setbacks. We would like to address one of the issues and submit a proposal for your consideration. Dear Mr. Griffin: We met with Mr. Dave Larson the week of September 8, 1997, at our future production site at 1232 Andover Park West, to discuss the possibility of occupying the building for manufacturing before the completion of the office space. At that meeting, Mr. Larson noted that the building does not have an emergency exit on the east wall, as required by code. This wall extends approximately 205 feet. The drawings Mr. Larson had in his possession include this door, but apparently it was never installed. Because of the time involved in having an engineer inspect the wall and draw up plans to cut through the wall and install a door, we propose the following: CCC will install a chain link fence running east to west the width of the building, 25 �K�0- feet from the northern wall of the building. This fence will prohibit access to the • northernmost 25 feet, and thus at no time will any worker be more than 200 feet from lta►^ an emergency exit. The chain link fence will remain in place until a permanent emergency exit is installed. Cascade Container Corporation will work with the building • owners to have a permanent emergency exit door installed as soon as possible. -j, This proposal would bring the work area up to code regarding emergency exits on a temporary and, eventually, permanent basis. However, if necessary, as an additional safety measure we propose: On the east wall CCC would install a staircase from the manufacturing area to the ground that would be accessed through an existing freight door. The staircase would be anchored to the concrete to ensure our employees' safety in the event of an emergency.
