Dear Mr. Spaan:
In reviewing our current permit files, it appears that your permit for a 2 -story addition for the
printing plant, issued on April 23 1997, has not received a final inspection as of the date of this
letter by the City of Tukwila Building Division.
Per the Uniform Building Code and /or Uniform Mechanical Code, every permit issued by the
building official under the provision of this code shall expire by limitation and become null and
void if the building or work authorized by such permit is not commenced within 180 days from
the date of such permit, or if the building or work authorized by such permit is suspended or
abandoned at any time after the work is commenced for a period of 180 days.
Based on the above, if a final inspection is not called for within ten (10) business days from the
date of this letter, the Permit Center will close your file and the work completed to date will be
considered non - complying and not in conformance with the Uniform Building Code and/or
Mechanical Code.

any questions regarding the following comments.
The following comments reference letter of response received 1 April 97 from
Mr. Randall Spaan.
Item #2. The area separation wall (initially indicated on plans) is not necessary for all
reasons stated in your response. However, this remains the case, only if the office
structure (existing & new) is Type V, 1 -Hr. fire resistive construction. Although this is
called out on the building cross section specific elements do not meet this criteria.
Typical floor system: The proposed new floor system calls out one layer of 5/8" Type
"X" gypsum wallboard at the ceiling. ICBO Evaluation Services, Inc. report # NER 200
describes a one hour fire rated assembly with the same components (as proposed) except
that the ceiling is protected with two layers of 5/8" Type "X" gypsum wallboard. Show
the required two layers on the construction detail or provide a copy of a "listed" assembly
that provides one hour protection with one layer of gypsum board.
Typical roof system: In the manner of the typic4l floor system (above) the new roof truss
system is protected by one layer of 5/8" Type "X" gypsum wallboard at the ceiling.
UBC Table 7 -C, Item 21 -1.1, calls for two layers of 5/8" Type "X" gypsum wallboard at
the ceiling. Show the required two layers on the construction detail, or provide a copy of
a "listed" truss roof assembly that provides a one hour fire resistive rating with one layer
of gypsum wallboard.
Item #12 , The initial request for an accessible route of travel from the accessible
parking stall to the building entry of the office addition was requested to identify this
provision on the site plan (if it existed) to show compliance. The new site plan indicates
that the provision for accessible parking is new and is being developed as part of this
building addition. Consequently, it will be necessary to show compliance with location
and signage requirements. Re: Chapter 11, Section(s) 1107.1.6 & 1107.3

I writing in response to the above captioned request for corrections. Five sets of the
corrected plans are returned under cover of this letter. Our responses to the reques-
ted corrections are outlined below, following the numeration of your 2/2/97 Comment
Sheet.
1. Architectural plan sheets are sealed and signed by a Washington State registered
architect.
2. Construction type of the existing printing plant building has been qualified as Type
IV, heavy timber. We note that no area separation wall is required between the office
space (B -2 occupancy) and the printing plant (F -1 occupancy). We also note that no
area separation is required in order to conform to the area limitation imposed upon
Type V -1 construction (i.e., to create 2 separate buildings). This is because the maxi-
mum allowable first floor area may be increased by 50% (to 21,000 sf), based upon
the presence of 60 -foot public rights of way on 2 sides of the building (see UBC
505.1.1).
3. We note that no area separation wall is required between the office use and the
printing plant use (see UBC Table 3 -B).
4. The current use of each existing room has been added to the plan sheet.
5. Doorway areas of the two private offices on the ground floor of the proposed
addition have been redesigned to meet the accessibility requirement.
6. A note has been added to plan concerning barrier free hardware for all ground
floor doors of the proposed addition.
7. We do not believe that this stair is properly characterized as a "winder." The dis-
tinguishing characteristic of a "winder" is a tread (or treads) that are narrower at
one side than the other, usually at the inboard edge of a curvalinear flight.
Subject stairway is properly characterized as a series of 4 stair flights, each
flight arranged at ninety degrees to the next and separated by a landing. Beginning
at the bottom, the first flight is comprised of two risers; the second of 6 risers; the
third of 2 risers; the fourth of 6 risers. We also note that: Each tread is of uniform
depth; the dimension of each landing in the direction of travel is at least as great as
the stairway width; a stair flight is defined as 2 or more risers providing access be-
twen either floors or landings located at differing elevations.

8. Thickened slab edge has been eliminated in favor of conventional wall and footing
construction. See foundation plan & related detail, sheet #4.
9. Bottom plate of wall is secured to mudsill with 16d sinkers. Spacing is based upon
critical base shear determined by lateral analysis (see. #10 below). See note added
to detail in question.
10. Lateral analysis is attached. Not surprisingly, critical unit shear < 200#/ft. Suffi-
cient shear resistance is provided by 1/2" gypsum sheathing at the exterior face and
5/8" gypsum wall board at the interior face. Shear resistance of the assembly is
based upon the least stiff application (i.e., 125#/ft x 2 = 250#/ft). Gypsum panel
nailing requirements for shear resistance have been added to Sheet #5 as a promi-
nently featured note. Also, the nailing requirement for transfering shear force from
the second floor diaphragm to the existing exterior wall has been added to the
framing plan.
11. Space heat source is gas, aided by heat pump. Note added to plan sheet.
12. Three barrier-free parking stalls are provided. The route of travel from the stalls
to the entrance door of the office addition has been noted on the site plan.

3. The mixed types of construction for this building is permitted by code provided that a
proper area separation wall exists (or is constructed) between the two distinct types of
construction. Provide a detail to describe the existing area separation wall and the
existing and proposed termination of said wall to show compliance with UBC 504.6.4,
504.6.5, & 504.6.6.
5. The new first floor addition must provide accessibility in accordance with UBC
Chapter 11.
Specifically, the two private offices must provide for the required unobstructed floor
space on the inside. of the office entry doors. From the inside of the offices, where there
is forward approach and the door must be pulled to open, a minimum 18 -inch by 60 inch
clear floor space on the strike jamb side of the door opening is required.
6. All new doors on the ground floor addition must comply with barrier free
requirements for operation. Provide notes to plan or otherwise schedule operation
hardware to show compliance with UBC 1106.3.1.
7. The proposed stair design (with two risers at the mid landing) is a winding stair by
Uniform Building Code interpretation. Winding stairs are only permitted in Group R,
Division 3 Occupancies and in private stairs in Group R, Division 1 Occupancies.
Provide an alternate design for this stairway. Note: A landing with a complete curve as
proposed is permitted provided that the curve has a radius equal to the width of the
stairway and the ascending and descending portions of the stairway runs meet at a level
landing.

The Fire Prevention Bureau and are acceptable with the .
following concerns:
1. The total number of fire extinguishers required for
your establishment is calculated at one extinguisher for
each 3000 sq. ft. of area. The extinguisher(s) should be
of the "All Purpose" (2A, 10B:C) dry chemical type. Travel
distance to any fire extinguisher must be 75' or less.
(NFPA 10, 3 -1.1)
Extinguishers shall be installed on the hangers or in
the brackets supplied, mounted in cabinets, or set on
shelves (NFPA 10, 1 -6.9), and shall be installed so
that the top of the extinguisher is not more than 5
feet above the floor. (NFPA 10, 1 -6.9)
Extinguishers shall be located so as to be in plain
view (if at all possible), or if not in plain view,
they shall be identified with a sign stating, "Fire
Extinguisher ", with an arrow pointing to the unit.

Clear access to fire extinguishers is required at all
times. They may not be hidden or obstructed. (NFPA

Fire extinguishers require monthly and yearly
inspections. They must have a tag or label securely

accomplished or the inspection tag is not completed, a
reputable fire extinguisher service company will be
required to conduct these required surveys. (NFPA

2. No point in an unsprinklered building may be more than
150 feet from an exit, measured along the path of travel.

unless the dead bolt is automatically retracted when

Internally illuminated exit signs shall have both
bulbs working at all times. (UBC 1013.3)
5. Exits shall be illuminated any time the building is
occupied with light having an intensity of not less than 1
foot candle at floor level. Fixtures required for exit
illumination shall be supplied from separate sources of
power for Group I, Divisions 1.1 and 1.2 occupancies and
for all other occupancies where the exiting system serves
an occupant load of 100 or more. (UBC 1012.1, 1012.2)
The power supply for the exit pathway illumination
shall normally be provided by the premise's wiring
system. In the event of its failure, illumination
shall be automatically provided from an emergency
system. Emergency system shall be supplied from
storage batteries or an on -site generator set and the
system shall be installed in accordance with the
requirements of the Electrical Code. (UBC 1012.2)
6. Maintain sprinkler coverage per N.F.P.A. 13.
Addition /relocation of walls, closets or partitions may
require relocating and /or adding sprinkler heads.
Sprinkler protection shall be extended to all areas
where required, including all enclosed areas, below
obstructions and under overhangs greater than four
feet wide. (NFPA 13 -4- 4.1.3.2.1)
7. Maintain hose station coverage per City Ordinance

9. All new sprinkler systems and all modifications to
existing sprinkler systems shall have fire department
review and approval of drawings prior to installation or
modification. New sprinkler systems and all modifications
to sprinkler systems involving more than 50 heads shall
have the written approval of the W.S.R.B., Factory Mutual,
Industrial Risk Insurers, Kemper or any other
representative designated and /or recognized by The City of
Tukwila, prior to submi to the Tukwila Fire Prevention
Bureau. No sprinkler work shall commence without approved
drawings. (City Ordinance #1742)
All sprinkler system plans, calculations and the
contractors Materials and Test Certificates submitted
to The Tukwila Fire Prevention Bureau must be stamped
with the appropriate level of competency seal. (WAC
