Based upon a previous Pavilion Mall build - out for this tenant a B /A3 designation has been deemed to be appropriate. The area total is 5,200 square feet, with 1,040 s.f. devoted to the A -3 and 4,160 s.f. devoted to the B occupancy. In order to determine occupant load, in accordance with 1002.1.1, we have considered the restroom, supply room and hallway areas as accessory uses to the main occupancy. The summary figures on Sheet 3 show that there is a 366 space deficit, though the 1982 agreement only allows for a 300 space deficit (see attached page 3 of the agreement). Given the substantial changes to both Tukwila's parking requirements and the tenant mix of the center since 1982 the cooperative parking agreement should be reevaluated. A parking study should be conducted to determine what is a reasonable amount of shared parking for the current and anticipated tenant mix. The City Council will be making some changes to Tukwila's parking requirements in May and any proposal should be based on their approved changes. We would then take the cooperative parking proposal to the Planning Commission as a Type 4 decision. We will be unable to approve permits for any projects which would increase the parking requirements for the center until a new agreement is reached.
