use only)
9. Identify location and size of existing trees that are located in sensitive areas and buffer (TMC 18.45.040), of
those, identify by size and species which are to be removed and saved
10. Landscape plan with irrigation and existing trees to be saved by size and species (exterior changes or change
of use only)
11. Location and gross floor area of existing structure with dimensions and setback
12. Lowest finished floor elevation (if in flood control zone)
13. See Public Works Checklist for detailed civil /site plan information required for Public Works Review (Form H-
9).

Department of Public Health prior to submitting for building permit application. The Department of
Public Health is located at 201 Smith Tower, Seattle, WA or call (206) 296 -4787. (Form H -5)
❑ ❑ Copy of Washington State Department of Labor and Industries Valid Contractor's License. If no
contractor has been selected at time of application a copy of this license will be required before the
permit is issued OR submit Form H -4, "Affidavit in Lieu of Certificate of Contractor ".
Building Owner /Authorized Agent If the applicant is other than the owner, registered architect/engineer, or contractor licensed
by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and
obtain the permit will be required as part of this submittal

we are proposing to attach insulation the underside of the roof deck with a R-21 blanket insulation with a
FS-25 paper suspended, by T-Foil hanger system.
It is our understanding that aceeptanceof this proposal by the City of Tukwila, will preclude any further
requirements for energy upgrades for this project.
If this is acceptable, we would appreciate having the "Stop Work Order" notice removed as quickly as
possible.

We are providing this letter and four sets of revised drawings in response to
Building Division plan check comments. Please note the following with
respect to the review letter:
1. We have discussed with Bob Benedicto the occupancy classification
appropriate for this tenant. Based upon a previous Pavilion Mall build -
out for this tenant a B /A3 designation has been deemed to be
appropriate. The area total is 5,200 square feet, with 1,040 s.f.
devoted to the A -3 and 4,160 s.f. devoted to the B occupancy. In
order to determine occupant load, in accordance with 1002.1.1, we
have considered the restroom, supply room and hallway areas as
accessory uses to the main occupancy. We have determined the load
for the "A" occupancy to be 69, and the load for the "B" occupancy
to be 29 for a total of 98. With respect to 1005.1 paragraph 2, we
have modified our plan to provide an uninterrupted corridor from the
rear exit door to the reception room as allowed. With respect to
1005.7, we qualify for exception 8, with a fully sprinklered building
and an occupant load of 100 or less. 1005.8.1 and 1005.8.2 do not
apply in that our corridor is not required to be rated.
2. We have noted on the plans, a modification to the existing restrooms,
both mens and womens to increase the fixture count to 2 in each
restroom, and to include provisions for accessibility. These measures
are in response to Chapters 11 and 29 of the UBC.

RE: Cooperative Parking Agreement for Parkway Plaza
Dear Ms. Otani,
After reviewing the materials you provided documenting the required and available
parking spaces, at Parkway Plaza I have concluded that even under the proposed changes
to Tukwila's parking code the shopping center is under parked. The summary figures on
Sheet 3 show that there is a 366 space deficit, though the 1982 agreement only allows for
a 300 space deficit (see attached page 3 of the agreement).
Given the substantial changes to both Tukwila's parking requirements and the tenant mix
of the center since 1982 the cooperative parking agreement should be reevaluated. A
parking study should be conducted to determine what is a reasonable amount of shared
parking for the current and anticipated tenant mix. The City Council will be making
some changes to Tukwila's parking requirements in May and any proposal should be
based on their approved changes. We would then take the cooperative parking proposal
to the Planning Commission as a Type 4 decision.
We will be unable to approve permits for any projects which would increase the parking
requirements for the center until a new agreement is reached. If you have any additional

1. The existing tenant space was previously a retail use. The new tenant is properly
classified as an assembly use for educational and instructional purposes (not classified as
a "B" or "E" occupancy). Based upon the occupant load of this use, the exit corridor
developed by this space plan must comply with UBC Section(s) 1005.1, paragraph 2,
1005.7, 1005.8.1 and 1005.8.2. Please provide detailed revisions to plan to show
compliance.
2. The previous use of this tenant space was retail. Currently, this is classified as a
Group M occupancy under the 1994 UBC. (Group B occupancy under the previous code
edition). In either case the proposed use (Group A, Division 3 occupancy) is a change of
use. Show compliance with UBC Chapter 11 and 29 with regards to the toilet room
facilities.
3. Schedule the lighting fixtures on the plan and show lighting control locations to
document compliance with the requirements of Part B, Chapter 15 of the Washington
State Energy Code. Key light fixtures to show new and existing fixtures (if existing
fixtures will be used).

The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. The total number of fire extinguishers required for
your establishment is calculated at one extinguisher for
each 3000 sq. ft. of area. The extinguisher(s) should be
of the "All Purpose" (2A, 10B:C) dry chemical type. Travel
distance to any fire extinguisher must be 75' or less.
(NFPA 10, 3 -1.1)
Extinguishers shall be installed on the hangers or in
the brackets supplied, mounted in cabinets, or set on
shelves (NFPA 10, 1 -6.9), and shall be installed so
that the top of the extinguisher'is not more than 5
feet above the floor. (NFPA 10, 1 -6.9)
Extinguishers shall be located so as to be in plain
view (if at all possible), or if not in plain view,
they shall be identified with a sign stating, "Fire
Extinguisher ", with an arrow pointing to the unit.
(NFPA 10, •1 -6.3) (UFC Standard 10 -1)
Clear access to fire extinguishers is required at all
times. They may not be hidden or obstructed. (NFPA
10, 1 -6.5)
Fire extinguishers require monthly and yearly
inspections. They must have a tag or label securely
attached that indicates the month and year that the
inspection was performed and shall identify the
company person performing the service. (NFPA 10,
4 -3, 4 -4 and 4 -4.3) Every six years, dry chemical and

halon type fire extinguishers shall be emptied and
subjected to the applicable recharge procedures. (NFPA
10, 4 -4.1) If the required monthly and yearly
inspections of the fire extinguisher(s) are not
accomplished or the inspection tag is not completed, a'
reputable fire extinguisher service company will be
required to conduct these required surveys. (NFPA
10A -4 -4)
Maintain fire extinguisher coverage throughout.
2. No point in an unsprinklered building may be more than
150 feet from an exit, measured along the path of travel.
(UBC 1003.4)

200 feet from an exit, measured along the path of

Exit doors shall swing in the direction of exit travel
when serving any hazardous area or when serving an
occupant load of 50 or more. (USC 1004.2)
3. Exit doors shall be openable from the inside without
the use of a key or any special knowledge or effort. Exit
doors shall not be locked, chained, bolted, barred, latched
or otherwise rendered unusable. All locking devices shall
be of an approved type. (UFC 1207.3)
Dead bolts are not allowed on auxiliary exit doors
unless the dead bolt is automatically retracted when
the door handle is engaged from inside the tenant
space.
4. When two or more exits from a story are required, exit
signs shall be installed at the required exits and where
otherwise necessary to clearly indicate the direction of
egress. (UBC 1013.1)

required by U.B.C. Section 3303, exit signs shall be
illuminated. (UBC 1013.3)
Internally illuminated exit signs shall have both
bulbs working at all times. (UBC 1013.3)
5. Exits shall be illuminated any time the building is
occupied with light having an intensity of not less than 1
foot candle at floor level. Fixtures required for exit
illumination shall be supplied from separate sources of
power for Group I, Divisions 1.1 and 1.2 occupancies and
for all other occupancies where the exiting system serves
an occupant load of 100 or more. (UBC 1012.1, 1012.2)
The power supply for the exit pathway illumination
shall normally be provided by the premise's wiring
system. In the event of its failure, illumination
shall be automatically provided from an emergency
system. Emergency system shall be supplied from .
storage batteries or an on -site generator set and the
system shall be installed in accordance with the
requirements of the Electrical Cdde. (UBc 1012.2)
6. Maintain sprinkler coverage per N.F.P.A. 13.
Addition /relocation of walls, closets or partitions may
require relocating and /or adding sprinkler heads.
Sprinkler protection shall be extended to all areas
where required, including all enclosed areas, below
obstructions and under overhangs greater than four
feet wide. (NFPA 13 -4- 4.1.3.2.1)
7. Maintain hose station coverage per City Ordinance
#1742 and N.F.P.A. 14. Addition /relocation of walls or

9. All new sprinkler systems and all modifications to
existing sprinkler systems shall have fire department
review and approval of drawings prior to installation or
modification. New sprinkler systems and all modifications
to sprinkler systems involving more than 50 heads shall
have the written approval of the W.S.R.B., Factory Mutual, .
Industrial._ Risk Insurers, Kemper or any other
representative designated and /or recognized by The City of
Tukwila, prior to submittal to the Tukwila Fire Prevention
Bureau. No sprinkler work shall commence without approved
drawings. (City Ordinance #1742)
All sprinkler system plans, calculations and the
contractors Materials and Test Certificates submitted
to The Tukwila Fire Prevention Bureau must be stamped
with the appropriate level of competency seal. (WAC
212 -80)
10. Maintain automatic fire detector coverage per
N.F.P.A. 72. Addition /relocation of walls, closets or
partitions may require relocating and /or adding automatic
fire detectors.

manufacturer's specifications in all areas including:
