You indicated during our meeting that since construction work is being completed within the Costco building and the facility is located within the P -17 drainage basin, a flood elevation certificate would be required to verify that the lowest portion of the building, including the dock leveler pits, was above the 100 -year flood elevation. If it is determined that the dock.pit is below the 100 -year flood elevation, you indicated that we would need to demonstrate appropriate flood proofing for this area. From my review of the previous flood studies prepared for the P -17 basin, I have been able to confirm that the 100 -year flood elevation is somewhere between elevation 20.0 and 21.0. The flood study completed by Alpha Engineers indicates a 100 -year flood elevation of 20.5. The basin study completed by KCM refers to a maximum water surface elevation for Zero flood damage of 20.0. (See enclosed excerpts.): For purposes of completing the flood elevation certificate, we have used an elevation of 21.0, which is the highest elevation indicated in both of the reports. The finish floor elevation of the existing Costco Warehouse building is 26.2, as verified by a previous field survey completed by Barghausen Consulting Engineers, Inc. The dock leveler pit elevation was confirmed by field measurement to be at elevation 24.1. Based on the above information, the dock leveler pit is approximately 3.1 feet above the maximum water surface elevation of the P -17 drainage system. Therefore, flood proofing of the facility is not required. Please review the enclosed information and flood elevation certificate at your earliest convenience so that Costco can obtain approval to complete the dock leveler repair work. As part of the agreement for making flood insurance available in a community, the NFIP requires the community to adopt a floodplain management ordinance containing certain minimum requirements intended to reduce future flood losses. One such requirement is that the community "obtain the elevation of the lowest floor (including basement) of all new and substantially improved structures, and maintain a record of all such information." The Elevation Certificate is one way for a community to comply with this requirement. The Eevation Certificate is also required to properly rate post -FIRM structures, which are buildings constructed after publication of the Flood Insurance Rate Map (FIRM), for flood insurance in FIRM Zones A1-A30, AE, AO, AH, A (with Base Flood Elevations (BFE's)), V1 -V.30, VE, and V (with BFE's). In addition, the Elevation Certificate is also needed for pre -FIRM structures being rated under post -FIRM flood hsurance rules. An area so enclosed is not secure against forceable entry. • If the area below the lowest floor Is fully enclosed, then a minimum of two openings are required with a total net area of at least one square inch for every square loot of area enclosed with the bottom of the openings no more than one loot above grade. In addition, the roadway would be raised to 26.5 feet which is the 100- year -flood elevation for the P -17 drainage system. The approximate total construction cost is estimated at $121,000. The Tukwila pond developer will be required to provide a similar storm - water'detention system for the property, as in Alternative No. 1, capable of accommodating 13.3 acre -feet storage and releasing only a maximum flow of 1 cfs to the south system. The developer also would have the option of pumping to the north system to reduce storage requirements. It shouldlbe mentioned that neither of these solutions will reduce the risk of flooding in the Andover Park West area of Southcenter during a 10- 'year storm recurrence or greater. Localized ponding can occur in some street intersections and parking areas of the Southcenter shopping complex as discussed in the previous Andover Park West report (see Figure 5). Ponding will be temporary, occurring only during the peak flow. To mini- mize problems from the rare situation of water surcharging in the lower curb lines of Strander Boulevard, it is recommended • that the developers of the property south of Strander provide for a small berm with an elevation of 26 feet (NGYO) along the northern periphery of the property. In most areas this elevation is 6 inches higher than the top of the street curb. Assuming an existing water surface elevation of 13.5 feet msl in the P -17 Pump Station forebay (Tukwila Duck Pond), Table 4.3 shows the relationship between water surface elevation and available storage. Table 4.4 shows the 7 -day, 100 -year event storage requirement to not exceed a water surface elevation of 20.0 feet msl in the pump station forebay for various pump discharges.
