The applicable comments are herein numbered and also keyed to the plans. 1. Walls and ceiling which separate the garage from the dwelling must be protected on the garage side by materials approved for one hour fire resistive construction. UBC 302.4 (5/8" Type "X" gypsum wallboard is an approved material.) 2. Door opening between the garage and the dwelling shall be protected by a self closing tight fitting solid wood door 1-3/8 inches in thickness. UBC 302.4 3. Fire dampers are not required for air ducts that pass through the garage wall or ceiling separation provided that such ducts are constructed of steel having a thickness of not less than No. 26 galvanized sheet gage and have no openings into the garage area. UBC 302.4 4. Appliances installed in a garage where they may be subjected to mechanical damage shall be suitably guarded against such damage by being installed behind protective barriers or by being elevated or located out of the normal path of vehicles. UMC 308.1 5. Heating appliances located in a garage and which generate a glow, spark or flame capable of igniting flammable vapors shall be installed with source of ignition at least 18- inches above the floor level. UMC 308.2 6. In seismic zone 3, (Tukwila) water heaters shall be anchored or strapped to resist horizontal displacement due to earthquake motion. UPC 1310 (e). 7. Provide at least one handrail at stairs. Top of handrail shall be placed not less than 34 inches or more than 38 inches above the nosing of treads and landings. The handgrip portion of handrails shall not be less than 1-1/4 inches nor more than 2 inches in cross - sectional dimension or the shape shall provide an equivalent gripping surface. Handrails projecting from a wall shall have a space of not less than 1-1/2 inches between the wall and the handrail. UBC 1006.9 8. Domestic Range Vents. Ducts used for domestic kitchen range ventilation (except downdraft grill ranges) shall be of metal and shall have smooth interior surfaces. 9. Domestic Dryer Vent. Domestic clothes dryer moisture exhaust ducts shall be of metal and shall have smooth interior surfaces. (Approved flexible duct connectors may be used provided that they do not exceed 6-feet in length and are not concealed within construction. UMC 504.3 10. Round or rectangular posts, poles and sawn timber columns supporting permanent structures which are embedded in concrete or masonry in direct contact with earth or embedded in concrete or masonry exposed to the weather shall be treated wood. The wood shall be treated for ground contact. UBC 2317.2 11. Columns and posts located on concrete or masonry floors or decks exposed to the weather or to water splash or in basements and which support permanent structures shall be supported by concrete piers or metal pedestals projecting above floors unless approved wood of natural resistance to decay or treated wood is used. The pedestals shall project at least 6 inches above exposed earth and at least 1 inch above such floors. 12. Walls and soffits of enclosed space under stairs shall be protected on the enclosed side as required for one -hour fire resistive construction. The hydraulic analysis of the area was run using certain design assumptions and criteria, these assumptions are taken from the City of Tukwila Comprehensive Water System Plan and are summarized as follows: 1. The minimum pressure allowed anywhere in the system during fire flow is 30 psi. 2. Peak hour flow is used in all model situations, with actual 1992 water consumption data used to compute the peak hour flow for the area currently served by the City of Seattle and 1994 water consumption data used for that part of Ryan Hill currehtly servered by the City of Tukwila from meter station no. 6. Peak hour flow is taken as 4.5 times the average yearly flow rate. This falls between the design peaking factors set forth in the Comprehensive Water Plan of 3.0 for peak day flow rate and 6.0 for peak 15 minute flow rate. Total yearly water consumption for the Ryan Hill area as computed is 11.62 million gallons which yields a calculated peak hour flow rate of 99 gpm. The requirements set in the Comprehensive Water Plan show that the system must be able to meet a peak day demand of 800 gpd per residential connection. At 73 residential connections in the area currently served by Seattle and 29 residential connections in the area currently served by Tukwila this would yield a calculated peak hour flow of 85 gpm for the residential consumption. There are also 8 commercial units and 3 fire connections in the service area. The remaining demand of 14 gpm under peak hour flow seems to be reasonable since these commercial connections are office type uses not industrial/manufacturing. The system was modelled using CYBERNET by Heastad Methods in conjunction with AutoCad. A graphical representation of the piping network was constructed and the node pressures solved for given flows. CYBERNET uses KYPIPE2 to solve for the node pressures at given flows. Fire flows were run at all nodes in addition to the peak hour demands. Full print outs are included with this report for selected runs to check system line velocities. Maximum line velocity as allowed by the Comprehensive Water Plan is 10 fps. As can be seen by the model results the maximum line velocities occur in the downstream line from the metered supply station. Following are the maximum available fire flows for each node. A maximum required value of 5000 gpm was used to run the model. With an upper gradient of 450 and a lower gradient of 316 the ideal elevation for a PRV would be at elevation 212 feet. This would yield an upstream pressure at the PRV of 103 psi (highest pressure in high zone) and a downstream pressure of 45 psi (lowest pressure in low zone). However, the proposed location for the PRV station is at the intersection of South 107th Street and 49th Avenue South. This location best fits the future needs of the area due to the opportunity to extend a main to the south along 49th Avenue South and being able to readily connect to either the upstream side or downstream side of the PRV to best accommodate the needs of the new system to the south. This location also works best for maintenance of the PRV station since this intersection allows no through traffic to the north or west thus making traffic control during maintenance of the station simple. The elevation of the proposed station site is 194 feet which yields an upstream pressure of 111 psi and a downstream pressure of 53 psi. Although these pressures are slightly higher than what would be ideal, this location best fits the future needs of the system. It is recommended that individual 3/4" PRV's be installed on service lines connected to the upstream side of the PRV station that may experience pressures too high for normal residential use. SUPPLY STATION AND PRV SIZING The main supply meter, intertie meter and PRV, and PRV at the 450/316 gradient change are sized based on a worst case fire flow situation of 3000 gpm. Maximum system demand under both peak hour flow and fire flow is 3099 gpm. The main supply meter, the intertie meter and the intertie PRV are all sized for this flow. The PRV at the 450/316 gradient change is sized for 2170 gpm which would be the maximum flow through it during peak hour flow with a 3000 gpm fire flow at the intersection of South 107th Street and.47th Avenue South. Due to it's familiarity by the civil engineering profession, and long history of use in King County, the decision was made to continue to allow the use of the Rational Method with some specific limitations. Limitations o Only for use in predicting a conservative peak flow rate to be used in determining the required capacity for conveyance elements. o Drainage subbasin area (A) cannot exceed 25 acres for a single calculation. o The time of concentration (Tc) must be computed using the method described below and cannot exceed 100 minutes. It is made equal to 6.3 minutes when computed to be less than 6.3 minutes (see Figure 4.3.3A).
