6. Location and screening of outdoor storage (change of use only)
7. Limits of clearing /grading with existing and proposed topography at 2' intervals extending 5' beyond property's
boundaries
8. Identify location of sensitive area slopes 20% or greater, wetlands, watercourses and their buffers (change of
use only)
9. Identify location and size of existing trees that are located in sensitive areas and buffer (TMC 18.45.040), of
those, identify by size and species which are to be removed and saved
10. Landscape plan with irrigation and existing trees to be saved by size and species (exterior changes or change
of use only)
11. Location and gross floor area of existing structure with dimensions and setback
12. Lowest finished floor elevation (if in flood control zone)
13. See Public Works Checklist for detailed civil /site plan information required for Public Works Review (Form H-
9).

❑ Sprinkler details - details of sprinkler hangers, specifically penetrations in structure, i.e., roof; size of
water supply to sprinkler vault with documentation from contractor stating supply line will meet or
exceed sprinkler system design criteria as identified by the Fire Department.
❑ Washington State Non - Residential Energy Code Data shall be noted on the construction drawings.
❑ SEPA Checklist - if intensification of use (check with Planning Department for thresholds).
❑ Attach plans, reports or other documentation required to comply with Sensitive Area Ordinance or other
land use or SEPA decisions.
❑ Food service establishments require two (2) sets of stamped approved plans by the Seattle -King County
Department of Public Health prior to submitting for building permit application. The Department of
Public Health is located at 201 Smith Tower, Seattle, WA or call (206) 296 -4787. (Form H -5)
❑ ❑ Copy of Washington State Department of Labor and Industries Valid Contractor's License. If no
contractor has been selected at time of application a copy of this license will be required before the
permit is issued OR submit Form H -4, "Affidavit in Lieu of Contractor Registration ".
Building Owner /Authorized Agent If the applicant is other than the owner, registered architect/engineer, or contractor licensed
by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and
obtain the permit will be required as part of this submittal

Department, Planning Division and Fire Department have no comments regarding

The City requires that two (2) complete sets of revised plans be resubmitted with the
appropriate revision block.

INTERPRETATION MANUAL
Regarding the inquiry about change of use from a residential building to an office
building:
EXIT IS A CONTINUOUS AND UNOBSTRUCTED MEANS OF EGRESS TO A
PUBLIC WAY AND SHALL INCLUDE INTERVENING AISLES, DOORS,
DOORWAYS, GATES, CORRIDORS, EXTERIOR EXIT BALCONIES, RAMPS
STAIRWAYS, SMOKEPROOF ENCLOSURES, HORIZONTAL EXITS, EXIT
PASSAGEWAYS, EXIT COURTS AND YARDS.
Sec 3303(a) says: The second story shall be provided with not less than two exits when
the occupant load is 10 or more.
Sec 3304(f) Width and Height: Every required exit doorway shall be of a size as to
permit the installation of a door not less than 3 feet in width and not less than 6 feet 8
inches in height. When installed, exit doors shall be capable of opening so that the clear
width of the exit is not less than 32 inches. In computing the exit width required by
Section 3303(b), the net dimension of the exitway shall be used.
Sec 3306(i) Handrails. WAC 51 -20 -3306 has some special requirements for handrails that
are different than the UBC (at least one).
Sec 3306(o) Headroom. Every stairway shall have a headroom clearance of not less than
6 feet 8 inches.
Sec. 106 says: Sec 106 was not intended to provide a procedure whereby the building
official can issue variances to the code. The intent of Section 106 is to provide for
modifications of the code where, in addition to other qualifying requirements, the
modification is in conformity with the spirit and purpose of the code.
Sec. 502 Q: Can a single- family dwelling of Type V -N construction be changed to a
Group B, Division 2 office use without alterations to comply with requirements for a
group B, Division 2 Occupancy.
A. Section 502 would not prohibit the change of occupancy from a single - family use to
a commercial or office use, provided the proposed use is less hazardous than the existing
use. Each change of occupancy must be judged on its own merits. When such a change is
proposed, the building official must evaluate the fire and life safety and structural
features of the building to determine if they are as required by the code. For example,
exiting provisions in Chapter 33 and the design loading criteria in Table No. 23.A must
be verified for code compliance. Note that the adequacy of an office floor would have to
be justified for a 50 pound-per-square-foot live load and a 2,000-pound concentrated
load. It would also be necessary to evaluate the extent and scope of any alterations to
determine if they are within the limits specified in Section 104(b).

FIRE DEPARTMENT - Construction Information
1. The City of Tukwila has adopter the 1991 Uniform Fire Code. This and other nationally recognized
standards will be used during construction and operation of this project. (TMC 16.16.120)
2. Fire hydrants will be required. (City Ord. #1626)
3. Required fire hydrants shall be approved for location by the Fire Department, approved for purity by the
Water Department, and fully in service prior to start of construction. By line of vehicular travel a fire hydrant
must be no further than 150 feet from a structure; and no portion of a structure to be over 300 feet from
fire hydrant. (UFC 10.301 and City Ord. #1646)
4. Automatic fire sprinklers, audible and visual devices, and a minimum of one pull station per floor are
required for this project. Sprinkler system and fire alarm shall comply with N.F.P.A. #13, #72, and ADA
requirements. Sprinkler plans shall be submitted to Washington State Surveying and Rating Bureau,
Factory Mutual or Industrial Risk Insurers for approval prior to being submitted to Tukwila Fire Marshal
for approval. The fire alarm plans are to be submitted directly to the Tukwila Fire Marshal for approval.
Submit three (3) sets of drawings. This includes one for our file, one for company file, and one for the job

1. Doors: Doors should have quality locking mechanisms with
minimum one inch deadbolt locks. • All exit doors shall be
operable from the interior without the use of a key or any
special knowledge or effort. The Crime Prevention Unit should
be contacted for information regarding correct hardware usage
at 433 -1823.
2. Security Alarm: Recommend installing a security alarm system
during construction that would report a burglary in progress
when the office building is closed.
3. Windows: Consideration should be given to providing hardened
coverings (such as security film, etc.) for ground level
windows where glass breakage would allow for access to
building interiors by burglars.
4. Orientation of Windows: Windows should be located so that the
parking lot area can be easily surveyed by employees inside
the of ice building.
5. Graffiti Prevention Program: It is important to win the war
against the graffiti "artist" and keep your building
attractive. New non -stick anti - graffiti water -based or wax
like coatings are now available to make an effective barrier
against graffiti or other potentially staining substances.
Contact the crime prevention unit for further information.
6. Landscaping: Plant materials should be placed and maintained
so to provide visibility and prohibit hiding places for
unauthorized people around ground level door and window areas.
Sticker shrubs may discourage crime activities. Low shrubs
and umbrella trees (where the canopy is maintained above
five(5) feet from the ground) will allow surveillance
opportunities, hence reducing the potential for criminal
behavior.
7. Lighting: Energy efficient security lighting is a relatively
low -cost, yet extremely effective way to protect the
library and its visitors.
By providing sufficient lighting in the parking lot and around
your building you will discourage burglars and vandals who
don't like light, preferring the cover of darkness for their

any questions reganiing the following comments.
1. The floor plans included with this permit application will be the record documents
of the certificate of occupancy. Provide new plans which indicate (labeled) the
proposed use of all rooms on the 1st Floor Plan. UBC 301.
2. The building code requires that enclosed usable space under stairways most be
protected at the wall.s tuid soffit on the enclosed sick as required for One
resistive CO IlSiniction. Given the age of the existing dwelling, the enclosed under stair
area may or ?tray not have this protection. Since the lack of the fire resistive proteaion
represents a hazard to the egress system, indicate whether or nM die protection exists,
or (i f not) note the requirement on the plan. UBC 102.
3. Barrier free access to the toilet room needs to be doczunented. Label the size o [II
door to the toilet room, and schedule lever operated latchset. UBC 1106.10.2 & 1106.3.
4. A new 3' store door is indicated at the building access from the existing porch.
Schedule " Safety glazing" and lever operated latchset. UBC 2406.4 & 1106.3.
5. The toilet seat height at barrier free toilet room needs to be changed to indicate 17"
minimum. UBC 1106.11.5.2
6. The following code requirements apply to the new barrier free access ramp at the
North side of the buildingand need to be specifically indicated on the plans: The
minimum width for an e.xterior ramp is 41-inches. The required railings shall have an
izztermediate rail mounted l7 to 19 inches tibove the ramp or landing surface ar A
guardridl complying with UBC Seaton 509. The handgrip portion o f handrails shall
not be less than 1-1/4" nor more Man 2 inches in cross sectional dimension or the •
