MEMORANDUM

RE: Director of Finance Appointment
I am pleased to announce that Shawn Hunstock, currently Assistant Finance Director for
the City of Auburn, has been selected as Director of Finance for the City of Tukwila. He
will be brought before the Council for introduction at your regular meeting on Monday,
September 15, 2008, at which time you may ask him questions prior to his continuation.
The following is a brief summary regarding the recruitment and selection process, and a
little bit about our decision to select him for the Finance Director position.
Waldron Company conducted an extensive search process for this position. After
interviewing department heads and staff regarding what they were looking for in a
Finance Director, the Waldron film worked with Administration to ensure that the final
candidates met the expectations and high standards this position requires. Initial
interviews, backgrounds, screenings, and discussions were held to narrow down the
number of potential candidates. The finalists for interviews were selected by the Mayor's
Office.
The second phase of the process entailed multiple interdepailluental panel interviews.
After consideration of all candidates, Mr. Hunstock was invited to a final interview that
was conducted by the Executive Team made up of myself; Rhonda Berry, City
Administrator; Bob Noland, Interim Finance Director; and Viki Jessop, Administrative
Services Director. Mr. Hunstock thoroughly answered all of our additional questions and
impressed us even more than he had during our initial interviews. The consensus of the
Executive Team is that Mr. Hunstock best meets the needs of the City in all areas of
consideration, including, but not limited to: municipal finance, leadership, financial
technology, values, consensus building, and customer service.

Leonor serves as the Director of English Language Learners (ELL) and Student Services at the
Tukwila School District. She will fill the empty school district position, position 2, vacated by Ken
Heikkila.. Leonor's position is a key contact point for integration of human services in the Tukwila
School District. We have already spent significant time coordinating our efforts. She brings much
experience in understanding student needs. Please let me know if you have any questions.

W HEREAS t he City of Tukwila recognizes adequate nutrition as a basic goal for each citizen; and
WHEREAS, no parent should have to send a child to school hungry, no baby
tili .siz'S'i, should be without the comfort of the feedings needed for mental and physical
growth, no elderly person's health should be jeopardized by lack of appropriate =s
foods; and
WHEREAS, food banks, emergency and hot meal programs working with
the City of Tukwila, local churches, social service agencies, and hundreds of
volunteers are striving day in and day out to stem the rising tide of hunger, but
still need more help; and
WHEREAS, we believe that when the citizens who are not i nvolved hear of
the especially desperate needs of the hungry as winter approaches and their low c:-
incomes must stretch to cover increasing fuel electricity and rental costs leavm .N

WHEREAS, the Emergency Feeding Program coordinates an annual food r
drive to help support the efforts of their program and the area's food banks m
fighting hunger, which will be held at grocery stores throughout King County
